Information Sharing, experience exchange and learning The Government of Mali has the ambition to transform the country s economy into a Green and climate resilient economy (EVRCC, in French acronym). In this context, Mali requests readiness support from the Green Climate Fund (the Fund) to hold a four-day national workshop to initiate a national debate to identify the pillars on which Mali can build its investment plan for the Fund (draft programme attached in annex IV). The objective of the workshop is to identify the pillars for the development of Mali based on the principles of a green and climate resilient economy. 3 Estimated total cost US$ 48,417 SECTION A: CONTEXT A.1 Status of GCF readiness in the country (include information on previous engagement with the Fund and related readiness initiatives and activities) Mali is a landlocked country in the heart of the Sahel, with an economy dominated by the primary sector (35% of GDP). It is vulnerable to climate change impacts and there is a need to increase the resilience of ecosystems and communities, and to engage in a sustainable management of natural resources. Considerable efforts have been made by the Government in recent years to begin the transition to a Green and Climate Resilient Economy. Since 2010, the country has climate change-specific governance structures, including: (1) an Agency for the Environment and Sustainable Development and a National Climate Change Committee, (2) a policy, a strategy and a National Climate Change Action Plan, (3) a dedicated financial mechanism, the Mali Climate Fund, etc. In 2011, the Ministry of Environment and Sanitation developed a National Policy on Climate Change (PNCC), a National Climate Change Strategy, SNCC and a National Climate Change Action Plan (PANC). The Policy was approved by Malian government in The overall objective of the policy is to meet the challenges of climate change and ensure sustainable development. The specific objectives of PANC are to: (i) facilitate better integration of climate challenges into sector policies and strategies of socio-economic development and planning processes at the national and territorial level; (ii) strengthen the resilience of populations, ecological systems, economic systems and social systems to climate change by integrating adaptation measures primarily in the most vulnerable sectors; (iii) strengthen capacities for the prevention and management of climate risks and natural disasters; (iv) contribute to the global effort to stabilize greenhouse gas emissions in the atmosphere and promote international and regional cooperation; (v) promote national research and technology transfer for climate change; and (vi) strengthen national capacity around climate change. A Strategic Framework for a Green and Climate Resilient Economy (EVRCC) was also elaborated in September Six priority programmes were identified including: ( i) Intensive Reforestation to regenerate forest ecosystems; (ii) Climate-resilient agricultural development; (iii) Climate resilient rangeland management; (iv) Fish-farming /aquaculture; (v) Rain capture and storage; and (vii) Renewable energy development. In order to implement its strategic vision for a low carbon and climate resilient development, the Government of Mali has created a national climate fund, which objective is to catalyse additional financing for climate smart development. The Fund has started operations in 2014 with an initial contribution from Sweden of 5 million USD. This was among the first national climate funds to be operational on the African Continent. All these initiatives provide useful departure points for the development of a holistic, integrated and comprehensive framework for Mali to achieve the structural transformation needed by leveraging support from the Fund. This request is intended to kick-start the process of engaging with a diverse range of stakeholders to define its priorities for engagement with the Fund. 4 SECTION B: DESCRIPTION OF ACTIVITIES B.1 Logical Framework See Annex I B.2 Rationale for the request The Government of Mali has the ambition to transform the country s economy into a Green and climate resilient economy (EVRCC, in French acronym). Achieving this goal requires a paradigm shift, through the development of an "Investment Plan for a Green and Climate Resilient Economy" that also includes the role of the Fund in supporting this transformation. It is in this context that Mali s Agency for the Environment and Sustainable Development (AEDD) requested the support of the Fund to assist in the process of developing its "Investment Plan for a Green and Climate Resilient Economy. This workshop aims to initiate a national debate to identify the pillars on which Mali can build an investment plan that leads to the identification of programme and project ideas that Mali can bring to the Fund for funding with the aim of securing commitments before the COP21 in Paris. The workshop will be held on 7-10 April The advance payment of US$ 20,000 will be made before the workshop by the Fund. The remaining amount to be paid will be an actual total expenditure incurred by Sahel Eco less the advance upon submission of a completion report including a financial statement. D.2 Implementation arrangements (include delivery partners, opportunity for South-South knowledge sharing and transfer where applicable) The project will be implemented by Sahel Eco, a national NGO incorporated under the laws of the Republic of Mali. D.3 Procurement plan For the procurement of the venue and other travel-related costs, a shopping method will be employed by Sahel Eco. A part of the payments will be transferred directly to the selected vendor/s upon request by Sahel Eco. This will be deducted from the advance. The GCF officially accepted to provide support to Mali Readiness Workshop on 3rd April 2015 and the workshop 3

5 was scheduled to take place from 7th to 10th April Given this time constraint, Sahel Eco will used single source' procurement method for selecting Experts to provide consultancy services in connection with the workshop preparation. The Experts that were selected are peoples that have abundant expertise in the climate domain and they are very knowledgeable of the context of climate change in Mali. They have also huge expertise in facilitating multistakeholders workshop. The payment for the consultants will be transferred to Sahel Eco. SECTION E: COUNTRY OWNERSHIP & STAKEHOLDER ENGAGEMENT E.1 Alignment with national plans and strategies The workshop is intended to build on the strategies referred to in section A.1 above. E.2 Stakeholder engagement (e.g. civil society, sub-national and national government, private sector, intended beneficiaries) As the express purpose of the workshop is to engage a diverse range of stakeholders in the country, the NDA and Sahel Eco have been reaching out to various stakeholders to include them in the workshop, and will provide a list of participants invited and attended in the completion report. SECTION F: MONITORING & REPORTING PLAN Sahel Eco will submit a completion report to the Fund secretariat on the proceedings of the workshop, and the outcomes achieved. In addition, the Executive Director, the Country Programming Director, and a regional adviser of the Fund will participate in the various parts of the workshop. SECTION G: RISK & MITIGATION MEASURES No major risks foreseen. SECTION H: KNOWLEDGE MANAGEMENT AND COMMUNICATION PLAN The outcomes of the workshop will be documented, and shared with stakeholders in the country, as well as peers in the region. 4
