1 TERMS OF REFERENCE (TOR) FOR CONTRACTS FOR RECP ASSESSMENTS AND SERVICES, IN MYANMAR A) General Background Information 19 October 2017 Appendix 1 The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. Under the Division for Programme Development and Technical Cooperation (PTC), the responsibility of UNIDO s Environment Branch (ENV) is to contribute to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as by supporting the creation of new industries providing environmental goods and services. This assignment will contribute to these activities. B) Project Background and Aim Resource Efficient and Cleaner Production (RECP) applies proven preventive environmental approaches and productivity techniques to achieve the triple benefits of: (i) improved resource productivity (hence reduced operational costs and reduced use of materials, energy and water); (ii) reduced environmental impacts (less waste, emissions and pollution) and (iii) improved occupational and community health and safety. UNIDO has gained valuable experience in implementing RECP in South East Asia (in particular Viet Nam, Cambodia, Lao and Indonesia) as well as elsewhere in Asia and globally under its joint global RECP Programme with UN Environment, funded by the Swiss State Secretariat for Economic Affairs SECO ( The pilot national RECP programme in Myanmar is aimed at improving resource efficiency and environmental performance of enterprises, in particular small and medium sized enterprises (SMEs), through the adaptation and adoption of internationally proven RECP methods and techniques. The design and core activities of the pilot programme have been tailored to the present transitional stage in the socio-economic development of the country, which is characterized by: relatively weak institutions and governance; defaults in national environmental policy framework; rapid change-over in government and resulting uncertainty about policy direction. Specific outputs pertain to enabling multi-stakeholder dialogues; technical capacity building for RECP service delivery; and industry demonstrations. C) Scope of the Contracted Services The service required will need to build on existing and past RECP activities (previously RECP trainings and baseline data collection activities were conducted among the targeted companies) and focus on RECP demonstrations in 18 selected companies and dissemination information workshops targeting industry representatives, enterprise managers and key staff to understand the business case of improved environmental performance and responsible management. More information in this area can be found on the project website under For this purpose, at least 18 companies in the two selected areas of Yangon and Mandalay will receive RECP assessments. The conducted RECP assessment must fulfil high quality and international UNIDO/PTC/ENV-em Page 1 October 2017
2 standards and should be aligned with UNIDO s methodology 1. Proposed RECP options are to be technically and financially evaluated and presented to the demonstration companies. Moreover, the project management unit (PMU) based in Yangon will receive dedicated coaching services to take-over the possible function of future RECP experts and trainers. Activities under the proposed contract The PMU will participate in the activities undertaken under the proposed contract, but their role will be mainly limited to coordination and facilitation as well as to the receiving of coaching inputs. The following table provides the set of activities to be carried out under the proposed contract: RECP Assessment and Demonstration RECP Capacity Building and Coaching Dissemination information workshops Conduct 18 RECP Assessments according to UNIDO s methodology (including 14 audits in Yangon and 4 audits in Mandalay area) targeting the food processing, textile and hotel sectors. Propose RECP options based on the energy and material balance of the selected production line, including the expected reduction in energy, material, water and chemicals consumption. Conduct a technical and financial feasibility study for the prioritized options in coordination with the company s management and the PMU. Establish an implementation plan of the RECP options identified for each company. Minimum of two visits per demonstration company: i) Conducting the RECP audit; and, ii) Presenting the RECP options to the company and the proposed implementation plan. During the RECP assessment and demonstration process, provide hands-on training activities on RECP and low-carbon technology to the company staff. Conduct coaching to the PMU that will participate in the company visits and closely liaise with the participating companies. The PMU should learn on how to conduct RECP assessments and preparing the technical and financial feasibility studies. Conduct dedicated dissemination information workshops on RECP and its business case targeting company management, key staff and industry representatives. Hereby, general good practice examples and potential success stories should be highlighted. In total two one-day workshops will be organized consisting of one in Yangon and the other one in Mandalay area. The one-day workshop should have a minimum of 20 participants per location. The venue arrangement and organization will be part of the offer and will be coordinated with the PMU. D) General requirements of personnel Collectively, the Contractor s personnel shall have at least: 1 UNIDO/PTC/ENV-em Page 2 October 2017

Knowledge and demonstrated expertise in the field of industrial waste and energy minimization for low-carbon production, specifically on the use of waste materials (e.g. organic waste) and by-products; ii. iii. iv. Cutting-edge knowledge on related technologies as well as their application, current developments, public acceptance and respective technology innovation processes; Expertise and demonstrable experience with the applications of methodologies and tools related to industrial ecology, material and energy flow accounting, life-cycle analysis and scenario development and analysis (minimum 5 years); Acute knowledge of industrial sectors (food processing, textile and hotels) and sub-sector at national level relevant to this project, including respective material and energy flows; v. Demonstrated experience in carrying-out RECP assessments, including an in-depth understanding of proven technical skills to carry-out such assessments (e.g. electrical and energy systems) as well as carrying-out related capacity and dissemination information activities (minimum 5 years); vi. vii. viii. Proven experience in setting-up and executing technical trainings in the field of RECP (minimum 5 years); Sound understanding of UNIDO s work, including in particular the global joint UNIDO-UNEP Resource Efficient and Cleaner Production Programme; and, Good communication skills and proficiency in English. The contractor will have to submit the CVs of the key experts described above as part of its technical proposal. E) Location of the Assignment The Contractor will conduct minimum 2 visits to the 18 targeted companies in Yangon and Mandalay. The second visit should include the presentation of the RECP improvement options, which can be combined with the dissemination information workshop in Yangon and Mandalay whereby a final hand-over of the material to the PMU is included. F) Language Requirements The working language for the contracted services is English. All written material submitted to UNIDO should be in English and of such quality that no additional editing is required. G) Supervision, project management and reporting arrangements The selected contractor should report in writing to UNIDO HQ when requested and work in close collaboration with the PMU based in Yangon to organize/plan the company visits and activities to be carried out. All documents should be provided to UNIDO HQ directly consisting of the following electronic files: PDF; original work files (Word, Power Point, Excel etc.); original photographs. The electronic copy can be provided via , if the nature and the size make it possible. Otherwise access to a joint exchange platform will be established by UNIDO HQ. All deliverables and related documents have to be approved by UNIDO HQ and amended if needed to incorporate required changes and improvements. UNIDO/PTC/ENV-em Page 3 October 2017
4 H) Reporting Requirements All reports shall contain detailed information showing successful implementation of the services outlined in section C above and the approved work plan. Technical outputs (i.e. detailed company assessments; workshop reports; list of participants; used training material etc.) shall be annexed to the report due at the end of each reporting period. The report is expected to be illustrated with graphics and photos of the impact at the company level as well as to capture the lessons learned and provide suggestions for the way forward. Additionally, the material for the information workshop (power point presentation); agenda; brief report and list of participants should be included. 31 March April May 2018 The expected commencement date is of 01 December The activities under this service contract shall be completed no later than 31 May I) Content of the proposal The technical offers should include: description of the organization/s, experience and references, key staff and CVs, description of the approach and methodology for implementing tasks/activities of the TORs, and work plan.
