ASP-WI was established in 1982 and was the first tactical association to be formed in the United States, which is why you see the number 1 in our ASP-WI logo. Our mission is to provide our members with the best possible educational experience that will assist you with your mission of saving lives. 6 NTOA Command College ABOUT THE SPEAKER Don Kester is the Director of Training & Education for the National Tactical Officers Association. Mr. Kester retired as a Captain with the Pima County Sheriff s Office (AZ) after 25 years of service. San Bernardino Terrorist Attack Debrief On December 2, 2015, at 10:59 a.m. the Inland Regional Center (IRC) in San Bernardino, California, came under attack. The incident began as what is now known to be two shooters, dressed in all black, entered the IRC a building in which San Bernardino County Environmental Health Department employees were meeting and began shooting. An intensive and chaotic search for the shooters began initially within the vast IRC complex and then in the city and surrounding areas. During the initial and subsequent witness interviews, law enforcement received differing accounts of the number of individuals including shooters involved in the attack. Quick investigative work by a San Bernardo Police Department (SBPD) civilian analyst and the San Bernardino County Sheriff s Department (SBCSD) Criminal Intelligence division developed an address for one of the shooters: Rizwan Farook (the male assailant). Before long, officers located the suspect vehicle and two suspects, which led to a midday shootout between the police and Rizwan and his wife Tashfeen Malik (the female assailant), as well as a search for a third subject some officers believed had fled the suspects vehicle. Ultimately, law enforcement officers killed both assailants on a normally quiet residential street but not before two officers were wounded. It was later determined that there was not a third suspect. The aftermath of the gun battle was witnessed in real time across the country as news helicopters hovered overhead. Press conferences were held throughout the day and evening as well as for several days following the attack as authorities attempted to quell rising fears and investigators scoured the region, as well as the Internet, in search of clues to determine why the couple had committed such a brutal attack that ultimately left 22 civilians wounded, 14 civilians dead, and 2 officers injured. Two days later, the answer came: a premeditated act of terrorism. San Bernardino had joined the ranks of New York City; Washington, D.C.; Paris; and Brussels as cities that have all dealt with extreme violence at the hands of terrorists. ABOUT THE SPEAKER Deputy Chief Travis Walker recently joined the Cathedral City Police Department in September of Prior to joining Cathedral City Police Department, he worked for the San Bernardino Police Department for the past 20 years. He has worked a

7 variety of assignments throughout his career, to include Patrol, Specialized Enforcement Bureau, Gangs, Narcotics, K9, and various Detective, Supervisor, and Management assignments, to include SWAT. He served as the initial Incident Commander and overall Tactical Commander during the terrorist attack at the Inland Regional Center, in San Bernardino on December 2nd, At the time of the attack at the IRC, Walker was the Department s SWAT Team Commander, and had management oversight of their Canine Unit, Gang Unit, Hostage Negotiations Team, Fugitive Task Forces, Traffic Bureau, and the Department s Mobile Field Force. He currently heads the SWAT Commander s organization for San Bernardino and Riverside County, and also serves as a Regional Director for the California Association of Tactical Officers..50 Caliber Deployment at a Vehicle-Bourne IED On June 13, 2015, the Dallas Police Department Headquarters was attacked by a lone gunman in an armored van. The subsequent pursuit led to a SWAT operation utilizing a Barrett.50 Cal Weapon System to end the standoff. This debrief presentation will focus on the initial attack, SWAT operation, and render safe procedures with the van and subsequent lessons learned from interacting with multiple agencies during the attack. ABOUT THE SPEAKER Senior Corporal Mark Lang has been a Dallas Police Officer for nearly 25 years having spent almost 18 assigned to their full-time SWAT team. Mark s specialty on the team as well as teaching others is police sniper, 50 Caliber rifle and Aerial Platform Overwatch and Interdiction. Mark has taught around the country and into Canada for Tacflow Academy out of Phoenix. Earlier this month, he taught 22 police snipers at Nissan Stadium in Nashville his proprietary Public Venue course in which police snipers are taught how to proactively protect sporting venues through live fire training. Mark and his team of instructors also trained approximately 60 police snipers and SWAT operators that were responsible for deploying for Super Bowl 50 in Santa Clara, CA. Mark enjoys writing and has authored many articles for officer.com and the NTOA s Tactical Edge publication.
