Sawyer County Board of Supervisors August 1, 217; 8:3 a.m.; Assembly Room; Sawyer County Courthouse Members present: Bill Voight, Helen Dennis, lras Humphreys, Others present: Tom Hoff, Craig Faulstich, Pat Sanchez, Carol Williamson, Sherrie Shelton, Joe Sajdera, John Kruk, Mike Keefe, Terrell Boettcher, Ron Buckholtz, Doug Mrotek, Sarah Jungbluth, Don Harper Motion by Dennis, 2nd by Humphreys, to approve the agenda. Motion carried Motion by Humphreys, 2nd by Dennis, to approve the minutes of th~ July 6, 217 meeting. Motion carried. Don Harper, District Court Administrator for the Tenth Judicial District presented information on the Sawyer County Circuit Court Caseload. The Committee received a copy of the 216 Weighted Caseload Report in which Sawyer County ranks #1 in the state for needing an additional judge. All 72 counties participated in the study. Dunn County and Eau Claire County are also in the Tenth Judicial District and in the top ten for judicial need. The Committee of Chief Judges will be introducing a judgeship bill this fall. To qualify for inclusion in the final draft, a county must meet three criteria: need, local support, and infrastructure. Sawyer County would require an additional Jury Courtroom to be eligible. The Sub Committee will start to draft the bill in August. ncreased use of Court Commissioners may help alleviate some of the caseload in Sawyer County. Clerk of Court Sarah Jungbluth informed the Committee Jill Tonn was appointed as Chief Deputy Clerk of Court. Jail Administrator Joe Sajdera provided a written report to the Committee. There are currently 9 inmates; 21 inmates in the Huber program. The jail is short two full-time employees and needs more part-time employees. A video visitation demonstration was held in the jail. This system would allow on line visiting and access to the jail rules, grievance forms, and sick call forms. Use of this system would eliminate some of the traffic in the jail lobby. Chief Deputy Craig Faulstich reported Sheriff Mark Kelsey is retiring September 2, 217. Governor Walker will appoint an nterim Sheriff to fulfill the term of office. Chair Bill Voight commended Sheriff Kelsey on 38 years of law enforcement and expressed appreciation for his service to Sawyer County. Animal Control Officer Sherrie Shelton provided a list of complaints addressed during the month. The Northwoods Humane' Society covered Veterinarian bills for injured animals. Coroner Dave Dokkestul was not present; a report was provided to t he Committee on Wednesday. Emergency Management Director Pat Sanchez provided a report to the Committee. FEMA reimbursements are starting to come in. Grants are available for storm shelters in high-risk areas. Emergency Radios are working well in Sawyer County. A fund raiser for Search and Rescue is September 2 on the Chippewa Flowage. Communication System Specialist John Kruk provided a report. Kruk has created a list of radios tested and approved by the State of Wisconsin DOT and the Department of Justice. Motion by Dennis, 2nd by Humphreys, to approve a Resolution to set Standards for radios used in Sawyer County for Emergency Management. Motion carried
3 Child Support Director Sandy Okamoto provided a written report to the Committee. The Criminal Justice Coordinating Committee will hold a meeting on August 14, 217. 11 Sawyer County Communications System Specialist-September 217 PS Committee Report Due to a prior engagement am not able to attend the PS Committee meeting this month. 1.) Radio System Update - n BETA testing we found an internet connectivity issue with Moose Lake and once this discovered a trouble ticket with Centurylink was completed. The internet is finishing completion for Loretta/Draper and then once ready that site will go on-line for BETA testing. Based on timeframes we are looking at BETA testing to be completed through September and then reprogram/switch over in October. 2.). Approved Radio type list & Personal Radios - n speaking to some county board members it appears that a large misunderstanding or amount of lack of education about this system is present. This deals with county board members thinking that Sawyer County came up with the initial funding for the WSCOM System and radios and that it was not from a grant all the way to some questions being asked in how the selection of the new equipment was completed or who is taking care of it t was suggested by a county board member that a presentation be given as " many" people have questions regarding the radio system and are not getting answers. would like to make this very clear that ANYONE that contacts me regarding radio system issues or questions has their questions answered. Furthermore, in 214 and 215 two different radio information sessions (two each year) were held. They were offered in Hayward and Winter in 214 and offered in Round Lake and Stone Lake in 215. The Round Lake and Stone Lake sessions also incorporated radio training using NMS City. n total of the information sessions only two (2) people showed up and they were two from one township. have also noticed that a fair amount of confusion by people is being created out there by wrong or false information within the public safety community. n dealing with the WSCOM System we have very LTLE control on what can and cannot be done with the system. This extends to which talkgroups can be broadcasted and the SWPAGE talkgroup is a prime example. The SWPAGE talkgroup is not a critical talkgroup arid thus it might not be broadcasted over the Hayward tower. Since the Pipestone tower is owned by Sawyer we can have this broadcasted across the tower all the time. Since the radio will select the best tower it might be on a tower that does transmit or it might not be on one. The reason that SWPAGE is NOT a critical talkgroup is because it is not the primary signaling method and our VHF analog paging system is the primary means of notification. Paging on digital voice systems, let alone trunked radio systems, is not perfected yet. Thus, it is not considered a critical talkgroup. 12 SEPTEMBER PUBLC SAFETY COMMTTEE CHLD SUPPORT AGENCY REPORT With the onset of E-filing, designated Amanda Wheeler as our point person. She has the security clearance to E-file through our attorney's files. asked her to keep track of the amount of time she spends E filing for the four of us caseworkers filing documents with the Court. Based on the results of the time study, and the few cases left to transfer to LCO, have assumed the non-custodial parent caseload by last name beginning with L & M. Several counties hired additional staff with the onset of E filing. Although E-filing creates extra work and many extra papers, at this time, do not see the need for hiring additional staff, just reassignment of duties. Our current caseload is 1,547. Within each caseload, workers are responsible for the following: Establishment, Enforcement, nter-governmental, Locate, Non-lVD and Review/Adjust A-F 51 cases Terri Lysaker G-K 29 cases Amanda Wheeler L-M & A-Z Paternity N-Z 257 cases 499 cases Sandy Snider Okamoto Janet Sprenger The Bureau of Regional Operations with DCF with be conducting our annual review on September 22, 217. This review monitors our general compliance and adherence to the terms of the contract and scope of service provisions. Our RS Safeguard Review will be revisited, as well as adherence to the cooperative agreement. will be questioning future language in the 218 cooperative agreement between our office and the clerk of court's office due to the implementation of E-filing. Each month prepare an expense report for submission to the state. This report determines the amount of reimbursement we receive back from the state. Due to modifications made by accounting after submission of my monthly report, have begun a new system to ensure capture all expenses attributed t o our office. Mike Keefe has assisted me in this endeavor. This should cut down time need to spend with auditors greatly. Learning Xcel software is on my bucket list before the end of the year. The child support agency will greatly miss Mark Kelsey as our sheriff. He has "donated" much of his time when we have had to extradite from other states. Our safety in the courtroom during child support hearings was also important to Sheriff Kelsey.
13 Mitch Rice Sawyer County Ambulance Director ' SAWYER COUNTY --- Tuesday, September 5, 217 To: Public Safety 161 Main Street, Suite Hayward, W Phone Toll Free Fax ambulance@sawyercountygov.org Subject: August Ambulance Report Event Coverage and Community Outreach: -Sawyer County Fair (Rodeo and Demolition Derby) -Short and Fat Bike Race -Hayward and Winter High School Athletic Events - Namekagon Transit staff Basic 1st Aid and AED Training -Basic 1st Aid and AED Training for 3 separate church groups locally that have purchased AED's -Basic 1st Aid and AED Training for 2 private businesses that have purchased AED's -Tour of the Hayward Ambulance garage and vehicles for a group of disabled children Operations: -Open water and fast water rescue training with the addition of PFD training. - Brush and trees have been removed from portions of the building site in Ojibwa to allow for exact property lines to be established. There has also been a building site map created with a satellite view showing the actual building and driveway sites. Tim H. advises that the building plan review is delayed. Tim H. is working on keeping this process moving forward at this time. -The 3rd staff quarters room in Hayward has been completed by maintenance and is being used by SCA staff. The trailer donated by Link RV in Minong will be returned this week with a receipt of donation from Sawyer County. Again, we can't thank them enough for this generous donation. -SCA has been very short handed up to this point. Some EMT' s and Paramedics have left the service to pursue other ventures and there have been some minor injuries both on the job and off that have compounded this problem. am happy to announce that as of September 1st, we are finally at full staff at all levels. This will help reduce overtime greatly. -The elephant in the room is the crash of the North Paramedic vehicle this month. am happy to report that there were no major injuries. There was an investigation performed by the Wisconsin State Patrol immediately following the crash. The investigating officer reported that there was absolutely no wrong doing on behalf of the SCA operator of the
14 vehicle at the time of the crash. was informed that there would be no citations issue to SCA or the operator of the Paramedic vehicle. Unfortunately, it is believed that the vehicle is a total loss as well as damage to some of the medical equipment inside the vehicle. While this vehicle is out of circulation, the North Medic will be using the 91 truck as a temporary response vehicle and operations will not be altered in any way. Tim H. and Mike Keefe are working with our insurance company to resolve this incident. Tim has also inquired to the availability of a replacement vehicle from the same supplier the Sheriffs Dept. uses. -This month presented us with some very difficult 911 calls that took their toll on many local emergency responders. One in particular hit close to home for many. Through the Sawyer County EAP and Real Living we were able to provide a Critical ncident Stress debriefing that help responders from SCA, LCO Police, LOC FD, Sawyer County Sheriffs Dept. and several other agencies. This is an essential part of the healing process we all need to be able to go back out there and do it again if needed. Fleet Update: - As mentioned earlier in this report, we experienced a vehicle crash and are currently using a backup vehicle. We have decided to install a vehicle tracking system in all of the Ambulance Department vehicles. This will enable us to not only track where all vehicles are at all times but will give notifications to excessive speeds, aggressive cornering and breaking. t has a 36 degree camera capable of monitoring at all times through GPS tracking. This system will also monitor notify of maintenance needs such as oil changes, tire mileage, warrantee tracking, etc... By using this system, we will provide "Big Brother" monitoring and provide protection to the county and the employees by having proof of all incidents in real time. August 217 Response Log: Billable Calls 182 Local 911 calls - 57 Transfers This is 25 more calls than last month. 22 more transfers and 3 more 911 calls. Again, for reasons unknown, the total volume of Ambulance calls are down regionally this year. What we are seeing is the same with Lakeview Medical Center, Rusk County Ambulance, North Memorial Ambulance, Great Divide Ambulance, Chetek, Ashland, etc...
