3 Dept. of Veterans Affairs Emergency Preparedness Act of 2002 Public Law Secretary shall take appropriate actions to provide for the readiness of Department medical centers to protect the patients and staff of such centers from chemical or biological attack or otherwise to respond to such an attack so as to enable such centers to fulfill their obligations as part of the Federal response to public health emergencies.
4 VHA Directive It is VA Policy that each medical center Director is responsible for implementing an appropriate mass casualty decontamination capability at the medical center that protects the medical center staff and patients in the event of an off-site incident.
5 VHA CEMP Capabilities Description 3.3 Processes and Procedures for Managing a Hazardous Substance Incident To maintain the safety of occupants and infrastructure, as well as to ensure continued operations, the facility must have a plan for internal & external hazardous materials incident response.
6 VHA CEMP Assessment Excerpt from Final Report While there is a small core of trained decontamination team members and available decontamination equipment, the facility appears to have an insufficient number of trained staff to demonstrate a safe and reliable capability to respond to a hazardous substance incident during an emergency at both divisions at all times. We, therefore, recommend that an aggressive recruitment program supported by senior leadership be established to enlist additional decontamination team members to support a reliable response to a hazardous substance incident.
7 Joint Commission EM EP 4 The EOP describes how the hospital will provide for radioactive, biological, and chemical isolation and decontamination.
8 OSHA First Receiver Operations The Occupational Health Safety Act Title 29 of the Code of Federal Regulations specifies that: Hospitals must provide First Receiver Operations training to staff who are expected to decontaminate victims or handle victims before they are thoroughly decontaminated.
