1 RCSI Hospitals Group Recruitment Campaign Post Title: RCSI Group Clinical Coding Manager Post Status: Permanent Department RCSI Hospital Group Location: St. Stephen s Green Reports to: The post holder will report to the Activity Based Funding (ABF) Accountant within the Group Corporate Finance Structure. Salary: Appointment will be made on Grade VII ( 48,015 62,417) at a point in line with Government pay policy. Hours of work: Full-Time Closing Date: 12 Noon on 31 st August 2017 Position Summary: The Government s health reform programme, Future Health, aims to improve the population s health, assist health service staff to improve services to the public, and demonstrate to taxpayers that value for money is being delivered. The financial challenges facing the health system are immense. Demand is increasing on an annual basis while the amount of funding available to provide services has decreased significantly. Financial Reform is one of the 4 Pillars of Reform within Future Health and these reforms are designed to ensure that the financing system is based on incentives aligned to fairness and efficiency, while reducing costs, improving control and also improving quality. The Activity-Based Funding (ABF) model is being introduced in order to create incentives that encourage treatment at the lowest level of complexity that is safe, timely, efficient, and is delivered as close to home as possible. This shift will be used as an opportunity to achieve quality and safety objectives rather than simply being a means of paying for activity. Ultimately, the ABF system will be designed to integrate payment systems supporting integration between primary, community and hospital care. The reform actions necessary to enable the Government to deliver whole system health reform, as undertaken within the Programme for Government, are laid out in Future Health: A Strategic Framework for Reform of the Health Service The establishment of Hospital Groups is an integral part of this reform, which will see public hospitals reorganised into more efficient and accountable hospital groups that will harness the benefits of increased independence and greater control at local level. The Government s decision regarding the establishment and operation of the new Hospital Groups is informed by two reports The Establishment of Hospital Groups as a Transition to Independent Hospital Trusts and The Framework for Development Securing the Future of Smaller Hospitals. These reports fulfil important commitments in Future Health for the reform of the health service. The alignment of ABF with the national clinical programmes will provide Hospital Groups with the tools to provide effective and efficient services within a clear national framework.

2 The RCSI Hospital Group comprises of 7 clinical sites: Beaumont Hospital Cavan General Hospital Connolly Hospital Louth County Hospital Monaghan Hospital Our Lady of Lourdes Hospital Drogheda Rotunda Hospital RCSI is our Academic Partner. The Group serves a population of approximately 865,000 people, with over 8,100 staff. The Hospital Group annual gross spend is approximately 830million. The Hospital Group will continue to work with colleagues across the Group together with all other internal and external stakeholders to deliver optimum services for our patients within the resources available whilst at the same time ensuring that quality and patient safety remains a key priority. Principal Duties and Responsibilities: Manage coding staff within the group in the delivery of timely and accurate coded activity information by specified deadlines. Organising HIPE work to ensure the coding function is fully supported in each hospital, including cover for leave, succession planning, mentoring of HIPE staff and support of in-house and HPO training. Managing a strategic risk management programme including auditing in each hospital in the group by working with HIPE teams in the group hospitals to ensure timeliness, accuracy, consistency, completeness and compliance with national and international coding standards. Ensuring the integrity and quality of coded data by working with HIPE teams and clinicians in the group hospitals. Providing support at hospital and group level with the recruitment and orientation of HIPE Coders. Organising and managing training sessions for HIPE coders both with the HPO at hospital and group level. Hold regular team meetings in each hospital with a regular agenda of audit, data quality, coder support and training. Liaising with clinicians to foster their support and understanding of the HIPE function and to ensure good clinical documentation. Assist the HPO to implement the findings of the Pavilion Health National Audit of Admitted Patient Information National Report. September 2016 Implement the hospital level work-plans resulting from the individual hospital reports issued as part of the Pavilion Health project. Ensuring that the confidentiality of patient data is maintained at all times. Liaison with the HPO and IT Department(s) to ensure efficient operation of the HIPE software. Liaising with medical records and other hospital staff to ensure a good and timely flow of completed medical records to each HIPE department. Ensure HIPE Coders have access to all sources of information required to complete their job. Raising awareness of the role of HIPE and coders across all departments. Keeping up to date with any new developments on the HIPE system as they arise. Leading the team through new changes and developments in work practices. Keeping up to date with all circulars relating to coding practices and ensuring that any recommendations are implemented. Liaising with the Finance Manager; giving regular updates and an assurance around validity and accuracy of data. Manage correspondence regarding HIPE coding audits and other data quality activities in a confidential and sensitive manner.

3 Be able to prepare and present reports on audits, data quality, staffing as required to the appropriate stakeholders and follow up on recommendations as appropriate. Working with the HPO to ensure compliance to coverage and data quality guidelines. Ensuring that coding queries returned to the Hospital from the Hospital Pricing Office (HPO) are corrected and adequate response provided. Participate and contribute to national coding groups as they arise, to facilitate sharing of best coding practice Act as group liaison contact for HPO on all coding matters To be a primary group resource in championing the importance of HIPE data and its impact on group and individual hospital ABF performance. To demonstrate a clear understanding of the role of HIPE audit within the HPO and to participate in the overall delivery of its function within the HSE Facilitate effective communications with other members of the HPO, senior / corporate managers and other relevant stakeholders as required Maintaining and supporting clear communications lines for HIPE staff with clinicians. General Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. Selection Criteria: Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Mandatory: Significant experience of clinical coding including working in a hospital setting with practical coding experience e.g. extraction of appropriate information from charts and application of clinical codes from a recognised clinical coding scheme e.g. ICD-10-AM/ACHI/ACS Experience in reviewing HIPE data quality review e.g. chart based audit, use of The Checker, using HCAT (HIPE Coding Audit Toolkit), assessing and returning cases to HIPE Coders for further review Evidence of attending clinical coding training courses up to specialist level i.e. certification or confirmation of attendance required Experience in mentoring, managing and leading staff. Desirable: Professional Knowledge & Experience Expertise in clinical coding, ICD-10-AM/ACHI/ACS classifications and Australian Refined Diagnosis Related Groups (AR DRGs) An ability to write, generate and present documents and reports in a professional manner.

4 Experience and expertise in the extraction and coding of HIPE data according to national coding guidelines. Knowledge and understanding of reviewing and auditing HIPE data including chart based audit. Demonstrate knowledge of Irish and Australian coding standards, including how these are updated and implanted. Knowledge of the HIPE Portal and the associated tools. Knowledge and experience of using an system effectively e.g. Outlook, Lotus Notes. Demonstrate good knowledge of the Health Services Executive and the Health Pricing Office. Be computer literate and able to demonstrate good knowledge of Microsoft office. Manage the HIPE coding function at a group level to ensure the provision of timely and accurate hospital activity data through: Ensuring the HIPE function is properly staffed and supported in the group. This includes ensuring adequate cover with experienced, trained HIPE coders. Managing data quality and auditing of HIPE data across the group to ensure compliance with national and international coding standards and timelines. Raise awareness across the group, to a wide range of stakeholders and with a broad range of disciplines, of the central role of the HIPE function to the operation of the hospitals and to the success of ABF.
