3 1. Introduction 1. The Government of Nepal, through the Ministry of Forests and Soil Conservation (MoFSC) has received grant financing from the World Bank for the Strengthening Regional Cooperation Wildlife Protection in Asia project. Two departments under MoFSC: the Department of National Parks and Wildlife Conservation (DNPWC) and the Department of Forests (DOF) are the implementing agencies of this project. Project coordination (including secretariat support) is being provided by the National Trust for Nature Conservation (NTNC) in its capacity as the Project Coordination Unit (PCU). 2. The main objective of the project is to improve the effectiveness of wildlife and habitat conservation in the countries participating in this project by addressing key regional threats, such as wildlife trade and habitat management in critical boundary areas. The long term vision of the regional program is to stabilize and, if possible, increase the population and habitats of critically endangered animals in South Asia. Since wildlife and habitats cross administrative boundaries and because knowledge and capacity vary widely across and within countries, a regional approach is needed to address cross border issues, build synergies, share skills, knowledge and experiences and build regional collaboration for the conservation of critical habitats and ecosystems. The project development objective (PDO) is to assist the participating governments to build or enhance shared capacity, institutions, knowledge and incentives to jointly tackle illegal wildlife trade and other selected regional conservation threats to habitats in cross border areas. 3. One of the key components of the project is a Funding Window which has been established for innovative pilot projects with a regional dimension. The Funding Window is designed to support a demand driven approach for competitive funding from the field level offices of Department of National Parks and Wildlife Conservation (DNPWC), and Department of Forests (DOF). The funding window (Window 2)supports innovative research projects in wildlife conservation which would benefit protected areas and species, piloting of human wildlife co existence, conservation of endangered species, ecotourism planning and development etc. 4. After the first call for proposals field level offices of DNPWC and DoF developed project concept notes. These concept notes were evaluated by a panel of reviewers and the selected concept notes were subsequently developed into full proposals. During a workshop organized by the PCU NTNC in August 17 19, 2012, these proposals were further revised and reinforced. Recently, the World Bank has provided clearance for 6 window 2 proposals/projects. These projects are discussed in further detail below. The timeframe of these projects ranges from one to three years. Five projects will be implemented in the terai protected areas of Nepal and one project will be implemented in the Kathmandu valley.

4 5. The District Forest Office, Kathmandu will be implementing the "Strengthening Wildlife Crime Control and Wildlife Protection" project in the Kathmandu Valley. The overall objective of this project is to reduce illegal wildlife trade in the Kathmandu Valley. The key activities of this project are: Generating awareness among key stakeholders in the Valley on the importance of endangered and protected flora and fauna; Building the knowledge on the current status of illegal wildlife trade in the Kathmandu Valley, Enhancing the capacity to handle rescued wild animals whether injured or dead and, Institutionalize wildlife crime control mechanism in the Valley. This proposal was approved by the International Development Association (IDA) on February 14, Bardia National Park (BNP) will be implementing Improving management of Bardia National Park through habitat and human wildlife conflict management project in its territory. The main objective of thisproject is to improve the management of the BNP for sustainable biodiversity conservation through two major components: Habitat management of flagship species such as tiger, rhino, and elephant and Minimization of human wildlife conflict. The proposal for this project was approved by the International Development Association (IDA) on February 02, Chitwan National Park (CNP) will be implementing Strengthening Wildlife Protection by Implementing MIST based Smart Patrol System" project within CNP. The general objective of this project is to strengthen the MIST patrol monitoring system in CNP, to control poaching and illegal activities. The proposal for this project was approved by the International Development Association (IDA) on January 11, CNP will also be implementing another project titled Habitat Management in Padampur Area in Chitwan National Park. The overall objective of this project is to manage grassland and wetland habitat in Padampur area of CNP. The proposal for this project was approved by the International Development Association (IDA) on February 2, Parsa Wildlife Reserve will be implementing Grassland and Water Resource Management in the Reserve". The overall goal of this project is to ensure healthy and complex habitat components (space, food, and water) for mega herbivores (Elephant) and big cat (Tiger) through grassland and water resource management. The proposal for this project was approved by the International Development Association (IDA) on February 2, Shuklaphanta Wildlife Reserve (SWR) will be implementing Strengthening Wildlife Protection through strengthening anti poaching activities and minimizing habitat degradation" project in its territory. The overall objective of this project is to strengthen wildlife protection in the Shuklaphanta Wildlife Reserve. The specific objectives are to reduce illegal activities in the Reserve and to minimize forest fire in the reserve. The proposal for this project was approved by the International Development Association (IDA) on February 2, 2013.

5 2. Program Objectives The program was organized with the objective of briefing the participants on regional wildlife project and the Window 2 projects and the signing of Memorandum of Understandings (MoUs) between the PCU NTNC and concerned proponents. More importantly, it was organized to share details on Window 2 projects, its objectives, activities, financial and procurement management procedures, environmental and social safeguards, and reporting arrangements. Representatives from the respective (project) agencies (eg: National Parks, Wildlife Reserves and District Forest Office) participated in the program. The program informed the participants about the development of the actions plans and the participants were urged to implement the projects in a very transparent and professional manner. It was also designed and organized with the intention to collect the views and interests of respective proponents and clarify any potential issues. In summary, the objectives of the workshop were as follows: i) To sign the memorandum of understandings on Window 2 proposals and to handover the MoUs to the related officials. ii) To provide clear guidance on the project implementation to the project proponents. iii) To inform the participants regarding the action plan, procurement plan, environmental and social safeguards and reporting arrangements.

6 3. Proceedings 3.1. Opening session The program started with the introduction of the participants at 8.00 AM at the meeting hall of Central Zoo, Jawalakhel, Kathmandu. The programwas moderated by Mr. Ratna Raj Timsina (Project Coordinator, PCU NTNC). Dr. Maheshwor Dhakal (Ecologist, DNPWC) made a presentation on Regional Wildlife Conservation initiatives, objectives, activities and Window 2 innovative proposals to familiarize the participants with the Regional Wildlife Conservation project and Window 2 concept. Dr. Dhakal focused on Institutional strengthening in wildlife conservation, illegal wildlife trade control, Window 2 innovative project and project components (Annex 5.iv.a). Mr. Ratna Raj Timsina made a presentation (Annex 5.iv.b) on the World Bank s Requirements and Compliances to clarify the procedures regarding development of action plan, environmental and social management plan, reportingarrangements, monitoring and evaluation and other provisions of the World Bank. Dr. Rajendra Niraula (Procurement Consultant, NTNC) made a detailed presentation on 'Procurement Planning'. He briefly presented the steps and procedures of different methods of procurement modality (Annex 5.iv.c). Ms. Stephanie Borsboom from the World Bank also clarified the provisions of the Bank in the program MoU signing Ceremony During this very important session, the Memorandum of Understandings (MoUs) was signed between PCU NTNC and DNPWC. Mr. Juddha Bahadur Gurung, Member Secretary of NTNC signed on behalf of the PCU, and Mr. Megh Bahadur Pandey, Director General of DNPWC signed on behalf of his field projects. Similarly, a MoU was also signed between PCU NTNC and DOF. Mr. Braj Kishor Yadav, Director General of DOF signed on behalf of his field project. Mr. Ganga Jang Thapa, Executive Officer of NTNC remained as a witness in all the projects on behalf of PCU NTNC while respective chiefs of the field units (Chief Conservation Officers or District

7 Forest Officer) remained as a witness in their concerned field projects. He also requested all the proponents to implement the proposals in such a professional and effective manner so that the funding may continue in future too. Mr. Braj Kishor Yadav, Director General of DOF requested to implement the projects complying with all the requirements of the World Bank. He also called on the respective field in charge to generate innovative project ideas. Mr. Megh Bahadur Pandey, Director General of DNPWC thanked all the concerned team members for organizing the program. He said that the present event is the outcome of long process and strugle. Thus, he stressed to show the effective result within the stipulated time frame. Mr. Pandey further requested the officers of the respective projects to show the concrete progress as soon as possible and follow the rules and regulations in an honest manner. He finally closed the program formally.

16 Project Component 2 Promoting wildlife conservation in Asia (US $ 1.6 million) Aims to fill crucial knowledge and information gaps in addressing the many regional threats to conservation Sub-components: 2.1 Virtual Regional Center of Excellence (VRCE) for wildlife conservation 2.2 Competitive funding to support the management of protected areas (PAs), forest reserves (FRs) and national forests (NFs) with regional conservation benefits 2.1 Virtual Regional Center of Excellence (VRCE) for wildlife conservation The proposed VRCE will include a network of scientist and practitioners in wildlife conservation. VRCE would provide coordinated, institutional response for research and knowledge dissemination on wildlife conservation in south Asia. VRCE will promote dialogue and good practices. Develop active knowledge dissemination programme comprising publication of research, sponsorship of workshops and seminars, etc.

17 2.2 Competitive funding to support the management of protected areas (PAs), forest reserves (FRs) and national forests (NFs) with regional conservation benefits One of the key components of the project - a Funding Window Established for innovative pilot projects with a regional dimension. Selected proposals will be endorsed for immediate implementation. Project Component 3 Project coordination and communication (US $ 0.2 million) Aims to provide services, TA and incremental costs for project staff as well as operating cost for the management and coordination of the project Sub-components: 3.1 Support project coordination arrangements for national and regional activities. 3.2 Communication adopt a multi-pronged approach to communication in order to meet regional and local challenges.

Implementation: Department of National Parks and Wildlife Conservation (DNPWC) and the Department of Forest (DOF) Has National Steering Committee (NSC) chaired by the Secretary of MoFSC. Under the NSC, a Project Management Committee (PMC) is functioning and is chaired by the DGs of DNPWC and DOF. Secretariat support is being provided by the National Trust for Nature Conservation (NTNC) in its capacity as the Project Coordination Unit (PCU).

20 Financial and Procurement Management All the financial transaction for the project is through a special account. Withdrawal of the fund is based on the Annual Work Plan (AWP). The Steering Committee approves AWP. Procurement is based on the Public Procurement Policy of the Government and the World Bank procurement Guidelines. The Steering Committee and the World Bank jointly review the technical, financial and procurement aspects. The Office of Auditor General also audits the financial and procurement aspects. Other Issues Generally, implementation of these proposals will not have any adverse environmental and social impacts. However, if there is any, these adverse impacts will be carefully mitigated. The projects will not adversely affect any indigenous and vulnerable groups. However adequate attention will be paid to minimize the impacts on vulnerable groups and proper public consultation will be made Environmental and Social Management Framework will be developed and implemented before the formal commencement of the proposal..

25 Environmental and Social Management Plan The proponent shall develop the environmental and social management plan before formal commencement of the project firmly comply with the environmental and social mitigation measures.
