1 2017 FGFOA ANNUAL CONFERENCE ANNOUNCEMENT June Diplomat Beach Resort Hollywood As president of the Florida Government Finance Officers Association, I want to personally invite you to attend our 2017 Annual Conference at the Diplomat Beach Resort in Hollywood on Florida, June This year the theme for the conference will be Focus on the Future. As governments, we are experiencing a Silver Tsunami as our Baby Boomer generation continues to exit the workforce. As an organization, we are constantly looking at ways in which we can provide educational opportunities for the future leaders of both our local governments and the FGFOA. The Program Committee has put together an excellent program of education, which will benefit finance professionals from all skill levels. There will be two pre-conference sessions, one on leadership, focusing on our future leaders, and the second on investments. The two-day beginner Boot Camp will be held on Saturday and Sunday, which will provide those attendees the opportunity to register and attend the conference in addition to the Boot Camp. The Boot Camp fills up quickly, so if you want to attend, I encourage you to register very soon. The Host Committee has planned some great networking opportunities during the conference. The Tuesday night event will be held at the Diplomat with an Old Hollywood theme. The paparazzi will be out looking for those photo opportunities, so put on your Hollywood Glam or come as you are! This should be a night full of fun, great networking opportunities, good music and of course delicious food! Mark your calendars for June and plan to join us in Hollywood as we continue to Focus on the Future. Your attendance makes the FGFOA conference a huge success, so register early. The 2017 Host Committee is planning several networking opportunities during the conference that will make your stay at the Diplomat Beach Resort a memorable experience for you and your guests. To help you plan your activities for after conference hours, here is an overview of the events organized by the Host Committee. Exhibit Hall Be sure to visit the Exhibit Hall and meet with the companies that help make this conference possible. Refreshment breaks and Sunday s Association Night reception will be held in the Exhibit Hall. Remember to drop off your business card with each exhibitor to be eligible for prize drawings from each booth. Drawings will be held Monday by noon, and all winners names will be posted on a message board outside the Exhibit Hall. Hospitality Suites After a long day, join us in the hospitality suite to relax and network with friends, vendors and colleagues while enjoying refreshments. Beautifully manicured rolling greens await golfers, where every measure has been taken to ensure you ll enjoy nothing less than a superior experience. A staple in the South Florida community since 1957, the golf course was redesigned by renowned golf architect Joe Lee in 2000 and is currently managed by Troon Golf. Nestled among 3,000 Coconut and Royal Palm trees and 50-year-old shady Banyans, the course stretches 6,800 yards and features rolling fairways, eight acres of lakes and 76 bunkers, combining for a 72.9 course rating from the blue tees. This par 72 layout offers a challenge to even the most accomplished golfer and an enjoyable experience for players of all skill levels. Carts are equipped with GPS to help you navigate the course with ease and deliver snacks and refreshments during play. Private lessons are available for individuals and groups from the resort s four on-site golf professionals. In keeping with our eco-conscious green initiatives, The Diplomat has received the Audubon Cooperative Sanctuary for Golf Certifications in September 2012 for its bird sanctuaries along the course. Walk the FGFOA red carpet, pose for candid shots with family and friends, and enjoy an old Hollywood themed extravaganza. This will be a fun-filled night of food, live music, flapper dancers and more. Plus, appearances by some of your favorite classic Hollywood actors will make it an event to remember. You won t want to miss out. We ll see you at the party. One ticket to this event is included in your registration fee. You can purchase extra tickets for children ages 3-18 for $25 and additional adult tickets are $50. Please reserve your tickets when you complete your registration form. Saturday, June 24 8:00 a.m. - 4:40 p.m. Leadership Pre-Conference Seminar (Separate Registration Required) CPE Credit: 6 Hours and 2 Hours (BEH) The Role of the CFO/Finance Director First 100 Days and Beyond This session will cover matters encountered by government finance executives when starting a new position, such as dealing with the public, elected officials, boundaries with the city manager and other leadership personnel. The Role of the CFO/Finance Director Succession Planning and Effective Transitions This session explores the finance director s role in building a department and structure that allows for successful transitions within the department and the eventual transition of finance leadership staff. Organizational Management and Leadership in Government 1:00 p.m. - 2:40 p.m. This segment will present the perspective of the chief administrative/executive on transitioning to a new CFO and the role of the CFO within the organization. Training the Leaders of Tomorrow 3:00 p.m. - 4:40 p.m. This session, moderated by FGFOA President-Elect Linda Howard, will explore leadership training, including public speaking and personnel/hr considerations. Additionally, graduates of the first FGFOA Leadership program will discuss the impact that the program has had on their professional and personal lives. Investment Pre-Conference Seminar (Separate Registration Required) CPE Credit: 8 Hours Market Update and Finding Value in High Credit Quality Fixed Income This session will provide an economic update with a discussion on current market related topics and their impact on fixed income portfolios. The presentation will also demonstrate ways of finding value within the high quality credit sector, from the perspective of a broker-dealer. Measuring the Impact of Socially Responsible Investing (SRI) Investment officers of public funds are increasingly seeking high-quality investment assets that offer diversification benefits and serve a social purpose. On this panel, representatives from select government sponsored enterprises (GSEs) and the Washingtonbased Supranational issuers will discuss their unique mandates and how funding proceeds are being used in the service of their missions. This perspective will offer investors the opportunity to learn how these issuers are financing with a purpose to improve communities both in the U.S. and around the world. Utilizing Credit as Part of a Diversified Asset Allocation Strategy 1:00 p.m. - 2:40 p.m. This session will discuss the approach to including credit sector investments, such as corporate notes and commercial paper as part of a diversified asset allocation strategy and the advantages and risks, historical performance and approach to credit research. The presentation will also focus on the impact of credit in fixed income public fund portfolios, from the perspectives of a portfolio manager and credit analyst. 5

Strategic Planning for Disasters This session will focus on planning for both FEMA and non-fema events, to include developing policies and procedures and planning for sustainability and resiliency. 3:00 p.m. - 4:40 p.m. GASB Hot Topics This session will include the latest news from GASB and provide answers to address public confusion on current pronouncements. Social Media in Government and Civic Engagement This session will be an interactive and lively discussion of effective utilization of social media in all forms of government. Speakers will also cover Social Media fundamentals combined with practical use in government. You don t want to miss this one. 10:20 a.m. - 12:00 p.m. Local Government Accountability Update Update from the Florida Auditor General s Office and the Florida Department of Management Services on current issues pertaining to local governments. Economic Overview Will it Continue to be the Tortoise or is the Hare Really Here to Stay? This session will address the changing domestic and global economic landscape and potential inflection point for local investors guiding their portfolios on the winding track toward financial security. Communication: What Elected Officials Expect from You CPE Credit: 2 Hours (BEH) This session will explore methods of communication between executives/leaders of local governments and elected officials, based on what elected officials want, need, and should hear - and how they should hear it. Best Practices in Investments How to Approach Investments Given Current Market Conditions This session will evaluate the economy s current status by reviewing the condition of the four broad sectors of the economy: consumer, business, governments and exports. Speakers will also discuss the level of inflation and the status of the job market. Finally, there will be a review of the Federal Reserve s latest monetary statements and actions, and discussion of the long term trends of the financial markets. 1:30 p.m. - 3:10 p.m. Accounting Complexities Facing Local Governments This session will provide answers to a series of hypothetical questions that present complex accounting and financial reporting issues facing many Florida governments of varying size and structure. The presentation will help expand your knowledge base of various GASB standards and related authoritative guidance through simulated problems and solutions. It will focus on areas such as revenue recognition for exchange versus non-exchange transactions, debt refunding, accounting for disposals of operations, financial presentation and disclosure issues, and much more! 6

7 Monday Continued... Local Government s Role in Promoting Economic Growth The local government s role in promoting economic growth can come in many forms. This session will explore promoting the local economy from a business enterprise perspective to local government s pro-growth policies, and from capital and infrastructure projects to tourism. Working Through an Inspector General Investigation This session will provide the mission of the Office of the Inspector General (OIG) and objectives of the OIG investigations. Learn about how an investigation begins, investigative plans and fieldwork, meetings with management and follow-ups to recommendations made. It will also give tips on working through the investigation from the perspective of the inspector general. Enterprise Risk Management Treadway Commission Credit: 2 Hours This session will provide assistance in developing specific strategies for designing and sustaining an effective risk management program, understanding the value of ERM and developing a risk culture to achieve value and performance improvement. 3:30 p.m. - 5:10 p.m. Importance of the Government Wide Financials This session will address interpreting local government financial statements. It will expand on why government financial statements have different measurement focuses and explore examples of how and why they are different. There will also be a discussion on the changes to government wide reporting on the horizon. Best Practices in Budgeting and Fiscal Policy Over the last couple of decades, the GFOA has developed more than 35 best practices related to budgeting covering fiscal policy, linking the budget to organizational goals, performance and the budget process, as well as the specific elements of the operating budget document. This session will focus on the practical implementation of these best practices. Enhance Your Own Performance CPE Credit: 2 Hours (BEH) Are you interested in taking your leadership to the next level? Are you interested in identifying the barriers in the way of your power in every situation, no matter what the circumstance? Or, have you ever been frustrated in an interaction with another? If you have ever wondered what is in the way of your performance, or you may simply be looking to expand yourself beyond the leader you are today, this workshop is for you. Attend this session to see what is necessary to achieve a high level of performance. The Value of Transparency Transparency has been the buzz in recent years, with cities and counties jumping on the band wagon to become transparent. In Florida, the Sunshine Law dictates we must provide the material when asked, unless the information is specifically exempt from public record. Providing transparency can be defined in many ways. This session will explore ways that cities and counties are providing transparency and discuss the advantages for each type of transparency. Tuesday, June 27 GFOA Budget Award Program Credit: 2 Hours GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality, and then to recognize individual governments that succeed in achieving that goal. This session will help you understand what it takes to earn the budget award. Ethics for Government Employees This will be a refresher for non-cpas on topics including Sunshine Law, public records, procurement, and conducting government business in general. Post Issuer Compliance Update This presentation will address aspects of arbitrage compliance, the continuing disclosure requirements and private business use limitations relevant to the debt and treasury management functions. 7

8 Tuesday Continued... IT Modernization: Bringing Government from Obsolete to Cutting Edge This interactive session will explore the IT industry and discuss trends in local government. Speakers will address the impact of older systems on efficiency and explore modernization and the potential benefits and downfalls. How to Optimize the Internal Audit: From External Audit and Client Perspective This session will introduce ideas for government entities to expand how they structure and utilize an internal audit to effectively take it beyond a simple compliance function. Internal audits are evolving and can be structured in many different ways to meet a variety of goals, as the structure internal audit by itself can drive numerous results. This session will discuss the pros and cons of varied internal control structures. We will provide an overview of different types of audits that can drive operating effectiveness and efficiencies. Approaching the Budget: Communicating, Modeling and Forecasting This session will provide a high level overview on how Sarasota County communicates the budget throughout the organization. The presentation will also focus on some of the financial models used in the budget process, new processes that the county has implemented, including departmental internal reviews and Capital Improvement Plan prioritization, processes and measuring performance. Legislative Update This session will review the 2017 legislative session, review the bills that passed and failed, and discuss their implications on local governments. Credit Enhancement and Rating Process Florida Bonds from the Perspective of a Bond Insurer and Rating Agency Come hear from a panel of professionals whose responsibilities involve establishing credit ratings and insuring bonds, and learn the key considerations involved in their analysis and due diligence process as the bonds are issued, as well as post issuance review and surveillance. 2:00 p.m. - 2:50 p.m. Beyond Property Taxes: Enhancing Revenue Without Raising the Millage CPE Credit: 1 Hour This session will look at revenue enhancements without raising the millage rate. There are many other revenue sources that are available to governments without increasing property taxes. We look at some of those sources of revenue beyond property taxes. RFPs Done the Right Way CPE Credit: 1 Hour This session will provide information on correctly preparing and writing an RFP. Some areas covered will be proper wording, the scope and ensuring language is legally correct. Update on Bond Markets: Importance of Underlying Ratings, Refunding Opportunities and More CPE Credit: 1 Hour This session will provide an overview of current municipal market conditions, investor preferences, structuring alternatives and the importance of underlying ratings in today s changing marketplace. There will also be discussion of the significant volatility in the market since the U.S. presidential election and how the municipal market has responded in terms of volume, pricing and investor appetite. and Online Safety/Security CPE Credit: 1 Hour Do you really know who is sending you an ? Find out the tricks and how you can find out who you are responding to before you hit send, and learn how to protect yourself from phishing. 3:10 p.m. - 4:50 p.m. Understanding the New GASB OPEB Standards: A Closer Look at GASB Statements No. 74 and 75 This session will focus on everything you need to know to successfully implement the new GASB OPEB standards. The new standards will be compared and contrasted to what we already know from implementing GASB 67/68. The diverse backgrounds of the speakers will ensure that all of the actuarial, accounting and financial reporting aspects of the new standards will be covered. Cost Apportionment for Special Assessments Think Out of The Box This session will discuss how thinking out of the box and evaluating alternative methodologies can provide flexibility regarding the cost apportionment methods used and be beneficial to local governments. 8

9 Tuesday Continued... Labor Law Update This session will discuss and analyze recent changes to labor law and a look ahead at issues that may affect the workplace. Project Financings How to Structure Mutually Beneficial Private and Public Partnerships This panel discussion will explore the benefits, costs, potential conflicts involved with public private partnerships (PPPs) and provide suggestions to help government entities create success with such arrangements. Wednesday, June 28 8:00 a.m. - 11:40 a.m. Ethics (Additional Registration Fee Required) CPE Credit: 4 Hours (Ethics) As professionals, CPAs often face complex and challenging ethical situations. This course provides a framework to help CPAs address their ethical and regulatory obligations and comply with professional requirements. Through interactive discussion, we will explore recent trends in professional ethics along with the application of specific rules and requirements applicable to CPAs. Our focus will be on the obligations imposed on CPAs by the Florida Statutes, the Rules of the Florida Board of Accountancy, and the AICPA Code of Professional Conduct, the FGFOA Code of Ethics, and Chapter 112, F.S. This newly enhanced course is specifically designed for professionals working in government. The course fulfills the biennial ethics requirement for Florida CPAs and CGFOs of the Florida Government Finance Officers Association. The Nuts and Bolts of Public Defined Contribution Plans Given the increased focus and scrutiny of 457 and 401a plans, this session is designed to cover everything you need to know about prudent fiduciary oversight of deferred compensation and defined contribution plans. The discussion will include governance structure, plan design, investment policy statements, vendor review and selection, employee education and ongoing compliance monitoring. Outsourcing Is It for You? Some cities, especially newer ones, were developed with the contract services model from the very beginning. Other cities have chosen to contract a department or function. Come find out how it works, the shortcomings and what to consider in transition. IT Governance This presentation will discuss current threats faced by public institutions, developing a comprehensive risk assessment framework, and discussing the control categories and maturity levels. A risk-based approach to security ensures an efficient and practical approach to managing risks. A risk-based approach is also useful when considering emerging technologies such as mobile and cloud computing. Uniform Grant Guidance: Challenges, Best Practice and More Following the first fiscal year for local governments with the Uniform Guidance in effect, this session will take a practical look at some of the challenges and complexities, best practices, common deficiencies and more related to compliance with the Uniform Guidance from both an auditor and auditee perspective. This session will also highlight changes in the 2017 Compliance Supplement and other current issues and changes affecting the upcoming fiscal year-end. Unconventional Wisdom: Part II Update on the Strategy Does your city have a vision for the future? A vision designed to support decision makers with making the big decisions? Good news! Whether or not your city has a vision for the future, your city will end up someplace. Join the presenters as they build on last year s presentation and update the vision and share an unconventional road map utilized by the City of Clermont to arrive as the Choice of Champions. When your registration is received, a confirmation of registration and your housing information will be sent via (or by regular mail if an address is not provided). Your badge, program, tickets and other information relative to the conference can be picked up upon your arrival at the FGFOA Registration Desk. Online Registration A convenient online registration option is available through the FGFOA website at There are two payment options for online registration. You can select to send a check to the address noted, or you can pay directly online with a Visa or MasterCard. Registrations submitted and paid online via credit card will automatically be marked as paid and you will receive your conference confirmation and housing information immediately via . (You must supply your address to receive your confirmation) NOTE: Online registration is subject to the same deadlines as regular registration. If you select to pay by check, your payment must reach the FGFOA office postmarked no later than June 9, 2017, to qualify for the early registration fee.
