Executive Director June 14,2005 Colleen Turner Senior Analyst, Review and Analysis Base Realignment and Closure Commission 2521 South Clark Street, Suite 600 Arlington, VA Dear Ms. Turner: As the Executive Director for the Reno-Tahoe Airport Authority, 1 feel compelled to address some of the issues the Department of Defense and the Air Force cited as justifications for the realignment of the 1 52nd Airlift Wing co-located with my facility. 1. It is said the Wing does not have ramp space necessary to grow to sixteen airplanes and yet the Nevada Air Guard and the Airport Authority have had in place a proposed land exchange agreement that would net the Guard base a gain of eight acres, most of which is usable ramp space. The agreement has been on hold with the National Guiml Bureau for four years for no stated reason but we are still wholly committed. We are ready to proceed immediately and have already committed hundreds of thousands of dollars toward this effort. 2. It has been cited that he Guard base could not handle a surge of military aircraft and yet we have support agreements in place to provide for surge parking up to 20 large aircraft and I am willing to commit to more. 3. The Guard and the airport cooperate in the movement, storage, and delivery of fuel, thereby increasing the wing's available fuel capacity far beyond the amount they physically retain. They have access to the airport's fuel supply which not only stored but delivered by a direct pipeline from the refiner. In this case, faulting the 1 52nd for a lack of fuel storage is like telling someone they should own the lake, not just the cove. 4. For the sum of $58,000 per year, 25% of which is paid by the State, the Wing has complete access to three runways, all taxiways, lighting, the navigational aids and instrument landing systems that are maintained at airport or FAA expense. 9 Colleen Turner June 14,2005 Page Two a bargain to the taxpayer I am happy to extend because of the payback we receive in support from the c~~mmunity and the military during any crisis or natural disaster. In addition, emergency backup by airport fire and police is always available at no cost to the guard or the taxpayer. Beyond these specific points I must add that in the nearly seven years I have been the Director at this airport, I have enjoyed an excellent relationship with the Air Guard and the airlift wing. I want the 1 52"d and their airplanes at our airport for the long term. They are a great neighbor and partner in the service of the more than 500,000 people of the region. Thank you.
