Bluebonnet Rumble is a districtwide competition that tests student knowledge on 20 books that are on the Texas Bluebonnet Reading List. The Wilder team placed first. 5 Alvin Independent School District June 13, 2017 To Agendum Category AISD Board of Trustees Student & Faculty Commendation Recognition Resource Personnel Dr. Buck Gilcrease, Superintendent Daniel Combs, Communications Attachments None Rationale Student Commendations Alvin ISD Track & Field State Competitors All three Alvin ISD high schools had representation at this year s State Meet. The following students attended, which is a huge accomplishment considering the number of outstanding athletes in Texas, and placed at the meet: Alvin High School Kynnedy Flannel 1 st place in the 100m dash, the 200m dash and the long jump. Not only did she place first in 3 events but she also set the 6A state record in the long jump with a jump of 21 2 ¾ Head Track Coach: Reggie Taylor Manvel High School The Manvel High School Boys Track team captured the A Track & Field Team Championship title, and set a record while doing so, by collecting 85 points. 6 Head Track Coach: Kendrick Crumedy Shadow Creek High School Our newest high school, Shadow Creek High School, also had representation at the 5A State Track Meet in Austin. Hailey Pollard 11 th grade placed 4 th in the shot put and brought home the gold in the discus, with a distance of 146 Coaches: Rachel Easley and Tyrone Green SeaPerch National Competition in Atlanta Numerous Alvin ISD students across the District (5 teams) spent a majority of the school year working, testing, and qualifying at regional events to prepare for the opportunity to show off their engineering accomplishments at the SeaPerch National Competition. The hardworking students designed and built underwater Remote Operated Vehicles (ROVs) that needed to move quickly through an obstacle course and complete a special challenge that involves manipulating objects underwater. The following Teams competed again the best in the nation and earned high rankings: Alvin High School team - N3 Team Members: Cody Glyn Louthan 11 th Christian Anthony Barajas 11 th Benjamin Cade Bryant 11 th Katja Marie Zajicek (campus sponsor) Glenn York Elementary - The Great Whites Awards: "The Great Whites" earned second place overall in the Middle School division. He is one of 60 FFA members chosen to participate in the program, and will serve as an official liaison to sponsors, special guests and dignitaries at the annual Texas FFA Convention in July. This opportunity will allow him to participate in an extensive educational training that will focus on donor relations, personal skills development and professional networking. 7

8 Staff Commendations Life Saving Actions Two Alvin ISD team members recently saved the lives of two students, by taking quick action when the students, at different campuses (Nolan Ryan Junior High and Wilder Elementary), were choking during the lunch hour. Thanks to the responsive and decisive actions of the individuals, the students are doing well. The Memorandum of Understanding that the Foundation has with the District states: The Foundation shall annually provide a cost-benefit evaluation to the District regarding the Districts investment in the Foundation and the Foundation s use of this investment for educational or public purposes. This evaluation shall be presented annually to the Alvin ISD Board of Trustees at a Public Meeting. Amy Roudbari, the Foundation President, will give the presentation. Budget Implications Recommendation or Proposed Motion Prescribed and approved 2015 Bond Information presentation of schematic design with no action required at this time. 10

11 Regular Board Meeting May 9, 2017 On May 9, 2017 the Alvin Independent School District Board of Trustees met for a Regular Meeting with the following members present: teacher Amy Gardziel, to complete this mobile masterpiece. ITEM #6 STUDENT & FACULTY COMMENDATIONS STUDENT COMMENDATIONS Cheryl Harris, Tiffany Wennerstrom, Vivian Scheibel, Nicole Tonini, Julie Pickren, Earl Humbird & Regan Metoyer Superintendent Gilcrease and other administrative staff were present. VISITORS A complete list of registered guests is available in the office of the Superintendent. ITEMS #1, 2 & 3 - CALL TO ORDER, INVOCATION & PLEDGE President Harris called the meeting to order and stated that a quorum of Board members was present, notice was duly posted, and the meeting was called to order in accordance with the Texas Open Meetings Act, Texas Government Code Section ITEM #5 GREETERS The greeters for the evening were members of the Alvin ISD Special Olympics team: Dalton White Fairview Jr. High Mason Taylor Passmore Elem. Mason Wisnoski EC Mason Elem. Stevie Martin Manvel High School Those attending the Board Meeting were also greeted by the SCHS Art Car titled "Fins and Needles." The Shark Car recently won first place in the Houston Art Car Parade and will go on display inside of the Houston Art Car museum for the summer. SCHS art teacher Courtney Werden rec'd an Alvin Education Foundation grant to complete the project. 12 Page 2 Regular Board Meeting/Public Hearing May 9, 2017 COMMUNITY COMMENDATIONS Toyota of Alvin Hosted the Rock N Roast in support of Alvin ISD students. Motivated by: David McElmurry, GM of Toyota of Alvin, Kelli Pope and Diana Jenkins, Keri Eshbach, Caliber Collision of Alvin and August Lee, Counselor at ASSETS due to their concern for the homeless and unaccompanied youth population in Alvin ISD ITEM #6 OPEN FORUM No Open Forum requests were submitted. ITEM #7 - REQUEST TO CONSIDER APPROVAL OF CONSENT AGENDA ITEMS A I Trustee Humbird made a motion to approve Consent Agenda Items A I. Trustee Scheibel seconded the motion. Motion carried unanimously (7-0). ITEM A REQUEST TO CONSIDER APPROVAL OF BOARD MINUTES. The following minutes were presented to the Board of Trustees for approval: Feb. 14, 2017 March 8, 2017 March 21, 2017 April 4, 2017 April 5, 2017 April 11, 2017 May 3, 2017 ITEM B REQUEST TO CONSIDER APPROVAL OF DONATION Savanah Lakes PTO / $27, ITEM C REQUEST TO CONSIDER APPROVAL OF CONTRACTED SERVICES Nineteen proposals were received for other service commodity codes as classified under the Contractor Consultant Services for a one year non-exclusive award and will automatically renew for an additional two years should all parties be in agreement for a nonexclusive award. ITEM D REQUEST TO CONSIDER APPROVAL OF 1705 AUTOMOTIVE & BUS FUEL RFP Pursuant to TEA Code contracts for the purchase of goods and services valued at $50,000 or more will be presented for award based on an approval competitive proposal method. The RFP for automotive and bus fuel was requested for a one year exclusive award contract with primary and secondary vendor awards and the option to automatically renew the proposal for an additional two years providing Alvin ISD has the funds. ITEM E REQUEST TO CONSIDER APPROVAL OF DISTRICT INVESTMENT FIRMS AND INVESTMENT POLICY / TRAINING SOURCES Annually, the Board is required to review the investment policy, investment firms and brokers to be used for the next calendar yer. 13 Page 3 Regular Board Meeting/Public Hearing May 9, 2017 ITEM F REQUEST TO CONSIER APPROVAL OF DEBT MANAGEMENT LOCAL POLICY REVISIONS CA (LOCAL) CA (Local) policy revisions were drafted in coordination with the District s Financial / Municipal advisory to enable AISD to be efficient and effective with all financial resources. These were submitted to the Board of Trustees. ITEM G REQUEST TO CONSIDER APPROVAL OF TASB UPDATE 107 TASB updated the legal polices for review. The first reading of TASB Policy Update 107 was approved at the April 11, 2017 Board meeting ITEM H REQUEST TO CONSIDER APPROVAL OF OUT OF STATE TRAVEL National Sea Perch Competition Atlanta, GA May 19 21, 2017 NRJH, Wilder, AHS and York students advanced to the national competition ITEM I REQUEST TO CONSIDER APPROVAL OF BACKUP SUBMITTER FOR TEAL/TEASE ACCOUNTS As Primary Request Submitters, District Superintendents and heads of other organizations provide the first line of approval for access to TEA applications. For large organizations, the superintendent may approve backup request submitters to ensure that staff requests are processed in a timely manner. Superintendent asked that Brent Shaw, the District s Accountability and Assessment Director, be the backup submitter for the District. The superintendent is still fully liable for the actions of his/her backups. ITEM #8 REQUEST TO CONSIDER APPROVAL OF THE ALVIN YOUTH INTERVENTION INITIATIVE, ALVINJUVENILE INTERVENTION INITIATIVE AND THE ALVIN ALTERNATIVE SCHOOL JUVENILE INTERVENTION PROJECT RESOLUTION Alvin ISD applied for two continuation grants (Alvin Youth Intervention Initiative and the Alvin Juvenile Intervention Initiative) from the Office of the Governor Criminal Justice Division to continue to support Communities in Schools Programs at AJH, MJH, RFJH and SCHS for the school year. Additionally, Alvin ISD has applied for a new grant (Alvin Alternative School Juvenile Intervention Project) to support a Communities in Schools Program for Assets Academy for the , , and school years. Trustee Tonini made a motion to approve the resolution as presented. Trustee Wennerstrom seconded the motion. Motion carried with six votes. Trustee Metoyer abstained from voting. ITEM #9 REQUEST TO CONSIDER APPROVAL OF ACADEMIC COURSES FOR UIL ELIGIBILITY FOR EXTRACURRICULAR ACTIVITIES (NO PASS / NO PLAY) The following courses are identified as honors classes as referred to in the Texas Education Code (d)(1), concerning extracurricular activities: All College Board Advanced Placement courses in all disciplines This approval will be made on a calendar year basis and the access will be terminated one calendar year from board approval date. High school/college concurrent enrollment classes (that are included in Part One of the Community College General Academic Course Guide Manual ) in the subject areas of English language arts, mathematics, science, social studies, economics advanced studies, or a language other than English 13

14 Page 4 Regular Board Meeting/Public Hearing May 9, 2017 Districts may identify additional honors courses in the subject areas of English language arts, mathematics, science, social studies, economics, or a language other than English. Per the statute above, Advanced Placement courses require local approval for exemption. A list of courses were presented to the board of trustees for approval. Trustee Metoyer made a motion to approve the courses as presented. Trustee Pickren seconded the motion. Motion carried unanimously (7-0). ITEM #10 REQUEST TO CONSIDER APPROVAL OF A 50 DRAINAGE EASEMEMENT AT CENTRAL DISTRICT STADIUM IN IOWA COLONY The Brazoria County Conservation & Reclamation District 5 is requiring a dedicated drainage easement along the West Fork of Chocolate Bayou at the Central District Stadium #2 Site. Dedication of this easement will take place as a condition and part of the approval and recording of the Central District Stadium plat. Trustee Scheibel made a motion to approve the dedication of a drainage easement on the West Fork of Chocolate Bayou at the Central District Stadium #2 site and authorize the Superintendent or his designee to execute the final easement dedication agreement. Trustee Tonini seconded the motion. Motion carried unanimously (7-0). ITEM #11 REQUEST TO CONSIDER APPROVAL OF REQUIRED ADVANCED FUNDING AGREEMENT WITH TXDOT FOR INSTALLATION OF TURN LANE AT THE JB HENSLER CTE CENTER Construction of turn lanes on FM 1128 to support traffic safety and traffic flow are necessary to support AISD s new CTE Center as defined by the engineers Traffic Impact Analysis. Trustee Tonini made a motion to approve the Advanced Required Funding Agreement with TXDOT for Installation of Turn Lane at the JB Hensler CTE Center and authorize the Superintendent or his designee to execute the final easement dedication agreement. Trustee Wennerstrom seconded the motion. Motion carried unanimously (7-0). ITEM #12 REQUEST TO CONSIDER APPROVAL OF DISTRICT DEPOSITORY SERVICES Each school district s depository contract must be renewed every two years. Alvin ISD is within the next cycle ( ) for which documentation is due to TEA following a six year period extensions. As required by Section of the Texas Education Code, School Districts shall choose whether to select a depository through competitive bidding or through requests for proposals. Alvin ISD selected the RFP method. It was recommended that the Depository Services for the be awarded to Wells Fargo, the District s current bank. Trustee Pickren made a motion to approve Wells Fargo as the District s Bank Depository Services for the fiscal year s 2018 & Trustee Scheibel seconded the motion. Motion carried unanimously (7-0). ITEM #13 REQUEST TO CONSIDER APPROVAL OF BOND SALE AUTHORIZATION An order providing for the conversion to term rate of a portion of the Alvin ISD variable rate unlimited tax schoolhouse bonds, series 2014b; authorizing and ratifying certain actions of authorized representatives of the district with regard to such conversion; and enacting other provisions relating thereto. 14

Trustee Tonini made a motion to approve the employment of personnel as presented. Trustee Pickren seconded the motion. Motion carried unanimously (7-0). ITEM #15 - SUPERINTENDENT S REPORT Superintendent Gilcrease highlighted current events in the district: ITEM #16 FUTURE AGENDA ITEMS No future agenda items were requested. 16 Alvin Independent School District June 13, 2017 To Agendum Category Resource Personnel AISD Board of Trustees Request to Consider Donation Business / Action Item Jimmy Adams, Chief Financial Officer Attachments Rationale Memo from Sheila Olson District Local Policy CDC states that any donation over $5,000 requires Board approval. As noted in the Presentation portion of this meeting and in keeping with the Memorandum of Understanding between Alvin ISD and the Alvin ISD Education Foundation a donation in the amount of $199, is being given. These funds have been returned to the District in the form of scholarships to students and staff, innovative teaching grants, campus grants, spelling bee awards, student recognition, staff recognition events and awards, Red Ribbon Week rewards and special events. To obtain this new electrical service, Alvin ISD must dedicate new 10 wide underground and 30 wide overhead easements extending from the District Stadiums utility easement at the Southwest corner of the Transportation Center property and running East approximately 25 to a new power riser pole. A new 10 wide underground easement extending approximately 310 from the new power riser pole to the new pad mounted transformer located on the South side of the stadium. And a transformer pad easement that will measure approximately 25 x 25. Attached for your review is a site plan indicating the approximate location of thee proposed easements. The Building Programs Department is requesting that the Alvin ISD Board of Trustees grant the dedication of these easements and authorize Alvin ISD Administration to execute the final easement agreement once the area survey is finalized and the legal description drafted. Through our contract with Owens Risk Management Services Inc., all submissions were reviewed with each firm s information on their Claim Fees, Claim Investigation Reports and Medical Cost Containments. A spreadsheet was compiled and analyzed and the recommendation was for The Littleton Group, the District s current Administrator. The Littleton Group was not the lowest offer received, Claims Administration Services was lower by $4,315. The recommendation was based on the results we have experienced based on The Littleton Group Services. The average claims paid per year for the last 25 years is $315,000, for eleven months of the current year the claims incurred are $123,673 and over the past four years claims have been well below the historical levels. The claims are down even when the number of employees has been increasing, this is a very good trend. The evidence of this positive trend is that the plans aggregate deductible has been reduced from $1,545,000 to $1,281,610. The improved results are due to the following; 1. Adjusters handle lower number of claims than other administrators, more focus on individual claims produces better results. 2. Very experienced and hands on management staff and adjuster staff. 3. Identifying medical providers who will work effectively within the Workers Compensation system on a cost effective basis, reducing unnecessary expenses and loss of employee work time. 4. Working proactively with the District to support an effective return to work program designed to reduce loss time expenses. 5. Adjusters and management have multiple years experience in working with the District s employee population. 6. Once evaluations were completed, the proposer with the lowest price, that scored greater than 80 percent, was called in to begin negotiations. The drawings are currently under review by the City of Iowa Colony and Brazoria County Building Code Departments. Final approval and permitting are pending completion of the review and comments. Initial comments received from permitting officials indicate no significant review issues that would have significant cost impact for the project. Manhattan Construction is the General Contractor for the construction of the new Central District Stadium and has also submitted the proposal that offers the best value to the District. The Building Programs Department is requesting that the Board of Trustees approve the Superintendent of Schools or his designee to execute a final negotiated contract amount not to exceed $7,140,000 with Manhattan Construction for the general construction of the AISD Satellite Transportation Center.
