This past June I traveled to Southeast Alaska from Arizona with my wife, Diane, to visit friends and family. Included in our itinerary was a stopover in Sitka where I lived three different times during my 30 years in Alaska. On two of those occasions I was an Alaska State Trooper assigned to the Public Safety Academy staff. The first occasion was from when Lieutenant Walter Gilmour was the academy commander. My duties then included being a staff instructor and squad leader. My second tour of duty there being from , when Captain Jim Lansberry was the commander and I was the deputy commander. 2 FOAST Board of Director s President s Message I am happy to report FOAST staff and Board have been working hard over the past few months planning for several events such as the Alaska State Fair, Statewide Concert Tour, and strategically evaluating business practices to be as fiscally prudent as we can. One example is the development of the "BANNER" as an electronic newsletter. Please give us your feedback on this new process both positive or negative so we can provide our membership the best possible product. As members of FOAST we are always interested in receiving Alaska stories from the past that can be shared with all. If you are interested in providing a piece for the Banner please submit to Laura Caperton, Joe DeTemple or myself. That's how the book North Country Troopers came to be! Speaking of the book please consider purchasing this document of our history for only $20 dollars. If you plan to attend the Alaska State Fair we will have copies there for purchase. 3 Academy.Then & Now by Pat Kasnick Continued I joined the troopers in the summer of 1968 and attended Recruit Class 14, the first academy held in Sitka at what was then the campus of Sheldon Jackson College. Lt. Jerry Williams was the academy commander and then Corporal Walter Gilmour was our T.O. (tactical officer) and our single classroom and dormitory were in the North Pacific Hall. Back then we utilized the cafeteria, gym and swimming pool on campus and our firearms qualification range was at a gun club on Mt Edgecumbe (an old military bunker). By comparison to how the academy looks today, our facilities were pretty humble but served the purpose well nonetheless. In 1972 The State of Alaska funded construction of a new academy building at its present site just off of Sawmill Creek Road; construction was completed in the spring of While this was a substantial upgrade from the old North Pacific Hall, it would still be many years before training facilities typically found on modern law enforcement campuses would be added. During my first tour of duty there in mid-70 s many of the training improvements were accomplished with volunteer labor from recruits and staff. This included construction of the John James Trail* behind the academy that was used for the morning run, the physical fitness confidence course and the firearms range behind the academy which was spearheaded by then deputy commander Sgt. Mike Korhonen. Meanwhile, we continued to utilize the old Mt. Edgecumbe WWII seaplane ramp for precision vehicle operation training and the SJC cafeteria, gym and pool. What we may have lacked in modern-day training amenities, we more than made up for in staff esprit de corps and top quality training. As an example, we were privileged to have Robert Borkenstein, inventor of the Breathalyzer then widely in use by law enforcement across the country, come to Sitka to give classes on theory and operation. Lieutenant Gilmour and the staff ran a tight ship and all who attended as trainees, whether Correctional Officers, VPSO s, Municipal Police or recruit troopers experienced a highly regimented and demanding physical and academic environment. And I can say from my own personal experience, woe be unto any trainee and his or her squad leader who failed to maintain the very high standards set by the academy command staff. The last thing any of us ever wanted to hear was an order to report to the commander s office we all knew that such meetings were rarely going to result in good news! Spit and polish was the order of the day and there was little time for staff R&R from one class to the next and yet we all thrived on the challenges of conducting many back-to-back, and sometimes overlapping, training classes. 4 Academy Continued Fast forwarding to 2017 with our recent visit to the academy, Diane and I were warmly greeted by the academy commander, Lieutenant Chad Goeden and the deputy commander, Sergeant Eric Spitzer. I was immediately impressed with their professional bearing and demeanor and it was as if I had stepped back in time. We were guided back to one of the classrooms where we met several recruit troopers who were preparing to go through survival training; the spit and polish and professionalism still clearly in evidence. Each and every one of them stood to shake my hand. Lt. Goeden then gave us a tour of the academy, still being immaculately maintained and which now includes "the Michael Leccese Dining Hall", a first-class weight/ training room, a new women s wing and a huge practical training room complete with doors that allow for bringing vehicles inside for training purposes. *John James was a young recruit FWP officer who became ill during his attendance at the academy necessitating his withdrawal. He returned to a later class to complete his training and to graduate only to pass away far too soon. Epilogue Today the Department of Public Safety, and necessarily the academy, must adjust to the changing times. Reduced state revenues have had a substantial negative impact on the Department of Public Safety s ability to recruit and retain quality candidates. This is recognized by many from within the department, as well as those of us who are former members. Outstanding leadership, as exemplified by the academy staff, can only do so much to address this very problematic situation. Ultimately this is likely to have an adverse impact on public safety services provided to the residents of the State of Alaska unless a solution can be found soon to stem the resignations of the newer troopers, many of whom leave the department with regret but feel compelled to seek employment with other law enforcement agencies that offer substantially better pay and benefits. Pat Kasnick retired from AST in October of 1993 after having served the State of Alaska for 23 years. He left AST in 1978 on an approved leave of absence mid-career to enroll as a full-time student at Washington State University, graduating in 1980 with a bachelor s degree in Political Science. Upon returning to AST, Kasnick was initially assigned to the staff of Colonel Tom Anderson and continued to rise through the ranks, ultimately being promoted to Captain serving as Commander of C Detachment headquartered in Palmer. After retiring he was hired as the Chief of Police at the Port of Seattle in Washington State where he served in that capacity for seven years. After a 30 year law enforcement career he retired once again and soon thereafter enrolled in, and graduated from, a two year culinary degree program at Seattle Central Community College. He is a lifetime member of the Fraternal Order of Alaska State Troopers and currently resides in Sun City West, AZ with his wife Diane. He is actively involved with the Commemorative Air Force in Mesa, AZ and will be crewing on a WW II era B-17 Flying Fortress for two weeks as a Flight Load Master while the ship is out on tour across the U.S. this summer. 7 Congratulations Captain Tony April Captain Tony April was re-elected to the National Board of NOBLE, as National Parliamentarian during the 41st Annual Training Conference and Exhibition in Atlanta GA. Captain April added, the oath of office was administered by the Honorable Eleanor L Ross, United States District Judge of the Northern District of Georgia. He further added, Serving on the executive board has given me National and International exposure and provided opportunities to serve as an ambassador for DPS/AST. Captain April began his career in 1997, NOBLE President Cox stated he would like to personally thank Alaska Senators Liza Murkowski and Dan Sullivan for their support of NOBLE and our parliamentarian. NOBLE is excited and looking forward to working and partnering with both Alaska Senators. Duty stations include Palmer, Bethel, Sitka, Ketchikan and Anchorage. Capt. April is currently B Detachment Commander in Palmer. Assignments have included ABI, WAANT Western Alaska Alcohol and Narcotics Team, Judicial Services, Director s Office, VPSO Program and DPS Recruitment. Capt. April serves on several community service boards and is currently on the FOAST Board of Directors. Since 1976, The National Organization of Black Law Enforcement Executives (NOBLE) has served as the conscience of law enforcement by being committed to justice by action. NOBLE represents over 3,000 members internationally, who are primarily African-American chief executive officers of law enforcement agencies at federal, state, county and municipal levels, other law enforcement administrators, and criminal justice practitioners. 9 Retired Alaska State Trooper Sergeant Bill Bellinger took a lot of ribbing from his neighbors after this article appeared in his local newspaper, the Wilkes Journal-Patriot. Bill says they now refer to him as The Goat Man. Billy goat shows retired trooper who is king of the road By Bill Bellinger Reprinted from the Wilkes Journal-Patriot It was a beautiful North Carolina morning on Monday as my wife and I drove north on Highway 115 near North Wilkesboro. All was well until we topped the rise near the intersection with the road to the Vulcan Quarry. There in the road stood a large brown billy goat with chin whiskers nearly to his chest. Obviously a traffic hazard. I activated my emergency flashers and got off the highway as far as I could. As I exited the car, the big fella with a full set of horns began coming toward me dragging a rope and about 6 feet of chain. My training and experience as a retired lawman kicked in and I had to assess the situation quickly and decide whether to exercise a gentle or aggressive approach. Since the big boy seemed glad to see me, I figured he needed a friend to take him home. As he came near me shaking his head, I quickly but gently picked up the end of the chain and began to lead him from the road. And that s when the frustrating and scary ordeal began. He began to snort and drool and lowered his head as he came at me in a full charge. I side-stepped and hung onto the chain, but the old bugger was smarter than I thought. He began circling me, all the while trying to hook me with those sharp horns. Finally off in the grass of the road shoulder we went and things turned uglier. In the melee my feet got tangled in the chain and down I went flat on my back! As I struggled trying to keep those horns and hooves from my head, I could hear vehicles going by but no one stopped to help. From her vantage point, my wife couldn t see all the commotion, but she was trying to call 911 to report the traffic hazard but no cell signal. To make a long and frightening story short, cut and bleeding I finally got untangled, got to my feet, and while desperately clutching one of those long horns, got that ornery critter tied to a post. I then proceeded to the Vulcan office to report the situation. I wish to thank the kind folks there who treated my wounds. The most damage was to my ego. In retrospect there s a lesson to be learned here. The situation I found myself in was no different than what all active law enforcement officers may face as they interact with their fellow man on any given day. For their own safety and the safety of the public to whom they serve, they must assess any situation they come upon quickly, correctly and then act accordingly. To miss the mark or misjudge can be fatal to them or others. In this case that s precisely what happened to me. In my haste to clear the highway of a potentially hazardous situation, I misjudged the intent, strength and cunning of the one I was trying to help. The goat didn t want to go home; he wanted to fight. I can imagine the news reports if I had not survived the encounter: Retired Alaska State Trooper, proudly yet humbly carrying sergeant badge number one, killed by an angry old billy goat in the rut. Oh my. 9

11 A.J. Charlton, 71 yrs old passed away Aug 29th at his home in Ketchikan after a short battle with cancer. AJ served 25yrs with AST, beginning in 1978 and retiring in Duty stations included Ketchikan, Fairbanks, Kodiak, Illiamna and Nome. Condolences to his wife Laura. R.I.P. AJ On Sick Call Retired Sgt. Tom Sumey is undergoing cancer treatment in Phoenix AZ, he s in the hospital 3-4 weeks at a time for Chemo & radiation then home for a couple weeks then back to the hospital. He anticipates a year of treatments to beat his Leukemia. He and Janet both have positive attitudes and plan on many more trips and vacations back to Alaska.
