Bidding Conditions General contracting of Shanghai Lin gang Jiaoda Zhibang distributed PV power generation project has been approved by the project review/ examination/ recording organization. Project capital amounting to 4.4 million has been self-raised. The bid inviter is Shanghai Lin gang Hongbo New Energy Development Co., Ltd. This project has meet conditions for bid invitation and public bid invitation is hereby made. II. Project Overview Scale: 4.4 million yuan Scope: This bidding project has 1 bid section. Bid invitation this time is for (001) general contracting of Shanghai Lin gang Jiaoda Zhibang distributed PV power generation project. III. Requirements on the Qualification of the Bidder 1. The Bidder should be an independent legal person with corresponding business scope, or a natural person having the ability to independently bear civil liabilities; 2. Have the qualification for level 3 and above for general contracting of an electric power project; 3. Have the work safety license issued by the construction authority; (for an enterprise not located in Shanghai, the work safety license should be filed in Shanghai) 4. The proposed project manager should have level 2 and above certified constructor qualification for electromechanical engineering projects and should have effective work safety certificate. For the purpose of this project, bid submission by a consortium is not allowed. IV. Acquisition of Bidding Documents 1. Any bidder intending to participating in the bidding of this project is expected to dispatch an authorized representative to make application and receive the bidding documents at 5F, Shanghai Baitong Project Management Consultation Co., Ltd. at 8:30~ 11:30 in the morning

2 and 13:30~16:00 in the afternoon from 4/14/ 2018 to 5/1/ 2018 with above qualification certificates. A complete set of Bidding Document of each package may be purchased by any interested Bidder upon payment of a non-refundable fee RMB 1,000 yuan. Project Overview: This project is constructed on the roof of plants in Zone E of Lin gang New Industrial Park. The total installed capacity of the project is 1.6 MWP (subject to the final construction drawing). Among then, PV modules will be polycrystal more than 270Wp or monocrystal 290Wp. Besides, the string formation of grid-connected inverter will also be adopted. 380V or 10KV grid connection is proposed. The mode of distributed power generation and centralized grid connection will be adopted. All power generating units will be connected to the inverter and then be connected to 380V or 10KV user bus. Cables will be laid in cable well or pipe jack. Project site: Zone E, Lin gang New Industrial Park, Shanghai (No.66, Feidu Road).
