1 The Park Hills - Leadington Chamber of Commerce is excited to announce a new event coming to the Parkland on September 9, 2017, called "Battle of the Badges". The event will be held at the brand new Sgt. Darrell S. Cole Memorial Shooting Range located at St. Joe State Park in Park Hills, Missouri This event will invite law enforcement from around the State of Missouri to participate in a shooting competition involving handguns and rifles. A limited number of civilian teams will also be invited to participate. There will be a limit of 24 law enforcement teams and 12 civilian teams competing that day. Spectators are also welcome! As part of our focus to honor our law enforcement officials, we will also be including a "9/11 Remembrance" during the closing ceremonies. Our main goal for this event is to honor our police and first responders. Our second is to ensure that a significant portion of the proceeds goes into the Chamber's scholarship fund. With this, we plan to create a second, brand new, annual scholarship, which will be given to an individual planning to attend either the Law Enforcement Academy or seek a Criminal Justice degree from Mineral Area College. The following pages contain the information about the event and a registration form for the persons who want to compete. We anticipate this to be a well received event, if you are interested do not hesitate register your team now! We hope you will make plans to join us for this new, exciting event!
2 THIS PACKET INCLUDES A Tentative Schedule of Events: ALL Competitive Teams must be checked in by 8:00 AM on Saturday, September 9, There will be two opportunities to check in, the first will be at the mixer event the evening of September 8 th, this event will take place at our Platinum Sponsors location, Rob s Guns, 102 A St. Francois Plaza in Leadington, Missouri, and the second will be the morning of the event from 7:00 a.m. until 8:00 a.m. All competitors must have identification (department ID for Law Enforcement and government issued photo for Civilians). Competitive Team Members will be given a wristband which must be worn during all competitions. Team Members WILL NOT be allowed inside the competition zone without event identification. A Team Registration Form: Must include ALL Competitive Team Member Names and Birthdates. A Waiver of Liability Form: Must be completed and signed by ALL Competitive Team Members. Individuals, who attend, even if they do not participate in the competition, must also complete and sign this form. Team forms can be turned in on the day of the event at registration. Spectators turn in or sign forms at the gate. All vendors and volunteers will be required to complete and sign the form. Event and Competition Guidelines LOCATION OF EVENT The Sgt. Darrel S. Cole Memorial Shooting Range is located at 3900 Hwy 32 West in Park Hills, Missouri. Take the Leadington exit off of Highway 67 and proceed west through the stoplights on Business 32. Take the first exit and turn left or south and cross the over pass. The shooting range is on the road that leads to the Missouri Mines State Historic Site. EVENT PARKING Parking at the range the day of the event will be for handicap and special event permit issued parking ONLY. The Park Hills Leadington Chamber of Commerce will be offering shuttle service to the event from designated parking areas at the Missouri Mines State Historic Site and Park Hills Sports Complex. PAYMENT INFORMATION A fee of $ is required for your team to register and compete in Battle of the Badges. The registration fee includes a lunch provided to each competitor. Teams may register and payment can be made online with a credit/debit card at If you choose to mail your registration and payment, make checks payable to Park Hills Leadington Chamber of Commerce and mail to: Park Hills Leadington Chamber of Commerce, 12 Municipal Drive, Park Hills, Missouri, Only the first 24 Law Enforcement teams and 12 Civilian teams to register and pay will be accepted. COMPETITIVE TEAM MEMBER REQUIREMENTS A Competitive Team consists of four (4) members, 21 years of age or older. Each team will compete in both the handgun and rifle portions of the competition. Also everyone entered will compete individually in both poker tournaments. IDENTIFICATION Each Competitive Team Member must provide a copy of department identification (law enforcement) or government issued photo ID (civilians) at the check-in table. WEAPONS, AMMUNITION, AND OPTICS REQUIREMENTS Shooters must provide their own ammunition and firearms. All firearms must be in good serviceable condition. Handguns used in this event must be 9mm or larger caliber with no more than a 6 inch barrel. Rifles must be.223 caliber only. All ammunition must be target style loads, no hollow point or expanding ammunition will be allowed. Optics are allowed. The use of laser sights is prohibited (they can be mounted on weapons, just not used). EYE AND EAR protection MUST be worn by all competitors.
3 UNIFORM DRESS CODE FOR ALL COMPETITIVE TEAM MEMBERS Law Enforcement teams are encouraged to dress in uniform but not required. Civilian teams have no dress requirement. Closed toed shoes are required by all competitors. DESCRIPTION OF SHOOTING COMPETITION Handgun: Shooters will have 60 seconds to fire 10 rounds 15 yards down range at a bullseye target from a static position. Rifle: Shooters will have 60 seconds to fire 10 rounds 50 yards down range at a bullseye target from a static position. Poker Tournament Portion: Each shooter will be allowed 7 rounds to fire at a poker card target in an attempt to make the best hand possible. This target will be posted after the firing at the handgun and rifle targets. Shooters with the best hands will advance to the next round of card play until a handgun and rifle poker tournament champion each is named. PROTEST/GRIEVANCE PROCEDURES All scores calculated by the judges will be considered final. Protest and/or grievances will not be entertained. VISITORS, CHILDREN, AND GUESTS This event is open to the public. All visitors are required to check in at the at the visitors table when dropped off by the shuttle service. They will receive appropriate waiver forms and obtain a spectator wrist band and ear plugs. The wrist band must be worn at all times, the ear plugs are only required in certain areas. All guests arriving with competitors will be asked to sign a waiver form, pay the $5.00 admission fee ($15.00 family pass) and obtain a wrist band. Children age 12 and under may enter with free admission. CHILDREN MUST BE ACCOMPANIED BY AN ADULT AT ALL TIMES. VENDOR INFORMATION There will be several vendors present at this event selling products and providing demonstrations. There will be a breakfast vendor and a lunch vendor (competitors will be provided lunch as part of the registration fee). A final vendor list will be ed to the Team Captain before the event. OPENING AND CLOSING CEREMONIES Opening ceremonies will begin Saturday, September 9, 2017 at 8:05 a.m. The closing ceremony will be Saturday evening at 5:15 p.m. Team awards will be presented during the closing ceremonies. Any raffles and drawings will be announced prior to the closing ceremony. LODGING INFORMATION Once registration has been completed a confirmation packet will be sent to the team leader containing information on lodging and camping. There are several area campgrounds; a quick Google search will reveal them. Weekend reservations can be made, however, they do fill up quickly. It is recommended that you make your reservations immediately if you intend to camp for the event. 4 Schedule of Events EARLY CHECK-IN MIXER Friday, September 8, 2017, 6:00 p.m. 8:00 p.m. at Rob s Guns. Teams can check in during this time and receive event packets. Rob s Guns is located at 102A St. Francois Plaza in Leadington, Missouri. When exiting Highway 67 the St. Francois Plaza is visible and sits on the north side of Business 32. The Mixer Event includes appetizers and adult beverages. Cost is $10 per person. BATTLE OF THE BADGES EVENT Saturday, September 9, 2017, 7:00 a.m. - 5:30 p.m. at the Sgt. Darrell S. Cole Memorial Shooting Range. The event will go as follows: 7:00 a.m. Final Team Check in 8:05 a.m. - Opening Ceremonies 8:30 a.m. - Competition Begins 12:00 p.m. - Lunch Break (Competitors Lunch will be Provided.) 1:00 p.m. - Competition Resumes 5:00 p.m. - Competition Ends 5:15 p.m. - Closing Ceremonies with Awards The Sgt. 6 Waiver of Liability PARTICIPANT / ATTENDEE Please Read Carefully Before Signing. COMPETITOR / VOLUNTEER In Consideration of the opportunity to participate in Battle of the Badges held in Park Hills, Missouri, I, as an employee or agent of, do hereby agree to the terms listed below. VISITOR / VENDOR In Consideration of the opportunity to be a visitor and/or vendor in the Battle of the Badges held in Park Hills, MO, I, whose address is do hereby agree to the terms listed below. I understand and acknowledge the inherent dangerous nature of Battle of the Badges activities, including the use of live ammunition, and I hereby assume all risk of personal injury or death, and property damage or loss, from whatever causes arise from my participation in or attendance of Battle of the Badges.
