2 by Tom Anderson The first memo regarding the 75th Anniversary planning was dated in December Early in 2014 FOAST laid out a general plan of action. In May President Hans Brinke and I met with Commissioner Gary Folger and formed the 75th Anniversary Committee. The Committee included, the then Deputy Commissioner Terry Vrabec, Major (now Colonel) Steve Bear, Captain and FOAST President Hans Brinke Tim Despain, Dallas Massie, retired, FOAST Executive Director Laura Caperton and my self as Chairman. The planning included an Awards Banquet, which occurred in April of It also included projects like logo development, commemorative Art Print, novelty items like pins, and anniversary clothing, commemorative weapons for sale and of course all the special events that are outlined in this Banner. The sponsors and dozens of committee members made it happen. Several sponsor contributions were huge. Odem Corporation furnished all the refreshments including water, soft drinks, wine and beer. The Alaska Zoo bent over backwards to make our event a winner. There were many more but suffice to say they all were vital to our success. The same goes to volunteers; they are what made it happen. Opening Reception The opening reception was in the Atrium of ConocoPhillips in down town Anchorage. Laura Caperton with volunteers prepared the beautiful array of food. Lisa Farber organized the Silent Auction which Barry Wilson doing the auctioneering. Major Chastain s son and his jazz quartet furnished a wellreceived background music presentation. The first event brought everyone together for a great kickoff of the Anniversary. 2

6 Golf Tournament, Friday July 22, 2016 Nils Monson organized the Golf Tournament with lots of support from his family and friends. The event was held at the Anchorage Golf Course under rainy skies. 13 teams for a total of 52 players participated. Most of the participants were active or retired DPS or other law enforcement or friends of FOAST. A delicious lunch was served after the playing was over. Tom Anderson acting as Master of Ceremonies presented the Awards to winners. First place winners were Jordon Pennington, Daron Underwood, Matt Jolly and Don Vacaro; second place winners were Gerry Shanahan, Kyle Young, Tom Remaley: third place winners were John Murphy, Kerry Hondi, Sandy Chadwell, Mark Pohler. 6

7 Activities on Saturday July 23, 2016 Pistol Competition: The event was staged at Birchwood Shooting Park in Chugiak and was a joint venture with the Anchorage Chapter of the Alaska Peace Officers Association. Jeff Hall and John Elmore handled the range masters responsibilities and Michele Logan FOAST Board member and President of the local APOA chapter coordinated the free lunch and family shoot furnished by Northern Security. Top Gun and winner of the shooting competition was Craig Lewis of Fairbanks in second place was our own Barry Wilson. The winners received Glocks and a number of other weapons were given out as door prizes. Day Tour: A very comprehensive tour of the new Public Safety Crime Laboratory was conducted by the crime lab director Orin Dym. Fran Elmore who commented that the group was very pleased with the physical plant as well as the in-depth briefing on crime laboratory operations coordinated the tour. Bonfire Social: This event was a direct copy of the 21-year reunion at the Mike Korhonen farm in Chehalis, Washington. It was held at the Tudor Dog Track in mid-town Anchorage, which is strangely enough isolated and surrounded by trees. The only surprise was no fire. Lloyd Nakono of the state Fire Marshalls office made a valiant effort to get a permit but due to dry conditions it couldn t be issued. Many of the attendees commented it was the best event of the Anniversary. Odem Corporation donated all liquid refreshments, Steve Bear handled the propane grill, and Doug Norris coordinated the refreshments. John Glass, Bob Yates and John Clare all pitched in to make it happen. 7

9 Sunday July 23, 2016 Memorial Service: Barry Wilson coordinated this event at the State Crime Laboratory. A very nice Continental Breakfast was served. After a very pleasant social hour AST s voluntary Chaplaincy Chaplain Bruce Rowell gave a very appropriate message. 9

10 Anniversary Picnic: At the Zoo The Anniversary Picnic at the Anchorage Zoo was a challenge for the committee of John Glass, Laura Caperton, and Tom Anderson, office assistant Jennifer Brigham and Doug Norris due to heavy rain pour during the entire event. Fortunately the Zoo furnished a huge tent to protect everyone and the Caterer handled all the food in the adjacent Green House. Additionally we had 15 members from the Alaska Military Youth Academy to assist in set up and tear down plus security and miscellaneous duties. Tom Anderson handed out various prizes for raffles and various competitions. Even though the full day was to be a family event touring the Zoo and ending with a nice dinner it turned out to be a social event under the tent with a great dinner. 10

11 In Memoriam... GEORGE DAHL, age 83, AST Trooper retired passed away in St George, Utah on August 7, George was known to be a widower. George was born in Fairbanks and grew up in Napamute and Bethel. He retired from the Belview, Washington Police Department as a Captain and entered on duty with AST as a Constable Pilot. He served mostly in rural Alaska and after retirement was twice called back to Bethel as acting Chief while the city searched for a new chief. Note: An obituary was not available

The Fraternal Order of Alaska State Troopers continued to celebrate the 75th Anniversary of the Alaska State Troopers with numerous events attended by many members, family and friends. We hope you will enjoy this BANNER, a pictorial edition of some of the Celebratory moments. Many traveled a long distance to rekindle memories of the past and check up on how the now is treating their old friends. Not surprisingly, we noted a real interest in Commemorative swag. Many 75th badges were ordered, along with custom engraved Sig Sauer rifles and Glocks. Four different pins, and numerous clothing items also reflected the date. It seemed everyone became aware of the Anniversary and got something to remember it by. The Annual Alaska State Fair AST Fair Booth was run by FOAST in cooperation with APOA. There was information provided by other affiliated organizations; Crime Stoppers, The Fire Marshalls Fire and Safety Division, Alaska Mountain Rescue Association, and APDEA. Shirts were sold, Safety Bear was present and thousands Safety Bear Child Identification Picture cards were made. Though this years FAIR booth did not consist of a recruitment unit we say thank you to the many volunteers who manned the booth. It was a worthwhile effort for all.
