3 ISSUE: Approval of Consent Items Item No. 4 VOTE: Consider approval of the May 2015 Financial Statement and the Fiscal Year 2016 Investment Policy. The May 2015 Financial Statement will be provided prior to the meeting. The MPO currently holds a checking account at US Bank and an investment account at the Iowa Public Agency Trust, as administered through Wells Fargo. The MPO maintains a majority of its funds in the investment account and electronically transfers money between accounts, as needed. The MPO is required to review the policy at last once annually. The Fiscal Year 2016 Investment Policy is available to download from the MPO website (click to access). Approve the May 2015 Financial Statement and the Fiscal Year 2016 Investment Policy. 4 ISSUE: Des Moines Region Water Trails Plan Item No. 5 PRESENTATION: Presentation from Iowa Department of Natural Resources staff about water trails. The Des Moines Area Metropolitan Planning Organization recently received funding from the Iowa Department of Natural Resources (DNR) to embark on a metro-wide water trails planning process to develop a vision and road-map for enhancing citizen experiences in and along our urban water ways. The planning effort is kicking off now and consist four major phases: Community visioning and public input spring 2016 Existing Conditions Report fall 2015 Draft Master Plan spring 2016 Final Master Plan fall 2016 Iowa DNR staff will provide an overview of the importance of water trails for the state of Iowa including some innovations for development in downtown areas. MPO staff will review the planning process and will continue to seek input throughout the 18 month planning process. A map of the water trail study area is included on the following page. None. 6 ISSUE: Federal Fiscal Year Transportation Improvement Program Draft REPORT and VOTE: Consider approval of the draft Federal Fiscal Year Transportation Improvement Program. Item No. 6 The MPO staff is required to develop a four-year Transportation Improvement Program (TIP) by updating the current TIP for the MPO. The purpose of the TIP is to list all projects in the MPO planning area proposed to receive federal funding and scheduled to begin within the next four federal fiscal years. The MPO staff requested that MPO member governments and participating agencies review and report any project changes, new projects, or roll-over projects programmed in Federal Fiscal Year (FFY) 2015, 2016, 2017, 2018, and/or Staff developed the project listing for the FFY TIP with the information provided by the member governments. The MPO staff will submit the FFY TIP draft to the Iowa Department of Transportation (DOT) and Federal Highway Administration for review and comment on June 15, Staff will incorporate any comments received into the final draft. The final FFY TIP is due to the Iowa DOT by July 17, The MPO s Public Participation Plan requires the FFY TIP to undergo a 45-day comment period and have a stand only public input meeting. Staff has scheduled a public input meeting at 5:00 p.m. on Tuesday, June 23, 2015, at the MPO office. The draft FFY TIP is available to download from the MPO website (click to access). Approve the draft Federal Fiscal Year Transportation Improvement Program and forward to the Iowa DOT for their review. 7 ISSUE: Fiscal Years Transportation Capital Improvement Program Development Item No. 7 REPORT: Report on the development of the Fiscal Years Transportation Capital Improvement Program. The MPO annually develops a four-year Transportation Capital Improvement Program (TCIP). The TCIP lists all projects in the MPO planning area that are not federally funded, but are scheduled to take place during the course of the next four fiscal years. To develop the Fiscal Years Transportation Capital Improvement Program, the MPO staff requested member governments and participating agencies submit a document containing any transportation projects that are planned to occur in the next four years. The MPO staff is in the process of reviewing all the MPO member governments and participating agencies responses but is still awaiting information from some member governments at this time. None. 8 ISSUE: Watershed Management Authority Coordination Item No. 8 REPORT: Discussion of efforts among the established watershed management authorities to coordinate efforts. Three watershed management authorities (WMA) currently exist in the MPO planning area and others have been proposed. At a recent Fourmile Creek WMA meeting, the issue arose of how to coordinate efforts of the various WMAs in the region. The MPO staff has organized a meeting of the executive committees of the established WMAs for June 18, 2015, and has worked with Polk County Soil and Water Conservation to develop a proposed structure for regional WMA coordination. 9 ISSUE: Complete Streets Model Policy REPORT: Discussion on a complete streets model policy for cities and counties. Item No. 9 The MPO is continuing its series of discussions on current best practices in transportation planning and engineering as a way to meet regional goals and performance measures. The series covers a variety of topics that invite opportunities to share experiences and highlight concerns to address. The MPO has reviewed existing complete streets policies in Iowa and throughout the U.S. to develop a model policy that could be adopted by cities or counties. It is intended as a starting point and resource assembled from national best practices and case studies. The draft model policy is available to download from the MPO website (click to access). None. 10 ISSUE: Crash Analysis Report REPORT: Report on crash data analysis for the MPO Planning Area. Item No. 10 MPO staff has reviewed crash data for all public roads in Dallas, Madison, Polk, and Warren Counties. Data was analyzed using the Crash Mapping Analysis Tool (CMAT), provided by the Iowa Department of Transportation (DOT). Crash data can help identify roadway types that tend to be most at risk. Crash-based metrics, such as number of fatalities/major injuries and fatality/major injury rates, have become common performance measures in transportation planning and were used in Mobilizing Tomorrow. In addition to vehicle crash data, bicycle and pedestrian crash data was also analyzed for the region. 11 ISSUE: June Speaker Series Event Reminder REPORT: Discussion regarding The Tomorrow Plan 2015 Speakers Series. Item No. 11 The next speaker series event is scheduled for Thursday, June 30, from 9:30 to 11:00 am at the Windsor Heights Community Center. The event will feature engineer and president of Strong Towns Charles Marohn and Iowa Department of Transportation Director Paul Trombino discussing how to leverage the transportation system and infrastructure to create community prosperity. The speaker series was one of the most successful components of The Tomorrow Plan during the development phase and is being continued during the implementation phase. The Tomorrow Plan 2015 Speaker Series features 15 speakers on a wide range of topics, from street design to housing, water trails to public art. The 2015 Speaker Series is a collaboration between the MPO and partner organizations including the Greater Des Moines Partnership, Capital Crossroads, Polk County Housing Trust Fund, Des Moines Water Works Park Foundation, Central Iowa Paddlers, Iowa Department of Natural Resources, Urban Land Institute Iowa, and the Iowa Economic Development Authority.
