1 City Administrator's Weekly Briefing Placentia, Ca From: Damien R. Arrula October 27, 2016 Rich Heritage, Bright Future Placentia Appoints New Police Chief City Administrator Damien R. Arrula has announced the appointment of Mr. Darin Lenyi to serve as Chief of Police for the Placentia Police Department effective October 19, Chief Lenyi succeeds Interim Chief of Police Ronald Lowenberg who has been serving in this capacity since April Chief Lenyi is a 28-year law enforcement veteran who has most recently held the position of Captain for the Laguna Beach Police Department for over four years. Chief Lenyi grew up in Placentia and is a graduate of Valencia High School. Chief Lenyi began his career in law enforcement in serving as a Placentia Police Explorer. Chief Lenyi s policing career after Placentia includes working for Anaheim Police Department and Laguna Beach Police Department. During his time with Laguna Beach he has filled the positions of Police Officer, Detective, Lieutenant, Division Commander, Captain and Interim Chief of Police. Chief Lenyi has received numerous awards and recognition from Laguna Beach, including the Medal of Merit, Medal of Courage and Ribbon of Service. He has also served in the California New Library Weekly Summary on Page State Military Reserve, 40 th Infantry Support Brigade and was awarded a California Commendation Medal for his service. Chief Lenyi has a Bachelor of Arts Degree from Southern California College and a Master of Arts Degree from National University. Chief Darin Lenyi will be formally introduced as the new Chief of the Placentia Police Department by Mayor Yamaguchi and City Administrator Arrula at the November 1, 2016 City Council meeting. COMMUNITY SERVICES FREE Parenting Classes at the Cathy Torrez Learning Center Western Youth Services is partnering with the City of Placentia to host FREE Parenting Classes at the Gomez Community Center (1701 Atwood Ave). Classes will teach healthy exercise and nutrition habits, discipline, positive communication, making good choices, and creating a good relationship with your child. Classes will be held Mondays, starting November 7 th, from 6:00 p.m. to 7:15 p.m. A light dinner will be served and childcare is available. Everyone had an opportunity to make a pop up witch, pumpkins and Frankenstein s last week. Homework help was available all week to all participants and everyone played tag and Just Dance on the Wii system. PYB is a basketball league that focuses on fun and skill development.

The skills evaluation is currently scheduled for November 5 th with practices starting the week of November 14 th. Games will begin on December 3 rd. Teen Center Calling all Teens! In collaboration with the Boys and Girls Club, the Placentia Library Teen Advisory Committee (PTAC) and the City of Placentia, teen activities are held at the Placentia Teen Center, 116 N. Walnut Avenue in Kraemer Park. Upcoming teen activities include Makey Makey Xmas on Tuesday, December 13 th. Record your favorite Christmas carols using Makey Makey and unthinkable instruments like play dough! PUBLIC WORKS Shred and E-Waste Recycling on October 22 nd A free e-waste and shred day event was held on Saturday, October 22, 2016 in the Placentia Police Department back lot. Residents were able to drive through the Police lot and drop off documents to be shredded and properly dispose of electronic waste. Close to 200 residents took advantage of the free event. The Police Explorers assisted with traffic control and the Teen Recycling Team assisted with breaking down the boxes. All staff that attended the event were very helpful leading to a very successful E-Waste and Shred Day. We look forward to serving residents at our next E-Waste and Shred Day event in Spring 2017! For further information, call (714) Maintenance Division This past week our staff performed various maintenance activities throughout the City. The Graffiti Crew removed graffiti per work order requests citywide. The Sign Shop repaired and replaced signs per work order requests. The Patch Crew filled in pot holes on arterial streets Golden Avenue, Bastanchury Road and Kraemer Boulevard. The Paint Crew painted yellow school legends citywide. The Ball Field Maintenance Crew worked on the infields at the Sports Complex, Tuffree Park and Torii Hunter Field. The Facility Maintenance Crew completed work orders for City buildings including renovations for offices at City Hall. The Irrigation Crew repaired and replaced irrigation valves and sprinklers at City Hall, Kraemer Park and McFadden Park. The Maintenance crews cleaned the downtown area and performed weed abatement in assigned areas. In addition, they removed all debris from tree wells along the Heritage Parade route. On October 21 st, Public Works personnel responded after hours to turn on water service at Placentia Champions Sports Complex. On October 22 nd, personnel responded after hours to

As a reminder to our residents, the new number to report graffiti or dead animal pick up is (714) DEVELOPMENT SERVICES Building, Safety and Planning Division 1. The Building & Safety and Planning Divisions reviewed and approved tenant improvement plans for an existing pharmacy store (CVS) located at 150 E. Yorba Linda Boulevard. The scope of work includes interior renovations, new electrical and mechanical systems. The cost of the construction is $25, The Building & Safety and Planning Divisions reviewed and approved a residential room addition project located on Seville Street. The scope of work includes a 289 sq. ft., family room addition and minor interior renovations. The cost of the construction is $40, The Building & Safety Division reviewed and approved nine (9) solar panel installation projects for residential homes. The cost of the construction ranges from $15,000 to $29,000 per project. 4. The Building & Safety Division approved structural plans for a fire damaged restaurant (Taal Cuisine of India) at 2065 E. Orangethorpe Avenue. The scope of work includes repair of existing roof and interior framing structures. The cost of the construction is $20,000. POLICE DEPARTMENT Significant Events October 20, 2016 Two transients were arrested for camping at Bradford Park. October 21, 2016 Three transients were arrested for camping at Bradford Park. October 16, 2016 A homeless man punched the clerk at the Arco station (Rose/Yorba Linda) in front of an Officer. The man was arrested for assault and battery and later transported to Orange County Jail. 7 October 27, 2016 An area of low pressure will approach the Bay Area Thursday afternoon with a trailing cold front that will bring showers to SoCal late Thursday night and Friday. Primary impacts will be north of San Luis Obispo with Orange County expecting between.10" and.25" of rain thru late Friday. A band of showers with embedded thunderstorms is possible Friday morning. Conditions will gradually improve Saturday ahead of another weakening cold front that will bring scattered showers on Sunday. Neither of these storms look to have significant impacts for Orange County and no staffing upgrades have been ordered. Next Monday, October 31, OCFA will launch the next series of our social media campaigns aimed at highlighting the different sections of our agency. Wildland Resource Planner George Ewan and Heavy Fire Equipment Operator (HFEO) Joey Mader completed interviews on 10/27/16 for the HFEO Apprenticeship Program. Public outreach continues for the Countywide Community Wildfire Protection Plan. Fire Prevention Specialist Teri Merritt attended the 10/11/16 North Tustin Fire Safe Council meeting and reported that three new enthusiastic members attended, indicating membership recruiting seems to be working, plus she helped coordinate getting an engine company for their upcoming movie night event, as well as weighed in on content and layout ideas for their new website that s in development.
11 Buena Park Structure Fire October 20 - At 2:48 p.m. a fire was reported Burlingame Avenue in Buena Park. Engine 62 reported smoke showing from one mile out from the address, Battalion 8 requested the incident balanced to a working structure response. Engine 62 arrived onscene confirming a rubbish fire to the rear of the structure and checking for extension for extension. Engine 62 established Burlingame Incident Command at 2:57 p.m. Primary all clear and fire reported out at 2:58 p.m. Preliminary Cause: Captain/Paramedic: Schuetz, E62 Under investigation Lake Forest Vegetation/Structure Fire October 20 - Multiple reports of a large well involved structure fire were received at approximately 12:09 a.m. Engine 19 arrived onscene and reported a small vegetation fire 50 x 50 threatening adjacent residences. Engine 19 established Pacato Incident Command and requested the working structure response continue. Fire was reported out at 12:27 a.m. Cause: Captain/Paramedic: Bennett, E19 Under investigation Westminster Traffic Collision, with Injuries October 21 - At 10:05 a.m. a Traffic Collision with Injuries response was dispatched to the area of the SB 405 near Bolsa Avenue in Westminster. The first arriving units identified a multi-vehicle accident with a total of six patients and declared the incident and multi-casualty incident. The Incident Commander requested a total of four paramedic units and five ambulances. All patients were transported to area hospitals for treatment. All units were complete at the scene at approximately 11:30 a.m. Chief Levesque, B1 Irvine Vegetation Fire October 21 - At 12:24 p.m. a local Vegetation Fire response was dispatched to the area of Portola Pkwy and Jeffrey Road in Irvine. As units were en route the ECC received additional reports that put the fire to the east of this location making it a direct threat to the State Responsibility Area. The ECC balanced the incident to a High Watershed Vegetation Fire response and the additional units were dispatched/ordered. First arriving units found a large spot of annual vegetation burning uphill off the haul road and began a hose lay. Helicopter 2 arrived over the scene and made four water drops holding the fire until ground units were able to surround it with the hose lay. Preliminary Cause: Chief Hoey, B3 Under investigation Modjeska Unincorporated Vegetation Fire October 21 - At 4:21 p.m. a High Watershed Vegetation Fire response was dispatched to the area of Hilltop Dr and Olive Hill Road in Modjeska unincorporated. The Cleveland National Forest (CNF) also had a full response en route to the area. The CNF advised that they would be the central ordering point for the incident and all OCFA units were switched to their frequency. Engine 16 arrived on scene and were able to quickly contain a small spot of annual vegetation. All other incoming units, with the exception of CNF Engine 327, were cancelled. Engine 16 Preliminary Cause: Under investigation Laguna Niguel Remote Rescue October 22 - A bicyclist was reported injured on Cholla Trail inside Aliso Woods Canyon at Alicia Parkway in Laguna Niguel. A remote response was dispatched. Medic 57 made patient contact at gate 9 and could handle with the ambulance. Chief Perkins, B4
12 Riverside County Remote Rescue October 23 - At 1:46 p.m. Helicopter 2 was dispatched to assist Riverside County Fire with a Remote Rescue in the area of the Blue Jay Campground. When Helicopter 2 arrived in the general area the advised the ECC that Duke1 and Duke 6 were also in the area. Helicopter 2 coordinated with the Duke ships and they cleared the air space. Helicopter 2 did a hoist extraction of the patient at approximately 2:25 p.m. and flew the patient to Mission Hospital Mission Viejo arriving at 2:58 p.m. Mission Viejo Structure Fire October 24 - At 7:26 p.m., a structure response was dispatched to Montagu in Mission Viejo. Engine 31 arrived on scene at 7:30 p.m. with nothing showing. After further investigation, heavy smoke was found in the garage of a two-story multi-family residence. At 7:36 p.m., a working structure response was requested. The source of the fire was found to becoming from an interior couch. It was reported knocked down at 7:47 p.m. The residence was red tagged and city officials notified. Preliminary Cause: Chief Pardi, B6 Under investigation Santa Ana Structure Fire October 25 - A residential fire was reported on S Garnsey Street in Santa Ana at 2:36 p.m. The Reporting Party reported the resident is a known hoarder. Engine 74 arrived onscene reporting smoke and fire from a bedroom, requested a working structure assignment and assumed Woodland Incident Command. The fire was knocked down at 2:54 p.m. and called under control at 3:06 p.m. The structure was red tagged by the city building official. Preliminary Cause: Captain/Paramedic, Bustamante, E74 Accidental Buena Park Structure Fire October 25 - A fully involved garage fire located on Los Angeles Way in Buena Park was reported to ECC at 3:31 a.m. Enroute, Battalion 8 requested the response upgraded to include a working structure compliment. Engine 61 arrived onscene reporting a well involved garage fire and assumed Los Angeles Incident Command. Primary all clear and knockdown were reported at 3:40 a.m. Red Cross responded for three displaced adults. Preliminary Cause: Chief Zimmerman, B8 Under Investigation
