1 1 Wow! Colorado had an amazing PDI this year! More than 4100 attendees gathered within the Mile High City to make this a successful event! This year s theme focused on achieving peak performance and was a premier training event for resource/financial managers in the Department of Defense, US Coast Guard, and public and private sectors. This three-day training event featured a full day of Service and Defense Agencies workshops; six general sessions with keynote speakers; 17 mini-courses aligned to the DoD Financial Management Certification Program competencies and associated proficiency levels; more than fifty financial management, audit, acquisition, and workforce management workshops; and other special activities. In addition to the training classes, our military leaders were there in full force to provide us with current and essential information. Here s a list of some of the General Session Speakers: Honorable David Norquist, Under Secretary of Defense (Comptroller) and Chief Financial Officer, Department of Defense, Jeffrey E. Mittman, Master Sergeant (Ret.), United States Army and Mr. Edward Gardiner, Assistant Deputy Commandant (Resources), Programs and Resources Department Headquarters, U.S. Marine Corps. Every session provided me with countless information to share with my workforce, encouragement to know that I part of a bigger team and hope for the future that someday we will reach our goal of audibility! Furthermore, I was also overjoyed because our Chapter won several awards this year! Chapter Communications-A-1 Category-Most Distinguished! Chapter Competition- Five Star Recognition, and Chapter Community Service! Thanks to all the hard working board members and to all of you-our loyal members! We achieved greatness because of you!!! Lastly, as I contemplate my experience at PDI, I am truly humbled to have been there. The awesomeness of sharing the three-day training event, being surrounded by your peers and collaborating with them to network, to learn and to share is what the Professional Development Institute (PDI) is all about! 5 Come Join Us at Fisher House in 2018! ASMC and DAUAA have joined forces several times in FY18 to prepare delicious meals for the residents of Fisher House. Here's how it works: A team of volunteers spend 3-4 hours at the Fisher House kitchen preparing a meal. Volunteers plan the menu; do the shopping the day before the cooking event; meet at Fisher House to chop, slice, cook, bake, and have fun. We do this every month so there are plenty of opportunities to help. We have a great time and the Fisher House residents appreciate the home-cooked meals. It s a great way to help military heroes and their families. 6 6 BSO FM Approved Training Local Training Opportunity Navy Region Southwest is hosting BSO Approved FM Training at the Broadway Complex located at 937 North Harbor Drive San Diego, CA Below provides information on the competency levels each training covers for DOD FM Certification, as well as CET's awarded. New Membership: The chapter will pay your ASMC membership dues for the first year of any new member who joins ASMC between October 1, 2017 and September 30, This only applies to anyone who has never been an ASMC member in the past. You will need to submit a copy of your receipt for payment. ASMC San Diego Members: Every time an ASMC member attends an ASMC luncheon and brings a non-asmc member to that same luncheon the ASMC member will receive entry to the luncheon for half price. Rules for the FY ASMC Membership Drive: This membership drive is open to all ASMC San Diego members in good standing. -- Members transferring from other chapters do not qualify as a "NEW" member and members renewing membership do not qualify. 8 8 ASK MAC! Mac, Can you explain what a program element is and why it s important within the world of DoD financial management? Dear Jack, Jack E. Pham The program element (also called PE) is the primary data element in the Future Years Defense Program (FYDP) and normally the smallest aggregation of resources controlled by the Office of the Secretary of Defense (OSD). Every FYDP resource must be assigned uniquely to one PE. It generally represents a collection of functional or organizational entities and their related resources. PEs are designed and quantified to be comprehensive and mutually exclusive. As the building blocks of the programming and budgeting system, PEs are continually reviewed to maintain proper visibility into the multitude of defense programs. They may be aggregated in a variety of ways: To display total resources assigned to a specific program To display weapons systems and support systems within a program To select specified resources in logical groupings for analytical purposes To identify selected functional groupings of resources The structure of PEs consists of a seven-digit number with an alphabetical suffix that identifies a program, organization, or office. The first two digits identify the Major Force Program (MFP) that contains the PE (e.g., the PE A would indicate a program within MFP 2 - General Purpose Forces). The alphabetical suffix identifies the Service or Defense Agency that has cognizance over a particular program element. For example, "A" indicates an Army program, "F" an Air Force program, "N" a Navy program and "M" a Marine Corps program. This PE structure facilitates compilation of the FYDP for different purposes, such as an appropriation review. The Director/Cost Assessment and Program Evaluation (D/CAPE) manages the program element data base through a system called the FYDP Structure Management (FSM) system. Thanks for a great question! 9 9 CDFM Content Update ASMC National News ASMC Announces New Certified Defense Financial Manager (CDFM) Examination and Updated Enhanced Defense Financial Management Training Course The American Society of Military Comptrollers (ASMC) announces two significant changes to its Certification and Professional Development Programs. The first is an updated Certified Defense Financial Manager Exam (CDFM) blueprint, ensuring the content of Module 1, 2, and 3 exams measure knowledge that is important and relevant to current practice within defense financial management (FM). The second is an updated Enhanced Defense Financial Management Training Course (EDFMTC). Both changes, approved by the ASMC Certification Commission, are supported by data related to the Department of Defense FM Certification Program (DFMCP) job task analysis. With these changes, undertaken through a structured, involved, and lengthy process, ASMC reaffirms its commitment to ensuring that the CDFM credential continues to represent the gold standard and the sign of distinction in defense financial management. The new CDFM Module 1, 2, and 3 exams will be launched on September 1, However, for those who desire to take the current exams, ASMC will offer the new and current version of all three exams concurrently through December 31, The new EDFMTC textbook (v2018a) will be available for purchase on July 1, 2018 and introduced in classrooms on October 1, The current EDFMTC textbook (v2013a) will continue to be sold and used in classrooms through August 31, New CDFM Blueprint: ASMC has released the full updated exam blueprint on its website. The new blueprint will go into effect with the launch of the new exams on September 1, A timeline for the availability of the new exam and course materials, as well as the new exam blueprint, is available here [ ]. The Module 4 Acquisition Business Management course material and exam continue in the update process. ASMC projects the new exam and course material to be available in 2019.
