1 TMGMT 8390 In Class Objective: To educate the students in Maritime Security emphasizing on Level 1Training CBR-D and FSO/CSO/VSO Certification. 3 Certifications obtained thru class: 1.) Level 1 Anti-Terrorism 2.) MSC CBR-D (Chemical-Biological-Radiological Defense) 3.) FSO/CSO/VSO Certificate (Facility, Company and Vessel Security Officer - Discuss relevant Current Security issues thru homework assignments - Have presentation by local Transportation / Security Official Class Policy: Class attendance is required. Absences will affect your grade and receipt of certificate due to hours required Text: Vessel Security Officer (Cornell Maritime Press) Ahlstrom 2006 Hours: TBA Grade: Level 1 Test 10% CBR-D Test 20% FSO/CSO/VSO Exam 20% Class Assignments 20% Final 30% Class Trip: to Facility or Vessel (TBA)
2 Course Content Level 1 Anti-Terrorism 1. Introduction to Maritime Port Security and Overview of Course - Discuss importance of Maritime Security in world today. Review recent incidents where lack of Security had terrible consequences. Compare how proper Security could have prevented this incident or future incidents. Review required texts, attendance policy and topics to be covered thru course. Inform students when Class Trip will occur in order to arrange with other classes or Special Liberty. 2. Level 1 Training - Show MSC Power Point on Level 1 Training. Discuss important aspects of Anti- Terrorism. Focus on Awareness, Reporting and Contrasting Hard and Soft Target. First Hand In assignment on Terrorist Act due to target being Soft. Require students to take Level 1 Course on-line thru DOD (Department of Defense). Have students print out Course Completion Certificate and bring in. Sign under Instructor and return to student. Cover Force Protection 3. Level 1 Exam - give First Exam (10% of Final Grade) on Level 1 Training. Certificate is 2% of grade (40 minute exam). Discuss Sources of Intelligence. Assignment 1 Country Assessment taken from Department of State Web Site CBR-D 4. Intro to CBR-D - Chapter 1 in MSC text (Will be found in Chapter 8 of CMP text). Discuss history of CBR Warfare. Review MOPP levels on MSC and RRF vessels. Review CBR signal and what actions need to be taken in Pre-Attack Phase, Attack Phase, and Recovery Phase. (Chapter 1 of MSC Power Point is good teaching aid) 5. Radiological Warfare - Discuss Nuclear Warfare and Radioactive fallout. Review instruments used to measure radioactivity. Emphasis these instruments are cold war vintage but are good starting point. New and improved technology in this area is constantly being made available. Focus on understanding key concepts Exposure, Dose, types of radioactivity Alpha, Beta, Gamma and Neutron. Types of nuclear explosions and best defense Time, Distance, Shelter. (Chapter 2 of MSC Power Point is good teaching aid) 6. Biological Warfare - Review Pathogens and Toxins. Have students identify differences and what types of diseases are caused by each. Discuss methods of delivery and best natural elements for successful delivery. Review Passive and Active Defenses against Biological Agents. (Chapter 3 of MSC Power Point)
3 7. Chemical Warfare - Review Casualty and Incapacitating Agents. This topic requires the most time as this is perceived to be the greatest threat of the 3. Carefully review Nerve, Blister, Blood and Choking Agents. Go over masks and CBR gear, when it is effective and when it is not effective. Show atropine and 2 PAMM Chloride injections and when to use them. Discuss importance of water as decontamination agent and review big 3 Time Distance and Shelter. (MSC power point Chapter 4) 8. Protective Clothing, Mask and Chemical Ensemble - Assignment 2 Article on CBR in the United States today - Go over parts of Chemical Protective Ensemble Smock, Pants, CPFC, Gloves and mask. Have cadet or student suit up. Show how time consuming and difficult it is. Practice and frequent drills will bring familiarity and speeding suiting up. Go over what and what not it protects you against. 9. DECON Station - Go over 4 stages of DECON Station. (Outer Clothing Area, Inner Clothing Area, Showers and Medical Check Area). Review what to do in each area and how to set it up on a Merchant Vessel. Practical Demonstration is good here. Combining it with CBR gear is even better. 10. Rapid and In Depth Surveys - Discuss methods of conducting surveys aboard a Merchant Ship to determine if there is any Chemical, Biological or Radiological Agents present. Go over Counter Measure Wash down System. How to install it and use it effectively. Review best methods for eliminating any contamination. Discuss harmful effects on crew, especially resulting from prolonged exposure. 11. CBR-D Exam - Exam 2 (20 percent of Grade) 20 Multiple Choice questions to cover MSC certification. 5 essays to cover advanced knowledge of CBR-D. Review Assignment 2 and discuss any recent CBR incidents. 12. Assessment on CBR-D - Practical Assessment on wearing mask, suiting up, and using needles. This assessment is conducted in area where you can show 2 videos CBR video or Navy proper use of mask and SOCP video on Vessel Security 13. Class Trip - Assignment 3 write up review on specific exhibit or element of class trip. - This trip is easiest in the Fall with U.S. Maritime Security Expo. In the Spring a visit to a facility or vessel might be in order or another Security Conference.
4 FSO/CSO/VSO 14. Rules and Regulations for SSO ISPS and MTSA - Review Regulations SOLAS Chapter 5, 11, and ISPS Code Part A and B - 33 CFR Part NVIC This is a lengthy topic and will probably require 2 classes to cover. Do not gloss over these regulations the student/cadet must be thoroughly familiar with the Regulations on completion of this topic. Power Point presentation on Regulations. 15. Intro to Terrorist Operations at Sea - Power Point that covers Terrorist Operations Part 1 on land. Part 2 is a presentation for at sea. Discuss why the problem is so complex. This class is good to really analyze case studies of terrorist attacks and how they could have been prevented. Class participation is essential for this Lecture 16. Piracy and Surveillance - Discuss Modern Piracy and vessel hijacking (Mar jacking). Review why the problem is worse in certain areas of the world. Emphasize the importance of Piracy Watches and how this will deter attacks. Review methods of surveillance and how to detect if you are under surveillance. 17. Stowaways and Drug Smuggling - Review the importance of access control and an effective Stowaway and Contraband Search. Go over Power Point on Crowd Control. Discuss methods of Crisis Management when dealing with different situations, crowds or incidents. It is important the student is fully aware of how to reduce the risk of stowaways and smuggling by the end of this class. 18. Bomb Threat and Response - Go over different types of bombs with special emphasis on IED (Improvised Explosive Devices) Review Bomb Threat Response guidelines which should be found in a Vessel Security Plan. Good Power Point presentation on this topic. It is important the student sees IED s. Handout on different types 19. Threat Analysis and Assessment - Contrast Analysis and Assessment. Review Matrix on Risk Management. Go over Threat and Vulnerability how it creates Risk. What is acceptable risk and unacceptable risk. Ensure student is familiar with how to reduce each. Have student do graph and run scenarios to see how it is possible to reduce risk.power Point presentation and NVIC
5 20. Security Assessment and Plan - Go over how to conduct an On-Scene Survey for a Security Assessment. Discuss how this plays into the Security Plan. Go over all the elements of the Security Plan. This is found in book or 33 CFR Part 104. Student should be able to construct Security Assessment Sheet for next class. 21. Assess TSES Assignment 4 - The student will conduct an assessment on the Empire State or any vessel available. They will use their prepared sheet and formulate a Security Plan from that Assessment. The Security Plan can be a rough outline but must be vessel specific. This assignment will be 10 percent of their Final Grade. 22. Review Assessment and Plan - Go over Security Assessment and Plan in class. What was identified as vulnerability and what was an asset. Formatting is important in addition to covering all topics covered in 33 CFR Part Security Official Presentation - Usually Port Authority, TSA or USCG 24. SSO/CSO Exam - 20 percent of Final Grade. 20 multiple Choice and 5 essays (1 hour) CURRENT ISSUES 25. Port Security Issues - Discuss how New York handles increases in MARSEC levels. Review Area Security Plan. Handout National Maritime Security Plan as approved and published. Emphasis the importance of communication and joint action 26. Container Security - Focus on current Container Security Initiatives and practices. Locks, Tracking Devices, Pre-Arrival Requirements, CTPAT and industry initiatives 27. Discuss new Initiatives - This classis left open for any new regulations or initiatives. Any terrorist attacks during the semester should be analyzed at this time. Assignment 5 paper on current Security Issue. Focus on why it was needed and what will it accomplish. 28. Review Class - All assignments due. Review for Final. Hand out Certificates Final in Finals week 30 % of Class Grade
