PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES:- The organization of the State Police is governed by chapter: 1 (1.1 to 1.13 ) of the Punjab Police rules as applicable to H.P. Duties and functions of the police are discharged as per HPR, Police Act, 2007 and other major and minor criminal laws. Organizational Set up ( May kindly see at the last page of this file ) a. State Cadre of IPS Officers: The cadre controlling authority of Indian Police Service Officers borne on the State of Himachal Pradesh is the Ministry of Home Affairs, Govt. of India. However, the Hdqrs. division maintains necessary record of all officers and deals with proposals regarding the following: a. Human resource planning and projection of demand b. Posting of DAs/ ADAs in districts. c. Annual administrative reports. The ADG (Hdqrs) is the over all in charge of the PHQ Administration. He is assisted by one Inspector General of Police, (H.Q), Dy. Inspectors General of Police (Admn.) Asstt. Inspectors General of Police.(H) and one Section Officer who makes budgetary provisions of expenditure under different heads for each unit of the department. Police Headquarter is responsible for all types of central purchases and for procurement of various items such as cloth and readymade items for uniform, tents, RTI Proactive Disclosure 15-Sep-2012 Page 3 of 21

4 machinery and equipment, vehicles, acquisition of land for the construction of police houses and other buildings, minor works, hiring of buildings, purchase/ maintenance and repair of vehicles for police department, purchase of POL etc, and procurement of arms and ammunitions for the force. It also deals with the preparation of annual budget/ revised estimates, preparation of annual plan under the modernization of State police Forces and utilization of funds provided by the Govt of India, MHA/ State Govt. B. ARMED POLICE AND TRAINING (AP&T) This wing comprises of 1 HPAP Battalion, 6 India Reserve Battalions and 1 Training Centres (Recruits Training Centre & In- Service Promotion courses Centre) along with PTC (Police Training College at Daroh. All the Battalions of the Armed Police are headed by the Commandants and Police Training College is headed by an officer of the rank of Dy Inspector General of Police as Principal PTC. The AP&T Wing is headed by the rank of an Addl. Director General of Police. He is assisted by Inspector General of Police (AP&T),& Dy.Inspector General of Police(AP&T). Himachal Pradesh Institute of Police Studies (HPIPS) comes to in existence on at Sakoh in Distt Kangra with its campuses at Daroh in Kangrra Distt and Jungle Beri in Hamirput Distt. This institute is headed by the rank of the Dy. Inspector General of Police. This institute will provide professional skill and impart knowledge in computers, motor driving, traffic management, internal security and how to respond in distress/disaster situations, training to different categories of police personnel. Special Branch:- This branch deals with the collection of all information related to political, social and institutional matters and apprise the State govt with the daily activities with in the state. 3. Security Branch: This branch watches matters of interest from the security point of view. Like VVIP Security matters etc. a) Counter Espionage Branch:- To deal with the cases of foreigners etc. b) Anti-Terrorist Branch :- To deal with the terrorist Cases in the state 4. SCRB Computer Branch:- This wing is responsible for the computerization of Crime and Criminal records. The SCRB computer Cell is also the nodal agency for the maintenance of the databases on different aspects of Crime and criminal information systems as below: I. Crime Criminal Information System (CCIS) : For maintenance of a data base of the State Crime Record Bureau and for integrating it with the National Crime Record Bureau. 9 III. CCTNS Monitoring and implementation in the State. IV. TALASH : A database for generating important information for the following categories:- a) Wanted/ arrested persons b) Lost/Kidnapped persons c) Unidentified persons d) Unidentified dead bodies e) Deserters V. Motor Vehicles Information Systems (MVIS): To answer motor vehicle ownership queries. VI. Motor Vehicle Verification Counter: To issue NOC for of the ownership & of transfer of registration of vehicles VII. Property co-ordination system: To maintain/ generate information on property having unique identification number. For instance, lost/ recovered motor vehicles, lost/ recovered fire arms etc. VIII. Portrait Building System: For generating rough sketches of criminals on the basis of inputs provided by witnesses. IX. Crime in India: Annual Crime of the State is being computerized for the publication of Crime in India at National level. at NCRB X. Publication of CIA Gazette/Annual Crime Review XI. Monthly Crime Statistics: XII. Updating and up-keeping of HP Police Web Portal: 6. Control Room:- The CID control room is dealing with the information received from the various CID units functional in all the Distt. of the State. It is functioning round the clock. D. Traffic Tourist & Railways Wing ( TTR ): Consequent upon reorganization of Punjab State in 1966, the Narrow Gauges Railway track from Taksal near Kalka to Shimla extending up to 93 Km. was transferred to H.P. Railway Police w.e.f Shimla Railway Station was then the only GRP out Post on this Railway Station under GRPS Kalka ( now (Haryana). In June 1971 the State Govt. upgraded the GRP OUT Post Shimla to a full-fledged Govt. Railway Police Station w.e.f and the narrow gauge railway track from KM 3.4 (Near Kalka to KM was also notified and included in the jurisdiction of this Railway Police Station, with three GRP Out Post at Kandaghat, Solan and Taksal which falls in the jurisdiction of Solan Distt. The post of now upgraded to Addl.SP is the supervisory Officer for the wing as well as of the RTI Proactive Disclosure 15-Sep-2012 Page 9 of 21

10 Railway Station Shimla for administrative purpose, the HP Railway Police is under the control of Asstt. Inspector General of Police Railway & Traffic with head quarter at Shimla and the HP Govt. has also sanctioned the post of DIG R&T from April 1987 to streamline the working of Railways as well as Traffic in the State. In the year 2007 the present Railways and Traffic (R&T) wing has been renamed Traffic, Tourist and Railways Police (TTR). 1. Role and duties of various wings of Traffic, Tourist and Railways:- Traffic management in H.P. is being looked after by the traffic staff at District HQs and the Police Station staff at other places. On account of the growth of population, increase in number of vehicles as well as tourist inflow, rapid industrialization and increasing number of accidents, the road traffic management has become an area of prime concern and it calls for serious efforts and strategy to deal with the matter. The various issues concerning the safe and smooth flow of traffic had been examined at length and the traffic wing of H.P. Police has been reorganized in order to equip it to cope with the new challenges. 2. Under the proposed reorganization which has been approved by Govt. the present Railways and Traffic (R&T) wing has been renamed Traffic, Tourist and Railways Police (TTR) and would function as Nodal agency for traffic management and tourist policing in addition to looking after the duties of Govt. 11 3. The strength of traffic Police in the districts has been augmented by providing District Reserves from Battalion. When the reserves are provided to the districts, equal number of police personnel of district executive police shall be provided to the district traffic police. District SPs will have Traffic and Tourist squads under them at District HQs, comprising 4 to 6 personnel headed by a non Gazetted Police officer. 4. As regards operation of the T.T.R. wing of H.P. Police, it shall henceforth be groomed as a specialized agency to deal with traffic regulation, management and enforcement. The officials selected to be assigned to traffic wing shall be imparted 1 weeks Orientation Training in Traffic and Tourist Police. During this orientation training, the Traffic Police officials shall also interact with officials from Tourism and Transport departments, so that they are well aware of the tourist policing and the matters affecting the transport department in the State. As a matter of policy, no Police official shall be deployed in the Traffic wing without undergoing the orientation training in Traffic and Tourist Police. 5. In order to ensure that the trained traffic Police officials have a reasonable stable stay, the tenure for traffic Police has been fixed at 2 years. No official assigned to TTR shall be transferred before completing the laid down tenure except on administrative grounds. The officials selected for Traffic and Tourist Police should be under 45 years of age, 10+2 pass with good conversational skills and should be tall and slim without paunches and preferably know driving. 6. The traffic and tourist Police shall have partnership with the Tourism and Transport departments to address common issues and problems. The traffic Police officials shall be specially oriented to the expectations of tourists visiting the State and render all possible help to the Tourism department. They will be professionally oriented to their duties and responsibilities at Shayata Kaksh established at important places in the State. 7. The traffic Police shall mainly concentrate on checking over speeding/rash and negligent driving, drunken driving, illegal parking in inhabited areas and unauthorized use of pressure horns and red lights/flag rods on vehicles. The stress would be on smooth and safe flow of traffic rather than on the number of traffic infringements detected and challaned or fine collected by way of compounding. 12 Government Railways Police: There are four Railway tracks in the jurisdiction of HP, out of which 2 are narrow gauge and 2 broad gauge Railway sections namely Kalka-Shimla [NG- 93 Kms ] Joginder Nagar-Pathankot [NG =153Kms] Pathankot-Jallandhar [Broad-gauge =12Kms portion in two stretches) ] and Una-Nangal- Churdu-Takrala [Broad-gauge = 28 Kms ] Railway sections fall in the jurisdiction of HP. The entire jurisdiction is divided in 2 GR Police Station viz. GRPS Shimla and GRPS Kangra. GRPS Shimla has one subordinate OP at Kandaghat where as GRPS Kangra has OP Una subordinate to it. The Govt. Railway Police is tasked with security of railway property, maintenance of law and order and prevention and detection of crime committed in Railways jurisdiction. E. HP Police Communication & Technical Services : - The HP Police Organization is functioning under the supervision of SP CTS who is assisted by an Addl.SP CTS and other officers as detailed in the chart below. Director General of Police, Law & Order and the main functions of the district police are as under:- 1. Prevention and detection of Crime : Preventive steps include beat patrolling, setting up of Nakas, gathering of intelligence and management of an effective control room. 13 and arrests (if any) followed by submission of final report in the trial court and subsequent follow up during prosecution. 2. To bring offenders to justice: 3. Maintenance of law and order: This includes security of threatened persons, security arrangements for important events such as festivals/ processions etc and security arrangements for the visits of VVIPs. It also includes tackling of law and order problems and public disruptions such as student unrest, labour problems and dharnas etc. An important aspect of urban policy is traffic regulation and management. During disasters, calamities and major accidents, the police is one of the primary agencies involved in relief and rescue activities. 1. Another major function of the police is the redressal of grievances of the public. This could be resolution of local disputes, family disputes, redressal of traffic problems etc. In addition, the district police also provides some citizens oriented services listed below: 1) Verification of applications for passport, 2) Police clearance certificates 3) Verification for Govt service 4) Verification for arms licenses. 5) Verification of convicts for parole 6) No objection certificate for registration of change in ownership of vehicles 7) Verification of tenants/servants etc 8) Verification/ inspection of licenses issued under the Arms Act, Excise Laws, Explosives Act and Petroleum Act. The district police set up is organized in the form of ranges headed by Range DIsG Ranges comprise of districts headed by Supdt. of Police. The districts are further divided into police sub-divisions comprising of police stations. Each police station is supervised by the Station House officer (SHO) who is generally of the rank of sub inspector and in some cases even of the rank of Inspector of Police. A police station may have one or more police posts (PPs). A sub division comprises of one or more police stations which are supervised by the Dy. Supdt of Police of the sub division. In addition to the Sub Divisional Police Officers, the district SP is also generally assisted by a Addl. Supdt. of Police and a Dy.Supdt. of Police (Hqrs).
