Sawyer County Board of Supervisors January 4, 218; 8:3 a.m.; Assembly Room; Sawyer County Courthouse Members present: Bill Voight, Helen Dennis, Dale Schleeter, James Schlender, lras Humphreys, Others present: Craig Faulstich, Pat Sanchez, Tom Hoff, Carol Williamson, Joe Sajdera, Doug Mrotek, Mitch Rice, Sherrie Shelton, Doug Mrotek, Rose Lillyroot, JT Wohling, Joel Clapero, John Kruk, Terrell Boettcher, Louise Ladenthin Motion by Dennis, 2nd by Schlender, to approve the minutes of the December_7, 217 meeting. Motion carried Child Support Director Sandy Okamoto provided a written report to the Committee. Sheriff Doug Mrotek updated the Committee on the two RFPs received for replacement of the Public Safety Software. The Sheriff recommends purchasing software from Spillman for $385,466 and annual maintenance of $44,. Spillman offers the best value and is under budget. County Administrator Tom Hoff supports the Sheriff's recommendation. Motion by Schlender, 2nd by Dennis, to accept the recommendation, forward to the Administration Committee, and request full County Board approval. Motion carried Jail Administrator Joe Sajdera provided a written report to the Committee. There are currently 81 inmates; three inmates housed in Bayfield County. The annual jail inspection was December 18. Animal ControlOfficer Sherrie Shelton reported to the Committee dog licenses were issued in 217. A vacci_nation clinic is scheduled the first weekend in March. Coroner Dave Dokkestul was not present; Dokkestul provided a written report to the Committ1:_e. Emergency Management Director Pat Sanchez provided a report to the Committee. Funding for 216 Disaster for Nelson Lake Dam was approved and we received a check for $22,. CS 3 training is March 23 and 24 at the Town of Hayward Fire Hall. Communication System Specialist John Kruk provided a written report. Working on reactivating meetings for the radio advisory group. Sawyer County Ambulance Director Mitch Rice provided a written report to the Committee. Ambulance service out of Winter is running smoothly. Rice is working with local fire departments to establish EMR (Emergency Medical Responder) systems in the townships. Rice is focusing on the need for new cots and loading systems for the ambulances when applying for the AFG (Assistance to Firefighters Grant). 3 FEBRUARY PUBLC SAFETY CHLD SUPPORT AGENCY REPORT We began transferring cases to LCO Tribal Court in March 213. The law currently provides that the state court retain jurisdiction over a case transferred to a tribe for 5 years. At the end of those 5 years, the state court loses its jurisdiction and the tribal court has sole jurisdiction.. have discussed with Attorney Lopez what language to include in the Motion and Order for Dismissal as the five-year threshold is met. A procedure will be implemented to dismiss cases as they reach the five-year threshold. All balances on sub-accounts will be adjusted to zero. Through December 217, 645 cases have transferred to LCO. Performance Measures Measure 12[16 12[17 Difference Caseload Court Order Rate 92.12% 95% 2.88% Paternity Establishment 97.96% 97.1% -.95% Current Support 67.42% 71.29% +3.87% Collected Arrears Collected 45.93% 49.22% +3.29% Current Support Due 12/17 $472,271 Current Support Collected 12/17 $336,663 The majority of phone calls received this time of the year are concerning tax refunds. Any V-D case with a $5 balance or more in arrears is certified for tax intercept Married payer's refunds are not released to the payee for six months to allow for filing of an injured spouse claim. The paying parent must be current in support payments for the applicable year by the end of the year to claim the child as an exemption. We have 25 cases set for our 2/19/218 court date.

10 Sawyer County Communications System Specialist - February 218 PS Committee Report 1.) Radio System Update - Testing is underway (see next section) and some fine tuning is taking place. A slight issue has been noticed with Pipestone and am checking regarding to correcting it. The first major test is going to be used by City of Hayward traffic for the Bfrkie. A key thing to. remember is that the system was designed for mobile coverage at 95% throughout the county with reliable transmissions at 95% of the time. 2.) Radio System Testing - A testing plan has been created and it focuses on 45 individual test locations throughout the county. This deals with locations along the main roadways for these locations and covers ALL the areas. Mobile coverage is always really good due to it being 5 watts with an antenna on the roof or trunk of the car. Testing went one step further and has all been done with portable coverage only so far. As for the portable coverage it has been done to simulate an officer using his radio in the center of a 2, sq ft building with a fully charged radio, standard antenna, holding it about five feet high. The reason this has been done is that coverage in this fashion is a good baseline as street level coverage will be better and mobile will be even better. Coverage is also being done with deputies with a concentration of areas of poor or no WSCOM coverage. As it sits right now we have coverage in the Sheriff' s Dept/Jail/Squad Room, Courthouse, Wal Mart, Hospital, and Marketplace. These locations have had little to no WSCOM coverage and now.either have extremely improved coverage or coverage where non-existed prior. Coverage testing will still continue over the next few weeks, 3.) Timeline for Training/mplementation - Squad prep, fleetmaps, Digital D'~, arid training are all part of this project. Soon this will start on a one by one basis for squad work, testing, reprogramming. Public Safety Committee 161 Main Street, Suite Hayward, W Phone Toll Free Fax ambulance@sawyercountygov.org Subject: January 218 Report Event Coverage and Community Events: -High School Sporting Events -Multiple Ski Events -Snow Cross snowmobile event at the casino -Assisted Living Facility wellness checks Operations: Continued preparations for the Birkie and other events upcoming. We have more coord.ination this year with event developers which will help streamline the medical response during the events. We were advised at the last meeting by an event coordinator that Sawyer County has a more well laid medical response plan than that of Lam beau Field on game day or any other large scale event that he coordinates. Operations in the southern part of the county continue to run smoothly; We had a meeting with our billing company. We have been able to continue to improve on collections with revenues becoming more consistent with predicted numbers. We are currently fully staffed at all levels of practice. One of our Advanced EMT' s has elected to take FLMA and is expected to deliver her 1st child any day. would like to extend a "Kudos" to our ambulance crews last night. They were requested to respond to a female in active labor. When they arrived on scene the situation was quite intense. They were able to stabilize the situation and safely transport the woman to Rusk County Memorial Hospital (the closest facility) and assisted the Emergency room staff with the delivery of a healthy child. We continue to facilitate transfers from Rusk County and Hayward hospital on an "every other day" schedule. This was the wishes of Hayward ho.spital in an effort to keep Great Divide ambulance as a consistent resource for their transport needs. When this process began last summer, created an MOU with Rusk County Memorial to facilitate their advanced life support transport needs on the opposite days of the week to continue a steady revenue flow. This arrangement has worked nicely so far. More progress has been made with the Ojibwa building site. Having been to the site recently, am very pleased with the work that has been done by our Highway Department... thank you. am proposing that we add a fixed heli-pad to the south end of the Ojibwa building site.there is. plenty of room and the costs are minimal. This will create a much safer situation when loading
12 patients into helicopters in the southern part of the county. We will no longer have to shut down the roadways for prolonged periods of time. Our Officers and Fire Department personnel will also be safer by not having to stand in the roadways directing traffic while medical interventions are being performed. This Heli-Pad will create a safer working environment for all emergency services. am researching the actual costs of the Heli-Pad now. hope to bring those costs to the next Public Safety meeting. Fleet Update: Cold weather is tough on equipment. We have had more vehicle issues this month but have been able to operate without interruption or delays. We have one ambulance in the shop right now but all other fleet vehicles are running fine. We anticipate the arrival of the new Paramedic vehicles soon. We do not have a definite date however. Tim H. advised me that the new ambulance should be arriving sometime next month.
