1 JOB DESCRIPTION Director of Midwifery / Nursing Department: Title of Post: Accountable to: Department of Midwifery / Nursing Director of Midwifery / Nursing The Master (Chief Executive Officer) The Director of Midwifery/Nursing as a member of the Executive Management Team, in accordance with the policies of the Board of Governors and The Rotunda Hospital and in collaboration with other professionals, will work to achieve the Organisations Corporate and Clinical objectives. Principal Duties and Responsibilities of the post holder: Corporate - Work with the Master, Secretary General Manager and the Board of Governors on the development and implementation of the overall Hospital Strategy - Share corporate and clinical responsibility for the achievement of the Rotunda Hospitals service objectives under the direction of the Master - Contribute to policy, planning and decision making processes - Assist in the development of the Hospital Strategic Plan - Engage with and report to the Board of Governors on relevant matters - Attend Board and Board sub-committee meetings - Ensure hospital objectives and decisions are effectively communicated across the hospital - Provide professional advice on all issues relating to Midwifery and Nursing - Be responsible for ensuring the maintenance of professional standards and statutory requirements as directed by the Nursing and Midwifery Body of Ireland (NMBI) and other relevant statutory bodies
2 Leadership and Accountability - Participate as a core member of the Executive Management Team and contribute to the smooth operation of the hospital - Provide strategic and clinical leadership and direction for midwifery/nursing related services which results in the delivery of effective, efficient, quality assured and patient centred midwifery/nursing care - Develop a shared sense of commitment and participation among staff in the management of change, the development of the midwifery/nursing services and in responding to the changing health need of patients - Develop, maintain and review the midwifery/nursing organisational structure within the context of overall organisational objectives - Lead and develop midwifery services in line with the National Maternity Strategy - Develop and maintain strategic relationships with colleagues within the RCSI Hospital s Group - Be responsible for strategy and policy on practice development, education and professional duties imposed by statute or determination - Lead in the development and progression of relevant aspects of the Hospital Strategic Plan - Keep the Master and Secretary Group General Manager appraised of any significant development within his / her area of responsibility and perform such additional duties as may be assigned from time to time by the Master / Board of Governors - Represent the Rotunda Hospital at local, regional and national level as required Planning - Develop strategic key objectives for the midwifery/nursing service on an annual basis - Define objectives and identify major action plans for each division of midwifery/ nursing management - Formulate, develop and approve policies relating to midwifery and nursing - Lead in the selection, introduction and development of information and other systems for the midwifery/nursing service - Develop knowledge of systems used by midwives/nurses in other agencies and/or countries, including staffing, personnel, financial and patient information systems and apply to the Rotunda Hospital when applicable - Prepare an annual report on midwifery/nursing and related activities and expenditure - Accept responsibility for the management of all midwifery/nursing services over a 24-hour period and ensure that systems are in place to support this responsibility Page 2 of 7 Revised April 2018
3 - Undertake local workforce planning and participate in National Initiatives for midwifery and nursing services - Collaborate with all key stakeholders in the implementation of the National Maternity Strategy Human Resource Management - Develop and maintain a Strategy for ongoing recruitment and staff retention based on best available evidence - Effectively manage the midwifery/nursing/healthcare assistant and allied health professional function under the remit of the post holder - Lead and participate, as required, in the recruitment, selection and appointment of midwifery/nursing and related staff - Ensure the optimum and effective use of staff through efficient rostering, skill/grade mix planning, workload measurement, staff profiling and deployment - Initiate the implementation of an on going development and individual performance review process and foster a high level of morale among staff by effective motivation and communication - Act as a mentor/coach to enhance the performance and capability of midwifery and nursing staff - Participate in the formulation of all relevant personnel policies and procedures - Manage industrial relations issues relating to midwifery/nursing and allied staff in consultation with the Human Resources Department - Promote and maintain a safe environment for staff. Lead in the development and implementation of Risk Management and Health and Safety strategies relevant to midwifery/nursing and patient care in consultation with appropriate personnel - Ensure nursing and midwifery staff compliance with all mandatory and statutory training Finance - Prepare annual financial estimates of midwifery/nursing and related manpower, including education and training needs - Participate as a key manager in the overall financial planning of the hospital service including the assessment of priorities in pay and non-pay expenditure - Ensure expenditure within midwifery and nursing is controlled within the allocated budget - Identify potential for efficiency saving through improved practices and innovation - Delegate, as appropriate, budgetary control to department managers and implement monthly expenditure audit systems as appropriate Page 3 of 7 Revised April 2018
4 Education and Research - Ensure that direction and co-ordination of the midwifery education programmes is consistent with overall strategy and meets national criteria - Be responsible for the development and implementation of pre and post registration midwifery education and training programmes in partnership with the agreed third level institute provider - Be responsible for the suitability, quality and level of supervision of clinical midwifery/ nursing practice placements - As a member of the Board of the Centre for Midwifery and Nursing Education (CME) ensure that appropriate in-service education programmes and ongoing learning needs are met for all assigned staff. Liaise and co-operate with appropriate third level education institutes when necessary - Monitor recent midwifery/nursing research and new developments. Initiate, facilitate and take part in relevant midwifery/nursing research and promote awareness of ongoing and current research into issues affecting patient care - Maintain own professional knowledge and expertise in keeping with the post Quality Assurance - Ensure that evidence based standards of clinical midwifery/nursing care are in operation and that regular monitoring of care and outcomes is undertaken through audit - Develop a philosophy for midwifery/nursing that reflects the hospitals commitment to the provision of a high standard of midwifery/nursing care and reflects relevant national policy or guidance - Create an environment within which women, babies and their families can be actively involved in the planning, delivery and evaluation of services - Implement hospital policy on complaints and patient services - Develop and maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations' responsible for and/or participating in health care - Ensure adherence to all codes and guidelines relating to professional midwifery/nursing practice and behavior - Provide effective professional leadership with regard to serious incident management and hospital clinical risk strategy - In collaboration with the Clinical Risk Department ensure prompt investigation of all clinical incidents and dissemination of learning from incidents to improve the delivery of care - Actively contribute to and assure compliance with all relevant National Standards - Lead in the development, maintenance and implementation of quality care metrics and KPI s Page 4 of 7 Revised April 2018
