CALL TO ORDER PLEDGE OF ALLEGIANCE 2. PUBLIC COMMENT The San Bernardino Community College Board of Trustees welcomes public comment on issues within the jurisdiction of the District. Comments should be limited to five (5) minutes per speaker and twenty (20) minutes per topic if there is more than one speaker. At the conclusion of public comment, the Board may ask staff to review a matter or may ask that a matter be put on a future agenda. Members of the Board, however, may not discuss or take legal action on matters raised during public comment unless the matters are properly noticed for discussion and legal action. PUBLIC COMMENT A number of public comments were received to the Board, including those from an elected official, various contractors, union members, students and others regarding the proposed Community Benefit Agreement. 1

3 The Board took a break from 5:45 p.m. to 6:00 p.m. 3. CONSENT AGENDA Approve Classified Employee Dr. Singer moved, Mr. Futch seconded, and the Board members voted as follows to approve the employment of Justine J. Plemons, Student Activities and Campus Center Specialist, SBVC, Classified Salary Schedule, Range 38, Step A, $3, per month, effective October 17, 2911: AYES: Ferracone, Futch, Lockwood, Longville, Ramos, Singer NOES: None. ABSENT: Vizcaino, Sanchez (advisory), Walsh (advisory) ABSTENTIONS: None Approve Conference Attendance Dr. Singer moved, Mr. Futch seconded, and the Board members voted as follows to approve conference attendance requests: AYES: Ferracone, Futch, Lockwood, Longville, Ramos, Singer NOES: None. ABSENT: Vizcaino, Sanchez (advisory), Walsh (advisory) ABSTENTIONS: None 4. COMMUNITY BENEFITS AGREEMENT STUDY PRESENTATION Vice Chancellor Charlie Ng provided a slide presentation on the proposed Community Benefit Agreement. He explained the purpose of a CBA and talked about the various pros and cons associated with such an agreement. Highlights of the presentation included the findings from his research, a scenario applying the research and an alternative, hybrid model based on the policies, procedures and practices of other public agencies. The trustees had an opportunity to ask questions and comment. Board President, Lockwood, with the agreement of the Board, asked the Chancellor to prepare a recommendation for the Board to consider at the November 17, 2011 meeting. 5. 5 Ms. Ferracone moved, Mr. Futch seconded and the Board members voted as follows to approve the minutes of September 29, 2011: AYES: Ferracone, Futch, Lockwood, Longville, Ramos, Singer NOES: None ABSENT: None ABSTENTIONS: Vizcaino, Sanchez (advisory), Walsh (advisory) 8. REPORTS A. Board Members Mr. Futch reported that he attended the Tumaini family gathering on October 19. Tumaini is a program designed to increase students academic and personal success. He added that student success was discussed at the ACCT national conference. B. Student Trustees Mr. Sanchez reported the book drive will begin its three-week run next week. Children s books will be donated to the local elementary schools. He thanked Chancellor Baron for supporting the student trustees trip to HACU. Mr. Walsh said he is looking forward to representing the district and CHC at the upcoming HACU conference. Mr. Ramos asked Dr. Daniels if anyone from SBVC would be attending HACU. She said that aside from the Chancellor and the two student trustees nobody else is attending. C. Chancellor Mr. Baron reported the Omnitrans free student bus pass program has been very successful. Approximately 2,300 students (19%) at SBVC and 500 students (10%) at CHC have benefited from the agreement. He said that the District will be undertaking a Business Process Review and Re-engineering of the Human Resources, and the procurement function is breaking down the tasks step by step to see how processes in these areas can be improved and streamlined. 9. PUBLIC COMMENT Mr. Glenn Rowden, member of the business community, spoke in opposition to the district s proposed Community Benefit Agreement. Eric Christian, speaking on behalf of the Coalition for Fair Employment in Construction, congratulated district staff on the excellent and balanced report on the Community Benefits Agreement presented at the last meeting. He said he represents a large group of both union and non-union contractors who oppose these types of agreements for a number of reasons. Mr. Longville arrived at 5:15 p.m. 3

7 advantage of all funding sources that may be available to supplement the state funding. There is a number of international visitors coming to ATTC. About 20 business people from China visited last week, and a group from Korea is also interested in learning more about our programs, especially Nano Technology, learning about the San Bernardino area and partnering with the district. The White House hosted a Hispanic Community Action Summit at the University of California, Riverside on November 5. Discussions covered a wide-range of topics from jobs and the economy to education and health care. Rocio Delgado, an employee in the Financial Aid Office at SBVC attended the Summit on behalf of the District and reported briefly on what she gained from her attendance. The district had two articles in the newspaper. The collaborative article with CalState San Bernardino and San Bernardino City Schools, highlighted the value of education and how it pays off financially over the course of a person s career. Bruce s editorial focused on why it is currently so difficult to find open classes and how students can best plan to get the classes they need. It is important that the community know what happens at our colleges and what is happening collaboratively in our community. 9. PUBLIC COMMENT San Bernardino resident Jackie Nutting spoke in opposition to the proposed Community Benefits Agreement. On behalf of the Health Sciences Club at CHC, Rosemarie Hansen, classified employee, solicited used eye glasses for the eyeglasses drive. Fontana resident Richard Greenhagen spoke in favor the proposed Community Benefits Agreement. 10. CONSENT AGENDA The following changes were made in the Consent Agenda: Item 10.B.11 Consideration of Approval of Agreement Renewal with Miyamoto Consulting pulled for discussion. 8 11/18/13 A Call for a Community Benefits agreement with college district - Inland Congregations United for Change $ Enter Amount ( Member of the PICO National Network ( News ( A Call for a Community Benefits agreement with college district MARCH 22, 2012 EL CHICANO by Cynthia Mendoza 3/22/12 On Tuesday, March 20 student leaders from Inland Congregations United for Change (ICUC) hosted a public action to call on elected officials to create local jobs, report on the Community Benefits Agreement (CBA) and make recommendations to the San Bernardino Community College District about what they can do help support local youth this way. The call was made at St. Bernardine Catholic Church on 6th Street. According to a press release issued by ICUC, in 2007, ICUC student leaders and San Bernardino City elected officials found resources to create 300 internships for local youth. These internships were the first of a series of steps taken to lead youth towards a future career. ICUC leaders believe a CBA will ensure that more youth will be able to receive the training needed to have meaningful careers and give back to their community. We want to assure that there are pathways into meaningful careers for young people in our communities and we believe that we can guarantee that with a Community Benefits Agreement, said ICUC youth organizer Ivan Agauyo. As background, a CBA is a contract made between community groups and developers that requires the developer to contract locally 1/3

It is a tool communities can use to keep dollars and jobs in their communities. I ve been involved in the San Bernardino community for more than five years and I ve become a community political leader to help better the lives of others, said ICUC member Estefania Esparza in Spanish. As a church member, I believe that it is vital to act based on our faith to make moral decisions and to work to make the world a better place. For me, participating in political decisions is a way of putting my faith in practice. Esparza added that as people of faith, it is important to help guide political leaders to make good decisions and open their eyes to the problems facing the community. In 2009 ICUC brought a CBA before the San Bernardino City Unified School District for the same purpose, to ensure sure that local youth would have jobs available to them. The CBA was tabled by SBCUSD and in 2010 ICUC began talks with the San Bernardino Community College District. As such, board members John Longville and Donna Ferracone were the special guests at Tuesday night s meeting. According to information presented by ICUC, there are seven Measure M bond-funded projects that the district will be working on, totaling over $102 million and a total plus possible future projects totaling over $425 million. ICUC youth feel that this would provide apprenticeship opportunities to young people and that at least 50% of the jobs this project will incur should be local jobs. We re pleased to work with ICUC, Longville said. We look forward to work with you. We have a great deal in common in what we want to achieve. Father David Star of St. John s Episcopal Church in San Bernardino also gave a reading from the Bible where it states that those who do right love the light but those who do evil shrink from the light as not to be seen. 2/3

Agauyo said in a follow up phone interview that ICUC felt they were heard. They will now continue to work with leaders to keep moving forward.
