2 I. INTRODUCTION The University of California, San Diego, will be selecting an Executive Electrical Engineer to perform site study, project planning, design, bid and construction administration services for the construction of the new I-5 12KV Electrical Switch Station. UC San Diego is experiencing rapid growth in faculty, student, and sponsored research activities, resulting in a steady projected. UC San Diego La Jolla Academic Campus is generally located west of Interstate 5, bounded by Genesee Avenue on the north, Torrey Pines Road on the west, and La Jolla Village Drive on the south. II. PROJECT DESCRIPTION The project includes construction of a new 12KV Electrical Switch Station to be located on the west side of Interstate 5. The new 12KV Electrical Switch Station will be served from the Campus Cogen system via existing Revelle Switch Station and will also receive power from San Diego Gas & Electric Company (SDG&E) via UCSD East Campus 69/12.47KV Main Substation. The new 12KV Electrical Switch Station will supply power to the existing North Campus Switch Station and from time to time to the existing Revelle Switch Station depending on existing co-gen system operations. The North Campus Switch Station is currently fed by the East Campus 69/12.47KV Main Substation. The Revelle Switch Station is currently fed by both UCSD co-generator system and East Campus 69/12.47KV Main Substation. This project will also include all associated modification to existing equipment, if required, and underground medium voltage distribution system. The construction budget is estimated to be $12,000,000 at CCCI Sustainability: The project is not required to participate in the LEED certification process through the USGBC. However, the project is required to be designed to LEED standards when applicable. III. SCOPE OF SERVICES The professional services will be conducted in several phases. Phase I The Engineer services will include site studies and reports based on existing underground distribution systems and location of existing switch stations. The site study shall include three potential locations for the new 12KV Electrical Switch Station. The site study reports shall include maps for each location, pros and cons of each location, and the impact to the day to day UC San Diego Campus operations. The study reports shall also include the probable construction cost estimate for each location. UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 2

3 Phase I is intended to be completed by February Upon the Engineer s successful completion of Phase I, the university, at its discretion, may authorize Phase II. Phase II Phase II will include validation of the new 12KV Electrical Switch Station study criteria, project assumptions, recommendations and renderings and engineering services, including field investigation, cost estimate, and schematic design. Phase II is intended to be completed by August Upon the Engineer s successful completion of Phase II, the University, at its discretion, may authorize Phase III. Phase III Phase III will include design development, construction documents, bidding, and construction administration. Phase III is intended to commence immediately after Phase II resulting in project completion in early Spring IV. JOINT VENTURES/ASSOCIATIONS The University will not entertain Joint Ventures or Associations on this project. V. PROJECT DELIVERY METHOD The project delivery method is anticipated to be Design/Bid/Build through qualified contractors. Executive Engineer will be expected to collaborate with the contractor during the construction phases to meet project scope, budget, and schedule expectations. VI. CONSULTANTS The University is only selecting the Executive Electrical Engineer at this time. All subconsultants, such as, but not limited to, lighting, mechanical, plumbing, landscape, structural, civil, etc., will later be selected in collaboration with the selected Executive Electrical Engineer firm. VII. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA The University of California, San Diego requests the following submittal material for use in the selection of a professional design firm to perform the Scope of Services described in Section III. For each comparable project example depicted, please note the responsible lead designer. Qualifications should include examples of comparable design work accomplished by the proposed lead designer for this specific project. Work accomplished by the lead designer while in the employ of other firms should be clearly noted. UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 3

4 Submittals will be evaluated based on the relative quality of each candidates response to the below criteria. Evaluation may be weighted as prioritized in the following order: A. Demonstrated experience and excellence in design and construction administration of similar infrastructure projects consisting of switching stations, Medium Voltage (12KV nominal) switchgear, digital, relays, bus-ducts, underground duct banks, cables, short circuit, coordination and arc flash studies etc. on a large campus type institution with multiple switching stations, primary electrical distribution system, on site generation (Cogeneration, fuel cell, emergency generators, PV systems) including construction within an operational large campus with constrained site conditions and multiple ongoing construction projects. Identify any previous work, if any, for the University of California system. B. Outline of the basic work plan to accomplish the work. C. In-house ability for creation, preparation and processing of required construction documents. D. Demonstrated ability to perform bidding support and construction administration, submittal/substitution review, plan check services. E. Proven success in coordination of disciplines. F. Proven technical, scheduling and cost management capabilities. G. Demonstrated ability to efficiently and in a timely manner review shop drawings, change orders, field orders, RFIs, and other construction related activities. H. Proximity to the project site or proven methodology for video-conferencing and Internet meetings. I. Qualifications of the Principals and Project Team Members, including a clear definition of the primary responsibility of each. Provide resumes for key team members. J. Proven successful experience on three similar projects, two of which must have been completed within the last five years. Submissions must demonstrate the quality and complexity of work performed and results achieved. For each project example depicted, please note the responsible lead engineer and project team (as compared to proposed team). K. Definition and track record of Outreach Program to local small and disadvantaged subconsultant businesses. (S/D/W/M/DVBE, see Section IX). UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 4

5 L. Ability to provide Professional Liability Insurance in the amount of $2,000,000 Each Occurrence and $4,000,000 per Project Aggregate. VIII. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within the Professional Services Fee Guideline which will be provided to all shortlisted firms. IX. PROCEDURES FOR SUBMISSION Electrical Engineering firms wishing to be considered should submit electronic materials, under a coversheet, indicating their past experience in the design of infrastructure projects, medium voltage switching stations, including references, Standard Forms 330, University of California Consultant Experience Form (Attachment A) and University Statement of Qualifications (Attachment B). One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies or ed submittals will be accepted.
