The first part will explore innovative concepts two counties have implemented to provide an alternative to jail for low risk offenders. Secondly, participants will learn of a new initiative that will allow for more collaboration between social services and the juvenile courts in order to provide a coordinated and more effective response for at-risk youth and families. Plus, hear about the potential impact to local and county budgets. 9 Workshop Block 10:30am 11:45am ILG PROFESSIONAL DEVELOPMENT Building Consensus in Your County: Best Practices for Citizen Engagement Upper Level Prairie Rose Room 102 This session will focus on how counties can better engage in both everyday communications and matters, and how to gain buy-in on key initiatives such as a home rule charter adoption, bond proposal or tax increase. Key strategies from other counties big and small will be featured in this interactive discussion. Please bring a smart phone or tablet! Jonathan Harris, Research Analyst, Counties Futures Lab, National Association of Counties Local Infrastructure Funding Upper Level Prairie Rose Room 103 The resurgence in oil and gas production has allowed for the reexamination of how energy tax revenue can be dedicated to local infrastructure. Legislative leadership has developed a proposal to adjust allocations slightly for the major oilproducing counties, townships and cities. The plan also addresses the infrastructure needs of local government outside these major producing counties by creating a new dedicated fund for infrastructure improvements in counties and townships and another one for cities. Two of the key architects of this funding proposal will explain what the expectations are for oil production in the coming biennium; how and when the revenue would flow, based on those expectations; and what counties need to do to advance this proposal. In this session you will receive an update on marijuana in North Dakota. In addition, hear from an expert on the impacts of substance use in the workplace.
