The use of fees to raise funds to support government programs has been an issue for businesses for years. Fees have grown faster than taxes over the past 10 years. A big reason for this growth is that fees can be passed with a 50 percent vote of the Legislature instead of the two-thirds vote required to raise taxes. Under Initiative , lawmakers would have to get a two-thirds vote to pass fees.
