1 Position Title and Position Number Supervisor Practice (P ) (Palmerston Clinic) CEO Classification and Salary: Base Salary: $113,000 Total Salary: $142,734 Staff Direct Supervision: 3 Location (Note: Total salary includes leave loading, superannuation and allowance for motor vehicle) Indirect Supervision: 18 Palmerston Date Reviewed 15 th August 2013 SUMMARY OF POSITION: The Practice is responsible for the efficient and effective delivery of all aspects of clinical services provided at DDHS Palmerston Family Centre and Dental Clinic. This includes supervision and coordination of clinic staff, collaboration with other DDHS services, key stakeholders and external service providers to ensure provision of high quality, culturally appropriate, comprehensive primary health care services to Aboriginal and Torres Strait Islander residents of the greater Darwin region. OVERVIEW OF DANILA DILBA HEALTH SERVICE (DDHS) AND THE WORK ENVIRONMENT Background Established in 1991, Danila Dilba Health Service (DDHS) is a community-controlled organisation providing comprehensive primary health care services to Biluru communities in the Yilli Rreung Region of the Northern Territory. The mission of DDHS is to improve the physical, mental, spiritual, cultural and social wellbeing of its clients through innovative comprehensive primary health care programs that are based on the principles of equity, access, empowerment, community self-determination and inter-sectoral collaboration. DDHS is funded primarily by OATSIH (Department of Health and Ageing) to deliver health care services to Aboriginal and Torres Strait Islander people and employs approximately 117 staff (FTE). Clinical services are delivered from three (3) facilities in Darwin: Knuckey Street, Darwin Primary health care Palmerston - Primary health care and Women s and Children s Health programs and Dental Services McLaughlin Street, Darwin - Men s Clinic Aboriginal Health Practitioners, General Practitioners, Registered Nurses and ancillary staff deliver holistic primary care health services within the following clinical streams: Acute Care and Chronic Disease management Male health Women s health Child and Maternal health Specialist/allied health services (including visiting physicians, pharmacy, and child development)

2 A community services team consisting of Aboriginal health workers, family support workers and health practitioners provide a range of complementary services including: Community health engagement/ health promotion Alcohol, tobacco and other drugs program Youth services Emotional and social wellbeing services. Annually DDHS assists over 7,000 individual clients, providing over 42,000 episodes of health care. PRIMARY RESPONSIBILITIES: Strategic Management Contribute to the strategic planning for clinical services within DDHS Assist, implement, monitor and review the Danila Dilba Health Service Strategic Plan in conjunction with the Chief Executive Officer and other members of the management team; Program Management Supervise the operational and clinical activities of the clinics and associated programs, and manage the clinic teams; Identify, review and address operational issues; Exercise appropriate financial and human resource management delegations; Programs include but are not limited to outreach services, chronic disease and care coordination, diabetes education: Work within and promote Quality Assurance and Continuous Improvement Systems Programs including accreditation cycles such as RACGP/AGPAL accreditation; Coordinate and regulate appointment systems, rosters and specialist clinic delivery. Maintain equipment register and ensure the clinic has all equipment in a good working order and satisfactory condition and maintain stores management; Communicate and work as part of the team to ensure consistency and flow of communication across all areas is maintained; Take responsibility for professional development by attending relevant workshops, training and in-services; Keep informed of current trends in Aboriginal and Torres Strait Islander s health and training programs Identify service gaps; prepare funding submissions, reports and relevant KPIs for funding bodies as per funding agreements and other issues affecting program outcomes. Administration Contribute to the efficient and effective functioning of the workplace by working collaboratively with team members in order to meet organisational objectives. This includes demonstrating appropriate and professional workplace behaviours, providing assistance to team members as required and undertaking other key responsibilities or activities as directed by the CEO or Executive Management Team. Take personal responsibility for meeting objectives and show initiative in forward planning; Ensure appropriate administrative and corporate governance processes are maintained within the Clinic; Ensure all client and staff grievances, are dealt with in a timely and professional manner; Developing professional, productive working relationships with the range of internal and external stakeholders; Promote the role and importance of Aboriginal Community Controlled Health Sector within government and the community. Advocate for and represent the interests of Danila Dilba Health Service locally and nationally where needed.

3 Promote a collegial working environment towards achieving a collaboration and coordination of services and contribute to internal and external stakeholder forums. Manage the clinic s budget; Explore and create innovative approaches for maintaining and improving existing capability within the clinical working environment; Initiate periodic review and evaluation of the work area s procedures and practices; and Promote, lead and direct accreditation processes, quality activities and other organisational activities as appropriate. Human Resource Management Manage, supervise, develop and mentor clinical and non-clinical staff; In collaboration with other senior staff, manage; Recruitment, selection and orientation of new staff Leave schedules, time sheets and leave approval Performance management through effective and timely supervision Provide leadership to all staff in; Effective delegation Goal setting Training, development and support Participate in cross-cultural education of staff, and identify training needs for staff. Ensure the requirements of the Equal Opportunity and Workplace health and safety Legislation are met within the working environment. SELECTION CRITERIA: Essential: 1. Management experience in a general healthcare practice/operations or similar clinical practice environment; 2. Extensive understanding of the role of community control processes within the context of Aboriginal Health; 3. Demonstrated skills and ability to effectively engage and encourage Aboriginal families and community groups to participate in health promotional programs and activities; 4. Understanding and knowledge of issues that impact Aboriginal and Torres Strait Islander families and communities on a day to day basis; 5. Demonstrated experience and ability to manage conflict and grievances within a community or family group; 6. Demonstrated organisational skills in planning, managing and prioritising tasks and resources to deliver outcomes within time and budget considerations; 7. Demonstrated ability and experience in working with and managing multidisciplinary teams; 8. Proven high level oral and written communication skills including liaison, negotiation and conflict resolution with people from a wide range of cultural and social backgrounds; 9. Experience with practice management software and high level competency with the suite of Microsoft programs; 10. Demonstrated skills and ability in fostering leadership within your team and the community; 11. Sound analytical and problem solving skills; 12. The ability to develop processes that show resource deficiencies within the service as well as the ability to implement strategies that resolve these issues; 13. Preparedness to undertake a Police Check; 14. Ability to obtain a Working with Children Clearance; 15. Current Drivers Licence, and

4 16. Current First Aid Certificate or the preparedness to gain one. Desirable: 1. Relevant post-graduate qualifications; 2. Awareness of and sensitivity to Aboriginal culture and history; 3.
