INTRODUCTION The Regional IDA project on 'Strengthening Regional Cooperation in Wildlife Protection in Asia', has been started in collaboration with the two project implementing agencies, Department of National Parks and Wildlife Conservation (DNPWC) and Department of Forests (DOF). The secretariat support has been provided by the National Trust for Nature Conservation (NTNC) in its capacity as the Project Coordination Unit (PCU). This Regional project was recognized by entering into a financial agreement between the Government of Nepal and the International Development Association, the World Bank to support the Project. Wild Elephant problem Jhapa District The main objective of this project is to improve the effectiveness of wildlife and habitat conservation in the countries participating in this project by addressing key regional threats, such as wildlife trade and habitat management in critical boundary areas. The long term vision of the regional program is to stabilize and, if possible, increase the population and habitats of critically endangered animals in South Asia. Since wildlife and habitats cross administrative boundaries and because knowledge and capacity vary widely across and within countries, a regional approach is needed to address cross border issues, build synergies, share skills, knowledge and experiences and build regional collaboration for the conservation of critical habitats and ecosystems. The project development objective (PDO) is to assist the participating governments to build or enhance shared capacity, institutions, knowledge and incentives to jointly tackle illegal wildlife trade and other selected regional conservation threats to habitats in cross border areas. 3 P age

5 One of the key components of the project is a Funding Window which has been established for innovative pilot projects with a regional dimension. The Funding Window is designed to support a demand driven approach for competitive funding from the field level offices of Department of National Parks and Wildlife Conservation (DNPWC), and Department of Forests (DOF). The Window 2 will support innovative research projects in wildlife conservation which would benefit protected areas and species, piloting of human wildlife coexistence, conservation of endangered species, ecotourism planning and development etc. A half a day workshop was organized in Kathmandu in June 2012 to share knowledge and information in the proposal development process. The workshop participants also realised the need for follow up workshop to finalise the proposals. The Project Coordination Unit (PCU) NTNC (Annex 5), DNPWC and DOF together with the World Bank team realised a need to collaborate in the window 2 proposal finalization process by working all together. Therefore, PCU NTNC organised a three days residential workshop Window 2 Project Workshop to jointly enhance and finalise the proposed proposals in August 15 17, 2012 (Shrawan 31 Bhadra 1, 2069) at the Hotel Chautari Paradise Inn, Nagarkot, Bhaktapur, Nepal. The workshop was participated by 41 participants that include MoFSC, DNPWC, DOF, WWF, the World Bank and NTNC including representatives from various parks and district forest offices (Annex 2). This proceeding is the documentation of the workshop outcomes. 2. WORKSHOP OBJECTIVES The workshop aims to disseminate the information regarding the Regional IDA project on 'Strengthening Regional Cooperation in Wildlife Protection in Asia' among the field teams from DNPWC, DOF and NTNC. More importantly, the workshop aims to provide guidance to enhance and finalise the proposed Window 2 proposals. The workshop was the second in the series and for that reason it was designed and organized in an interactive way to maximise information and knowledge sharing among the participants. Besides, the World Bank and the PCU team, a small team of experts were also hired to support in the proposal finalization process. In summary, the objectives of the workshop were as follows: A. To discuss and debate on the proposed proposals To generate new ideas and concept to enhance the proposed proposals 4 P age

6 To develop a clear implementation modality of the proposed projects To get experts view on the proposed proposals and To give a final shape to each of the proposed proposal. B. To recap the Regional IDA project objectives and activities C. To inform the participants regarding requirements of the proposal including the World Bank requirement. 3. METHODS The workshop was clearly divided into five parts: (1) presentations on the proposed projects and critical comments by participants, (2) presentation by experts on various aspects of a proposal including environmental and social safeguards, (3) Group work to enhance the proposals, (4) presentation in the plenary discussion and questions/answers; and presentation to high level team at the Ministry. The group work was focused on each of the project and was supported by experts and other participants. Outcomes of the group work were presented during the plenary for clarifying queries, additional inputs and build consensus on the outcomes (Annex 4). 7 4. WORKSHOP OUTLINE Detail agenda for the workshop was developed to meet the set aims. This includes: Presentation on - Introduction to the Regional IDA project - Window 2 Project Proposals - Highlights on key issues related to proposals Group work - Group A: Chitwan National Park - Group B: Bardia National Park - Group C: Shukla Phanta Wildlife Reserve - Group D: Parsa Wildlife Reserve - Group E: Jhapa District Forest Office - Group F: Kathmandu District Forest Office Plenary presentation and discussion Ways Forward and Closing (Annex 5) 5. PROCEEDINGS 5.1. Opening session Day 1 The workshop participants left Kathmandu at 8 am from Babar Mahal, Kathmandu. It took slightly more than an hour to reach at Nagarkot. The workshop begun at 10:00 am in the Hotel Chautari Paradise Inn, Nagarkot. The workshop was moderated by Ms. Uma Sigdel, an Environment Graduate. The workshop started with brief introductory remarks by Mr. Juddha B Gurung (Member Secretary, NTNC); Dr. Maheswor Dhakal (Ecologist, DNPWC); Dr. Sumith Pipitiya (Task Team Leader, the World Bank); and Mr. Braj Kishor Yadav (Director General, DOF). All of them highlighted on the importance of proposed projects in terms of new ideas and working inside and outside the protected areas to conserve wildlife. The speakers also expressed that there is a need for more workshop to generate awareness on IDA, funding mechanism and proposal development process. 6 P age

8 5.2. Working Session DAY 1 The working session continued after the brief opening session. The working session started with the presentation by Dr. Siddhartha Bajra Bajracharya (Project Chief and Executive Officer NTNC). Dr. Bajracharya highlighted on the importance of workshop. he also described the Regional IDA project and Window 2 concept. Dr. Bajracharya focused on importance of regional collaboration to conserve wildlife and summarised the project components. Dr. Bajracharya clearly defined the objectives and modality of the workshop. The discussion mainly focused on distilling new ideas in proposals; developing systematic linkages 7 P age

9 in the proposals, sustainability of the projects; justifying the proposed budget and other technical issues. The discussion was participated by all the participants Working Session Day 2 The working session of the day two aimed to share some concept and knowledge on proposal development. The session also focused on 'innovativeness' issue of a proposal. It will help all the participants to tighten the nuts and bolts of the proposed proposals during the following session. Based on the presentation yesterday and the experts' presentations, the participants agreed to focus on the following seven projects out of twelve proposed proposals: S. The participants were divided into CNP Group, BNP Group, SWR Group, 8 P age

10 PWR Group, Kathmandu DFO group, and Jhapa DFO group. All other participants were requested to join one of these groups. Each of these six groups was supported by experts, MoFSC, DNPWC, DoF, the World Bank team and PCU team. The groups were as follows: S. No Group Key Members 1. Each group revisited title, objectives, approach, timeframe, sustainability, and budget of each project Group Work Session Day 3 The third day started with brief introduction of 'procurement' by Ratna Timsina. He informed that all the procurement related to the project will be managed by PCU. Mr. Timsina briefly introduced the World Bank procurement approach. The final group work on proposals continued after the 'procurement approach' introduction. All the groups made a brief progress presentation of the group work in the plenary session. The presentation noticeably reflected major work during the group work session. A majority of came up with revised title, objectives and focused activities. Some proponents such as Bardia National Park and Shukla Phanta Wildlife Reserve even merged two different projects into a single proposal Closing session Day 3 The closing session was conducted in an informal way at 12:00 pm. Tika Ram Adhikari, Chief Warden, Bardia National Park gave his remarks on behalf of all the participants. Mr. Adhikari expressed satisfaction on successful completion of the workshop and suggested to have similar workshop as part of monitoring of the projects progress. Ms. Madhuri Karki (Thapa), under secretary, Department of Forest congratulated all the 10 P age

12 participants for successful completion of the workshop. She stressed that all the proposed projects are developed by you and will be owned by you. Dr. Sumith Pilapita, Task Team Leader, the World Bank expressed his view saying that the workshop provided an important platform to improve and develop the proposal better. Dr. Pilapitiya stressed that the technical agenda of the workshop was very well done and this was one of the most productive workshops that he has attended. He also informed that the Nepal model will be proposed to follow in the other participating countries. Dr. Siddhartha B. Bajracharya summed up the workshop exercise and explained about the next step. Dr. Bajracharya congratulated and thanked every own for their hard work and team work. The workshop participants left Nagarkot at 12:30 pm after having lunch Debriefing session Day 3 A special debriefing session on the workshop was organised at 3:30 pm to the high level team at the Ministry of Forests and Soil Conservation. The session was chaired by Honourable Minister Mr. Yadu Bansa Jha. Dr. K. C. Poudel, Secretary; Mr. Ram Prasad Lamsal, Chief, Foreign Aid Coordination Division; Mr. Hari Har Sigdel, Chief, Planning Division; Mr. Braj K Yadav, Director General, Department of Forest; Mr. Raj Dev Yadav, Regional Director, Regional Directorate, Central Region; Mr. Juddha B Gurung, Member Secretary, NTNC, the World Bank team together with the key workshop participants attended the debriefing session. Dr. Siddhartha B Bajracharya briefed on the regional IDA project. Dr. Maheswor Dhakal briefed on the major outcomes of the three day workshop. In the closing remarks, Honourable Minister expressed satisfaction on the progress. He stressed to focus on current situation at the field level and address these issues through these projects. Dr. Poudel suggested to review methodology of the proposed projects and consider the capacity to spend the proposed fund in a descent way. Dr. Sumith Pilapitaya together with Dr. Dhakal and Dr. Bajracharya clarified the issues raised during the discussion. 6. OUTCOMES The workshop was highly successful and productive in the sense that the participants worked hard throughout the workshop to revise and enhance the Window 2 proposals. This was well reflected during the group work. All the participants found the workshop useful and insightful. The workshop specifically achieved the following: Discussed and decided to focus on one proposal from each proponent except for Chitwan National Park. 11 P age

13 Worked in a small heterogeneous team consisting of field staffs, experts, World Bank team, DNPWC, DoF and NTNC team. Reviewed and enhanced the seven proposed proposals Provided a good platform to learn and share about proposal development process including the World Bank requirements. Debriefed to the high level team at MoFSC led by Honourable Minister and the Secretary. 12 P age

VRCE would provide coordinated, institutional response for research and knowledge dissemination on wildlife conservation in south Asia. VRCE will promote dialogue and good practices. Develop active knowledge dissemination programme comprising publication of research, sponsorship of workshops and seminars, etc. 2.2 Competitive funding to support the management of protected areas (PAs), forest reserves (FRs) and national forests (NFs) with regional conservation benefits Innovative research projects in wildlife conservation; Pilot programs in conservation of endangered flagship species; (Follow some of the key actions of Tiger Action Plan and other Action Plans) Human wildlife conflict management; and Ecotourism development. Project Component 3 Project coordination and communication (US $ 0.2 million) Aims to provide services, TA and incremental costs for project staff as well as operating cost for the management and coordination of the project Sub-components: 3.1 Support project coordination arrangements for national and regional activities. 3.2 Communication adopt a multi-pronged approach to communication in order to meet regional and local challenges. One of the key components of the project - a Funding Window Established for innovative pilot projects with a regional dimension. Designed to support a demand driven approach and competitive funding Strengthen capacity of Department of National Parks and Wildlife Conservation (DNPWC), and Department of Forests (DOF). 2.2 Competitive funding to support the management of protected areas (PAs), forest reserves (FRs) and national forests (NFs) with regional conservation benefits Project Concept Note (PCN) called. PCNs reviewed by the Proposal Review Committee (PRC). Selected certain PCNs and requested to develop proposal Proposals will be reviewed by PRC. Selected proposals will be endorsed for immediate implementation. Key Expected Results Establishment and institutional strengthened the regional coordination forum such as SAWEN Updated policies and regulations Establishment and operational Wildlife Crime Control Bureau and National Tiger Conservation Committee Forensic, legal and crime control units started Enhanced capacity of staff on wildlife conservation and management and respond to illegal wildlife trade Guidelines developed for smart green infrastructure and biodiversity friendly socio-economic activities Innovative conservation projects designed and initiated having regional conservation benefits 20 P a g e
