3 Draft Minutes of the June 14, 2018, Administration Committee Meeting, Sawyer County Board of Supervisors Members present: Tweed Shuman, Dale Schleeter, Ron Kinsley, Brian Bisonette, Kathy McCoy, Others present: Tom Hoff, Carol Williamson, Gary Elliott, Louise Ladenthin, Bill Voight, Linda Zillmer County Board Chair Tweed Shuman called meeting to order at 10:06 Motion by Kinsley, 2 nd by McCoy, to approve the minutes from the May 10, 2018 meeting. Motion carried Veteran s Service Officer Gary Elliott provided a written report to the Committee. The Veteran s Service Office did 917 phone calls and 438 office visits in May. There were 76 counseling appointments held. Elliott, Mike Skinner, and Renee Brown attended national training. Skinner took the test, so all three Veteran Service Officers have national accreditation. Information Technology Director Mike Coleson is at training out of town. County Administrator Tom Hoff provided a written report to the Committee. Interim County Clerk Sarah Jungbluth resigned and Judge Yackel appointed Jill Tonn as interim effective June 11, Ambulance Director Mitch Rice resigned and Administrator Hoff appointed Nate Dunston as interim Ambulance Director until the position is filled. Future Agenda Items: Discussion on prioritizing county services and recommendations to County Board. Discussion of possible alternative funding sources. Motion by McCoy, 2 nd by Bisonette, to convene into closed session pursuant to section (1) (c). Motion carried unanimous Motion by Kinsley, 2 nd by McCoy, to reconvene in to open session. After reviewing the requirements, I determined the cost is more than I can afford this budget year. I will include in a CIP for At May 2018 meeting, the question was raised about Sheriff Dept backups. Here is the response from Rose Lillyroot: We have a 12 TB backup that all of our servers back up to. Most of the individual computers store their documents on a server and those that do not have independent backups at their desks. We do not currently have the ability to store a backup off site but this will change with Spillman. Projects completed - Highway video surveillance: installed 2 replacement and 1 new camera - Ambulance: Inventory equipment, Reduced Verizon phone bill Projects underway HHS: Digital Signage for both lobbies Novus: Zoning Department is now testing new enhancement: Permits and Septic Maintenance Tracking. 9 County Administrator Work Report July 12, 2018 Administration Committee Meeting Sheriff Department Computer File Backups Additional terabyte tape backups have been ordered and a new rotating backup system is being implemented this week. Ojibwa Ambulance Station Update Tim King, WDNR Assured Wetland Delineator, Ecosystems, LLC, prepared his Wetland Delineation Report and submitted it to the DNR per their request. The report identified that a small area of wetland (aprox. 319 sq. ft.) was filled inadvertently and incidentally during construction of the access road to the site. Maintenance has since stabilized the area for erosion control. We are awaiting DNR response to determine any other remediation they require before proceeding with development activities on the property. Sawyer County Airport Open House The airport held its annual open house on Sunday, July 8 th. In addition to the Civil Air Patrol s all you can eat pancake feed, the event featured display aircraft including the LifeLink helicopter and demonstrations by Sawyer County K-9. Bail Bond and STOP Drug Testing Beginning the week of July 2 nd, drug testing has been done using oral swaps. The first week, testing was completed in the large courtroom since court was not in session all week. Beginning the week of July 9 th, testing is being done in the small courtroom and at an LCO facility. Since this is a new process, refinements continue to make it more efficient and ensure reliability. Diane McNamer, who has been involved with the STOP program for many years, has been transferred out from the supervision of the HHS Department so that she may continue to perform this function. Removing this drug testing from the HHS Department lab and staff removes any conflict with CLIA laboratory certification and DHS 75 staff licensures. 10 Definition (02) Dog or Cat Selling/Breeding establishment. Any premises wherein the following exists: the breeding, buying, bartering or selling dogs or cats. Under Permits (03) (1) Dog/Cat Selling/Breeding Permit authorized to house, sell or barter fewer than 25 dogs or cats (set price REC $100) (2) Dog/Cat Selling/Breeding Permit authorized to house, sell or barter at least 25 but less than fifty dogs or cats (set price REC $150) (3) Dog/Cat Selling/Breeding Permit authorized to house, sell or barter at least 50 but less than 99 dogs or cats (set price REC $200) THIS PERMIT SHALL RUN WITH THE DATCP REQUIRED LICENSE BEGINNING OCTOBER 1 AND ENDING ON SEPTEMBER 30 TH OF EACH YEAR IF ANY CONFLICT BETWEEN THE REQUIREMENT OF THS ORDINANCE AND THE DATCP CHAPTER 16 REQUIREMENTS, THE MORE RESTRICTIVE SHALL PREVAIL IF THE DATCP DENIES OR REVOKES THEIR LICENSE THIS PERMIT SHALL ALSO BE DENIED OR REVOKED NO PERMIT SHALL BE GRANTED TO HOUSE 100 OR MORE DOGS OR CATS AT ANY TIME THIS PERMIT IS NON TRANSFERABLE TO AN OPERATOR OTHER THAN THE APPLICANT AND NOT TRANSFERABLE TO ANY OTHER LOCATION FAILURE TO COMPLY WITH ANY OF THE CONDITIONS CONTAINED HEREIN OR THE DATCP REQUIREMENTS (INCLUDING BUT NOT LIMITED TO REVOCATION, SUSPENSION, OR TERMINATION) WILL RESULT IN IMMEDIATE REVOCATION OF THIS PERMIT 08 Dog or Cat Selling/Breeding establishment: (a) Permit required. No person shall operate a Dog or Cat Selling/Breeding establishment without a valid permit issued by the Public Safety Committee (or Animal Control Department). Each permit holder shall pay a permit fee as noted in 03g, and comply with 03 of this ordinance. (b) Operation. Dog or Cat Selling/Breeding establishments shall: (1) Each permit holder shall comply with the minimum standards of this section. Failure to meet these standards shall be grounds for denial of a permit or revocation of a permit. Any person who keeps or operates a Dog or Cat Selling/Breeding establishment may, instead of paying the individual dog license fee as required by this Chapter, apply to the collecting official for a multiple dog license and upon presentation of evidence supplied by a licensed veterinarian that all dogs over five months of age are currently immunized against rabies, the collecting official shall issue the proper number of multiple dog licenses. 11 (c) Standards: (1) Enclosures must be provided which shall allow adequate protection against weather extremes. Floors of buildings, runs, and walls shall be of impervious material to permit proper cleaning and disinfecting. (2) Building temperatures shall be maintained at a comfortable level for the animals kept therein. Adequate ventilation shall be maintained to promote health and odor control. (3) Each animal shall have sufficient space to stand up, lie down, and turn around without touching the sides or top of the cage or enclosure. (4) Cages are to be of material and construction that permits cleaning and sanitizing. (5) Runs shall provide an adequate exercise area and protection from the weather. Runs and sidewalls to four feet above floor level shall have an impervious surface to allow for cleaning, disinfecting and odor control. (6) All animals are to be confined and all animal confinement areas and runs are to be clean, dry and in a sanitary condition. (7) The food shall be free from contamination, wholesome, palatable, and of sufficient quantity and nutritive value to meet the normal daily requirement for the condition and size of the dog. (8) All animals shall have potable water available at all times. (9) Every dog owned or kept in the County that is five (5) months of age or older shall be vaccinated against rabies. Vaccinated dogs acquired or moved into County must be licensed within thirty (30) days after arrival unless it is under five (5) months of age as specified above. Every dog shall be re-vaccinated according to the recommendations of the vaccine used by the Veterinarian administrating the vaccinations. The certificate of vaccination shall bear the expected duration of the immunity of the vaccine used. No dog license shall be issued unless evidence is presented that the dog has a current rabies vaccination. (10) No dog shall be kept unless it has been vaccinated for distemper and parvo virus (age appropriate). All dogs must be in compliance with the all vaccination requirements of this ordinance. (11) Any animal that appears ill shall be promptly examined by a veterinarian of the permit holder s choice, and a record kept of the examination and treatment. (12) Breeding age of the females to be no younger than 2yoa and no older that 7yoa. After which time these females are spayed. (Proof to be provided to Animal Control) (13) No more than 1 litter per 12-month licensing period (October 1-September 30) per female of breeding age (14) No physical transfer of a puppy may occur until it is 8 weeks of age or older Page 11 of 12
12 Carol, Please put the review/approval of the addition to Sawyer County Ordinance of a Dog or Cat Selling/Breeding establishment permit and its requirements on the Public Safety agenda for June 7 th, 2018 Thank you Public Safety committee members, I will be out of the area for our monthly meeting June 7th but wanted to present this addition to the Sawyer County Animal Control Ordinance In recent months, the need for some local input/control over the number of puppies produce and maintained by a party for profit has come to my attention. The last thing we want here is a Puppy-Mill situation. I feel the perimeters are fair and easily maintained and monitored. I have reviewed the State Statute 173 and ATCP chapter 16 regarding dog sellers and dog facility operators. In addition, I have worked with the DATCP inspector Collin Burnell, to assure our ordinance has no pit falls that are present in the states requirements. He told me the biggest area for him-where he has no enforcement abilities, was the under 25 puppy area. I addressed that in our ordinance. It is by no means meant to oversee or restrict the private party from breeding their personal dog-but to catch those people producing litter after litter that would have otherwise continue to maintain their dogs/cats in less than acceptable conditions. I have gone over this ordinance with Corporate Counsel Attorney Duffy and it has met his approval. This has also been given to Chief Faulstich prior to this meeting for his review.
