1 Minutes of the Meeting GO-NGO Coordination and Foration of Hiachal Pradesh Inter Agency Group (HPIAG) May 6, 2018 Conference Hall, HIPA, Shila

2 Proceedings of the GO-NGO Coordination Meeting held on 6 th May, 2018 at HIPA, Fairlawns, Shila: 1. List of participants is at Annexure A. 2. Mr. Vivek Shara, Disaster Manageent Specialist, HPSDMA, welcoed Sh. D.C. Rana, Special Secretary (Revenue-DM) to the Governent of Hiachal Pradesh and the participants fro different organisations and offered gratitude to the for attending the eeting on GO-NGO Coordination and foration of HP Inter Agency Group. 3. The eeting started with coprehensive introduction of the participants representing various organisations sharing their respective areas of interventions in Disaster Risk Reduction (DRR). 4. After the introduction, DM Specialist highlighted the vital role of NGOs in disasters and shared the specific issues pertaining to disaster anageent. The brief description of their role of NGOs as per the guidelines released by HPSDMA, Departent of Revenue was also shared with the participants. 5. After the inaugural session, Sh. Navneet Yadav, Volunteer HPSDMA shared the disaster risk in Hiachal Pradesh with details about the basics of the Disaster Manageent and the terinology. He then shared with the participants how to ainstrea DRR in their respective areas of interventions. The scope of linkage between the DRR with other social interventions by the NGOs in the field was also discussed. 6. Sh. D C Rana, Special Secretary (Rev-DM) elaborated the agenda of the eeting by sharing the detailed background of the initiatives by the departent for GO-NGO Coordination in the past and ephasized the need of foring an active and effective Inter Agency Group (IAG). He also shared the details of the Core Group which was selected in 2011 which was soehow inactive for years and proposed to for/aend the croup group by utual discussions in the eeting. He briefly explained the criteria to becoe a eber of the HP-IAG. Mr. Rana added that the need of the hour is to identify the credible NGOs working in the state, ap out their resources, build their capacities for various aspects of DRR/DM. He requested all the organisations to register on the web at hpiag.in so that the database of the NGOs can be aintained at the State Level. The details of the registration in the website was shared by Sh. Navneet Yadav. 7. After this a detailed discussion on the updation/foration of the Core Group of IAG was done and following organisation were proposed as the potential ebers of the Core Group: i. Confederation of Indian Industries (CII), Shila vi. Helpage India, Shila vii. CASA, Shila viii. SEEDS India ix. Nature & Life Savers, Kullu x. SARDHA, Siraur xi. LTWA, Lahaul & Spiti xii. HPVHA, Shila

3 8. Shri O. P. Bhatia, Secretary, District Red Cross Society, Mandi was selected as the Convenor of the Core Group. 9. Besides these organisation soe of the volunteers naes for supporting the Core Group and the HPIAG were also proposed: i. Dr. Richa Minocha ii. Mr. Jitender Vera iii. Mr. Arvin Panwar iv. Mr. Navneet Yadav v. Mr. Ait Mehta vi. Mr. Dheeraj Raoul 10. It was decided that DM Cell, Departent of Revenue will approve the final list of the Core Group ebers and volunteers. After the approval by the departent the Core Group will eet at least once in a quarter and HPIAG will eet twice a year initially. 11. Sh. D.C. Rana in his concluding rearks, added that synergetic cooperation and coordination between the GOs-NGOs is vital to create an enabling environent for effective disaster anageent in the State. He shared that the Governent is planning to create a cadre of the volunteers at every panchayat level, he entreated the participating organisations to identify volunteers and support in training these volunteers in their respective areas. All NGOs which have their network at the field level would also share the sae with the DM Cell.
