2 February 2009 Incident Response to Terrorist Bombings (IRTB) AWR-130 2/2/2009 6:00 PM 10:00PM This course provides basic instruction on response procedures for terrorist incidents involving energetic materials (explosives and incendiaries). The course includes classroom presentations that address potential terrorist bombing targets in US communities, common military and commercial explosives available to terrorists, improvised explosive devices (IED s) and response procedures that support safe and effective operations during bombing incidents. Advanced Planning Workshop (AWP) Presented by SEMO 2/2-3/2009 8:30AM 4:30PM The Advanced Planning Workshop continues the themes of the Emergency Planning Course by providing emergency management and public safety personnel with the knowledge, skills and ability to develop or enhance their Comprehensive Emergency Management Plan (CEMP). Participants will receive in-depth instruction on developing and implementing various functional and hazard-specific annexes, including instruction on how to narrow the scope of a comprehensive plan to a more defined and tactical multi-agency planning document. WMD Radiological / Nuclear Awareness Course AWR-140 Albany, NY 2/6/2009 9:00AM 4:00PM This course is a weapons of mass destruction (WMD) radiological / nuclear overview designed for first responders and other personnel who are likely to be the first to arrive on the scene of a radiological / nuclear incident. It focuses on the basics of radiation, possible health effects, hazard identification and proper notification procedures. WMD Radiological / Nuclear Awareness Course AWR-140 Albany, NY 2/7/2009 9:00AM 4:00PM This course is a weapons of mass destruction (WMD) radiological / nuclear overview designed for first responders and other personnel who are likely to be the first to arrive on the scene of a radiological / nuclear incident. 3 Weapons of Mass Destruction: Tactical Operations PER-221 JFK International Airport; Jamaica, Queens, NY 2/9-13/2009 7:00 AM 3:30 PM This tactical operations course is designed to prepare tactical law enforcement teams to perform their functional roles during tactical operation involving terrorist use of Weapons of Mass Destruction (WMD). Participants are expected to incorporate appropriate actions, required by the complexities and uniqueness of a WMD incident, into individual actions and team tactical objectives. Topics include; threat, WMD agents, monitoring/detection equipment, PPE, tactical decontamination, medical monitoring requirements and tactical imperatives associated with performance in contaminated environments. Weapons of Mass Destruction: Threat and Risk Assessment MGT -310 JFK International Airport; Jamaica, Queens, NY 2/10-12/2009 7:00 AM 3:30 PM You will learn about this Planning/Management level course prepares emergency responder managers and community leaders to conduct comprehensive, capabilities based threat and risk assessment for weapons of mass destruction (WMD) terrorism/all-hazards incidents under the National Response Plan and Presidential Directives. Participant s activities focus on the jurisdictional process for determining ability to respond to CBRNE/ All Hazard events and the development of the needs assessment to fill gaps identified within the solution areas. Exercise Evaluation and Improvement Planning Course G-130 Presented by SEMO Clifton Park, NY 2/17-19/2009 8:00 AM 4:30 PM This course is a pilot course offering by the NYS Emergency Management Office. The purpose of this course is to provide students with an understanding of the need for exercise evaluation and improvement planning, and equip students with methodologies for both. Page 3 of 7

4 Weapons of Mass Destruction: Threat and Risk Assessment MGT 310 JFK International Airport Jamaica, NY 2/17-19/2009 7:00 AM 3:30 PM You will learn about this Planning/Management level course prepares emergency responder managers and community leaders to conduct comprehensive, capabilities based threat and risk assessment for weapons of mass destruction (WMD) terrorism/all-hazards incidents under the National Response Plan and Presidential Directives. Participant s activities focus on the jurisdictional process for determining ability to respond to CBRNE/ All Hazard events and the development of the needs assessment to fill gaps identified within the solution areas. The assessment incorporates the State Homeland Security and Strategy (SHSAS) processes. Intersection with Terror: The Role of Prosecutors and Community Corrections in Homeland Security AWR-162 2/17-19/2009 8:00 AM-5:00 PM The Homeland Security Program (HSP) of the National District Attorneys Association (NDAA) and the American Probation and Parole Association (APPA), with funding from the US Department of Homeland Security, have designed a training to implement a 9/11 Commission s key recommendation for incorporating criminal investigations and supervision into the homeland security process on the state and local levels. The training will bring together prosecutors and community corrections officers and teach them to identify precursor activity related to terrorism. They will also learn how to share that information with the appropriate federal, state, and local law enforcement entities. ICS For Major and/or Complex Incidents ( 1-400) Presented by SEMO 2/21-22/2009 8:00 AM-4:30 PM This course is designed for senior personnel who are expected to perform in management capacity of Area Command or multi-agency coordination (MAX) within the Incident Command System (ICS). It is further intended for those who have lead capacity in a major and/or complex incident environment. WMD Radiological/Nuclear Awareness Course AWR-141 Train the Trainer 2/23/2009 8:00AM 5:00PM The New York State Office of Homeland Security is sponsoring a train-the-trainer course designed to prepare emergency responders to deliver a six-hour radiation awareness course. This course is provided by the Counter Terrorism Operations Support Program and will be hosted by the New York State Preparedness Training Center in Oriskany, New York. Each participant will have the opportunity to learn the basics of platform presentation and classroom discussion and will present a portion of the radiation awareness course as part of his or her training. After completion of this course, participants are eligible to conduct the radiation awareness course for their agency and/or surrounding jurisdictions. Page 4 of 7

5 WMD Radiological/Nuclear Responder Operations PER-240 2/24-26/2009 8:00AM 5:00PM This course is designed to instruct emergency responders on basic radiological detection, survey instruments, risk-based response, crime-scene preservation, personal protective equipment (PPE), radiological decontamination, and mitigation of radiological incidents. Responders are presented with realistic, stressful conditions in their own jurisdiction and will work with their counterparts from other disciplines from within their community. The exercises provide realistic weapons of mass destruction (WMD) scenarios with a culmination exercise that includes radiological sources, smoke, pyrotechnics, emergency response vehicles, and role players. Air-purifying respirators may be worn (for training purposes only) during the final exercise by those who are certified by their organization to wear respirators (bring documentation to the course). March 2009 EMS Operations and Planning for a WMD Incident PER-211 3/3-5/2009 8:00AM 5:00PM Preparing pre-hospital and hospital medical personnel with the skills they will need to ensure proper patient triage, treatment, and transportation in the event of exposure to chemical, biological, radiological, nuclear, and explosive (CBRNE) weapons. It consists of facilitated discussions, small group exercises, hands-on activities, and task oriented practical applications using both adult and pediatric human patient simulators to promote critical thinking skills while utilizing the RAPID û Care concept. The exercises conducted in a CBRNE scenario will reinforce classroom lectures and interaction. In addition, course participants will receive training on the proper techniques for protecting themselves and limiting cross-contamination. Enhanced Threat and Risk Assessment MGT-315 3/11-12/2009 8:00AM 5:00PM This course provides managers of emergency responders with enhanced skills to conduct a comprehensive assessment of the critical vulnerabilities in the jurisdiction and develop an action plan to prevent, reduce and/or mitigate the potential damage from a Chemical, Biological, Radiological/Nuclear, and Explosive Page 5 of 7

6 (CBRNE)/terrorism incident. The participants will conduct a detailed assessment of potential methods of CBRNE delivery against the jurisdiction's potential targets. Participants will then apply a systematic process to assess selected infrastructure, facilities, systems, and special events for methods and measures to prevent, reduce and/or mitigate vulnerabilities. Hazardous Materials First Responder Operations (HMFRO) Presented by OFPC 3/18-19/2009 8:00AM 5:00PM Attendance at this course will prepare emergency responders to effectively and safely respond to; and stabilize hazardous materials incidents from a defensive position. This course meets the training requirements of OSHA for the first responder, both at the awareness and operations levels. This course includes recognizing and identifying hazardous materials, classifications and the hazards associated with each hazard class. Transport vehicles and associated hazards are also discussed. Incident planning, personal protective equipment (PPE) and its limitations are discussion topics. You will also learn about confinement methods and decontamination procedures. Case studies identify appropriate operational procedures. Preparedness and Response to Agricultural Terrorism MGT-322 3/24-26/2009 8:00AM 5:00PM This course will provide participants with the skills they need to prepare for and respond to an agricultural terrorist attack to your areas of food supply. The materials presented will train you to identify and recruit those in your neighborhood whose daily activities place them in a unique position to identify potential threats to the cultivation, production, processing, transportation or distribution of the nation s food supply. Participants will develop an incident response plan for their areas and learn to identify and obtain the local, state and federal resources that can protect the agricultural resources of the United States Transit Terrorist Tools and Tactics AWR-157 JFK International Airport Jamaica, NY 3/24-26/2009 7:00 AM 4:00 PM Participants will be able to recognize transit terrorist tactics in use, how transit system components intensify terrorist tactics, and federal threat level designations and response recommendations; recognize CBRNE devices and describe the concepts for detection and identification of CBRNE components and devices; plan for CBRNE interdiction and implement screening operations, non-intrusive inspection techniques, isolation zones, evacuation, and media relations; apply targeted detection and passenger screening techniques in a controlled transit system environment; identify major jurisdictional concerns regarding transit terrorism and develop methods for addressing those concerns; and plan for and implement a rapid response to a high risk transit terrorist threat. WMD/ Terrorism Incident Defensive Operations for Emergency Responders PER-212 3/31-4/2/2009 8:00AM 5:00PM The unique personal protection challenges that responder s face during a weapons of mass destruction or terrorist incident. Major course topics include assessing WMD hazards, predicting the likely behavior of WMD materials, effectively operating and communicating in a unified command structure of the Incident Command System, determining detection equipment and personal protective equipment needs, performing emergency decontamination, and identifying defensive strategies for a WMD incident.
