1 PREFACE The Cadet Guide has been prepared to establish high standards of performance for the Burke County High School AFJROTC, GA-933. These high standards permit the entire cadet unit to work toward the common goals of leadership proficiency, group cohesion, and TEAMWORK!!!! The Cadet Guide also provides specific details for the attainment of high standards of performance; FOR EXAMPLE: Air Force grooming requirements, proper fit of the uniform, placement of the insignia, school and classroom conduct, etc. We believe most cadets will voluntarily work for the betterment of GA-933 if they are aware of the GOALS of the unit. You, as a cadet in JROTC, will be held ACCOUNTABLE for the information in this Cadet Guide, both in practical application and during periodic quizzes throughout the school year. 2 AFJROTC Cadet Creed I am an Air Force Junior ROTC Cadet. I am connected and faithful to every Corps of Cadets who served their community and nation with patriotism. I earn respect when I Uphold the Core Values of Integrity First, Service Before Self, and Excellence In All We Do. I will always conduct myself to bring credit to my family, school, Corps of Cadets, Community, and to myself. My character defines me. I will not lie, cheat, or steal. I am Accountable for my actions and deeds. I will hold others accountable for their actions as Well. I will honor those I serve with, those who have gone before me, and those who will Come after me. I am a Patriot, a Leader, and a Wingman devoted to those I follow, serve, And lead. I am an Air Force Junior ROTC Cadet. 7 Chapter ONE - The Cadet Corps 1-1. Mission and Objectives AFJROTCI A. The Mission of the Cadet Corps is to help Develop citizens of character, dedicated to serving their nation and community. You are not obligated for military service by participating in the program. B. The Objectives of the Cadet Corps are to: (1) Encourage personal honor, integrity, discipline, self-reliance, self-respect, and leadership. (2) Develop a strong sense of pride for our nation. (3) Promote habits of orderliness and precision through military drill. (4) Develop respect for authority. (5) Teach cadets aerospace science and leadership techniques. (6) Develop an understanding of military command structure and the need for discipline. C. Legal and Regulatory Basis: Public Law The Reserve Officers Training Corps Vitalization Act of October 13, 1964 is the law authorizing operation of Air Force Junior Reserve Officers Training Corps (AFJROTC) programs in secondary schools. It also states that cadets must be physically fit, United States citizens, and at least 14 years of age. AFJROTC Instruction Air Force Junior ROTCI describes the curriculum of the AFJROTC program, policies, and procedures for AFJROTC units. It gives guidance for organizing the cadet corps and provides other direction in the operation of GA-933. Air Force JROTCI is the primary reference for this guide. D. To be eligible for enrollment in AFJROTC you must be: (1) Enrolled in and attending a regular course of study at Burke County High School. (2) Physically fit to participate in AFJROTC training (you are considered physically fit if you are qualified for the BCHS physical education program). (3) A citizen of the United States of America. 6

8 E. Students may transfer from Army, Navy, Marine, or other AFJROTC units with full credit for training already received. F. You may be disenrolled for: AFJROTCI Section 7.3. (1) Inaptitude, indifference to training, disciplinary problems, or undesirable traits of character. (2) Failing to remain in school. (3) Being transferred to another school. (4) Other See Disenrollment. G. Certificate of Completion (3 years): This is presented to a senior cadet in good standing who has completed at least three years of the AFJROTC program successfully. (1) With the Certificate of Completion, the cadet may be excused from one year of the General Military Course (GMC) of the Senior AFROTC program. This privilege must be arranged with the Professor of Aerospace Science (PAS) when enrolling at college. (2) If the AFJROTC cadet elects to enlist in the Armed Forces, the Certificate of Completion will allow enlistment in pay grades, E-3, in the Army, Navy, or Air Force. Enlistment in the Marine Corps will be in pay grade, E-2. This provides for immediate monetary benefits. NOTE: It is possible to receive a Certificate of Completion and not be recommended for military service or advanced promotion by the SASI. Possible reasons include behavior, attitude, marginal performance, and inaptitude or indifference to training in JROTC, etc. H. Certificate of Training (2 years): This is presented to a senior cadet in good standing who has completed at least two years of the AFJROTC program successfully. (1) With the Certificate of Training, the cadet may be excused from one semester of the General Military Course (GMC) of the Senior AFROTC program. This privilege must be arranged with the Professor of Aerospace Science (PAS) when enrolling at college. NOTE: These certificates are not awarded automatically, based solely upon academic grades. Consideration is given to total performance and achievement as a member of the unit. It is possible to pass the course and not be considered to have met the total requirement for the certificate. Final determination rests with the SASI and the principal. 7

9 1-2. Instructional Objectives A. Develop pride in our nation, its honorable traditions, and obtain an understanding of the requirements and obligations of good citizenship. B. Develop respect for oneself, obedience to proper authority, and obtain an understanding and acceptance of military courtesy. C. Provide an environment for experience and growth in one s attitude, discipline, and techniques of effective leadership. D. Understand the organization of the United States, its military history and structure, and the development of the aerospace program. E. Understand the structure of the universe, atmosphere of the earth, principles and theory of flight. F. Develop good personal appearance (including neat military grooming, cleanliness, and proper wear of the uniform). G. Develop qualities of honorable behavior, high ideals, self-confidence, and responsibility for the consequences of one s actions. H. Develop effective communicative, teamwork, and stress management skills Grading AFJROTCI Section A. You are graded in three areas in AFJROTC: Aerospace Science (AS) 40%, Leadership Education (LE) 40%, and Drill and PT/Wellness 20%. AS instruction is normally conducted three days a week and LE instruction two days a week. Your grades are averaged together for one overall numerical grade. B. You are encouraged to understand the importance of your grades. They are your responsibility. You may improve your grades by participating in cadet activities, maintaining and wearing a very sharp uniform at all times - not just on inspection day. This includes all personal hygiene and grooming standards. For example, you may participate in putting up or taking down the flag to improve your Leadership grade Designation of Unit A. The long title (full designation) of the Burke County High School Air Force JROTC Unit or Cadet Corps is: "Air Force Junior ROTC Georgia-933." B. The short title is: "AFJROTC GA-933." 8

10 1-5. Organization and Management A. The corps organization is depicted in Chapter Six. (1) Class periods will be designated A Flight, B Flight, etc. (2) Each flight will have two to four elements. (3) An element will have three to ten cadets. B. Policies and procedures for the operation of AFJROTC GA-933 are set by the Principal, Senior Aerospace Science Instructor (SASI), Aerospace Science Instructor (ASI), along with Air Force policies, regulations, Title 10 guide lines and manuals Command and Staff Functions AFJROTCI Section 6.3. A. The SASI has organized command and staff functions as shown in Chapter Six (Cadet Corps Structure). B. The Cadet Staff will meet as announced by the Cadet Wing/Corp Commander, but not less than once a month Cadet Appointment and Rotation of Positions AFJROTCI Section 6.3. A. The SASI will select the Cadet Wing Commander and may either approve cadet staff recommendations for all other command and staff positions or select subordinate commanders and staff members. B. Command and Staff personnel will be appointed on special orders and a copy of those orders will be approved by the SASI. C. While there may be exceptions, cadets that are assigned key staff positions (Senior Staff) will hold that position from August-December or January- May (summer staff June-August). Flight Commanders and Flight Sergeants may be rotated every 9 weeks. This does not reflect badly on the cadet, but is a tool to allow all cadets a chance to grow into a leader. In cases where a cadet can not fulfill his/her duty in a key position due to conduct or other personnel reasons, they will be replaced by the SASI /ASI Cadet Rank AFJROTCI Section A. Permanent Rank is based on the number of years the cadet successfully completes in AFJROTC. Cadets will receive their permanent rank no later than the end of the first semester provided they have made satisfactory progress. Permanent rank for each level is: 9

11 First Year AS-I Cadet Airman Second Year AS-II Cadet Airman First Class Third Year AS-III Cadet Senior Airman Fourth Year AS-IV Cadet Staff Sergeant NOTE: Retaining a permanent rank by a cadet depends on the satisfactory performance of the cadet as determined by the SASI. B. Temporary Rank is any rank authorized within the unit. It is the rank worn on the cadet's uniform. Temporary rank is earned by cadets based on their performance and behavior as determined by the Cadet Promotion Board and based on individual records. The highest rank(s) in the unit may be modified by the SASI. Normally the authorized ranks by position are: Wing Commander Vice Wing Commander Executive Officer Wing Superintendent First Sergeant Wing Guidon Bearer Operations Group Commander Mission Support Group Commander Cyber Officer Squadron Commander Operations Group Vice Commander Drill/Rifle Team Commander NCOIC, Drill/Rifle Team Color Guard Commander NCOIC, Color Guard Chorus Commander NCOIC, Chorus Rocket Team Commander NCOIC, Rocket Team Historical Flag Commander Finance Officer Information Officer Public Affairs Officer Newspaper Officer Logistics Officer Flight Commander Flight Sergeant Flight Guidon Element Leader C/Col C/Col C/Lt Col C/CMSgt C/SMSgt C/TSgt C/Maj C/Maj C/Capt C/Maj. C. No cadet may hold a temporary rank higher than that authorized. A current Unit Detail Listing (UDL) with each cadet assigned a specific position is 10

12 prominently displayed in the AFJROTC classroom. The UDL is also included in Chapter 6. B. To be considered by the board, a cadet must have good grades (A-C) in AFJROTC at the time of the board meeting. The cadet must not have an F in any subject (no exceptions will be approved by the SASI and ASI). Flight commanders will provide the board a list of cadets who meet the promotion criteria 48 hours before the board meets. 11 (1) Cadets serving in a temporary rank in a command or staff position may go back to their permanent rank upon completion of their command or staff assignments. Graduating seniors may retain the highest rank to which they were promoted regardless of their course level. Fourth year cadets may retain the highest rank attained during the fourth year. (2) Third year cadets normally will out rank first and second year cadets. However, performance, attitude, and behavior will determine the actual status of any cadet rank or position. (3) AFJROTCI Section 7.4 Transfer students from other JROTC units may hold the permanent rank held in their previous unit. Rank and awards must be supported by documents from the previous unit. Date of rank will be the date of enrollment at Burke County High School. If no documentation is presented to support the higher permanent rank the student will assume the rank of Cadet Airman. D. Cadets are usually not awarded the highest rank for any job position, but may progress to that rank based on actual performance and behavior. Initiative, abilities, grades, and behavior are factors which will determine progress in rank. E. AFJROTCI Section The term "Cadet" will be part of any reference to a specific rank. Examples include: Cadet Major, Cadet Staff Sergeant, Cadet Airman, etc Promotion AFJROTCI Section 6.3 A. The Cadet Wing Promotion Board will meet at least once each semester during the academic year. The Board members are: (1) Vice Wing Commander (President of the Board.) votes only in the event of a tie. (2) Operations Group Commander (Voting). (3) Mission Support Group Commander (Voting). (4) First Sergeant (Voting). (5) Information Officer (Non-Voting). Provides Promotion Records and records the proceedings.

13 C. The individual personnel record of each eligible cadet will be reviewed by the promotion board. This record includes a current performance evaluation and current special orders. D. The promotion board will submit its findings/promotion priority list to the Wing Commander for review. The Wing Commander may add comments before submitting the board proceedings to the SASI/ASI for final consideration and approval. E. The Information Officer will publish special orders reflecting promoted cadets with their rank within 72 hours of the awarded date. F. The Public Affairs Officer is responsible for the GA-933 Courier (newsletter) and will ensure the promotion board results are printed. G. The Cadet Wing Commander may promote cadets "on-the-spot" with concurrence of the SASI/ASI to fill a vacancy. H. The following factors govern the advancement of cadets: *Requirement will be tested prior to promotion. (1) Attitude and discipline (2) Overall school behavior (3) Appearance in and out of uniform (4) Involvement in cadet corps activities (5) Involvement in school activities (6) Performance of duties (7) Academic achievement Promotion to Cadet Airman (C/AMN): (1) Pass JROTC for the nine weeks. (2) Pass all other subjects for the nine weeks. (3)* Identify all AFJROTC rank insignia and their proper placement on the uniform. (4)* Perform all facing movements properly. (5)* Demonstrate how to report properly. 12

14 (6)* Know the Cadet Code of Honor and the Cadet Code of Conduct. Promotion to Cadet Airman First Class (C/A1C): (1) Pass JROTC for the nine weeks. (2) Pass all other subjects for the nine weeks. (3)* Identify all Air Force rank insignia (officer, enlisted, and cadet). (4)* Demonstrate knowledge of the proper handling of the U.S. flag. (5)* Demonstrate knowledge of the proper respect to the U.S. flag. (6)* Perform all facing, flanking, and column movements properly. Promotion to Cadet Senior Airman (C/SRA): (1) Pass JROTC for the nine weeks. (2) Pass all other subjects for the nine weeks. (3)* Give proper facing commands to another cadet. (4)* Give proper marching commands to another cadet. (5)* Present the SASI/ASI with an approved leadership talk for at least five minutes. (on a Thursday) Promotion to Cadet Staff Sergeant (C/SSgt): (1) Pass JROTC for the nine weeks. (2) Pass all other subjects for the nine weeks. (3)* Drill the flight properly. (4)* Perform open ranks inspection of a flight. (5)* Present the SASI/ASI with an approved leadership talk for at least five minutes. (on a Thursday) Promotion to Cadet Technical Sergeant (C/TSgt): (1) Pass JROTC for the nine weeks with at least an 85% average. (2) Pass all other subjects for the nine weeks. 13

15 (3)* Give a five minute briefing on a SASI/ASI approved subject. Promotion to the Cadet Top Three Enlisted (C/MSgt, C/SMSgt, C/CMSgt): Promotion to the cadet top three (Master Sergeant, Senior Master Sergeant, and Chief Master Sergeant) will be made on the basis of merit. Those cadets eligible for promotion into the top three enlisted grades must meet the following group standards: (1) Recommendation by the SASI, ASI, or Cadet Wing Commander. (2) Review by the Cadet Evaluation Promotion Board. (3) Must be able to properly identify and place all cadet rank on the uniform. (4) Demonstrate the knowledge and the ability to perform all 30 commands. (5) Maintain an 85% average in JROTC and pass all other subjects. (6) Understand and accept the responsibilities of the cadet officer/senior NCO pledge. (7) SASI approval. Promotion to Cadet Officer: Promotion to the cadet officer grade will be made on the basis of merit. All cadet officer ranks, unless otherwise stated, are temporary and retention of these positions is contingent upon satisfactory performance and behavior. Normally first year cadets (AS I) will only hold officer rank for flight commander positions and in special situations as determined by the SASI and ASI. Cadets eligible for promotion to officer rank must meet the following group standards: (1) Recommendation by the SASI, ASI, Cadet Wing Commander, Cadet Operations Group Commander, Cadet Mission Support Group Commander, or Cadet Squadron Commander. (2) Must be able to properly identify and place all cadet rank on the uniform. (AS II cadets and up) (3) Demonstrate the knowledge and ability to perform all 30 drill commands. (AS II cadets and up) (4) Review by the Cadet Evaluation Promotion Board (for in-cycle promotions). (5) Maintain an 85% average in JROTC and pass all other subjects (6) Understand and accept the responsibilities of the cadet officer/senior NCO pledge. 14

16 (7) SASI approval. Spot Promotions: In order to retain spot promotion rank, cadets must complete all requirements for that grade, including those passed. A cadet who fails to do so in a one nine week period will lose that rank. A cadet failing to complete promotion requirements for the next higher rank may not be eligible to advance during the next promotion cycle Transfer Cadets AFJROTCI Section 7.4. A. Cadets transferring into GA-933 may hold the same permanent rank as outlined in the Air Force guide lines, based on total years of completion in JROTC. B. Rank must be verified in writing from the previous JROTC unit. C. All transferring cadets from other JROTC units must complete all GA-933 promotion requirements for the rank held before becoming eligible for promotion. D. Awards and decorations from other JROTC service units will be worn below AFJROTC GA-933 awards and decorations Demotion AFJROTCI Section 6.3. A. When a cadet s academic standing drops to an overall AFJROTC grade of "F", the cadet reverts to the permanent grade held at the completion of his/her last successful year of AFJROTC. If the cadet was not previously enrolled, they will revert back to Airman Basic. While the failing status exists, promotion consideration will be withheld by the SASI/ASI. B. When a cadet fails to maintain satisfactory standards of appearance and conduct, demotion and/or removal from current position will be determined and coordinated by the SASI and both ASIs before final action is taken. (1) Appearance includes hair, cleanliness, neatness of personal clothing and uniforms, proper arrangement of insignia, ribbons, rank, and devices. (2) Conduct includes attitude, behavior, and discipline in all classes. In addition, failure to honor commitments to other school teams, school activities, or AFJROTC activities (consistent with one's overall personal schedule) can also result in demotion and/or removal from current position. Failure to perform duties, due to any assigned AFJROTC function or school activity, is also considered a part of cadet conduct standards. 15

17 C. When paragraph 1-11B(2) applies a special board will be convened by the Cadet Vice Wing Commander after consultation with the SASI/ASI. The Board members include: (1) Vice Wing Commander (President of the Board.) Votes only in the event of a tie. (2) Operations Group Commander (Voting). (3) Mission Support Group Commander (Voting). (4) Squadron Commanders (Voting). (5) Flight Commanders (Voting). (6) First Sergeant (Voting). (7) Information Officer (Non-Voting). Provides Promotion Records and records proceedings. E. The board submits its findings to the Cadet Wing Commander for review. The Cadet Wing Commander may add comments before submitting the board proceedings to the SASI/ASI for final consideration and approval Disenrollment AFJROTCI Section 7.3. A. AFJROTC instructors recommend disenrollment and is approved by the principal. This action should be a last resort, preceded by substantiated documentation and corrective counseling, to maintain the morale and disciple of the unit. JROTC does not discriminate on the basis of race, color, religion, sex, national origin, sexual orientation, or pregnancy status. Disenrollment rules must be published in each unit s cadet guide. A cadet may be disenrolled for: (1) Failure to maintain acceptable standards (Including uniform wear and grooming). (2) Inaptitude or indifference to training. (3) Disciplinary reason (Bring discredit to the unit or school). (4) Any other reason deemed appropriate by the principal and the AFJROTC instructor. 16

18 1-13. After School Activities and Cadet Staff Requirements AFJROTCI Section A. This policy pertains to all JROTC students that participate in Air Force JROTC after school activities at Burke County High School. Dedication, commitment to fellow cadets, and plain hard work are the key ingredient in the development of any team endeavor. Good attendance at all practices, staff, and team meetings is the essential element required to having both a quality and competitive activity. When you fail to attend a meeting, practice session, or function you let your team members, cadet corps, school, and instructors down. B. The following general rules pertain to all after school activities and cadet staff. These rules are not intended to be punitive, but will be used to reinforce principals of leadership, commitment, service, and dedication to excellence in all we attempt. (1) Cadet must exhibit good behavior and conduct in accordance with all Bearfacts and Cadet Guide rules and policies. Out of school suspensions will result in suspension from all JROTC after school activities and removal from any cadet staff positions. Not to include tardiness. (2) Cadet must meet school academic criteria for participation in after school activities. Cadet must not have received a failing grade for JROTC on his/her report card. Additionally, cadet must be passing 7 out 8 classes, or 3 out of 4 block classes based on report card information and be on-track to graduate/pass grade per school rules. (3) Cadet must meet dress and grooming standards in accordance with all Bearfacts and Cadet Guide rules and policies. (4) Cadet must be able to meet the performing standards for Color Guard, Drill Team, Elite Guard, and specialty team activity that requires skill, physical strength, and dexterity. The SASI and ASI will be the final authority in determining a cadet s ability to practice and perform. C. If a cadet is scheduled to perform at a parade, football game, etc., and fails to show, or is late, that cadet will be suspended from the team or activity for a minimum of 90 days. Failure to show for practices during suspension is grounds for removal from the team. If a second offense (unexcused) occurs the cadet will be suspended from the team for a minimum of one semester or 90 school days based on SASI/ASI recommendation. D. Cadet staff meetings and leadership training sessions are mandatory school events. Cadets who Fail to attend these meetings without prior approval of the SASI/ASI will be removed from their position after their second unexcused absence. 17

19 E. Any cadet that misses more than three practices (unexcused) of Drill Team (DT), Color Guard (CG), Awareness Presentation Team (APT), Saber Team (ST), Rocket Team (RT), Mentor Program (MP), Chorus, etc., in any nine weeks period will be suspended from their position for a minimum of 45 days. Continued unexcused absences will result in team suspension (or a minimum of one semester or 90 school days based on SASI/ASI recommendation). Chapter TWO - Cadet Conduct 2-1. Military Procedures AFJROTCI Section 8.3. A. By agreement between the USAF and Burke County High School, cadets must wear the prescribed uniform during one of the leadership days (normally Thursday) and at other times designated by the SASI/ASI. See policy letter (PL-05) (1) Failure to wear the uniform when directed will effect promotion opportunities and result in a lower grade in Leadership Education. More than three (3) unexcused failures to wear the uniform per semester will result in a grade of F for that semester. Additionally, parent notifications will be done at the second and third unexcused absences. (2) The uniform will not be worn for non-afjrotc activities. (3) Cadets who are absent (excused) on uniform day will wear the uniform on the following day, which will be the following Monday due to Friday being our Physical Training (PT) day. (4) Cadets who know they will be absent (school excused) on uniform day must notify the SASI/ASI and will wear the uniform on the following Monday or as agreed with the SASI/ASI. (5) Female cadets who are pregnant will turn in their uniform in accordance with the current GA-933 policy letter. These cadets will not participate in extracurricular activities (Color Guard, Drill Team, etc.) or maintain/wear the uniform. See GA-933 policy letter (PL-01) for additional details. B. The cadet represents the United States Air Force and has high visibility whether in or out of the uniform. Correct conduct and behavior must be observed at all times. Any action or behavior which may discredit Burke County High School, GA-933, or the United States Air Force will be dealt with promptly and will be grounds for consideration for removal from the AFJROTC program. All Cadets will respond to the SASI/ASI and any school official/teacher as Yes, Sir or Ma am. On uniform day, cadets will respond accordingly to all other higher ranking cadets, responding Yes, Sir or Ma am to all Cadet Officers. Failure to do so will result in disciplinary action/deduction in grading points/loss of unit privileges, etc. 18

20 2-2. Classroom and Activity Procedures A. Cadets must show respect for instructors, cadet officers, and fellow cadets. Disrespect will not be tolerated! This also applies in cadet relations with their fellow classmates and other teachers. The use of vulgar or inappropriate language will not be tolerated. Doing so will result in demerits given and/or loss of grade points. B. Cadets will conduct themselves with maturity at all times. When in uniform, cadets will conduct themselves in a military manner, conforming to the highest standards of good order and discipline. C. When class in session, cadets will be called to attention upon the arrival of the school principal, Superintendent of Burke County Schools, guest speaker, or any commissioned officer higher in rank than the SASI, if present. D. Food and/or beverages will not be permitted in the classroom. The item or items will be taken. Unless approved by the SASI/ASI. E. Gum will not be permitted in the classroom or drill pad. F. Male cadets will not be permitted to wear earrings in the classroom, on field trips, or during any official JROTC activity. G. Cell phones must stay stored away while in the classroom, on field trips, or during any official JROTC activity. (Exceptions for off-campus field trips, etc., must be approved by the ASI or SASI). H. All cadets using JROTC computers or copiers must have ASI or SASI approval and supervision. Also, any internet use must be approved by the ASI or SASI and used in accordance with school internet policies. I. Grading and points Each class period is worth 20 points per day, 100 points per week. 10 points will be given for the cadet arriving to class on time and performing the class opening and closing procedures properly. 10 points will also be assessed for classroom participation and behavior. Failure of the cadet to comply with any of these items will result in a loss of points for the day. The FCO and FLT SGT will assist in the grading for tardiness and classroom procedures. The instructor will provide the grade for classroom participation and behavior Office Reporting Procedures A. When a cadet is told to report to the SASI/ASI, or a cadet staff officer, the proper procedure is as follows: 19

21 (1) Knock on the door three (3) times. (2) Wait for the command ENTER - enter the office and proceed directly in front of the individual you are reporting to, 3 paces in distance (5 feet) (3) Salute and say, "Sir/Ma'am, Cadet /Rank and Name (for example: Cadet Airman Ace) reporting as ordered." (4) When the salute is returned, drop your salute and follow instructions (at ease, sit down, etc.). B. When a cadet wishes to speak to the SASI/ASI or cadet officer, the proper procedure is: (1) Knock on the door (three times). (2) Enter when so ordered. (3) Salute and say, "Sir/Ma'am, Cadet/Rank and Name wishes to speak to the SASI/ASI." C. If you must go through the main office to speak with the SASI/ASI, knock on the main office door and state, Request permission to speak with the SASI/ASI. Wait upon permission and proceed to the secondary office door and follow the requirements stated in Case A or B above. D. When dismissed, come to attention, salute (hold the salute until it is returned), do an about face, and depart. Do this regardless of whether or not you reported in the first place Class Opening/Closing/Tardy Procedures A. Upon arrival in the class, prior to the tardy bell, cadets will remove their book bags and stand quietly beside their chairs at Parade, REST. The Cadet Flight Commander (FCO) and the Flight Sergeant (FLT SGT) will stand at the rear of classroom. The Cadet Flight Sergeant (FLT SGT) will assume this position in the absence of the Cadet Flight Commander or as assigned. B. When the tardy bell sounds, the FCO will close the room door, no students will be allowed into the classroom after the bell rings. TARDY students must remain outside the classroom (see Step H). The FCO/FLT SGT proceeds to the front of the classroom and faces the flight. The FCO/FLT SDT will then call the flight to ATTENTION and say "Please face the flag and join me in the Pledge of Allegiance." The cadets come to attention together and face the flag. The pledge is said in a firm voice, right hand over the heart and spoken clearly. When in uniform, cadets will come to the position of attention, do not place hand over their heart. C. After saying the Pledge of Allegiance, cadets face the front and the FCO/FLT SGT calls the daily roll and takes attendance. 20

22 E. The FCO/FLT SGT calls the daily roll and marks the attendance book. The flight members will remain at the position of ATTENTION. When the cadet's name is called, he/she will answer, "Present, Sir/Ma am". F. After the FCO completes taking the roll and marking the attendance, they will then say Please, be seated. G. FCO reads daily announcements and/or conducts flight business. If the flight is disruptive, either the entire flight or the disruptive cadets may be called to ATTENTION until the FCO'S duties are complete. H. TARDY PROCEDURES - Any student who is TARDY, excused or unexcused, must remain outside the classroom until the class has been seated. The student who is tardy will knock three (3) times on the classroom door. The FCO or FLT SGT will say ENTER. The student will walk directly to the front of the room and stand two (2) paces from the FCO/FLT SGT or Instructor, SALUTE and give this reporting statement, SIR/MA AM, CADET (LAST NAME) REQUESTS PERMISSION TO JOIN THE FLIGHT. The FCO/FLT SGT or Instructor will respond PERMISSION GRANTED, BE SEATED, and return a salute. The student who arrived as TARDY will be marked as such on the attendance roll. If more than one student is TARDY then the students will wait outside the classroom and then they will all come in together as a group with the highest ranking person of the group saying the reporting statement including the name of everyone within that group. Students will wait until the TARDY student(s) in front of them have been seated before they knock three (3) times on the door and wait to hear the FCO/FLT SGT or Instructor say ENTER. If TARDY.NEVER just walk into class without knocking first. I. Approximately three to five minutes after the bell or when all business is completed, the instructor of the day enters. Upon SASI /ASI entry, the FCO will call the flight to "ATTENTION". The instructor proceeds to the front of the class and says, "REPORT". The FCO will do the following: (1) Salute and hold salute until it is returned. Say the following: Sir, Cadet (Rank and Name) reporting A Flight (or B, etc.) all present or accounted for." The instructor will return the salute and say "Take your seats" or "Remain at attention", whichever may be appropriate. (2) If the instructor is delayed, the FCO will instruct the class to read, study, or conduct flight business quietly. (3) When the instructor is in charge of the class, neither the FCO nor FLT SGT will interrupt to discipline cadets. J. CLOSING PROCEDURES - Near the end of the class period, the instructor will direct the FCO to "take charge of your flight." The FCO will proceed to the front of the classroom and then commands, "FLIGHT, ATTENTION. 21

23 K. The FCO and/or the Flight Sergeant will direct the class to PREPARE THE CLASSROOM FOR DISMISSAL. The Element Leaders will then ensure that all textbooks are properly placed back on the shelf, all trash is picked up from desks and the floor, and the classroom is in a neat and orderly fashion, cadets pack up the books and their book bag and place neatly on the ground etc. L. After the classroom has been prepped for dismissal and meets the FCO standards, all students will return to the position of ATTENTION next to their desks, the FCO will then command, FLIGHT, BE SEATED. The flight will remain in their seats, sitting quietly, until the bell rings. The FCO will remain standing at the front of the classroom until the bell rings. M. AFTER the bell rings, all students will remain in their seats until the FCO commands, FLIGHT, DISMISSED! N. Cadets can then stand, gather their materials, and exit the classroom. NOTE: In the absence of the FCO or for training purposes, the FLT SGT may take the place of the FCO and the Flight Guidon may perform the duties of the FLT SGT. The next in succession after the Flight Guidon is the First Element Leader, Second Element Leader, and so on Cadet Code of Conduct, Cadet Code of Honor, and Hazing Policy A. The Cadet Code of Conduct Sir/Ma am, the Cadet Code of Conduct is: Duty - well performed Honor - in all things Country - before self (1) These simple words provide the basis for a personal loyalty to oneself and one s country. The Cadet Code is specific and clear in what it demands. You will do your own work to the best of your abilities, even those assigned tasks that you do not care for (i.e. homework, washing dishes etc.) Your performance in school will be your performance in life. You only have one chance to do it right. (2) Maintaining honor and performance in all things requires one s highest standard of trustworthiness. This requires self-control and a conscientious effort at all times. (3) The purpose of the code goes beyond the part of your life which involves AFJROTC training. It should become your ethical code and lifestyle. 22

24 B. The Cadet Code of Honor Sir/Ma am, the Cadet Code of Honor is: We do not lie, cheat, or steal, nor tolerate those who do. (1) These simple words provide the basis for a personal code of honesty which will carry you for the rest of your life. The Honor Code is specific and clear in what it demands. You are expected to have complete integrity and honesty in both word and deed: you should avoid evasive or misleading statements. You will do your own work on anything which is to be graded. The Honor Code belongs to you. (2) Maintaining the high standards of trustworthiness is your responsibility. This requires self-control and a conscientious effort at all times. (3) The purpose of the code goes beyond the part of your life which involves AFJROTC training. It should become your ethical code and lifestyle. C. Hazing Policy / Inappropriate Behavior AFJROTCI Section 8.4 (1) The GA-933 and Burke County High School policy on hazing and inappropriate behavior is simple: Any type of maltreatment or cruelty toward cadets or between cadets is strictly forbidden and must be prevented. This includes any type of physical, sexual, or mental abuse. It is imperative that all cadets know that hazing will not be tolerated and will be reported immediately to the SASI or ASI. (2) Inappropriate behavior, in or out of uniform, is prohibited while participating in AFJROTC. This behavior includes, but is not limited to consuming alcohol, drug abuse, tobacco use, horseplay, public display of affection, fighting, disparaging remarks, insubordination, disrespect, verbal threats, and physical attacks. (1) Hazing is strictly forbidden. It is defined as the practice of directing someone of lesser rank to perform a humiliating act which entails the surrender of dignity and self-respect or a hazardous act which exposes one to physical danger or bodily harm. (2) Requiring cadets to perform push-ups or any other physical activity as punishment is also strictly forbidden. These activities may only be performed as part of a unit s regular physical training/wellness program. (3) Harassment, such as improper or abusive language, and coercion of lower class cadets for personal gain, is strictly forbidden. Misuse of authority will not be condoned nor tolerated. 23

25 Chapter THREE - AFJROTC Uniform 3-1. Uniform Policy AFJROTCI Section / Section / Section A. The Air Force uniform in the combination prescribed by the Cadet Wing Commander in coordination with the SASI/ASI will be worn on Thursday for the entire school day throughout the year. The uniform day may be changed by the SASI/ASI. See policy letter (PL-05) and course syllabus. B. Cadets who are absent (excused) on uniform day will wear the uniform on the following Monday. Cadets who know they will be absent (school excused) on uniform day must notify the SASI/ASI and will wear the uniform on the next day or as agreed with the SASI/ASI. C. Any cadet present on Thursday and not in uniform or any cadet not wearing the uniform as indicated above will fail Leadership Education (LE) for that day. The second such occurrence will be cause for a conference with the SASI/ASI, and parent notification. If a cadet fails to wear his or her uniform for the third (3) time during the semester he or she will fail the leadership portion (40% of total grade) for the semester and referral to the grade level principal. Excused absences must be made up the day following uniform day unless approved by the SASI/ASI. D. GRADING AND POINTS Uniform wear day will be scored on a 100 point total. Points will be deducted based upon uniform discrepancies. Points will also be given based upon drill and ceremony participation. 75 points will be given for the uniform and 25 points will be given for drill and ceremony participation. Failure to wear the uniform will be an automatic ZERO point total for the 75 points possible. 25 points can still be attained for participation in drill and ceremony. E. The FCO should be monitoring his/her flight to ensure cadets are in compliance with the Cadet Guide standards for proper grooming and uniform wear. Anyone not within standards will be requested to correct the situation. FCO will report any problems to the SASI/ASI. F. Wearing of Hats in Uniform AFJROTCI Section (1) In keeping with the "no-hat" policy at Burke County High School, the high school buildings and campus is a no-hat area for cadets in uniform except for special formations as designated by the SASI/ASI (i.e., Color Guard, Drill Team, Flag Detail, Inspections). (2) When off the Burke County High School campus, cadets in uniform must wear the appropriate uniform hat. G. Cadets in uniform carrying backpacks/book bags may use both shoulder straps. Air Force uniform policies allow personnel in uniform to carry backpacks over one shoulder only if desired. 24

26 3-2. Uniform Wear A. Cadets will wear the standard service uniform prescribed in AFI for active duty personnel. It is the cadet's responsibility to maintain all uniform items in a clean and orderly condition during the school year and prior to turn-in at the end of the year. Cadets will bear the cost of dry cleaning those items that require such cleaning. For the male uniform, this includes: service/jacket coat, short sleeve shirt, long sleeve shirt, tie, hat, and pants. For the woman's uniform, this includes: service/jacket coat, sleeve shirt, long sleeve shirt, hat, tab, pants or skirt. The shirts/blouses, socks are to be washed and ironed. If a cadet accidentally washes an article of clothing that should be dry cleaned, the cadet will be responsible for buying the article(s) that was/were washed. B. Optional items such as service caps and Battle Dress Uniforms (BDUs) fatigues are not AFJROTC issue items. Per GA-933 Policy Letter-05 (PL-05), BDUs are not authorized for cadets. This is in accordance with AFJROTCI Service caps are also not authorized for cadets except for specialty teams (Color Guard, Elite Guard, etc.) and as designated by the SASI/ASI. The service cap is illustrated in attachment six to this guide. These policies are approved by the principal and SASI. C. Cadets may not wear United States Air Force commissioned officer s sleeve braid nor the officer s silver thread flight cap. D. Color Guards, Honor Guards, and Drill Teams, etc. may wear additional uniform items, insignia, and devices, or design and wear a distinctive, yet, conservative uniform of military style. E. AFJROTC cadets will wear the prescribed uniform required for special occasions or ceremonies as directed by the SASI/ASI. F. GA-933 squadron tee shirts are authorized for wear as directed by the SASI/ASI. Tee shirt design is approved by the principal and SASI. The squadron tee shirt may be worn for physical training, field days, field trips, special school days, etc. The T-Shirt must be tucked in while on school campus. H. AFJROTC Physical Training (PT) uniform will be provided to cadets at Air Force expense as funding allows. PT uniform wear will be in accordance with AFJROTCI The PT uniform will not be substituted for the unit weekly uniform day. GA-933 cadets are approved by the SASI/ASI to wear the PT uniform for specifically approved events only. These may include physical training, field days, outside practice/work activities, and other SASI/ASI approved events. The PT uniform will not normally be worn to classes during the school day unless specifically approved by the SASI/ASI. On PT days, the shirt will be worn to class during PT and tucked in. I. Any cadet who wears the uniform every week with no more than 50 total points taken off for various discrepancies for the 9 weeks and has at least an 80% overall 25

27 grade in the class, can choose any uniform wear day (Thursday) during the next 9 weeks to not wear the uniform and receive full credit (choice of day requires prior approval by SASI/ASI). This system will be in place for each 9 week session. The cadet must use or lose the day during the next 9 weeks. J. Upper class cadets are encouraged to assist the lower class cadets in all uniform wear. All cadets should be aware of each other and be willing to help each other if another cadet s uniform is not in regulation Unauthorized Uniform Wear A. No items of the U.S. Air Force uniform are authorized for wear by members of any organized sponsor group of AFJROTC. Cadet auxiliary societies may not create a special uniform that includes any item of the U.S. Air Force uniform. This includes all school faculty/sponsors other than SASI/ASI. B. Cadets will not wear the uniform while participating in student demonstrations, for crowd control, or in any other inappropriate activity. Under no circumstances will any instructor or member of the unit forcibly remove a uniformed cadet under these circumstances. AFJROTC cadets may wear the cadet uniform while acting as ushers, parking lot attendants, runners, and other events as approved by the SASI/ASI Military Appearance A. Basic Concept. The AFJROTC cadet uniform is the same as that worn by active duty Air Force personnel, with the only difference being in the insignia. Because it is the distinctive dress of a proud and honorable profession, the uniform must be worn correctly and properly maintained. B. Standards of Personal Appearance. Each cadet must maintain high standards of dress and personal appearance. It is imperative for all cadets to present a neat and well-groomed appearance to their fellow citizens. Uniforms must be kept neat, clean, correct in design and specifications, and in good condition. Personal cleanliness is a must for every cadet. C. AFJROTC cadets must comply with the following standards: (1) Uniforms will be kept buttoned; shoes will be shined and kept in good repair. Badges, insignia, belt buckles, and other metallic devices must be maintained in the proper luster and condition. (2) Males - Unless specified in this guide, the fitting standards, wearing instructions, and personal grooming standards are those that are prescribed in AFI a. Uniform. Articles such as wallets, pencils, pens, watch chains, fobs, jewelry, handkerchiefs, combs, cigars, pipes, cigarettes, and sunglasses will not be 26

28 worn or carried exposed on the uniform. Cadets may wear one (1) wristwatch, three (3) rings, and one (1) identification bracelet. Sunglasses may not be worn with the uniform without SASI/ASI approval. b. Hair. Hair will be neat, clean, trimmed, and present a groomed look. Neatly trimmed box cuts are authorized for the back of the head; however, hair will not touch the ears or the collar, except the closely cut hair on the back of the neck. Hair in front will be groomed so that it does not fall below the eyebrows and will not protrude below the band of properly worn headgear. Hair bulk/length will not interfere with wear of any headgear (maximum 1 ¼ inches height). (1) Sideburns. Sideburns will be neatly trimmed and will not extend beyond the bottom of the ear opening. They will be straight and even ending with a clean-shaven horizontal line. (2) Shaving. The face will be clean shaven except that mustaches are permitted. Mustaches will be neatly trimmed and must not extend downward beyond the lip line of the upper lip, and may not extend sideways beyond a vertical line drawn from the corner to the mouth. Beards are prohibited except as prescribed by a physician for medical reasons. c. Wigs and Hairpieces. Wigs and hairpieces will not be worn by male personnel in uniform except for cosmetic reasons to cover natural baldness or physical disfigurement. d. Jewelry. Necklaces must be worn inside the shirt and out of sight. No more than three rings total may be worn on both hands at any given time. Rings must not draw attention to the hand. Earrings and nose or tongue rings will not be worn in the classroom at anytime and never in uniform. e. Cosmetics. Cosmetics will not be worn by male cadets in uniform. f. Undergarments. Male cadets must wear a white V-neck tee shirt under the blue AF shirt. g. Fingernails. Fingernails will be kept neat, clean, unpolished, and trimmed. (3) Females - Unless specified in this guide, the fitting standards, wearing instructions, and personal grooming standards are those that are prescribed in AFI a. Uniform. Appropriate undergarments (white) will be worn to present a conservative, feminine appearance. Females may wear a white crew neck style tee-shirt with a closed (buttoned) collar blouse (tee-shirt can not be seen). Pencils, pens, handkerchiefs, and jewelry will not be worn, carried, or exposed on the uniform. Cadets may wear one (1) wristwatch, one (1) 27

29 identification bracelet, one (1) pair of pearl, gold, or silver spherical earrings, and three (3) rings. Only one earring per ear may be worn. b. Hair. Hairstyle must permit the proper wear of any military hat and will not be worn in any style longer than shoulder length. Exaggerated styles with excessive fullness or extreme height are prohibited. Hair braids and hair ties worn in the hair must be of natural color (same color as hair). Ribbons, beads, or jeweled pins will not be worn. Hair will not exceed 3 inches in bulk or prevent proper wear of headgear. c. Wigs and Hairpieces. Wigs and hairpieces (hair weaves, etc.) may only be worn by female personnel in uniform only if they are of a matching natural hair color and conservative in style. Additionally, wigs and hairpieces must not prevent proper wear of the required military hat. d. Jewelry. Necklaces must be worn inside the blouse and out of sight. No more than three rings total may be worn on both hands at any given time. Rings must not draw attention to the hand. Nose or tongue rings will not be worn in the classroom at anytime and never in uniform. e. Cosmetics. Cosmetics will be conservative and in good taste. f. Undergarments. Female cadets may wear a white crewneck tee shirt under the blouse with the collar completely buttoned so it can not be seen. g. Fingernails. Fingernails must be neat and clean, and nail polish, if worn, must be in good taste and of a conservative color. Fingernails must be polished in a single color. Fingernail polish will be a solid color, in a natural color tone, and applied without any designs on the nails. h. Hose. Hose will be in a shade that compliments the uniform (black, blue, natural, and tan). (4) Removal of Service Dress Coat. Cadets are authorized to remove their coats in the classroom with the SASI/ASI's permission. Ties/Tabs will not be loosened anytime while in uniform. (5) Optional Items. Double knit pants and the blue windbreaker jacket may be worn, but are not issue items. The blue windbreaker, when worn, will be zipped up at least halfway. The SASI/ASI may authorize the wear of the blue uniform with a white long sleeve shirt (male) or white blouse (female) and an Air Force tie/tab on appropriate occasions (semiformal dress). Female cadets may also be authorized to wear a civilian gown on appropriate occasions. For Elite Guard authorizations see Operating Instruction-03 (OI-03). (6) Uniform Grading Procedures. Failure to comply with any of the above items will be graded during weekly uniform inspections and recorded on the Uniform Inspection Guide (See Attachment A-5). Major item areas of point deductions are shown on the Uniform Inspection Guide and additional items can be added by the SASI/ASI as needed. Failure to wear the uniform on the assigned 28

30 inspection day or absence make-up day will result in a grade of 0 (See note on page 19). Failure to wear the uniform will result in parent notification and referral to the grade level principal for the second offense, and all subsequent not-in-uniform (NU) offenses during that semester. General. This guide covers the authorized badges and insignia to be worn and procured by AFJROTC units. All items identified in this guide come from AFROTCI and will be furnished by HQ AFROTC, with the exception of additional Color Guard and Drill Team items not listed in AFJROTC Awards Manual; approved school shoulder patches or shoulder cords; the Kitty Hawk Air Society (KHAS) badge; and the service cap insignia (both with or without stars). B. Name Tags. Name tags are authorized, but not required for wear with all uniforms. However, once name tags are issued they will be worn by all cadets. Cadets will use the standard Air Force blue, clutch-design name tag. The name tag will be of the engraved type. All cadets must wear name tags, or no cadets may wear them. C. AFJROTC and Unit Shoulder Patches. AFJROTCI Section Wear of the AFJROTC official shoulder patch is mandatory on all outer garments, except for the raincoat, overcoat, and all-weather coat. The GA-933 unit patch was approved by HQ JROTC. Wear of the unit patch is approved and authorized by the SASI. All cadets will be issued and required to wear both shoulder patches. Both shoulder patches may be worn on all outer garments, except the raincoat, overcoat, and all-weather coat. The AFJROTC patch is worn on the left sleeve and the unit patch on the right sleeve ½ to 1 inch below the outer shoulder seam (see attachments 3 through 8). D. Shoulder Cords. Cadets are authorized to wear one shoulder cord on the left shoulder. Wear the shoulder cord only on the short or long sleeve light blue shirts or blouses with epaulets. Colors to denote different honors may be used. Wear with the service dress coat is authorized only for Color Guard and Elite Guard, see Policy Letter-03 (PL-03) for additional details for shoulder cord wear. 29

31 E. First Sergeant Device. Cadet Master Sergeants or above assigned to First Sergeant duties are authorized to wear the active duty First Sergeant s miniature diamonds. When no longer assigned First Sergeant duties, the cadet must remove the devices from their AFJROTC uniform. Each First Sergeant device is centered directly above the cadet miniature metal chevron rank insignia Wear of Ribbons and Medals A. Ribbons of Other Services. AFJROTC cadets are authorized to wear ribbons earned while enrolled in the U.S. Army, U.S. Navy, U.S. Marine Corps, or U.S. Coast Guard JROTC. Except for valor awards, do not mix ribbons of different services. Group according to service with order of precedence determined by the regulations of each service. AFJROTC cadets will normally wear AFJROTC and CAP ribbons ahead of other service JROTC ribbons or awards. Only five CAP ribbons (General Carl Spaatz award, General Ira C. Eaker, Amelia Earhart award, General Billy Mitchell award, and General J. F. Curry Achievement award) may be worn on the AFJROTC uniform. Group other services JROTC ribbons behind Air Force JROTC ribbons or in lower order of precedence. Active duty, National Guard, reserve, or Boy Scout ribbons, metals, and badges are not permitted on cadet uniforms. See Air Force Junior ROTC Ribbon Chart back of Cadet Guide. B. Valor Awards. Wear valor awards ahead of other ribbons, regardless of which JROTC service awarded them. Air Force JROTC valor awards will be grouped first (highest in priority order). C. Regular-sized Medals and Ribbons. These may be worn simultaneously when authorized locally for formal, semiformal, and special occasions. The routine wear of medals and ribbon together (mixed) is prohibited. The order of precedence will be the same as for ribbons. D. Award of the Good Conduct Ribbon. For a cadet to receive the Good Conduct Ribbon, the cadet must have all conduct grades of a satisfactory S or better in ALL classes for the school year (or all grading periods used to determine award). Also, no in-school suspensions (ISS) or out-of-school suspensions (OSS) are allowed for the school year. See (OI 06) for all requirements. E. Award of the Attendance Ribbon. For a cadet to receive the Attendance Ribbon, the cadet must have two or less absences for the school year (or all grading periods used to determine award), either excused or unexcused, for his or her JROTC class period. See (OI 06) for all requirements. F. Award of the Dress and Appearance Ribbon. The cadet must have an average of not less than 92 for all uniform inspections during the school year (or all grading periods used to determine award). In addition, the cadet can not have more than two unexcused failures to wear the uniform for the school year (or all grading periods used to determine award). See (OI 06) for all requirements. G. Chapter FOUR - Cadet Evaluations 4-1. Instructor Counseling A. The SASI and/or ASI will privately counsel each cadet at least once each semester during the school year. This will normally occur during November and February each year. The current GA-933 Counseling form will be used. A copy will be filed in the cadet's personnel folder. 33

35 4-2 AFJROTC Leadership Rating A. At least once each 9 weeks two times a semester during the school year, cadets in leadership positions will rate their subordinates for possible advancement in rank and/or position. The current GA-933 Leadership Rating form will be used for these evaluations. B. The Cadet Wing Commander will be evaluated by the SASI/ASI. C. All evaluations will be endorsed by the next higher official above the evaluator and all evaluations will be reviewed by the SASI/ASI. D. The Cadet Information Officer is responsible for the privacy and safe keeping of the AFJROTC Cadet Leadership Rating forms. 4-3 Cadet Boards AFJROTCI Section 6.3. / Section 8.6. A. The SASI/ASI may appoint a board of cadet officers to: (1) Determine failure to meet standards of good conduct. (2) Select cadets for promotion. Command and staff positions and rank will be determined by the SASI/ASI. (3) Select cadets for outstanding accomplishments in the areas of academic achievements, leadership, and other applicable areas of achievement. B. The findings and recommendations of cadet boards are always subject to approval by the SASI/ASI and will serve only as a basis for further action by the SASI/ASI. Reports will follow formats provided by the SASI/ASI. C. The SASI/ASI will be present during cadet boards to offer advice and to assure that proper procedures are followed. Chapter FIVE Activities 5-1. AFJROTC Co curricular Activities AFJROTCI Section 4.1. / Section 8.2. / Section A. These are functions which cadets help plan and which serve to augment AFJROTC classroom and leadership education requirements. They may reinforce portions of the Aerospace Science and Leadership Education objectives. They serve not only to stimulate cadet esprit de corps but also provide experience in Air Force traditions. Curriculum-in-Action trips, Drill Teams, military balls, local AFJROTC unit newspapers and honorary academic groups are examples of co curricular activities that may be used to motivate and reinforce the learning experiences of all cadets. 34

36 B. The SASI and ASI are responsible for the supervision and control of these activities and will ensure that cadet behavior is above reproach. Supervision of cadets by the SASI/ASI must be continuous. Disorderly and unbecoming conduct by cadets cannot and will not be tolerated. Guidelines and requirements will be developed by the cadet, SASI/ASI, and the school authorities for all co curricular activities in the unit. C. AFJROTCI Section 4.5. A curriculum-in-action trip is a school activity. Appropriate consent forms are required for a cadet to participate. D. Cadets must meet school requirements and be approved by the SASI and ASI in order to participate. E. AFJROTCI Section / Section Community service is required to be documented for all second (AS II) and third (AS III) year cadets. AS II cadets are required to complete 10 hours and AS III cadets 15 hours. All non-jrotc community service activities are encouraged, but must have prior approval from the SASI/ASI to ensure service is appropriate. If done this way, you must be completed prior to 1 December. AS II and III cadets must complete their community service requirements prior to 1 March of the school year. All cadets are highly encouraged to volunteer for community service builds character. (1) The service must benefit the general community. Not just the help the corps Fund Raising A. Fund Raising activities are essential to the unit and are permitted. All JROTC fund raising activities on or off campus will be approved by the SASI/ASI, principal, and the Board of Education. The SASI/ASI will determine the appropriateness of the cadets wearing the uniform while participating in fund raising activities. B. Cadets are required to help raise a certain amount of money during the school year as fulfillment of an obligation to the unit. Since many cadet activities are not completely funded by the school, Air Force, or outside organization all cadets must help to maintain unit funds. (AFJROTC Activity Fee s) C. Donations, car washes, working at sporting events, the sale of approved items, and other types of fund raisers, as approved, are the sources of income required to have co curricular activities and to purchase items required by the cadet squadron, but not funded from outside sources. 35

37 D. Any and all funds raised by the cadets through authorized activities must be turned into the cadet staff responsible for the activity, SASI, ASI, or the bookkeeper. Any personal use of funds raised is strictly prohibited! 36

Cadet Wing Commander (C/WG/CC) is responsible for: (1) Cadet command and control of the Cadet Wing using staff members and subordinate commanders. (2) Assisting SASI/ASI in decisions concerning Cadet Wing activities, including staff selections, promotions, and demotions. (3) Appearance, discipline, efficiency, training, and conduct of the Cadet Wing. (4) Inspecting all aspects of the Cadet Wing. (5) Insuring all members have the opportunity to develop leadership abilities. (6) Convening cadet boards as required. (7) Identifying and establishing goals to be attained by the cadet staff, subordinate commanders, and other cadets. (8) Managing the cadet staff and making sure the objectives are met. (9) Coordinating instructions from SASI/ASI with appropriate cadet staff members. (10) Other duties as may be appropriate. B. Cadet Vice Wing Commander (C/WG/CV) is responsible for: (1) Assuming command of the Cadet Wing in the absence of the C/WG/CC. (2) Assisting the Cadet Commander in all his/her responsibilities. (3) Preparing and submitting to the C/WG/CC evaluations on all cadet staff members. (4) Coordination and control of cadet staff. (5) Presiding as senior member on cadet boards. (6) Establishing committees by assigning cadets, outlining duties, establishing suspense dates, and monitoring committee progress. (7) Maintaining regular contact with Cadet Comptroller Officer on the budget of funds for AFJROTC Co curricular Activities. 38

40 (8) Keeping the C/WG/CC informed of all activities relating to their staff position. (9) Other duties as may be appropriate. C. Cadet Executive Officer (C/WG/CCE) (1) Advises Commander and Vice Commander on problems with the corps and its officers. (2) Provide recommendations to the commander based on suggestions from the staff. (3) Provide and review all training requirements for the Top Seven Cadets. (4) Track all suspense s. (5) Chair the promotion boards in the absence of the Vice Commander. (6) Works with the Wing Commander in all large functions (Military Ball, Dinning Inn s, Dinning Out s, DNFS, and Peach Cup, etc.) D. Cadet Wing Superintendent (C/WG/CCC) is responsible for: (1) Providing recommendations to the Cadet Commander based on inputs from cadets and liaison between the corps and the staff. (2) Advising the C/WG/CC on problems with the corps and possible solutions. (3) Ensure the SASI/ASI is given a copy of all minutes including cadet problems that affect the corps. (4) Works with the Executive Officer to develop squadron activities. (5) Performing other duties as assigned by the C/WG/CC. E. Cadet Operations Group Commander (C/OG/CC) is responsible for: (1) Standardization Evaluation (Stan Eval) for the cadet operations division. (2) Ensuring all cadet operations and group activities are conducted in accordance with current Air Force, Air Education and Training Command (AETC), and AFJROTC and corps regulations, directives, policies, and procedures. (3) Planning and coordinating extracurricular activities with other school organizations. (4) Assisting the SASI/ASI in scheduling base visits and similar activities. (5) Overseeing flight commanders. 39

41 (6) Performing other duties as assigned by the C/WG/CC and C/WG/CV. F. Cadet Mission Support Group Commander (C/MSG/CC) is responsible for: (1) Writing and posting minutes of the weekly staff meeting. (2) Maintaining the squadron administrative files in accordance with policies and procedures established by the C/WG/CC. (3) Maintaining the bulletin boards, and posting current and correct squadron correspondence, leadership training, and special function notices. (4) Maintaining the group continuity files. (5) Maintaining and updating all cadet regulations. (6) Overseeing Administration, Logistics, Finance (Comptroller), and Public Affairs. (7) Performing other duties as assigned by the C/WG/CC and C/WG/CV. G. Cyber Officer (C/CO) AFJROTCI Section (1) Providing recommendations to the Cadet Wing Group Commander, Mission Support Group Commander based on inputs from cadets and the corps Logistics officer. (2) Advises the C/WG/CC and Mission Support Group Commander of any issues dealing with information technology. (3) Assisting the C/WG/CC, C/WG/CV and the SASI/ASI in decisions concerning Cyber Patriot issues. (4) Track all Information Technology issues. (5) Performing other duties as assigned by the C/WG/CC. H. Operations Group Vice Commander (C/OG/CV) is responsible for: (1) Assuming command in the absence of the C/OG/CC. (2) Assigning cadets for all AFJROTC functions. (3) Overall supervision of Color Guard, Drill Team, Rifle Team, Rocket Team, Sabre Team, and squadron sports activities. (4) Supervision of all Student/Cadet Activity functions. (5) Performing other duties as assigned by the C/WG/CC, C/WG/CV, or C/OG/CC. 40

42 I. Cadet Squadron Commanders (C/SQ/CC) are responsible for: (1) Assisting SASI/ASI in decisions concerning cadet activities, including staff selections, promotions, and demotions. (2) Assisting WG/CC in appearance, discipline, efficiency, training, and conduct of the corp. (3) Ensuring all members have the opportunity to develop leadership abilities. (4) Coordinating instructions from SASI/ASI, Group Commanders, and Wing Commander with appropriate cadet staff members. (5) Advises Commander and Vice Commander on problems with the corps and its officers. (6) Providing recommendations to the commander based on suggestions from the staff. (7) Other duties as may be appropriate. J. Cadet Information Management Officer (C/IM) is responsible for: (1) Publishing, authenticating, distributing, and filing all administrative publications of the Cadet Corp. (2) Keeping minutes of the Cadet Corp staff meetings. (3) Maintaining Cadet Corp files. (4) Assisting in the preparation of awards, decorations, citations and/or recommendations for awards. (5) Filing correspondence, screening for obsolete material, and coordinating with SASI/ASI on destruction. (6) Assisting other staff members in making and maintaining rosters, lists, forms, etc. (7) Ensuring that copies of all directives and publications are available. (8) Keeping the magazine rack neat and current. Retires outdated magazines to the school library. (9) Training the NCOIC s in the duties and responsibilities of their staff functions. (10) Making records on newly assigned cadets. (11) Maintaining an accurate record of each cadet's activities and achievements, 41

43 posting the Cadet Personnel Record, and filing special orders and other documents. (12) Maintaining rosters (telephone numbers, date-of-rank, recommendations for promotions, etc.) (13) Initiating and maintaining cadet performance evaluations. (14) Making assignments/reassignments between units within the squadron. (15) Maintaining attendance records for staff meetings, briefings, and special functions. (16) Recording the Cadet Corp Promotion Board. (17) Serving as a member of cadet boards as directed by the SASI/ASI. (18) Providing cadet records to cadet boards, as requested. (19) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/MSG/CC. K. Cadet Logistics Officer (C/LG) is responsible for: (1) Assisting the SASI/ASI to receipt, issue, and account for all uniform items and equipment. (2) Assisting the SASI/ASI in maintaining supply records under AFROTCR (3) Organizing and supervising issue, maintenance, repair, and cleaning of AFJROTC facilities, uniforms, and equipment. (4) Assisting the SASI/ASI in conducting inventories. (5) Providing guidance to the cadet staff on proper supply discipline. (6) Assisting in the storage of surplus materials and equipment. (7) Training the NCOIC in the duties of this staff position. (8) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/MSG/CC. L. Cadet Squadron Finance Officer (C/FM) is responsible for: (1) Assisting SASI/ASI in establishing financial procedures and maintaining the cadet fund. 42

44 (2) Assisting in planning, organizing, controlling, and coordinating unit fund activities. (3) Accurate monthly accounting of AFJROTC activity fund by information provided from school bookkeeper; prepares monthly statements and files forms. (4) Training the NCOIC in the duties of this staff position. (5) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/MSG/CC M. Cadet Public Affairs Officer (C/PA) is responsible for: (1) Providing AFJROTC/DOJ, Maxwell AFB, with all publicity about the unit (with SASI/ASI coordination). (2) Establishing and maintaining coordination with the GA-933 Courier on items pertaining to the unit. (3) Ensuring that publicity concerning the cadet squadron is directed to non- AFJROTC students and Air Force Area Manager. (4) Maintaining a unit scrapbook. (5) Developing and maintaining picture boards of on-going unit activities. (6) Publishing a cadet squadron newspaper, GA-933 Courier, and newsletter (as appropriate). (7) Cadet Corp public relations. (8) Training the NCOIC in the duties of this staff function. (9) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/MSG/CC. N. Cadet Flight Commander (C/FCO) is responsible for: (1) Appearance, discipline, efficiency, and training of the Flight and for conduct of cadets during Aerospace and Leadership Education classes. (2) Training in drill and ceremonies (individual, flight, and squadron) during LE Laboratory. (3) Leading and directing the flight in activities when an instructor is not in direct control of the flight. (Gets the class ready for class; conducts any essential business before instructor enters.) (4) Advising the C/OG/CC of discipline problems that can affect cadet squadron efficiency. 43

45 (5) Appointing responsible people to serve as flight representatives on squadron staff agencies. (6) Training the Flight Sergeant. (7) Selecting element leaders (8) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/MSG/CC. O. Cadet Wing First Sergeant (C/WG/CCF) is responsible for: (1) Holding periodic NCO staff meetings to ensure proper support is being given to C/WG/CC and C/OG/CC. (2) Training and general supervision of Cadet NCOs and Airmen, particularly in "out-of-class situations." (3) Direct support of the SASI/ASI in leadership training. (4) Planning cadet formations. (5) Following up on decisions of cadet boards concerning discipline. (6) Maintaining discipline among cadets. (7) Sitting as permanent member of the Cadet Promotion Board. (8) Training Cadet Corp Guidon in the duties of this position. (9) Other duties as assigned by the C/WG/CC. P. Cadet Flight Sergeant (C/FLT SGT) is responsible for: (1) Assisting the FCO; reports/records attendance. (2) Forming cadets for leadership training. (3) Preparing cadets for inspections; recording merits/demerits. (4) Assisting in the training of cadets in drill and ceremonies. (5) Supervising cadet staff specialists in their flight activities. (6) Other duties as assigned by the C/WG/CC, C/WG/CV, C/OG/CC, or C/FCO. Q. Element Leaders are responsible for: (1) Discipline within the element. 44

(4) Selecting alternates for all activities; using alternates when members are absent or must be eliminated due to personal appearance. (5) Conducting meetings regularly to keep members informed, view films, talk through routines, and train. (6) Maintaining schedules of performances; coordinating with the C/OG/CC so that dates are on the Master Calendar of Activities for the unit. (7) Training of assistants in the duties of these positions. (8) Other duties as assigned by the C/WG/CC, C/WG/CV, or C/OG/CC. S. Color Guard Commander (C/CG) is responsible for: (1) Training the Color Guard for presentation of colors at school and community functions. (2) Making sure each member has the correct uniform and accessories for the occasion. (3) Inspecting all members of a performing unit before the performance to insure proper appearance. (4) Selecting alternates for all activities, using alternates when members are absent or must be eliminated due to personal appearance. (5) Conducting meetings regularly to practice, keep members informed, view films, or talk through practice routines. 45

47 (6) Maintaining schedules of performance, coordinating with Operations Group Vice Commander (C/OG/CV) so that dates are on Master Calendar of Activities for the unit. (7) Training the assistant in the duties of this position. (8) Other duties as assigned by the C/WG/CC, C/WG/CV, or C/OG/CC. T. Rocket Team Commander (C/RO) is responsible for: (1) Training team members in rocket construction, safety, launch and recovery procedures, and for competition events. (8) Other duties as assigned by the C/WG/CC, C/WG/CV, or C/OG/CC. U. Chorus Commander (C/CH) is responsible for: (1) Training the chorus for musical presentations at school and community functions. (7) Training the assistant in the duties of this position. V. Physical Fitness Officer (PT/PFO) is responsible for: (1) Coordinates with the SASI on the dates and places PT activities will occur. (2) Prepares PT checklists for documenting cadets training status. (3) Computes total scores to determine which male and female cadet is top PT scorer. (4) Selecting alternates for all activities. 47

50 Chapter SEVEN MERIT/DEMERIT SYSTEM The demerit system is established for the specific purpose of letting the cadet know he or she needs to improve in certain areas, or their actions were unacceptable in certain situations. This process should be viewed as constructive criticism and a learning tool. Demerits can be levied by cadet NCO s, cadet officers, or instructors. When demerits are issued, it is the responsibility of the individual to provide those inputs to the offender s Flight Commander and Personnel Officer. Demerit amounts of will decrease the cadet s grade by 10 percentage points. Demerits of will decrease the cadet s grade by 15 percentage points. Demerits of will decrease the cadet s grade by 20 percentage points. If a cadet receives more than 50 demerits during a semester, he/she will be required to meet a discipline review board for appropriate action, which could lead to dismissal from the program. Merits/demerit totals will be tracked by each Flight s Information Officer/NCO. Guidelines for common demerits are listed below. (a) Each uniform violation (b) Each behavior violation (c) Each ISS/OSS 1 demerit 2 demerits 10/20 demerits Note: This is only a guide; the nature/frequency of the offense will determine the amount of demerits. The merit system is designed to recognize cadets who go above and beyond the basic requirements of AFJROTC. Merits can be also issued by cadet NCO s, cadet officers, instructors, or by recommendation of other teachers, administrators, or members of the community. Accumulated merits will count as extra-credit points when figuring a cadet s semester grade. Merit amounts greater than 10 will increase the cadet s grade by 10 percentage points. Examples of common merits include: Special projects for teachers (1-5 merits, depending on the complexity of the project), Extra community service (10-20 merits, depending on the time involved) Merits and demerits will be a criterion for both national and local awards at the end of the academic year. The SASI/ASI can, upon request from the affected cadet, authorize outside projects/tasks that can remove demerits from a cadet s record. Specific tasks and number of demerits removed will be at the discretion of the SASI/ASI. All merits/demerits accrued over the semester will be removed from the cadet s record at the end of the semester. 49

51 METHOD OF APPEAL If a cadet sees a problem in his/her being issued demerits, he/she will have two (2) school days to see the individual who issued the demerit and discuss the matter with them personally, during which the individual can explain why the cadet was written-up. If the cadet still non-concurs, he/she can hold a meeting with the individual and SASI/ASI to resolve the matter. Demerit appeals shall not be granted after the two-day limit. 50

52 Chapter Eight WELLNESS PROGRAM 8.1. General. Although AFJROTC does not have cadet weight or physical fitness standards, we encourage cadets to establish their own physical fitness training program. If you start a program now and stay physically active, you will reap the benefits of a physically fit body throughout your life Policies. The Physical Fitness Officer at the beginning of classes will outline the Wellness Program for cadets. As in other parts of the AFJROTC class performance will be recognized. There are four Individual awards are available including a Most Improved Cadet. In addition, each cadet who achieves the program s objectives will be awarded the AFJROTC Physical Fitness Ribbon. Categories of awards based on performance are described below Medical Evaluation. It is always advisable to consult your physician prior to initiating any exercise program. Parental permission will be obtained prior to participation in the AFJROTC Wellness Program Establishing Cadet Performance - This physical fitness training program will include numerous activities and a personal fitness regimen with obtainable objectives. The Physical Fitness NCO will input cadet information into CIMS to track wellness program progress as well as to identify those cadets who are eligible to receive superior awards for their performance. Individualized training programs are based on national standards by age and gender. Areas of improvements as well as how to reach program goals will be identified for each cadet Competitions. During the year, physical fitness and athletic competitions may become a part of field days, flight, and other corps competitions Physical Fitness Days. Physical Fitness will be held EVERY FRIDAY, unless otherwise noted by the SASI/ASI Cadets can earn up to 100 points on Physical Fitness Days. 50 points will be awarded for wearing the official PT clothing, shorts and shirt and proper shoes..etc. Shirts must be tucked in. 50 points will be given for participation and completion of the activity for the day Points will also be given based upon improvement in personal physical fitness levels. Each cadet will take a fitness test within the first 45 days of the school year. Those numbers will be noted. The cadets will again be tested in December and lastly will be tested in April. Extra-credit points will be given based upon the percentage of personal improvement. 2 points per every 1% of improvement in 3 major categories: (1) 1 mile run or walk time (2) number of push-ups completed in 1 minute (3) number of sit-ups completed in 1 minute. 51
