2 Subject: Regarding Celebration of Samarth-2016 State Level Mass Awareness and Capacity Building Campaign on Disaster Risk Reduction. Objective: To spread mass Awareness among masses and Capacity Building Campaign on Disaster Risk Reduction at district Hamirpur. Events/Activities held at district Hamirpur: 1. Meetings held at Gram Sabha/ Panchayat level in all Panchayats of Hamirpur district with an objective to promote dialogue on local concerns related to disaster management. The Gram Sabha will be attended by the Panchayat members as well as the local-level functionaries of the line department with the help of DRDA/ District Panchayat Officer from 19th September 2016 to 13 th October Agenda of Disaster Risk Reduction was included in Special Gram Sabha Meeting of 2 nd October Conducted Nukkad Natak/ Puppet Show for general public with the help of Language, Art and Culture Department. 3. Conducted Mock Drill on Natural and Human Induced disaster with the support of paramilitary forces, Indian army, Police, Home Guards, Civil Defense and other stakeholder departments between 19 th September 2016 to 13 th October (i) Mandatory Evacuation & Shakeout drill & Drop cover hold exercise in every school of Hamirpur district in between 19 th September 2016 to 13 th October 2016 at 11:30 am with the support of education department has been completed successfully. (ii) Drawing, Poster & Slogan making and Essay making competition for Public and Private Schools with the support of Education department (Higher & Elementary) has been done successfully. 5. Photography Competition for general public with the help of IPR department. For this, committee was formed and best 3 photography on disaster management issued and awarded it in the form of some incentives or cash and certificates. 6. Citizen Solidarity March & Half Marathon conducted to generate awareness with the support of Red Cross, Nehru Yuva Kendra Sangathan, NCC, NSS and Non-Government Organizations working in district Hamirpur. 2
3 Introduction: Hamirpur district, which has a population of around 454,768 (according to 2011 census) occupies the 8th rank among the districts in terms of population. In terms of density of population per sq.km., Hamirpur district with 407 persons per sq.km. stands at 1st position among the district of the state is vulnerable to natural disasters such as Earthquake, Flood, Landslide, Drought as well as manmade disasters like fire, stampede, road accidents etc. The region being designated under Seismic Zone 90.9 % area of the Hamirpur district is situated in earthquake Zone V indicating fairly high seismicity thus falls under very high risk zone and rest 9.1% of area falls in earthquake Zone IV. With a view of on socio-economic & disaster profile of the district, it is imperative to set up disaster preparedness and mitigation measures in place so that, when disaster happens at anytime and anywhere, community will be fully prepared to protect themselves, because they are the first responders to protect their lives, live-stocks, properties & other valuable assets. District Disaster Management Authority, Hamirpur (DDMA) in collaboration with State Disaster Management Authority (SDMA) conducted a flagship mass awareness campaign Samarth-2016 from 19 th September 2016 to 13 th October 2016 in district Hamirpur. This report is an attempt to highlight the district preparedness exercise at Sub-Division level, Block level, School level & Panchayat level. Special Thanks: This Training Programme & Report was made possible thanks to the support of our worthy Chairman-cum-Deputy Commissioner, DDMA, Hamirpur, Madan Chauhan, Additional Deputy Commissioner, Rupali Thakur, SDM s BDO s, IPR Department, District Language Office, Elementary Education, Higher Education and others. We would like to extend our thanks to all the Teachers, Students & others for their active participation, involvement to make Samarth-2016 successful in district Hamirpur. 3
4 Strategy developed to implement flagship mass awareness campaign Samarth-2016 in district Hamirpur In pursuance of letter received from Additional Chief Secretary (Revenue & Disaster Management) to the Government of Himachal Pradesh vide letter No. Rev. (DMC) (F) 11-45/2009 (SAMARTH 2016) & Rev. (DMC) (F) 11-45/2009-IV dated 5 th August 2016 and as per as Action Work Plan for District Disaster Management Authority-2016, to said that Himachal Pradesh State Disaster Management Authority organized its flagship mass awareness campaign Samarth-2016 from 19 th September 2016 to 13 th October As a part of the campaign, various events and activities has been carried out with the help of our respective departments in various part of the district, for which meeting was organized in Hamir Bhawan on at 3:30 pm sharp under the overall guidance of Deputy Commissioner, Hamirpur. Therefore, requested the following officers to attend the meeting, for the smooth functioning of the activities. 1. The Superintendent of Police, Hamirpur 2. 13 26. Rahul Sharma, Assistant IT Coordinator The District Revenue Officer, district Hamirpur welcomed the worthy Deputy Commissioner, Hamirpur and participants at the outset of the meeting. Hon ble Chairman apprised the objective of this awareness campaign is to promote a culture on disaster preparation, preparedness and mitigation. Encourage people and PRIs to take part in building more disaster resilient communities. The Deputy Commissioner also directed all the respected concerned departments to hold various events & activities will be carried out during Samarth-2016 on priority basis to build up more disaster resilient communities and district. The Deputy Commissioner also stressed upon to distribute IEC material during various events or activities that carried out in district Hamirpur to spread awareness among the common people. Following decision were taken: 1. Special Gram Sabha Meetings: - Agenda of Disaster Risk Reduction should be included in Special Gram Sabha Meeting of 2 nd October, 2016 at Gram Sabha/Panchayat level in all Panchayats of Hamirpur district. Following issues must be addressed at Special Gram Sabha Meeting of 2 nd October 2016 on Disaster Risk Reduction: Hazard prevailing in Panchayat area and discussion on preparedness measures to be taken to reduce or overcome the effects of disaster. Disaster Management Committees and Teams have to be formed at the village level to facilitate the process of Community Based Disaster Preparedness. Core Committee: Pradhan, Panchayat Secretary, Ward Members and Officers of Govt. Departments. Search and Rescue Team: For evacuation and response at the time of disaster. First Aid Team: Act as a first responder to provide basic medical aid at the time of disaster. Report from Sub-Division Barsar Mock Drill was conducted on Govt Senior Secondary School, Bijhari on dated: under the Supervision of Sub-Divisional Magistrate, Barsar. The officials/participants from the following departments present in Mock Drill: - Police Department, Barsar Employees from SDM Office, Barsar Employees of BDO Office, Barsar Officers from Forest Department Home Guard Department Fire Department, Hamirpur Block Level Officer, Bijhari Principals/Headmaster s and Students from different schools. N.S.S and N.C.C Officers and Cadets. Local People Mass Awareness & Capacity Building Campaign on Disaster Risk Reduction under Samarth-2016 was conducted in Sub-Division Barsar on Mock Drill was conducted in collaboration with Fire Department, Police Department and Home Guard. To conduct various exercises in which a detailed demonstration was shown to the participants about Search and Rescue, First Aid Safety Techniques, Drop Cover Hold Exercise, Stop Drop and Roll Exercise. Fire Department provide detailed information about Fire Safety Equipment s, Fire Safety Techniques etc. Home Guard Department provide detailed information about Search and Rescue Operations, First Aid Techniques. IEC Material (related to Disaster Management) was distributed for Awareness. Nukkad Natak was also conducted to aware the School Children, Teachers and Local People. 16
17 The event highlighted that since disaster affect economic & social processes, it is imperative to have preparedness & mitigation measures to minimize losses. The mock drill was audited by department of Home Guard & department of Fire. The mock exercise on earthquake & on fire safety was appreciated at various levels. Various media organizations along with IPR Department also appreciated the efforts made. The exercise was a remarkable step towards preparing masses & students for any probable situation arising aftermath of severe earthquake. 17

The following activities were conducted on account of Samarth 2016: - a) Mandatory Evacuation & Shake Drill & Drop Cover Hold Exercise was conducted in all the Schools. b) Drawing, Poster and Slogan making and Essay Competition in all the Schools with the support of Education Department (Higher and Elementary). The purpose was to reduce earthquake related injuries and deaths among students. 21

Report on Fourth Activity in Panchayats Special Gram Sabha Meeting regarding Disaster Management In Samarth-2016, Special Gram Sabha Meetings was organized in all the Gram Panchayats on 2 nd October, in respect of Dev. Block Hamirpur, Sujanpur, Nadaun, Barsar, Bhoranj. IEC Material has been distributed to all the panchayats. Various activities conducted to aware the common people about disaster management. Committees under Disaster Management I.e. Core Committee, Search and Rescue Committee and First Aid Committee has also been constituted in all the Gram Panchayats on Special Gram Sabha meeting held on 2 nd October, 2016 in district Hamirpur. And DDMA, Hamirpur had collected all the compiled data on above mentioned committee members along with their contact numbers. Following issues has been addressed at Special Gram Sabha Meeting of 2 nd October 2016 on Disaster Risk Reduction: Hazard prevailing in Panchayat area and discussion on preparedness measures to be taken to reduce or overcome the effects of disaster. Disaster Management Committees and Teams have to be formed at the village level to facilitate the process of Community Based Disaster Preparedness. 47
