2 Draft Minutes of the meeting of the Economic Development and UW-Extension Committee Sawyer County Board of Supervisors April 10, 2017; 8:30 a.m.; Assembly Room; Sawyer County Courthouse Members present: Tom Duffy, Brian Bisonette, James Schlender Others present: Don Semler, Frank Zufall, Tom Hoff, Sherry Beckman, Lori Baltrusis, Carol Williamson, Don Mrotek, Linda Zillmer Motion by Schlender 2nd by Bisonette, to approve the agenda. Motion carried Motion by Schlender 2nd by Bisonette, to approve the minutes of the March 6, 2017 Committee meeting, Motion carried Broadband Committee member Don Semler updated the Committee on the Centurylink rollout. Hayward should see completion by May and Spider Lake the April/ May timeframe. Additional cabling is required due to rerouting. Centurylink may apply for a Wisconsin grant for the area Northeast of Hayward. The maps of coverage are still not available. UW Extension Family Living Agent Lori Baltrusis informed the Committee of the various programs offered to Sawyer County residents to build resilient families. Baltrusis reaches out to families and the community needs with research-based education and partnerships. Hayward Lakes Visitors Convention Bureau Executive Director Sherry Beckman provided a 2016 Marketing Activity Report and local tourism statistics. A free Customer Service Seminar on April 20, from 1-3 at Comfort Suites is sponsored by Hayward Lakes VCB and the Wisconsin Department oftourism Don Semler updated the Committee on the Economic Development Corporation. The corporation has adopted a mission statement: "Expand sustainable GDP (Gross Domestic Product} in Sawyer County through new and existing events, services, and businesses". University of Wisconsin-Extension FoodWlse Fiscal Year 2018 Sawyer County Agreement Letter - Extension Office The University of Wisconsin-Extension FoodWlse program (formerly known as Wisconsin Nutrition Education Program (WNEP)) has been offering nutrition education programming to the SNAP/FoodShare-eligible residents of Sawyer County since During the period of October 2016 to March ,668 educational contacts were made in Sawyer County reaching 881 persons at locations such as schools, food pantries, clinics and Head Start programs. Participants learn to make healthy food choices, to manage their food dollars, and handle their food safely. We also work with community partners to make the healthy choice, the easy choice where our participants live, learn, work, shop and play. Much of the cost to provide FoodWlse educational programming is paid with the $150,000 in federal funds that FoodWlse is bringing into Sawyer County during this current year. FoodWlse federal dollars pay the salaries, fringe benefits and direct teaching expenses for FoodWlse colleagues in the county office. FoodWise relies upon our County partners to provide office space and related overhead costs, as well as basic operating costs and resources such as internet service, IT support and basic software, office telephones, shared supplies and equipment in the Extension Office. These contributions from the County are essential to FoodWlse's work and presence in the County Extension Offices. We ask that a representative of Sawyer County confirm continued support of the work of FoodWlse by signing below. AGREEMENT STATEMENT: During the period from October 1, 2017 to September 30, 2018, Sawyer County agrees to support Supplemental Nutrition Assistance Program-Education (SNAP-Ed) as part of the University of Wisconsin-Extension FoodWlse within the County Extension Department by contributing the following: Physical Space: Offices and shared work spaces in the County Extension Office used by FoodWlse colleagues and other Cooperative Extension colleagues when they are working on FoodWlse efforts. Shared Direct & Indirect Costs & Resources: Resources such as overhead, supplies, equipment, information systems support and county administrative costs (categories and amounts vary by county) to be used by FoodWlse colleagues in support of FoodWlse work. These resources are supplied to FoodWlse colleagues as they are to other Cooperative Extension colleagues in the office. 4 Bike/Ped Citizens Advisory Committee Report to Sawyer County Economic Development Committee May 3th, 2017 Report: 1st quarter 2017 report. Bicycle/Pedestrian Mission Statement: Advocate, plan and assist in providing safe, efficient, and effective transportation alternatives for the Citizens of Sawyer County and the surrounding region. Existing Projects Status: - Bike/Ped Master Plan {Trails. Routes, Lanes}.Will change name to "bicycle- pedestrian plan" to more closely correspond to TAP application reference. Will modify into an appropriate format and file, Get approval from County Board (through ED committee) then file and link so that applicants may provide appropriate link in future TAP (or other provision) application. - LCO Bike/Ped Trail, A 3 mile segment slated for construction this spring/summer will continue from Round Lake School road proceed north through the woods to connect to existing CTH B trail at CTH K. - Bike to School/lWork} Dav/Week/ Month 2017 : Bike/Walk to School Day 2017 May 10th, Ben Popp (subcommittee) and Amber Marlow will execute a program (event) similar (better) to last year. See poster - press release. - Sign Bike Routes {Trails), Funding and Implementation; Signs, locations, estimated costs identified, initial installation proposed in City of Hayward and adjoining Towns. Funding alternatives being investigated - Bike Parking Racks: Subcommittee has identified some locations in the City of Hayward where Bike parking racks could be useful. Now searching for funding to facilitate purchase and installation. - Sign Bike Routes {Trails), Funding and Implementation; Signs, locations, estimated costs identified, initial installation proposed in City of Hayward and adjoining Towns. Funding alternatives being investigated. - Bike/Ped Trails/Routes {future) Funding {TA}/Sponsors Applications: One "way/route/connection" has been identified that may require a TAP application, some preliminary planning and foot work is in progress. 5 FOR IMMEDIATE RELEASE D D Hayward Area Schools Get Moving With National Walk & Bike to School Day Students Get Riding on May 10, 2017 Hayward area school students are invited to join a nationwide movement on Wednesday, May 10, 2017 for National Walk & Bike to School Day. Students from Hayward and Lac Courte Oreilles (LCO) will walk or pedal their way to school along with parents, teachers and community leaders. Participants are encouraged to meet in the Hayward Wesleyan Church parking lot at the intersection of Nyman Avenue and Highway 77 at 7:30 am on Wednesday, May 10. Cyclists and walkers will depart at precisely 7:45 am for Hayward Primary, Hayward Intermediate, Hayward Middle, and Hayward High Schools. This event will be held rain or shine. Cyclists are encouraged to be safety conscious, to follow all traffic laws, and to wear bright, visible clothing. A helmet is required for those riding their bikes to school. Cyclists can refer to the Sawyer County Bicycle Map for the best roads to ride in their area, available at local bike shops and the Hayward Area Chamber of Commerce. In addition to the 18 routes listed, from five to over 50 miles in length, a City of Hayward map shows the biking path that connects the Hayward public schools. The map also includes the yet-to-be-completed bike trail that will connect to LCO. LCO is a participant in the Safe Routes to School program Walk & Bike to School Day events raise awareness of the need to create safer routes for walking and bicycling and emphasize the importance of issues such as increasing physical activity among children, pedestrian safety, and concern for the environment. The events build connections between families, schools and the broader community. The event is being organized by the American Birkebeiner Ski Foundation (ABSF), Hayward Area Schools, and LCO Schools.
