8 Market Focus Defense Support of Civil Authorities (DSCA) Guardian Centers is committed to our nation s Homeland Defense mission, with a specific focus on the DSCA mission set. From our country s specialized National Guard units to the Defense CBRN Response Force (DCRF) and national command elements, Guardian Centers was designed to support the training requirements of our nation s CBRNE Soldiers, Airmen, and Marines.
9 Capabilities Full Spectrum of Training and Support Capabilities. Guardian Centers is proud of the sheer size and setting that it offers as a training venue. But, venue space and special effects alone do not enhance readiness and capability levels. That s why Guardian Centers has developed capabilities to deliver highly realistic training and exercise elements, to include: Radiological Training Open-air High-volume TIC/TIM Breaching and Breaking Explosive Ordnance Clandestine Labs
10 Capabilities Radiological Training Guardian Centers, in partnership with Qal-Tek Associates, provides highly realistic radiological training evolutions and exercise scenarios. Utilize real Alpha, Beta, Gamma, and Neutron sources. Generate realistic detectable survey fields of several R/hour for training scenarios.
11 Capabilities High-Volume TIC/TIM At Guardian Centers, clients can incorporate a variety of persistent and non-persistent chemical agents as part of their mission essential training objectives. Replicate contaminated environments using high volume open-air release of agents in both confined spaces and exterior training venues. Replicate toxic industrial environments for commercial and first responder training.
12 Capabilities Breaching and Breaking From technical rescue to special operations, Guardian Centers can incorporate breaching operations into any exercise. Seven breaching walls engineered into the framework of multi-story buildings. Over a dozen breaching panels within Collapsed Structures. Range of breaching capabilities includes mechanical, ballistic, explosive, and other types of breaching operations on client-specified materials.
13 Capabilities Explosive Ordnance Kinetic operations at Guardian Centers adds realism to exercise scenarios, and include a wide spectrum for explosives training. Breaching walls 7 breaching walls in Urban Training Area. Weapons & Ammo live-fire and UTM capabilities throughout the Urban Training Area. Explosives ATF licensure for explosives storage, capability of delivering up to 5 pounds inside Cityscape, up to 30 pounds in remote training areas.
14 Capabilities Clandestine Labs Guardian Centers specializes in scenario development and replication of some of the most common & emerging threats. Custom-built clandestine labs & dispersal devices. Recognition and make-safe training for HazMat teams, CBRNE elements, and WMD response teams. Scalable realism, to include actual components and lab security/secondary threats.
15 Support Services Training & Education in a Safe and Secure Environment. Guardian Centers incorporates multiple levels of customer service to ensure a productive, safe, and secure training experience. Clients training at Guardian Centers will enjoy an enhanced experience from these added capabilities: Command & Control Stations Conference & Education Center Logistics & Support Services Medical & Safety Services
16 Support Services Command & Control Three-level, fully-functional emergency operations center with FAA-certified rooftop helipad (H60 rated). Full command and control capability for large exercise management. Common operational picture and exercise modeling and analysis for critical decisionmaking.
17 Support Services Education Center 101,000 sqft Admin Building Multiple classrooms varying in size from 25 seats to over 200 seats. Over two dozen small-, medium-, and large-sized conference rooms designed for executive meetings, seminars, and post-exercise after-action reviews. All rooms equipped with modern technology, to include full audio-visual support, Wi-Fi and hardline high-speed internet, and refreshment areas.
18 Support Services Logistics & Support 350,000 sqft high-bay warehouse and logistics center for secure equipment and push-package storage. 400-seat dining facility that and serves over 2,000 personnel per meal period. Onsite modular lodging, or choice of more than 1700 hotel rooms within 18 miles.
19 Support Services Medical & Safety In-house exercise controllers and safety officers/licensed medics. Utilize local 911 or on-site medical stand-by as required. Located 6.5 miles from Perry Hospital; 6-min response time for Life Flight support; 16-min flight time to Medical Center of Central Georgia, a L1 trauma center. Physical & technical security measures; site security provided by sworn off-duty LE.
20 Past Performance Focused on mission success. Guardian Centers finished construction in the fall of 2012, and successfully completed a proof of concept exercise with the US Marine Corps Chemical-Biological Incident Response Force (CBIRF) in December Throughout 2013, Guardian Centers has worked within the DCRF and National Guard arenas to raise awareness and promote capabilities with the following successes: USMC CBIRF CBIRF returned to Guardian Centers to conduct a 48-hour IRF interagency radiological exercise, which included more than 500 exercise participants from over a dozen agencies HRF (PA) command element participated in the CBIRF exercise 43 rd CST (SC) participated in the CBIRF exercise 45 th CST (TN) conducted independent mission training/exercise 48 th CST (FL) conducted independent mission training/exercise USMC 22 nd MEU conducted CBRNE mission training/exercise Team Member of the Warfighter Team Alliance (WFF/WTA) Team Member supporting USSOUTHCOM s HADR IDIQ
21 Future Performance The Nation s Center of Excellence for DSCA Mission Training is shaping up to be a busy year at Guardian Centers, with more than a dozen DSCA-mission units already committed to training and exercise events in the coming year. Throughout 2013, our nation was again reminded of the CBRNE threats we face. The DCRF mission hand-off on 1 October, combined with the Boston Marathon bombing and numerous CST call-outs throughout the year, highlight the need for expanded training and exercises that maximize individual, unit, and collective training; incorporate joint inter-agency coordination; and deal with complex decision-making processes across the Title 10, Title 32, and civilian command structures. Guardian Centers was built for that complexity not just physically, but philosophically. We understand the issues, we know the threats, and we have the passion.
