7 Foreword By Country Representative WWF Nepal Crowned by lofty peaks of the Himalayas including the world s highest mountain, Mt. Everest, Nepal, is striving to safeguard its freshwater resources, which is the lifeline of millions of people living downstream. Major Nepali Rivers are continuously jeopardized due to increasing pollution, inappropriate land use pattern, urbanization and massive deforestation. Global climate change is yet another threat to the availability of freshwater. Rapid snowmelt and glacier retreats in the Himalayas are leading to accelerated shrinkage of these water towers. This increases competition among potential demands and signifi cantly affects the health of our watershed and benefi t to communities. The Indrawati river one of the seven tributaries of Koshi is located in the mid-hills of Nepal and originates from the higher snowy range of the Himalayas and joins downstream with Sun Koshi river. The landscape in the basin mostly covers rugged mountains, with occasional plateaus where farming is done. In the Indrawati sub basin, water, development and conservation constitutes a challenging setting. It is linked to people s health, livelihoods and general well-being. Development trends range from construction of and planned hydropower dams to improving access to sanitation, and these trends often pose an increased pressure on the available water resources. Besides that, due to anthropogenic activities and climate change, the water supply (quality, quantity, time and location) and related services are under remarkable stress. In order to address these emerging issues and ensure environmental sustainability, economic effi ciency and social equity, Water and Energy Commission Secretariat (WECS) and WWF jointly launched the Indrawati Sub Basin Project with the objective to reduce the vulnerability of people, biodiversity, and economic investments. On behalf of WWF, I would like to thank WECS for their commitment and support to this ambitious initiative. I would also like to take this opportunity to thank the Ministry for Foreign Affairs of Finland and WWF Finland for supporting our initiative. 17 Launching Program Background WECS and WWF launched the Indrawati Sub Basin Project to celebrate the week long World Water Day 2010, on 29 March The major objective of the project is to reduce signifi cantly the vulnerability of people, biodiversity and economic investments in the face of climate change and other local anthropogenic activities. The three year project is being funded by Ministry for Foreign Affairs of Finland and WWF-Finland. KRBM is the fi rst fi eld piloting of National Water Plan (NWP) endorsed by the Government of Nepal in After the successful fi eld piloting of Integrated Water Resources Management (IWRM) in Dudh Koshi Sub Basin, the KRBM program has extended its activities in Indrawati though the Indrawati Sub Basin Project. Indrawati Sub Basin,, one of the seven sub basins of Koshi River Basin, is located in the mid-hills of the central region of Nepal. Considering sub-river basin as a single unit, the project focuses on parts of Sindhupalchok, Kavre and Kathmandu districts that fall under this sub basin. The launching program was conducted to fi eld implement the activities on the ground. Refer Annex 1 for the details of the launching program. Participants A Total of 122 participants representing GoN Ministries and Departments, NGOs/ INGO s, journalists, donors, diplomats, local stakeholders and media persons participated in the launching program. The complete list of participants and their details are presented in Annex 2. 5
18 Inaugural Session The program started under the chairmanship of Mr. Kishore Thapa, Secretary, WECS /GoN, followed by a water poem. Ms. Eliza Sthapit from WWF Nepal mastered the ceremony. Dr. Ravi Sharma Aryal, Joint Secretary WECS/GON welcomed the participants at the launching program. Dr. Aryal in his welcome speech pointed that integrated approach to water management not only manages water but manages other associated resources such as land, biodiversity and socio-economic aspects of communities. Dr. Aryal said the dream has come to reality with the KRBM as one of the fi rst ongoing management project operationalizing the recommendations of NWP 2005 by piloting IRBM approach in water and related resources management of the Koshi River Basin. He highlighted the objective of the Indrawati Sub Basin project and said the project intends to achieve the balance between socioeconomic development and environmental conservation, while ensuring equitable benefits to local people and participation of concerned stakeholders. Honorable Dr. Prakash Sharan Mahat, Minister of Energy offi cially launched the Indrawati Sub Basin project by planting a sapling. Launching the project, Honorable Minister appreciated the support of Finnish Government and WWF to translate the National Water Plan 2005 into action. 6
19 Technical Session The inaugural session was followed by the technical presentations on Koshi Strategic Planning by Ms. Neera Shrestha Pradhan, Manager - Freshwater Program, WWF Nepal Ms. Pradhan presented the various signifi cances of Koshi River and overarching scopes of integrated basin management approach to manage Koshi River effectively and sustainably. By highlighting various facts on the work done in Koshi River basin, Ms Pradhan introduced the basic concepts of IRBM. Ms. Pradhan shared that Indrawati River has immense economic, ecological, cultural and religious value and these high signifi cances are needed to be dealt with integrated management approach. Ms. Pradhan emphasized that it requires blending of scientifi c knowledge, socio-economic comprehension and managerial skills that can ensure harmony of the developmental initiatives with the environment they depend on. As the issues associated with water resources are complex, interconnected and multidimensional it is necessary to take integrated approach for ensuring maximum benefi ts. She also said this project focuses on achieving three strategic principles, also known as 3-E pillars; (a)economic Effi ciency,(b) Environmental Sustainability (c) Social Equity. By highlighting the work already done in Dudh Koshi Sub Basin, Ms. Pradhan shared the success of water smart communities with the local community. She also shared the outcomes of stakeholders meeting held in Chautara on February (Annex 3) Sustainable Environment Economic Efficiency KRBM Social Equity 7
20 Remarks by Guests Mr. Kari Leppanen, Chargé d' Affaires, a.i., Embassy of Finland appreciated the KRBM program as an extraordinary initiative taken jointly by WECS and WWF and added that Finnish Government is happy to support this ambitious program. He expanded his thanks to WWF and believed that it would help to continue the traditional bilateral cooperation between the two countries. Honorable State Minister Mr. Chandra Singh Bhattarai stated that Nepal needs to make wise use of its natural resources and also conserve it for the sustainable development. Honorable Minister of Energy Dr. Prakash Sharan Mahat, emphasized that development is a need of a country like Nepal. Dr. Mahat said balancing the management of resources with their conservation to achieve sustainable development within a river basin is a challenging task and appreciated WWF and, WECS for taking this challenge to conserve Koshi River Basin. 8
21 Vote of Thanks The Indrawati Sub Basin project launching was fi nally concluded with the vote of thanks by Mr. Jon Miceler, Managing Director-Eastern Himalayas, and Regional Director-Mainland Asia. On behalf of WWF, Mr. Miceler. on his vote of thanks, applauded the Government of Nepal for implementing NWP 2005 and highlighted the signifi cance of transboundry conservation of Koshi River. Thanking the participations of Indrawati Sub Basin launching, Mr. Miceler said that Nepal is blessed with amazing biodiversity and has stepped forward to begin management of this amazing ecosystem. Mr. Miceler thanked WECS for taking the lead to initiate the integrated management of Indrawati Sub Basin, which will conserve the biodiversity by managing amazing water system and hence saving Himalayan mountain ecosystem. Mr. Miceler appreciated WWF Nepal s role to play an important role to conserve Koshi river, that unites the common humanity. He urged everyone to be the part of Indrawati Sub Basin management for its grand success in achieving the goals set by them. Emphasizing the need to address the increasing pressure on water resources due to anthropogenic activities as well as climate change, Mr. Miceler said, Integrated Water Resources Management is a strong tool for freshwater adaptation to address the conservation and wise use of water resources in the face of climate change. 9
22 Closing Remarks The launching program was concluded with the remarks by Mr. Kishore Thapa, Secretary, WECS. Mr.Thapa expressed his immense gratitude to every participant for their valuable presence in the Indrawati Sub Basin launching ceremony. He appreciated Government of Finland and WWF for their support in implementing Indrawati Sub Basin project. Thanking the participant for their support in the launching Mr. Thapa said that we should understand water management in basic level and should be included as country s political issue as water doesn t follow any law and crosses border. water management is a need of a country and one of the tools for water management could be providing water certifi cates like land certifi cates in Nepal. Closing the inaugural ceremony, Mr. Thapa said that WECS is proud to be leading this ambitious initiative and thanked WWF for the continuous support. He also thanked of the Ministry for Foreign Affairs of Finland, INGO s, local stakeholder for the valuable contribution and support in the Indrawati Sub Basin Launching program. 10

32 Agenda This two day workshop, organized on February 2010 in Chautara, Sindhupalchowk was chaired by the Local Development Offi cer (LDO), District Development Committee (DDC), Mr. Krishna Prasad Aryal. The sessions were divided into three parts (a) Inaugural Session (b) Presentation and (c) Working Session (Annex 4) Participants A total of 60 participants from Government, Non Government, local stakeholders, political representatives and media persons attended the workshop. The complete list of participants and their contact addresses is presented in Annex 5. Inaugural Session Dr. Ravi Sharma Aryal, Joint secretary, WECS welcomed the workshop participants by. highlighting the objectives of the meeting and emphasized the role and commitment of local partners in taking Indrawati Sub Basin project forward. He also emphasized that the success of Indrawati Sub Basin project will depend on the support provided by the local communities, political parties and other relevant stakeholders. Inaugurating the function, the chief guest, Mr. Hari Krishna Upadhyaya, Chief District Offi cer watered the plant and said that the community welcomes the project and is committed to work together to make it a success. 20
33 Presentations The inaugural session was followed by a technical presentation. A joint presentation was made by Dr. Ravi Sharma Aryal, Joint Secretary, WECS and Ms. Neera Shrestha Pradhan, Manager- Freshwater Program, WWF Nepal on brief background of Water Resources Strategy and National Water Plan (NWP) followed KRBM concept and lessons learnt from Dudh Koshi project. Remarks and closing session Different distinguished guests gave their remarks to this inaugural session of the Stakeholders Consultation workshop. They thanked the Government of Nepal/ WECS and WWF for bringing KRBM Program to their community. They also expressed their satisfaction by appreciating the approach that has been under taken by conducting prior consultation of project launch. They also welcomed the project and ensured their support to make it a success. They included leaders from different political parties: Nepal Communist Party (UML), National Democratic Party, Nepal Communist Party (Maoist) and Rastriya Janamorcha Party and representatives from different organizations: NGO Federation, Nepal Federation of Indigenous Nationalities, Federation of Nepalese Journalists and Women Development Offi ce. Chief Guest, Mr. Hari Krishna Upadhyaya, Chief District Offi cer (CDO), Sindhupalchowk gave his remarks mentioning that the project has good objective of sustainable development of the project area. He supported the project and wished for its success. He welcomed the project and ensured his support for the success of the project. Working Session The working session began with the presentation by Mr. Gautam Rajkarnikar, Chief KRBM Cell, WECS on Integrated Water Resources Management to the workshop participants. He emphasized on the wise use of water management. The workshop participants were divided into three thematic groups: 1) Environmental Sustainability 2) Economic Effi ciency and 3) Social Equity. The team from WECS and WWF Nepal facilitated the session for the group work. Each group conducted discussion and came out with the list of issues, factors, opportunities and strategies in their respective thematic area. Each group presented and shared their outcomes and followed the interaction to the whole team. The outcomes of the group work have been put in Annex 6 below. Concluding Session Mr. Santosh Mani Nepal, Director, Policy and Special Programs, WWF Nepal gave his wrap up remarks summarizing the workshop and saying that the workshop was a big success. He added that the outcomes of the workshop has provided the guidance to the project. He also mentioned that he was impressed with the local stakeholders interest to and willingness to support the project. Dr. Ravi Sharma Aryal, Joint secretary, WECS concluded the session with his concluding remarks. Dr. Aryal highlighted the outcomes of the workshop and emphasized the role of local stakeholders on success of the project.
