2 1. ORGANISATION INFORMATION Introduction Northern Health provides a diverse range of acute, sub-acute community health services to the large diverse population in the regions north n of Melbourne. ROLE STATEMENT Northern Pathology Victoria (NPV) will be providing the pathology services for Northern Health commencing January The servicee is being developed specifically to provide a local, quality Pathology service to the rapidly growing northern suburbs of Melbourne. The main responsibilities of the appointee are: Assist in the development of an in-house pathology service within Northern Pathology Victoria Coordinate outsourced pathology servicee in conjunction with the Northern Pathology Executive. Assist with NATA accreditatio on Assist with RCPA accreditatio on as a training site Determine range of pathologyy tests provided, their methods m procedures Assist be responsible for operational practices a staffingg of the laboratory Ensure regular review of the laboratories quality systems, proficiency testing data, laboratory reports. Ensure appropriate consultation on medical scientific issues Ensure that the procedures tests performed aree within the scope of education, training, continuing professional development experience e of individual staff The appointee is also expected to: Page 3 of 9
4 Assist in the development of an in-house anatomical pathologyy service within Northern Pathology Victoria Coordinate outsourced anatomical pathology service in conjunction with other pathologists Provide assistance supervision to other disciplines as required Other duties: Support assistt the Director of Pathology in the provision p off high quality medical servicess at Northern Health, consistent with Northern Health values. Participate in auditt other quality activities committees, in particular, involvement participation in Morbidity, Mortality Adverse event audits Be available to medical colleagues for consultation a liaison as appropriate regarding patient care. Be immediately available for urgent consultation d assistance in resuscitation subsequent management t of critically ill or injured patients. Contribute to the professional l corporate life of Northern N Health by participation in appropriate committees d fora. Contribute to ongoing servicee improvement clinical workforce innovation to ensure Northern Health provides high quality accessible Pathology Services within allocated resources meets the needs of Northern Health patients. Support academic, research, education, training & supervision s (both medical nursing undergraduates postgraduates) roles inn Pathologyy Participate in the Pathology after hours on-call roster. 3. KEY SELECTION CRITERIA Qualifications Medical registration with the Medical Board of Australia under the Australian Health Practitioner Regulation Agency (AHPRA). Undergraduate medical qualification is essential MBBS, M MD or equivalent Fellowship of Royal College of s of Australasia (FRCPA)in Pathology is essential Must be qualified willing to be an Approved Pathology Practitioner (APP) hold a current APPP Undertaking under section 23DCC of the Health Insurance Act 1973 Desirable: Appropriate specialty qualifications such as Fellowship of Royal Australasian Collegee of Physicians or equivalent FRACP Experience Essential: A current national criminal historyy police check (completed upon appointment) Must have a proven track record of excellence in laboratory service delivery with a demonstrated commitment to continued improvement team work Page 4 of 9
5 Must have a demonstrated ongoing commitment too educationn of themselves, their colleagues, junior staff, other members of the team, d medical students. Must have a demonstrated ongoing commitment to medical research, audit, QC other activities that improve patient care. Must have excellentt written verbal communication skills that enable the development of professional relationships across a broad range of people. Management experience together with broad experience in Pathology including patient care, diagnostic techniques, teaching research Experiencee in successful operational, staff financial management track record of effective Leadership in a substantial department. 4. KEY RESULT AREAS (KRAs) & KEY PERFORMANCE INDICATORS () 4.1 Role Responsibilities: KRA: Service Delivery: Develop in-house pathology service within Northern Pathology Victoria that is appropriate for a tertiary hospital, including: o Employment of senior medical scientific positions o Tender purchase of new equipmentt o Assist in the tendering process for out-sourced biochemistry services Ensure ongoing liaison with clinical services to ensure the best quality care for patients of Northern Health. Ensure a quality pathology service including meeting NATA stards, together with the Quality Co-ordinator Develop review policies procedures for provision of pathology services, in conjunction with other senior medical scientific staff s Ensure patient safety stards quality. Co-ordinate medical senior scientificc staff, including rostering Support, co-ordinate, facilitate promote teaching research, both within Pathology with clinical services To represent the department at meetings as required Facilitate innovation in Pathology; setting strategic directionn for the service in conjunction with the Northern Pathology Executive To engender a commitment too excellencee in patient care. To be current with new developments in Pathology. To continuously review existing practices to promote change where required. To ensure the maintenance off adequate laboratory records. r Ensure clinical care is undertaken within establishedd procedures in order to t provide safe clinical care for patients, ensuring clinical risk iss minimised. Ensure laboratory staff work within their approved scope of practice at all times with appropriate supervision where necessary. Ensure all laboratory staff maintain their registration anyy required indemnity cover. Page 5 of 9
6 Ensure all staff attend necessary training that enhances safety quality of clinical care. Promote a culture that supports learning encourages reporting of errors. Implement systems to identify manage risks a to deal with learn from incidents complaints. Provide feedback to Director of Pathology or other senior management in relation to problems or issues that impact on safety clinical quality. Assist in the development of in-house anatomical pathology services Provide assistance to other disciplines in service development as required. Coordinate the appropriate tests program to ensure appropriate tests are done to reduce excess testing. KRA: Organisational Management: : To contribute to the Financial management of the Laboratory Participate in the developmen nt of the annual budgett allocation Ensure decision making remains within delegated authority Meet monthly year to datee budget targets KRA: Human Resourcess Management Workforce Planning: P Ensure that workforce planning is regularly undertaken implemented to t provide for the ongoing resource needs Ensure recruitment rostering practices comply with applicable Enterprise Bargaining Agreement cost effectively support delivery d of quality service Ensure new medical staff are properly inducted to their local work environment attend the l Hospital Orientation program Ensure leave is rostered fairlyy that medical stafff regularly take leave do not accumulate excessive leave except where a plan iss in place as to when that t leave will be taken. Actively manage individual team performance to maximise performance minimise workplace problemss conflict. Continuously seek individual team improvement take responsibility for the introduction of any changes required to bring about such improvements. Credentialing Scope of Practice Refer to Appendix One for the Credentials Scope of o Practice relevant to this t role. Prior to appointment commencement, the appointee must participate in the Credentialing Scope of Practice processs at Northern Health. Credentialing Scope of Clinical Practice will be reviewed on a regular basis in line with Northern Health policy.
