If a majority of any such body is present, their presence constitutes a "meeting" under the Open Meeting Law as interpreted in State ex rel. Badke v. Greendale Village Board, 173 Wis. 2d 553 (1993), even though the visiting body will take no action at this meeting. Page 2 of 7

3 Draft Minutes of the meeting of the Economic Development and UW-Extension Committee Sawyer County Board of Supervisors June 11, 2018; 8:30 a.m.; Assembly Room; Sawyer County Courthouse Members present: Tom Duffy, Elaine Nyberg, Troy Morgan, James Schlender (arrived 8:42) Others present: Lori Baltrusis, Carol Williamson, Tom Hoff, Don Mrotek, Sherry Beckman, Ken Pearson, Lynn Fitch, John Saunders, Linda Zillmer, Frank Zufall Motion by Morgan, 2 nd by Nyberg, to approve the minutes of the May 7, 2018 meeting. Motion carried Extension Director Lori Baltrusis suggested the Committee take 15 minutes at the July meeting to discuss needs and priorities. Hayward Lakes Visitors & Convention Bureau Executive Director Sherry Beckman provided a report to the Committee and a letter to the County Board regarding funding and room tax. The Committee discussed how the Room Tax creates additional funding for the municipalities. Town of Hunter implemented the Room Tax effective May 1, The Sawyer County Board passed a Resolution in support of a Room Tax in Sawyer County. The County can have two representatives on the Hayward Lakes Visitors & Convention Bureau Board. Administrator Hoff will appoint Don Mrotek to sit on the Board. This will be on the June County Board agenda. Ken Pearson from Northwest Regional Planning provided a written report to the Committee and reviewed loan programs available in Sawyer County. Lynn Fitch for the Sawyer County/LCO Economic Development Corporation provided three handouts and updated the Committee on various projects underway. The EDC is looking for an individual with strong technical and research skills to do a countywide housing study. The study will take approximately three months and there are grants available. The EDC is sponsoring Business After Five on August 23 at Beehive Botanicals. The EDC is all volunteers. John Saunders reported on local bike trails. 4 From: Brennan, Lisa On Behalf Of Martin, Karl Sent: Thursday, June 28, :33 PM Subject: Cooperative Extension 2019 County Budget and Contract information June 28, 2018 Dear County Stakeholder: Each year, Cooperative Extension engages with partners like you in every county throughout Wisconsin. We discuss how we can work together to bring value to the people of Wisconsin through Extension programming. Sometimes, you tell us what has changed in your county and what you think constituents need. Sometimes, we discuss new programming ideas based on emerging research. Since the first county agriculturist was hired in Oneida County in 1912, Cooperative Extension has worked closely with county partners to further our mission of ensuring the resources of the University of Wisconsin System benefit local communities. The past few years have been some of the most difficult in our long history. Cooperative Extension has undergone a transformation partially based on the need to modernize our business model and partially in response to declining state funding. You have stood by us through a reimagining of our organization that resulted in a bumpy first year of implementation into our new model. On behalf of all of Cooperative Extension, I want to convey my gratitude for your patience and input as we continue to improve each day. One thing that has not changed at Cooperative Extension is our commitment to working closely with county partners to deliver the information and services Cooperative Extension stakeholders have come to value. Whether we are providing financial tools for farm management, positive opportunities for youth through 4-H or any of the hundreds of other programs Cooperative Extension offers, input from county partners and local funding is crucial to our work. I am writing today regarding Cooperative Extension programming in your county in Similar to last year, you (or your designee) will work with the Area Extension Director dedicated to your county. I believe and I have heard from many county stakeholders that there is no substitute for staff on the ground who work daily in the community and provide insight into these annual discussions. That said, Cooperative Extension is also a statewide organization so we must be mindful of the Extension needs across the state and the limited resources all of us face. Your Area Extension Director will be in contact with you to move this discussion forward. As in previous years, we will work with you to develop a contract that reflects your county s financial contribution to the Extension programming you can expect. This programming falls Page 4 of 7

5 into the following categories: Agriculture, Community Development, Human Development & Relationships, Positive Youth Development (including 4-H), Health & Well-Being, and Natural Resources. A flat fee structure to support this programming will continue as it did last year. I committed to holding the 2019 fee structure in line with the 2018 fee, and I committed to the continuation of the $10,000 discount for each county. Cooperative Extension will honor both of these commitments for the 2019 county contracting process. I hope these commitments help inform your local budgeting decision and encourage you to continue to work with Cooperative Extension in the coming year. We do anticipate removing the $10,000 discount as part of the 2020 contract process, so please consider that as part of the 2019 budget discussions. Area Extension Directors will work with you on exactly how these fees fit into your county s 2019 plan. We understand the county budgeting process, timeline, priorities, and negotiations in each county are unique. Cooperative Extension is committed to providing as much leeway as possible to ensure each unique discussion reaches its best resolution. Your Area Extension Director will work with you on the specifics of your county s unique process. However, each Area Extension Director must also work within the statewide context. Our budget limits the number of positions we can support across the state. We have adjusted the 2019 contracting process to ensure we are balancing each county contract against the statewide total. By adjusting this process, we will correct some of the difficulties we encountered during the 2018 county contracting process. Finally, we are working on the 2019 contract template, which includes the feedback offered by many of you and your Corporation Counsel during last year s process. The contract template will include a new item I would like to bring to your attention. In previous years, positions were automatically re-filled when an employee left. Moving forward, Cooperative Extension will evaluate that position and determine whether it should be re-filled as is or allocated in another way to best address the needs of Wisconsin citizens. The evaluation will include your input and information from our ongoing Situational Analysis and other data points. This new approach will allow us to regularly evaluate our work statewide and respond to emerging issues as the needs of our state change. Counties will not be charged for positions that are vacated and not re-filled during the contract year. We anticipate the Area Extension Directors will have a template contract for your review by August. I look forward to our continued partnership. Cooperative Extension programming has been a mainstay of Wisconsin s communities for more than a century. In the past year, when we faced the uncertainty of a reorganization and fully realized our budgetary limitations, we also found that stakeholders value our work and demand we provide as many assets as possible in local Page 5 of 7
