6 GENERAL PROVISIONS AND BACKGROUND Chapter 1 SECTION A AUTHORITY, MISSION, OBJECTIVES, AND INSTRUCTOR STAFF 1.1. Authority: The Reserve Officers Training Corps (ROTC) Vitalization Act of 1964 tasks each military department to establish and maintain Junior Reserve Officers Corps units at public and private secondary institutions. Such schools must provide a course of military instruction not less than 3 years in length as prescribed by the military department concerned. Schools are selected upon the basis of fair and equitable distribution throughout the nation. Each Air Force Junior ROTC (AFJROTC) unit must maintain an enrollment of at least 100 physically fit students or 10 percent of the school enrollment, whichever is less, and are U.S. citizens in 9 th grade or above. The law further authorizes the use of retired officers and noncommissioned officers as instructors AFJROTC Mission: Develop citizens of character dedicated to serving their nation and community. Cadets will memorize the mission statement of AFJROTC AFJROTC Goals: To instill values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment in high school students AFJROTC Objectives. Cadets will develop: An appreciation of the basic elements and requirements for national security Respect for and an understanding of the need for constituted authority in a democratic society Patriotism and an understanding of their personal obligation to contribute to national security Habits of orderliness and precision A high degree of personal honor, self-reliance, and leadership A broad based knowledge of the aerospace age and fundamental aerospace doctrine Basic military skills A knowledge of and appreciation for the traditions of the Air Force An interest in completing high school and pursuing higher educational goals or skills An understanding of the Air Force and military as a possible career path. 1.5 Instructor Staff. JROTC instructors are retired Air Force commissioned and noncommissioned officers (NCOs). The Senior Aerospace Science Instructor (SASI) is a commissioned officer whose main task is to teach Aerospace Science. The SNCO/NCO is employed as an Aerospace Science Instructor (ASI) whose major task is to teach Leadership Education. They work together as a team to manage and administer the AFJROTC program. Both are certified for their positions by the U.S. Air Force and are members of the school faculty. 6

7 SECTION B -- ENROLLMENT AND DISENROLLMENT 1.6. Enrollment. Cadets must be full time students in good standing and enrolled at Pinecrest High School or a Moore County School with an agreement between principals; a U.S. citizen or an alien applying for permanent residence; at least 14 years old; of good moral character; and physically fit and able to participate in all activities. THERE IS NO MILITARY SERVICE OBLIGATION FOR AFJROTC ENROLLMENT Disenrollment. A cadet action board convenened the first Wednesday of each month, which will consist of the the Cadet Group Commander, The Cadet Command Chief, and either the Executive Officer or Operations Officer, may recommend cadets for DISENROLLMENT to the SASI and ASI if the cadet: Fails to wear the uniform three times during the semester. (unexcused) Fails to maintain personal appearance and uniform standards after many attempts to correct the deficiencies by the SASI, ASI, or senior cadets Fails to abide by Pinecrest High School Student Code of Conduct, receives suspensions, alternative campus assignments, and/or expulsion Is not enrolled as a full time student at Pinecrest High School or another Moore County School with an agreement between principals Fails to follow classroom rules; maintain a positive attitude towards training; comply with classroom procedures; or maintain self-control as determined by a cadet action board Does not abide by the Cadet Code of Conduct or Honor Code. SECTION C -- CONTRACT, CODE OF CONDUCT, HONOR CODE AND CORPS TENETS Cadet Contract. Upon enrollment all cadets will complete the cadet contract. Returning cadets will complete the contract annually. The contract shown in Figure 1.1 will be filed in their Cadet Personnel Record Cadet Code of Conduct, Honor Code, Corps Tenants, and Vision Statement. These codes are closely related and supplement each other. The cadet code of conduct belongs to the cadets and is meant as a guide Cadet Code of Conduct. A Cadet will: Respect their parents, school officials and staff, teachers, and community leaders. Refrain from any act or use of derogatory word(s) that would discredit themselves, their family, the school, or the Unit. Dedicate themselves to excel in academics, athletics, extracurricular activities, community service, and after school employment. 7

8 Perform all assigned duties and meet obligations in a timely manner. Maintain self-respect, self-control, and good behavior. Be honest and understand that honorable failure is better than success through unfair means. Be proud of their uniform and commitment to AFJROTC, which sets them apart from others. Be an exemplary role model with high standards of conduct. Respect other cadets and follow the directions of Cadet Officers Cadet Honor Code. "A Cadet will not lie, cheat, or steal nor tolerate among them anyone who does." A Cadet will be HONEST in both word and deed. A Cadet will not make quibbling or evasive statements, will do their own work, and will assist others with a sense of cooperation to meet Unit goals. Living by the Cadet Honor Code will become engrained in the Cadets and will follow their daily lives Corps Tenets and Vision Statement: The Corps Tenets are ten character traits that all Cadets will embody. Cadets WILL memorize the Corps Tenets. They are: CORPS TENETS C Courage A Attitude D Dedication E Effort T Teamwork P - Perseverance R - Respect I Integrity D Duty E Excellence VISION STATEMENT To continue to teach and motivate the Cadets to achieve excellence in all aspects of their lives. 8

9 SECTION D -- ORGANIZATION Organization. The AFJROTC NC-043 Cadet Unit is organized as a Cadet Group Chain of Command. Each cadet will know the chain of command and the names of the people assigned to the positions contained in Figure 1.2. The Chain of Command defines lines of authority and communication. Cadets should use the chain for cadet business such as questions on uniforms, customs and courtesies, drill, cadet evaluations and promotions, cadet awards, extracurricular activities, and class rules and procedures Corps Motto. The Corps motto reflects the Cadet s commitment to the program. The motto will appear on stationery and other cadet clothing, awards, and symbols. The AFJROTC NC-043 motto is "Integrity Above All". SECTION E CADET RESPONSIBILITIES 1.13 Cadet officer sand NCOs are responsible for maintaining discipne and setting a proper example at all times Cadet offciers and NOCs are authorized to give orders to those junior to them in rank or position. This authority is confined to AFJROTC activities and will be exercised only in carrying out AFJROTC responsibilities. Cadets have no authorization to excuse other from formations or classes, or to change existing orders and regulations. All cadets who are members of an organized team are subordinate ot the team leader irregardless of rank or position when performing team activities. 9

Number UNDERSTANDING: Belonging to the Cadet Corps is a privilege, not a right. The SASI/ASI reserves the right to remove anyone from the program if they fail to meet the standards addressed in this contract. AGREEMENT: In order to maintain the high standards of courtesy, personal conduct, and appearance required by the Air Force and NC-043, I understand and agree to: 1. Wear the uniform issued to me every Wednesday during the school year unless an excuse deemed valid by the SASI/ASI is given. Failure to wear the required uniform on three occasions may result in disenrollment. 2. Clean the uniform regularly and ensure that it is well-kept. 3. Maintain my hair and/or personal appearance within published Air Force standards while enrolled in AFJROTC. Failure to maintain established standards will affect my overall uniform inspection grade and may lead to disenrollment. 4. Abide by the Pinecrest High School Student Code of Conduct and refrain from behavior that will discredit the Cadet Corps, Moore County School District or Pinecrest High School. 5. Be prepared for Aerospace Science and Leadership Education classes. This includes bringing writing supplies, appropriate books, homework assignments, projects, and other required materials. This is a part of your daily grade. 6. Attend all classes unless excused in accordance with school policy. 7. Pay an activity fee of $ This fee will pay for the purchase of a spirit shirt and curriculum supplies not funded by HQ AFOATS, Pinecrest High School or Moore County School District. The payment is due no later than 15 September. 8. Participate in ALL JROTC fundraising activities. All funds raised pay for activities not normally funded by the school or HQ AFJROTC such as, but not limited to, extra curricular corps activities, student classroom supplies, field trips, military awards banquet, etc. 9. Accept monetary responsibility for any issued uniforms, books, equipment, or other items lost or stolen. Failure to do so will result in the cost being added to the school s Fees and Fines List. 10. Maintain published Pinecrest High School and AFJROTC academic standards. 11. Turn-in issued uniform(s) and textbooks when no longer enrolled in JROTC or at the end of the school year. Failure to return items will result in placement on the school s Fee and Fines List. 10

11 12. Wear physical training uniform and PARTICIPATE in Wellness Activities every Friday, unless a medical condition prohibits participation AND is documented by a PHYSICIAN. Each student must have a current AFJROTC Physical Health Screening Questionnaire. 13. Attend the AFJROTC Military Ball/Military Awards Banquet. This activity is filled with military tradition and is essential to good unit esprit de corps. Fundraising activities defray the cost for the cadet attending the Military Awards Banquet/Military Ball. Failure to attend will impact my semester grade. 14. Attend monthly Commander s Calls. These events normally occur on the last Tuesday of every month during the school year and allow for the Cadet Group Commander to gather the entire Unit and disseminate pertinent information and recognize Cadets for their accomplishments. Parents are encouraged to attend. 15. Respond positively to other cadets who have been appointed to leadership positions in the Cadet Corps. Rendering proper military courtesies to instructors and other cadets with senior rank is necessary. I will conduct myself accordingly and respect administrators, teachers, staff, and other adults. I will conduct myself properly when I am entrusted with a leadership position. STUDENT AGREEMENT: I understand that failure to abide by this agreement may result in demotion and removal from assigned positions, not being allowed to participate in AFJROTC field trips or extracurricular activities or possible disenrollment from the Unit. I have discussed the above information with my daughter/son. We are responsible for payment of the annual activity fee of $ I assume responsibility for the cost of issued uniforms, books, and/or items issued if my son/daughter, damages them beyond fair wear and tear, does not return these items at the end of the school year, upon disenrollment, or at the request of the SASI or ASI. 14 Chapter 2 CLASSROOM RULES/PROCEDURES, GRADING SCALE, GRADE DISTRIBUTION SECTION A -- CLASSROOM RULES/PROCEDURES 2.1. Classroom Rules. All cadets will abide by the following class rules. Cadets WILL: Not chew gum, eat food, or drink beverages in the classroom, cadet area, or instructor offices, with the exception of water Not wear hats or other headgear indoors during any Cadet or school activity Not talk when the instructor or a guest lecturer is talking unless recognized. When recognized Cadets will stand to speak Not be late to class. Any unexcused tardy will result in a Form One being taken Not write on the bulletin board, or on any other visual aid without the instructor's permission Not place books, athletic/book bags, purses, or other personal belongings in aisles or walkways Not sleep or put their head down on the desk. If tired cadets may quietly stand in the back of the classroom Not be loud, disruptive, or participate in any form of horseplay. Cadets will not throw objects in the classroom Not forget to address all members of the unit, instructors, guest lecturers and all school faculty as "Sir" or "Ma'am" Not enter instructor offices without being given permission to enter and to address the instructor Come to class prepared. Cadets will assure they bring all required materials to class Not be disrespectful, inconsiderate, threatening, or use vulgarity towards anyone Not use any personal electronic device during the class period. These devices include but are not limited to, cell phones, MP3 Players, gaming devices, etc. Headphones will be not worn/visible in class or in uniform. Cell phones will not be visible unless given permission to use by the instructors. Chromebooks will not be out or used unless permission given by instructors. The instructors assume no responsibility for lost or stolen electronic devices Classroom Procedures. The following are the daily classroom procedures: Cadets will stand behind their desks at Parade Rest prior to the tardy bell. The position of parade rest require sthat cadets are silent with head and eyes straight forward and feet approx 14

15 shoulder width apart with hands tucked neatly at the small of the back. AFJROTC NC-043 CADET HANDBOOK Flight Commander or Flight Sergeant will then call the flight to attention by commanding Flight, ATTENTION With the flight at Attention, Flight Commander/Sergeant will direct Element Leaders to Report. Element leaders will respond by appropriately facing and saluting, then giving the number and names of cadets absent from their element. For example: FLIGHT COMMANDER: Element Leaders, Report. 1 st ELEMENT LEADER: First Element all present and/or accounted for, Sir/Ma am. 2 nd ELEMENT LEADER: Second Element, One Missing, Cadet Martin, Sir/Ma am. 3 rd ELEMENT LEADER: Third Element, One Tardy, Cadet Morales, Sir/ Ma am. When the instructor enters the classroom the Flight Commander/Sergeant will call the room to attention and place the flight at Present, ARMS, then turn to the instructor, salute, and state SIR, (Flight) ALL PRESENT AND/OR ACCOUNTED FOR or (NUMBER) CADETS ABSENT". After the report, Order, ARMS is given and the flight cites the Pledge of Allegiance when directed by the instructor. The instructor will direct the flight to "TAKE YOUR SEATS". Cadets will then be seated and remain quiet. The Flight Commander/Sergeant will then proceed read the Operations Orders for the day afterward the instructor will take charge of the flight Cadets with absences are responsible for getting their missed work from the instructors. Make-up work will be due the NEXT class period. If an excuse is validated and entered into Poerschool by the Attendance Clerk the SASI/ASI will change change the daily grade as necessary to reflect the excused absence. Unexcused absences and excessive tardies will negatively affect the cadet s overall course grade At approximately two minutes before the dismissal bell, the instructor will direct the Flight Commander or Flight Sergeant to prepare the flight for dismissal by stating, FLIGHT COMMANDER or SERGEANT TAKE CHARGE OF THE FLIGHT. The Flight Commander or Flight Sergeant will state, "FLIGHT, PREPARE FOR DISMISSAL". Cadets will stop class work and place their books and classroom materials away or in the backpacks. Cadets will not begin to pack up until the order PREPARE FOR DISMISSAL has been given. Additionally the cadets will pick up any trash, and stand behind their desks in the Parade Rest position As the bell sounds, the Flight Commander/Sergeant will call the Flight to Attention and command, "FLIGHT DISMISSED. Cadets will then retrieve their personal belongings and depart the classroom in an orderly manner In the absence of the instructors, the Flight Commander and Flight Sergeant are responsible for the conduct of their Flight. 15

16 SECTION B -- GRADING SCALE 2.3. Grading Scale. Aerospace Science/Leadership Education Instructors will use the following weighted grading scale and assign a letter grade using the school's published grading scale. Instructors will maintain a computerized grading system that can be reviewed at any time. Progress reports will be printed and distributed in accordance with school policy. Cadets are expected to return signed Progress Reports during the NEXT class period. 17 2.4. Homework Policy. Cadets must accomplish and turn in all assigned homework on time to successfully complete an AFJROTC course. All homework is due at the end of the class period on the day it is due unless excused by the instructor. If a cadet is absent on the day homework is due and has been excused in accordance with school policy, homework is due not later than the end of the day after they return. This policy also applies to any other assignments, to include exams and class projects. It is the cadet's responsibility to make-up any work. For every school day an assignment is late, one letter grade will be deducted. The instructors may make exceptions to the above policies at their discretion Class Participation and Preparation. Each cadet is observed daily regarding class participation and class preparation. The Cadet s demonstrated preparation and participation can positively or negatively affect their overall grade. Failure to bring required books or to not have read the day s lesson are examples of being unprepared. Chapter 3 SALUTE, UNITED STATES FLAG & FLAGS OF FOREIGN COUNTRIES, CADET ETIQUETTE, AND POSITION OF HONOR SECTION A -- SALUTE 3.1. Salute. The salute is a traditional greeting between military personnel. The way Cadets execute a salute is important. A smart salute indicates pride in themselves and their Unit. A sloppy salute indicates lack of confidence and pride. Starting at the position of Attention, raise the right hand smartly and directly to the forehead along the front of the body while at the same time extending and joining the fingers, placing the thumb along the forefinger. Keep the palm flat, forming a straight line between the fingertips and the elbow. As the hand gets close to the face, tilt the palm slightly toward the face and hold the upper arm horizontally, slightly forward of the body, and parallel to the ground. Finally, touch the tip of the middle finger of the right hand to the outside corner of the right eyebrow or to the front right corner of glasses, if worn. 17

18 COUNT 2. Bring the arm smoothly and smartly downward retracing the path used to raise the right hand and arm to return to the position of Attention. SECTION B UNITED STATES FLAG & FLAGS OF FOREIGN COUNTRIES 3.2. United States Flag and Flags of Foreign Countries Display Unless illuminated, the U.S. flag will only be flown from sunrise to sunset. When the flag is displayed horizontally or vertically against a wall, the union will be to the observer s left. Generally the flag will be displayed flat or hanging free. The flag will be placed in the position of honor, to the right of a speaker, when displayed on a platform, in a hall, on a stage, or on the same level of the audience When the flag is displayed at half-staff, it is first hoisted to the top of the staff and then lowered to the half-staff position. When lowering it, it is first raised to the top of the staff and then lowered. At no time will the flag be allowed to touch the ground and after being completely detached from the halyards, the flag is folded properly into the shape of a triangle When a number of flags are displayed from staffs in a row, the United States flag will be on right of the line, the left of an observer facing the display. If no foreign flags are involved, the United States flag may be placed at the center of the line provided it is displayed at a higher level. When used on a platform it will be displayed above and behind the speaker's platform. When bunting is used, since the flag will never be draped over the platform, the colors will be arranged blue on top, white in the middle, and red below. No lettering or object of any kind will be placed on the flag and the flag will not be dipped. In a procession with another flag or flags, the United States will be either on the marching right, the flag's own right, or if there is a line of other flags, in front of the center of the line. It will never be carried flat or horizontally but always aloft and free Correct way to carry a staffed flag is to hold the staff with one or both hands in front of the center of the body with the base of the staff resting against the body and the staff sloping upward and forward at an angle of about 30 degrees from the body Customs and Courtesies. The flag and national anthem are symbols of the people, their land, and institutions. Therefore when we salute these symbols, we are saluting the nation. Flags and national anthems of friendly nations are shown the same respect as our own. Flag ceremonies may occur during parades, reveilles, retreats, and prior to special events. Reveille signals the start of the duty day while retreat signals the end of the duty day. Most flag ceremonies will be conducted with the playing of the United States National Anthem. All Cadets will render the following courtesies: When in uniform outdoors, and the National Anthem or "To the Colors" is played, Cadets will assume the position of Attention, face the flag (or direction of music), render a salute, and hold it from the first note of the music until the last note. When in civilian clothes, Cadets will assume the position of Attention, face the flag (or music), and place the right hand over the heart. A male removes his hat, holds it in his right hand, and places his 18

19 right hand over the heart. A female places her right hand over her heart but does not remove her hat When attending any outdoor event and a U.S. flag is carried past a Cadet; the Cadet, if in uniform, will assume the position of Attention, face the path of the flag, render a proper salute six paces before the flag is even with them, holding it until the flag passes six paces beyond them. When in civilian clothes, the Cadet will face the flag, assuming the position of Attention with their right hand over their heart or, if applicable, remove their headdress with their right hand and hold it at their left shoulder, with their right hand over their heart until the flag has passed When ceremonies occur indoors and the National Anthem or "To the Colors" is played, face the flag and assume the position of Attention. If the flag is not visible, assume position of Attention and face the music. Do not salute unless under arms Cadets will raise and lower the United States and North Carolina flags daily on the school's flagpoles, weather permitting as determined by the ASI. Normally the flags will be raised prior to the 1st period and lowered towards the end of the 4th period. These are formal, solemn ceremonies that will be accomplished in a professional manner. The instructor(s) will issue any special instructions. SECTION C -- CADET ETIQUETTE 3.3. Cadet Etiquette. Cadets WILL: Say "Please" and "Thank You" while also treating each other with respect irregardless of rank or position Always speak in clearly and in complete sentences conveying complete and coherent thoughts Use "Yes Sir/Ma'am" when addressing AFJROTC instructors, military service members, school officials, teachers, and visitors, at all times. Cadets will also address all cadets as Sir/Ma am in an ROTC setting Be prompt and punctual Not gossip, spread rumors, or make statements to intentionally make others look bad Use proper etiquette and present themselves in a professional manner at all times Use appropriate titles when addressing AFJROTC instructors, school officials, teachers, visitors, and military service members Position of Honor. The position of honor is always to the right. A cadet will, while in uniform, walk or sit on the LEFT side of an AFJROTC instructor, military service member, or Cadet Officer senior in grade who assumes the position of honor on the RIGHT. 19

20 Chapter 4 PERSONNEL POLICIES GRADES (RANK); HAZING, CADET ACTION BOARD, CADET PROMOTIONS AND ASSIGNMENTS, AWARDS PROGRAM, AND AFJROTC CERTIFICATES SECTION A -- CADET GRADES (RANKS) 4.1. Cadet Grade/Rank. There are two grades a Cadet may hold... a permanent grade and/or a temporary grade. All references to a cadet grade will have the word "Cadet" as part of the cadet grade, i.e. Cadet Major John Doe. Grade is represented by standardized AFJROTC insignia (Figure 4.1) that is worn on the cadet uniform. Cadets must also know and recognize active military service grades (Reference Leadership Education I textbook) Permanent Grade. This grade is commensurate with PERFORMANCE. A cadet must show satisfactory performance during any given semester in order for him/her to be awarded the grade on a permanent basis at the beginning of the following semester Temporary Grade. Temporary grade is based on a Cadet s position within the Unit and corresponding performance within that position. Since the grade is temporary, it will not necessarily be carried over from one semester to another. A Cadet Officer's and Senior NCO s entire academic record and conduct will be closely observed by the SASI and ASI to determine if officer grades will be awarded and retained. A Cadet will wear their temporary grade insignia. Cadets will not hold a temporary grade higher than the maximum grade authorized for the position in the Unit Manning Document (UMD) Transfer Students. Cadets who transfer from other JROTC programs will be evaluated by the SASI and ASI to determine if they may temporarily assume their permanent and temporary grades earned in their last unit. The instructor staff will request their Cadet records from the previous unit. Upon acquiring their Cadet records, the SASI/ASI will evaluate the Cadet s present performance and, if sufficient, award the appropriate grade and position title. SECTION B -- HAZING 4.2. Hazing. Hazing of Cadets will not be tolerated and is STRICTLY PROHIBITED. SASI/ASI will deal appropriately with any Cadets who use their leadership position, seniority, or rank/grade to engage in behavior, physical or verbal, that is demeaning, retaliatory, or dangerous for personal gain. This prohibition includes directing a Cadet to do pushups or other physical activities for punishment or to directing comments towards a Cadet that can be interpreted as threatening, belittling, or containing prejudicial comments or overtones. 20

21 SECTION C -- CADET ACTION BOARD 4.3. Cadet Action Board. The SASI/ASI may convene a Cadet Action Board. As a minimum the board will consist of the Cadet Group Commander, Cadet Command Chief Master Sergeant, and the Cadet Group Executive Officer or Group Operations Officer. The ASI may serve as an advisor to the board and may attend all meetings Disciplinary and Policy Review. A Cadet Action Board will be called the first Wednesday of each month or as needed by the Cadet Group Commander, in concurance with the SASI/ASI, with the purpose of reviewing discplinary infractions. Cadets who have received a form one for disciplinary action will be required to attend. Cadet NCOs and Officers may take Form 1s from any cadet. Element Leaders may take Form 1s from Cadets in their element Cadet Action Board (Discipline). Cadets will report in to the board with a salute and say: Cadet (Rank and Name) reports into the Cadet Action Board as ordered, Sir/Ma am. The Commanding Officer will then return their salute and tell them to be seated. Each person who goes before the board will go through these steps: -The Commanding Officer will read the infraction on the Form 1. -The Cadet who committed the infraction will explain the circumstances surrounding the infraction. -The Commanding Officer, with input from other board members, will ensure the Cadet understands what was wrong about their actions as well as how to avoid committing the same infraction again. (Following this the Cadet will report out with a salute and be dismissed by the Commanding Officer). -The board will review the infraction and, based on the frequency of infractions made by the individual and the seriousness of the infraction, will make a recommendation for corrective action. The actions taken will be determined by the instructors and will be reflected in the cadets Military Excellence Grade. SECTION D -- CADET PROMOTIONS, DEMOTIONS, AND JOB ASSIGNMENTS 4.5 Promotion System All Cadets between the ranks of Cadet Airman Basic and Cadet Airman First Class will be automatically promoted if eligible at the end of the corresponding AS level semester based on performance. Cadets holding a position that allows a greater rank may request to test for that rank. They must fill out a Promotion Request Form and meet all requirements. Once the form is reviewed by the ASI and approved the cadet may take the test at the next available testing date. Promotion cycles and test dates will be posted on the Unit calendar. There will be at a minimum 3 promotion testing dates per semester All cadets new to JROTC will enter as a Cadet Airman Basic On-the-Spot Promotions: A cadet may be appointed to a higher rank on the spot, or when appointed to a position that has a rank associated with it, without having to test for it as deemed appropriate by the SASI/ASI. Spot promotions occur on very rare occasions 21

22 based on exceptional achievement and only when it is in the best interest of the Unit. In the instance that this takes place the Cadet must meet all eligibility requirements for that rank and test for the rank to begin the semester. If the cadet should not pass the promotion test they will be required to re-test in one week and if they again fail to meet the standard they will revert to their permanent rank and replaced in their position. 4.6 Eligibility for Promotion. *Required Community Service hours are a cumulative total for entire time in AFJROTC C/Amn- -Minimum of 10 COMSERV hours -Passing AFJROTC with at least a C -Passing all other classes -No inspection failures in last 4 inspections C/A1C- -Minimum of 15 COMSERV hours -Passing AFJROTC with at least a C -Passing all other classes -No inspection grades below 80 in last 4 inspections C/SrA- -Minimum of 20 COMSERV hours -Passing AFJROTC with at least a C -Passing all other classes -No inspection grades below 85 in last 4 inspections C/SSgt- -Minimum of 30 COMSERV hours -Passing AFJROTC with at least a B -Passing all other classes -No inspection grades below 85 in last 4 inspections C/TSgt- -Minimum of 35 COMSERV hours -Passing AFJROTC with at least a B -Passing all other classes with at least a C -No inspection grades below 90 in last 4 inspections C/MSgt- -Minimum of 40 COMSERV hours -Passing AFJROTC with at least a B -Passing all other classes with a least a C -No inspection grades below 90 in last 4 inspections 22

24 4.7. Rank Retention. Cadets in their final semester of AFJROTC may retain the highest rank to which they have been promoted, at the discretion of the SASI, IAW AFJROTCI , Paragraph Performance Report (Form 3, Figure 4.4, pg 31): There are ten categories that are rated on the Cadet performance report Performance reports are used for awards boards, and whenever requested by competent authority The cadet's chain-of-command reviews the Performance Report. The report is returned to the rater(s) if there are any questions Once the chain-of-command is satisfied with the report, it is passed to the Information Management Officer who will review it for administrative compliance. The Information Management Officer collects all reports requested for a cycle, board, etc., and forwards them to the SASI and ASI The SASI and ASI may review all performance reports prior to their filing or being made use of by the Unit. Once the Performance Report has been completed it will become a permanent part of the Cadet's personnel record Raters are expected to complete Cadet Performance Reports with objectivity and with the highest degree of integrity. Flight Commanders and Flight Sergeants are the raters for their flights Element Leaders; the Element Leaders are responsible for cadets in their element, and the Group Commander is the rater for, flight commanders, staff officers and other Group leadership positions. 4.9 The Cadet Promotion Test Every member of NC-043 is expected to guard the confidentiality of the promotion exams. This means that Cadets cannot tell anyone what was on their promotion exam or discuss it with anyone except the SASI or the ASI. Failure to meet this requirement will be considered a violation of the Cadet Honor Code Each promotion test will be worth a total of 100 points Each test will include questions on material deemed as required knowledge for the associated rank The sources for promotion test questions are: Cadet Guide, Leadership Education, Aerospace Science, AFM , AFM , NC-043 Instructions, Directives, Manuals, etc. 24

25 4.10 Job Assignment Policies: Cadets initially assigned to cadet positions will normally be awarded a grade below the maximum authorized for the position in the cadet UMD. This is an incentive for the cadet to continue to perform to be eligible for promotion to the highest grade authorized for the position. The cadet must take the corresponding promotion test at the beginning of the semester. If they should fail to meet the requirement they will be required to re-test in one week and if they again fail to meet the requirement they will be replaced. Cadets assigned to certain positions will be allowed to wear the corresponding cord on their uniform. See Figure 4.6 on page Upon the ASI s recommendation the SASI will assign the Cadet Group Commander The Cadet Group Commander and all other key staff members and commanders may serve in their positions for one or bothe semesters. The commanders for the first semester assume their responsibilities in August until a Change of Command ceremony takes place in January at which time another staff may assume command until a Change of Command ceremony in May. Rotating the staff after each semester offers more cadets an opportunity to assume positions of responsibility where they can apply the leadership techniques acquired in the leadership portion of the curriculum. The staff may be changed in Janurary as described, but this is not a requirement. It is based on the ASI/SASI s discretion Operations Officer. The Ops/O is responsible for managing team activities and exercising general supervision over all cadets assigned ot the teams during team activities to include adherence to all regulations, policies, directives and procedures. They are also responsible for ensuring all dress and appearance standards are followed by team members Kitty Hawk Superintendent. The KHAS/Sup is responsible for scheduling and carrying out tutoring opportunities for AFJROTC cadets on a minimum of two days per week in the morning and also afternoon hours Training Superintendent. The Trng/Sup is responsible for assuring all flight level positions are trainied in a manner that is consistent throughout the corps. The Trng/Sup will develop a lesson plan to present during the weekly leadership training meetings and will hold additional training sessions as necessary to assure all cadet sassigned in positions are aware and understand their responsibilities Wellness Superintendent. The Well/Supt is responsible for planning all sports day activities as well as developing, managing, and carrying out the intramural flight competitions held on a semesterly basis. The Well/Supt will also develop and post a PFT Sport schedule for the entire school year Morale, Wellness, and Recreation NCO. The MWR/NCO is responsible for working in conjunction with the ASI/SASI and Parents Support Group to plan monthly corps activities such as the annual Christmas Dance that offer opportunities for the cadets to interact in a setting other than the academic classroom Drill Team Commander. The DT/CC is responsible for scheduling and conducting drill team practices in conjunction with the ASI. The DT/CC is responsible for planning, managing and 25

26 executing any and all drill activities to include drill meets. The DT/CC is responsible for overall supervision of all team members to assure adherence to all regulations, policies, directives and procedures. They are also responsible for ensuring all dress and appearance standards are followed by team members and care of all assigned equipment Color Guard Commander. The CG/CC is responsible for scheduling and conducting Color Guard team practices in conjunction with the ASI. The CG/CC is responsible for planning, managing and executing any and all color guard activities to include assigning members to events. The CG/CC is responsible for overall supervision of all team members to assure adherence to all regulations,policies, directives and procedures. They are also responsible for ensuring all dress and appearance standards are followed by team members and care of all assigned equipment The Information Management Officer will publish and distribute promotion orders as necessary once the list is received from ASI after approval. Position assignments will be included on the promotion orders for each commanders call as necessary. Position assignment and grade change amendments to correct errors and to assign and change jobs will be published as necessary. Change of command orders will be published when necessary. Update the Unit Manning Document (UMD) with position assignment and grade change amendments to annotate changes or to correct errors on a monthly basis at minimum.the UMD will remain published in the groups Google Drive and posted in the classroom. Promotions for exceptional performers will be published as necessary All promotions and job assignments will be announced on SPECIAL ORDERS. These orders will be initiated, authenticated and reproduced by the Information Management Officer. The SASI will approve all orders and no promotions, job assignments, or issue of insignia will occur until the orders are published and distributed. All probation letters, promotions, demotions, notification letters, cadet evaluations, cadet contracts, fitness permission forms, uniform hand receipts, form ones and orders will be filed in the cadet's personnel record, which can be reviewed by the Cadet at any time. Other additions may be made to the cadets permanent record as deemed necessary by the ASI/SASI Awards and Recognitions NCO. The AwRec/NCO is responsible for scheduling and posting a preomtion test cycle per instruction Public Affairs Superintendent. The PA/Sup is responsible for assuring that news stories are in every issue of the school newspaper as well as coordinating with the local newspaper and media outlets to have a story at least quarterly about Pinecrest AFJROTC and what the corp is doing for the community. They are also responsible for producing the monthly newsletter that must be reviwed and approved by ASIand SASI no later than 1 week prior to scheduled commanders call so that the prints may be made in order to provide to parents in attendance Community Service Superintendent. The CS/Sup is responsible for seeking out community service opportunities in the community. They are also responsible for assuring that after action reports are completed to be turned into the ASI for review. After review they are responsible for maintaining a binder with all after action reports. They also are responsible for updating the WINGS system Awareness Presentation Team Superintendent. The APT/Sup is responsible for making contact with the counselors at each of our feeder schools to coordinate our visits for career days, and prior to incoming freshmen class registration. They are also responsible for preparing the 26

27 presentation powerpoint as well as preparing the team to assure the best presentation possible. The APT/Sup is responsible for overall supervision of all team members to assure adherence to all regulations,policies, directives and procedures. They are also responsible for ensuring all dress and appearance standards are followed by team members Logistics Officer. The Log/O is responsible for ensuring proper accounting and inventory of all items in the WINGS system working in coordination with the ASI. The Logistics officer will exercise responsibility over cadets assigned to care of equipment and uniforms as well as each flight s Logistics NCO. The Logistics officer will plan, organize and execute patriot basic to assign uiniforms to new cadets, monthly inventory checks of assigned materials, train all Logistiocs Personnel and assure policies, procedures, regulations and directives are being followed Uniforms NCO. The Uni/ NCO is responsinle for managing the cadets unifom needs in conjunction with the Log/O and the ASI. The Log/NCO will check the box weekly for any uniform request forms and prepare the items as needed for disbursement the following week as per policy. The Uniform/NCO will also be responsible for carrying out scheduled inventory checks and documenting the WINGS system Equipment NCO. The Equip/NCO will be responsible for care and accountability of all drill rifles, sabres and various color guard equipment in conjunction with the Log/O, DT/CC and CG/CC. Rifles will be oiled and checked for proper function on a weekly basis and sabres will be cleaned on a minimum monthly basis. SECTION E -- CADET EVALUATIONS Objective. The cadet evaluation system documents performance for cadet promotions, awards, and job assignments; teaches cadets how to evaluate and provide constructive feedback; and introduces all cadets to a job evaluation system Procedures. Supervisors will provide their expectations to all their assigned cadets in a staff or leadership position by 15 September and 31 January. Supervisors (raters) will then provide performance feedback on a continuous basis, which will be documented on the final evaluation. First semester supervisors will write cadet evaluations (Figure 4.3) by 15 October and 14 December while second semester supervisors will write one by 15 March and 15 May. These evaluations will be shown to the cadet (ratee) The ratee will review their reports and sign them while showing their concurrence or nonconcurrence. If the ratee nonconcurs, they must state the reason(s) why in writing. Afterwards, the report is forwarded to the next person in the chain of command who will also review it and indicate their agreement or disagreement with the appeal and forward it up to the next level for review. This happens at all levels of review until the report reaches the final reviewing authority, the SASI, who will notify the cadet of the final action on his/her appeal. Lastly, the report is filed in the cadet s personnel folder. 27

28 SECTION F -- AWARDS PROGRAM 4.12 AFJROTC and Nationally Sponsored Cadet Awards. The SASI/ASI will review cadets records, grades, class standing, etc. in order to decide who receives annual awards. Award criteria is found at Figure Cadet of the Month/Year Awards. This award promotes personal excellence and teamwork within the unit and recognizes the best cadets within the corps Steps/Procedures for selecting the Cadets of the Month During the first week of each month, beginning in September, each Flight Commander will select one Cadet from each AS-year from their flight to represent the flight before a Cadet Action Board During the week prior to the month commanders call the Group Commander will convene a Cadet of the Month Board consisting of themself, the Command Chief Master Sergeant, and the XO or Ops Officer. This board will review the nominated Cadets and make recommendations to the SASI/ASI During the months Commander s Call the Cadets of the Month will be announced Criteria for Selection of Cadet of the Month Nominees Nominee will be knowledgeable of the corps vision and mission statement Must adhere to the cadet code in and out of AFJROTC Outstanding performance as observed by the Flight Commander Each Flight Commander must submit a written recommendation prior to the deadline posted on the Unit calendar by the Group Commander to the ASI for review Flight of the Year Award. Recognizes the flight that work as a team to excel in AFJROTC academics, personal appearance, physical fitness, as well as fundraising activities, and community service hours. All flights will compete in one category; however, the AS-400 cadets will not compete for these awards Recognition. Flight of the Year Award winners will be recognized as follows: Each member of the Flight of the Year will receive the Outstanding Flight Ribbon Flight Commander of the Year. The SASI and ASI may select a flight commander for special recognition to add prestige to the position as the Flight Commander of the Year. 28

29 SECTION G -- AFJROTC CERTIFICATES OF COMPLETION AND TRAINING Certificates of Completion. Presented to a cadet in good standing who has successfully completed at least two years of AFJROTC. SASI/ASI reviews the entire period of enrollment and determines if a certificate is to be issued, since the SASI certifies to the armed services that the cadet has earned and deserves training credit. Cadets must have this certificate in their possession when enrolling in a senior ROTC program at a college/university or when enlisting in the armed services in order to receive the following training credit: Excused from one year of the General Military Course (GMC) of the college AFROTC program. Must contact the Professor of Aerospace Science at the college or university where the cadet is enrolled to receive training credit Enlistment in pay grade E-3 in the Army, Navy, or Air Force and E-2 in the Marine Corps after completion of basic training. Provides immediate substantial monetary benefit and accelerated promotion ahead of other enlistees who enter active duty at the same time Certificates of Training. Presented to a senior cadet in good standing who successfully completes two years of AFJROTC. Like the Certificate of Completion, the SASI will review the cadet's entire enrollment to determine if a certificate of training is to be awarded. Cadets must have the certificate in their possession when enrolling in a senior ROTC program at a college/university or when enlisting in the armed services in order to receive the following training credit: Excused from one semester of GMC of a college s AFROTC program. The PAS must be contacted upon enrollment at the college or university with the AFROTC program Enlistment in pay grade E-2 in the Army, Navy, or Air Force after completion of basic training. Provides immediate monetary benefit and accelerated promotion ahead of other enlistees who enter active duty at the same time Eligibility. These certificates are very important documents and are not awarded automatically based solely on academic grades. Total performance, attitude, and conduct is considered and it is possible to successfully complete the AFJROTC courses but not be a warded a certificate. The SASI and ASI will determine whether a certificate will be issued. 29

AFJROTC and Nationally Sponsored Awards (Abstract from AFJROTC Reference Guide,Operational Supplement August ) Chapter 7: Uniform and Awards AFJROTC cadets wear the same basic uniform as the active duty Air Force, and they should be expected to honor and wear the uniform properly and with pride. This chapter provides the latest guidance and clarification on AFJROTC uniform wear for instructors and cadets. It also provides guidelines for cadet appearance and grooming. The AFJROTC Awards and Decorations Program recognize the achievements of AFJROTC cadets and fosters increased morale and espirit de corps. This chapter outlines the proper execution of a successful unit Awards and Decorations Program. ACCOUTREMENTS (GENERAL) 7.1. Insignia Placement. Insignia on the AFJROTC uniform will be worn according to the figures contained in this guide. Holm Center/JROS is the review/approval authority for waivers and for situations not specifically addressed by this guide Badges Ground School Badge. Awarded for successful completion of the AFJROTC aviation honors ground school curriculum or successful completion of another aviation ground school program prescribed by the FAA. To order the badge go to WINGS Logistics Create Display Orders Flight Solo Badge. Awarded to any cadet possessing a solo flight certificate signed by a FAA certified flight instructor for either powered or non-powered aircraft. Awarded to any cadet who possesses a valid FAA pilot s certificate for either powered or non-powered aircraft. 35 Academy Modeling of Aeronautics (AMA) Wings. Awarded to cadets who are members of a local AMA chartered model airplane club. Contact the AMA to obtain badge for qualifying cadets Distinguished AFJROTC Cadet Badge. This annual award consists of a certificate and the Distinguished AFJROTC Cadet badge. The award recognizes one outstanding second- year cadet (thirdyear cadet in a 4-year program) selected at the end of each school year. This allows the recipient to wear the award their final year in the AFJROTC program. The recipient must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and maintain consistent academic and military excellence. The SASI, in coordination with the ASI and with the concurrence of the principal, selects the recipient of this award. The Holm Center Form 308, Certificate of Recognition, is located in WINGS Published Files Directory Certificates folder. The certificate is used to present with the badge. The unit must purchase the badge from a vendor. The recipient should hold the following awards prior to selection: Leadership Ribbon Achievement Ribbon Superior Performance Ribbon Academic Ribbon Co-curricular Activities Leadership Ribbon Service Ribbon Aerospace Education Foundation (AEF) Academic Cadet Badge. Awarded to rising Junior and Senior cadets for academic excellence as signified by attaining an overall 3.3 grade point average with no grade below C on their transcript. The individuals must be recommended by the SASI. Go to WINGS Logistics Create Display Orders and order the AEF Badge Model Rocketry Badge. Awarded to cadets who have fulfilled model rocketry program requirements. Program requirements are listed in the Model Rocketry Handbook available in WINGS Published Files Directory JROTC Instruction and Guides Model Rocketry Handbook. OPR: Holm Center/JROSL Other Badges or Pins. Sister Service: Only cadets who were previously enrolled in a sister service JROTC program may wear the badges or pins earned on their AFJROTC uniform in the location specified by the sister service. In a conflict, the AFJROTC badge location will always take precedence over the sister service badge/pin. Any badge or pin not specifically authorized by HQ AFJROTC will not be worn on any AFJROTC uniform combination. (Refer to Attachment 7-1) 35

36 Marksmanship Awards. Marksmanship competition awards/badges may be worn on the AFJROTC uniform. Males wear the badges under the ribbons on the left pocket flap of the light blue shirt or below the ribbons on the service dress uniform. Females wear the badges above the ribbons on both uniforms Shoulder Patches AFJROTC Patch. Wear of the AFJROTC official shoulder patch is mandatory on the left sleeve of all uniforms except the raincoat, overcoat, and all-weather coat. Cadets enrolled in Civil Air Patrol (CAP) and AFJROTC who use the same uniform for both activities may wear the CAP wing patch on the right shoulder sleeve Unit Patch. Optional. If worn, must be on the right shoulder only. Unit patches are paid for by non-af Funds. Unit patches must be approved by HQ AFJROTC via the waivers module in WINGS prior to purchase or use Shoulder Cords. Cadets are authorized to wear one shoulder cord on the left shoulder. Wear the shoulder cord only on light blue shirt and the service dress coat. The SASI will designate criteria on who may wear shoulder cords. Colors to denote different honors or leadership positions may be used. Criteria and shoulder cord colors should be described in the Cadet Guide or Unit Operating Instructions. On the service dress coat, cords should be pinned to the shoulder with the pin hidden beneath the cord Shoulder Tabs. Shoulder tabs are either cloth or metal arches denoting participation in an AFJROTC activity. Shoulder tabs are optional. If worn, cadets are authorized to wear one shoulder tab on the right shoulder of the service dress coat, lightweight blue jacket and the light blue shirt, centered between the unit patch and the shoulder seam. Tabs will have the name of the activity on them (e.g., drill team, saber team, honor guard, etc.). If no unit patch is worn, tab should be worn no lower than 1 inch below the shoulder seam. If a unit patch is worn, shoulder tab should be centered between the unit patch and the shoulder seam. The SASI will designate which activities will be denoted by shoulder tabs and set the criteria for each. AWARDS AND DECORATIONS 7.6. Awards and Decorations. The Cadet Awards and Decorations Program fosters morale, esprit de corps, and recognizes achievements of AFJROTC cadets. Awards sponsored by national organizations are funded by the sponsoring organization and donated through local chapters where available. Only Awards and Decorations approved by Holm Center/JR and listed in this guide may be worn. Units may not create local awards for wear on the uniform. See Attachment 11 for Award POCs Medals and ribbons may be worn simultaneously for formal, semiformal, and/or special occasions of a limited nature (as specified by the SASI). Place medals on the mounting rack in the proper order of precedence. The top row of medals should be positioned 1/2 inch below bottom row of ribbons Refer to AFI for instructions on stacking multiple medals, and wear of devices on ribbons and medals. When awarding a ribbon in WINGS the system will let you choose the devices allowed to be worn on that ribbon. The routine wear of both medals and ribbons is prohibited. 36

37 Minimum criteria are prescribed to preserve the integrity of decorations. Units are authorized to impose additional criteria (more stringent) to meet local standards and needs without diminishing minimum standards (example: limiting the amount of cadets who may earn the award where no guidance is stated, or below stated limits). If such additional criteria are imposed, they must be specifically stated in the Cadet Guide or Unit Operating Instructions Present awards at appropriate ceremonies. Invite school officials, local civil authorities and parents when practical. Representatives from organizations sponsoring awards should be offered the opportunity to make the award presentation. Display awards when possible for the benefit of the cadet corps. The SASI will ensure that Air Force endorsement of any agency s product or service is neither stated nor implied An award s sponsoring organization may require a written report before final cadet selection or after presentation is made. Reports may include information such as: name of the award; name(s) of recipient, place and date of presentation, occasion (graduation, awards banquet, etc.,), and name, title, and organization of award presenter. Curry Achievement Award AFJROTC cadets are not authorized to wear ribbons/medals earned/issued from the United States Army, United States Navy, or United States Marine Corps AFJROTC programs unless they were previously enrolled in a sister service JROTC program. When authorized, AFJROTC cadets will wear AFJROTC ribbons above and to the left of other service JROTC ribbons or awards. Group ribbons according to service with the order of precedence determined by the regulations of each service. Other services ribbons are grouped by service in the following order: Army, Navy, and Marine Corps Badges or insignia from Active Duty, Guard, Reserve, or any other non- AFJROTC group are not authorized on the AFJROTC uniform. Badges, ribbons or insignia from middle school programs such as Youth Leadership Corps are not authorized on the AFJROTC uniform Valor awards from all services are worn ahead of all other ribbons from any service. The AFJROTC Valor Awards will be worn first, with other services Valor Awards worn in the following order: Army, Navy, Marine Corps, and Coast Guard Descriptions and Criteria Gold Valor Award. Upon approval, Operation Support will distribute the citation, medal, and ribbon for presentation Silver Valor Award. Awards consist of a medal, ribbon, and certificate. The Silver Valor Award is awarded to a cadet for a voluntary act of heroism which does not meet the risk-of-life requirements of the Gold Valor Award. It is intended to recognize cadets who provide aid in response to a singular extraordinary event such as a natural disaster or other catastrophe that has placed or has the potential to place a hardship on their fellow citizens. This award is not to be used to recognize day-to-day service in the community. Forward recommendations for humanitarian awards to HQ-OpsSupport@afjrotc.com for review and approval within 6 months of the incident. Include a detailed description of the situation, newspaper clippings (if available), statements by victims and observers, and any other information deemed appropriate to validate eligibility. In addition, submit a proposed citation to accompany the award. Upon approval, HQ-Ops Support distributes the citation and ribbon for presentation Silver Star Community Service with Excellence Award. Award consists of a ribbon with silver star device and certificate. The Silver Star Community Service with Excellence Award will be an honor that emphasizes the value of community service, and establishes a greater sense of pride within the corps. The award will be given to cadets in the Top 5% of units (approximately 45 units) who have the highest "per cadet average" community service hours. "Countable" hours must be logged into WINGS and be accomplished IAW published guidance (AFJROTCI , Part 7) Countable hours will be the period from 11 April (previous year) to 10 Apr (current year). HQ will use the last PSR cadet enrollment and the hours submitted in WINGS for that period to calculate the Top 5% units and notify the units earning the Award. Instructors at the Top 5% units will determine which of their cadets have contributed to the unit earning the new award Community Service with Excellence Award. Award consists of a ribbon and certificate. It is intended to recognize those individual cadets who provide significant leadership in the planning, organizing, directing, and executing of a major unit community service project that greatly benefit the local community. This is not an award given to participants but to the key leader(s) of the project. Forward recommendations for Community Service with Excellence Award to HQ- OpsSupport@afjrotc.com for review and approval within 6 months of completion of the project. Include a detailed description of the contributions of the individual(s) along with newspaper clippings (if available) describing the outcome of the project, letters of appreciation from civic leaders, or other information deemed appropriate to validate eligibility. Ribbon must be purchased from a local vendor using MilPer funds Air Force Association (AFA) Award. This AFA-sponsored award consists of a medal and ribbon and is presented annually at each unit to the outstanding second-year (in a 3- year program) or third-year cadet (in a 4-year program) The award recipient must possess/meet the following personal characteristics and eligibility criteria: Positive attitude (toward AFJROTC and school). 40

41 Outstanding personal appearance (uniform and grooming). Display personal attributes such as initiative, judgment, and self-confidence. Courteous demeanor (promptness, obedience, and respect for customs) Daedalian Award. The Order of Daedalians is a fraternity of commissioned pilots from all military services. It is named after the legendary figure, Daedalus, and was organized by WWI military pilots who sought to perpetuate the spirit of patriotism, love of country, and the high ideals of selfsacrifice which place service to the nation above personal safety and position. This award is offered to encourage the development of these traits in cadets and to interest them in a military career. The medal is fashioned after an ancient Grecian plaque discovered by a Daedalian in the village of Lavadia, Greece and depicts Daedalus and his son Icarus fabricating their legendary wings of wax and feathers. The award also includes a ribbon This annual award recognizes one outstanding third-year cadet at each unit that meets the following criteria: Demonstrate an understanding and appreciation of patriotism, love of country, and service to the nation. Indicate the potential and desire to pursue a military career. Rank in the top 10% of their AFJROTC class. Rank in the top 20% of their school class The SASI selects the recipient and requests the award from the nearest Daedalian Flight. A minimum of 90 days notice is required to allow the local chapter to obtain the award from their national headquarters and to schedule a Daedalian Flight presenter for the award. See Attachment 11 for list of award points of contact American Legion Scholastic Award. This award consists of a bronze medal accompanied by a ribbon with a distinctive miniature attachment depicting a scholastic scroll This award is presented annually to one second- or third-year cadet (in a 3-year program) or a third- or fourth-year cadet (in a 4-year program) based on the cadet s overall scholastic achievements. Each cadet must: Rank in the top 10% of the high school class. Rank in the top 25% of their AFJROTC class. Demonstrate leadership qualities. Actively participate in student activities 41

Each cadet must: Rank in the top 25% of their AFJROTC class. Rank in the top 25% of their high school class. Demonstrate qualities of dependability and good character. Demonstrate adherence to military discipline. Possess leadership ability and a fundamental and patriotic understanding of the importance of JROTC training The SASI and principal select the recipient and must request the award and a presenter not later than 1 March. The award devices and presenter can be requested from the nearest DAR chapter. See Attachment 6-11 for list of award points of contact American Veterans (AMVETS) Award. This award consists of a medal pendant and ribbon This award is presented annually to one qualified cadet that possesses individual characteristics contributing to leadership such as: 42

43 A positive attitude toward AFJROTC programs and service in the Air Force. Personal appearance (wearing of the uniform, posture, and grooming, but not physical characteristics per se). Personal attributes (initiative, dependability, judgment, and self-confidence). Officer potential (capacity for responsibility, adaptability, and maintenance of high personal standards). Obtained a grade of A (or the numerical equivalent) in their AS class. Be in good scholastic standing in all classes at the time of selection and at the time of presentation The SASI selects the recipient of the award and submits a brief nomination letter and biographical sketch of the cadet to the state AMVETS department where the school is located. An AMVETS representative should make the presentation if a participating local post or department representative is available. See Attachment 6-11 for list of award points of contact Reserve Officers Association (ROA) Award. This award consists of a bronze medal, ribbon, and certificate This award is presented annually for military and academic achievement to an outstanding third-year cadet (fourth-year cadet in a 4-year program). The recipient must possess individual characteristics contributing to leadership such as: Positive attitude toward the AS curriculum. Outstanding personal appearance (wear of the uniform, posture, and grooming). Attributes of initiative, judgment, and self-confidence. Courtesy (promptness, obedience, and respect). Growth potential (capacity for responsibility, high productivity, adaptability to change). Demonstrate the highest personal, ethical standards & strong positive convictions. Rank in the top 10% of their AS class The SASI, as chairman, with the ASI and at least one faculty member, selects the recipient of the award. The local ROA chapter contacts each ASI before 15 Sept and furnishes the name of the ROA representative for presentation purposes. If no contact is made by 15 Sept, the SASI must communicate directly with the National Headquarters of the Reserve Officers Association. See Attachment 6-11 for list of award points of contact. 43

44 Military Order of World Wars Award. This award consists of a bronze medal pendant, certificate, and ribbon This award is presented annually to an outstanding cadet who has committed to continue the aerospace science program the following school year. Selection is based on outstanding accomplishments or service to the AFJROTC unit The SASI, with the concurrence of the principal, selects the recipient and completes the Military Order of the World Wars (MOWW) citation by summarizing the cadet s outstanding accomplishments or service to the unit. The citation and request for the medal, certificate, and ribbon are sent to the nearest local chapter of the MOWW. The SASI will make arrangements for a MOWW representative to make the presentation at an appropriate ceremony. If a local chapter is unavailable, contact the MOWW National Headquarters. If a member is not available, any active, reserve, or retired commissioned officer may present the award Military Officers Association of America (MOAA) Award. This award, formerly known as The Retired Officers Association Award, consists of a medal pendant with ribbon This award is presented annually to an outstanding second-year cadet (third-year cadet in a 4- year program) who shows exceptional potential for military leadership. Each cadet must: Be a member of the junior class. Be in good academic standing. Be of high moral character. Show a high order of loyalty to the unit, school, and country. Show exceptional potential for military leadership The SASI selects the recipient subject to the final approval of the sponsoring MOAA chapter. The SASI requests the award devices from the nearest MOAA chapter. A MOAA representative will make the award presentation. If a MOAA chapter is not available in the area, the SASI sends the request to the MOAA headquarters Veterans of Foreign Wars (VFW) Award. This award consists of a medal pendant with ribbon This award presented annually to an outstanding second- or third-year cadet in a 3-year program (third- or fourth-year cadet in a 4-year program) who is actively engaged in the AFJROTC program and who possesses individual characteristics contributing to leadership. Each cadet must: Have a positive attitude toward AFJROTC. Have outstanding military bearing and conduct. 44

45 Possess strong positive personal attributes (such as courtesy, dependability, punctuality, respect, and cooperation). Demonstrate patriotism (being a member of the color guard or drill team) and actively promote Americanism. Demonstrate leadership potential. Attain a grade of B in AFJROTC with an overall average grade of C in all subjects for the previous semester. Be active in student activities. Not have been previous recipients of this award The SASI selects the recipient subject to the final approval of the sponsoring VFW chapter. The SASI requests the award from the nearest local post in February for presentation in April or May. A VFW representative will present the award at an appropriate ceremony. If no local post is available, or if the local post does not offer the award, obtain information by contacting the headquarters of the Veterans of Foreign Wars of the United States National Sojourners Award. This award consists of a ribbon, medal pendant, and certificate This award is presented annually recognizing an outstanding first- or second-year cadet (second or third-year cadet in a 4-year program) who contributed the most to encourage and demonstrate Americanism within the corps of cadets and on campus. Each cadet must: Be in the top 25% of their academic class. Encourage and demonstrate ideals of Americanism. Demonstrate potential for outstanding leadership. Not have previously received the award The SASI selects the recipient subject to the final approval of the sponsoring National Sojourners chapter. The SASI requests the award from the nearest local chapter in February for presentation in April or May. A representative from the National Sojourners will make the award presentation at an appropriate ceremony. 46 This award recognizes an outstanding second-year cadet in a 3-year program or third-year cadet in a 4-year program who is enrolled in the AFJROTC program. The recipient must exhibit a high degree of leadership, military bearing, and all-around excellence in AS studies and not have previously received the award. Each cadet must: Be currently enrolled in the AFJROTC program. Be in the top 10% of their AFJROTC class. Be in the top 25% of their overall class The SASI and the Principal select the recipient of the award not later than 1 March. The SAR national headquarters furnishes the secretary of each applicable SAR state organization a list of the AFJROTC units in their state. A representative of SAR will present the award and correspond directly with each unit within their area. The SASI makes arrangements for presentation with the applicable state society or local chapter Scottish Rite, Southern Jurisdiction Award. This award consists of a medal, ribbon, and certificate This award annually recognizes an outstanding second-year cadet in a 3-year program or thirdyear cadet in a 4-year program. Each cadet must: Contribute the most to encourage Americanism by participation in Co-Curricular =activities or community projects. Demonstrate academic excellence by being in the top 25% of class. Demonstrate the qualities of dependability, good character, self-discipline, good citizenship and patriotism. Not have been previous recipients of this award The SASI selects the recipient and requests the award from the nearest Scottish Rite Valley of the Southern Jurisdiction at any time during the calendar year. With a 30- day notice, a representative of the Scottish Rite Valley of the Southern Jurisdiction will make the presentation at an appropriate ceremony. If no local unit is available, or if the local unit does not offer the award, obtain information by contacting the national headquarters of the Scottish Rite Valley of the Southern Jurisdiction. The star worn on the ribbon must be procured with private or unit funds and will not be furnished by the sponsoring organization Military Order of the Purple Heart Award. This award consists of a medal pendant with a ribbon. 46

47 This award annually recognizes an outstanding second- or third-year cadet (third- or fourthyear cadet in a 4-year program) who is enrolled in the AFJROTC program and demonstrates leadership ability. Each cadet must: Have a positive attitude toward AFJROTC and country. Hold a leadership position in the cadet corps. Be active in school and community affairs. Attain a grade of B or better in all subjects for the previous semester. Not have been a previous recipient of this award The SASI selects the recipient and requests the award from the nearest Military Order of the Purple Heart unit in February for presentation in April or May. A representative of the Military Order of the Purple Heart will make the presentation at an appropriate ceremony. If no local unit is available, or if the local unit does not offer the award, obtain information by contacting the national headquarters of the Military Order of the Purple Heart Air Force Sergeants Association (AFSA) Award. This annual award consists of a medal pendant with a ribbon This award recognizes an outstanding second- or third-year cadet in a three-year program (third- or fourth-year cadet in a 4-year program). The recipient must demonstrate outstanding qualities in military leadership, discipline, character, and citizenship. Each cadet must: Be in the top 25% of the AFJROTC class. Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship. Not have been a previous recipient of this award The SASI, as chairperson, with the ASI, recommends the recipient of the award at least 60 days prior to the desired presentation date, but not later than 15 April. The SASI requests the award and an AFSA presenter from the nearest AFSA chapter. If information on the nearest chapter is not available, or if there is no active AFSA chapter in the area, the SASI will contact the AFSA international headquarters to obtain the name and address of the division president whose area of responsibility is nearest the requesting school Sons of Union Veterans of the Civil War (SUVCW) Award. This award consists of a medal pendant with a ribbon This award recognizes one deserving cadet annually (may be first, second, third, or fourth year cadet). The recipient must display a high degree of patriotism and have demonstrated a high degree of academic excellence and leadership ability. 47

The contact information for the state departments or local camps is located on the SUVCW website Sons of Confederate Veterans H. L. Hunley Award. This award should go to a rising second year cadet who has demonstrated the qualities of Honor, Courage and in particular Commitment to his/her unit throughout the school year. This award consists of a Medal ribbon and a certificate. One month prior to awards program unit should submit application to point of contact with deserving cadet s name and rank and a check for $30 (Unit cannot use AF Funds to pay for this award) Tuskegee Airmen Incorporated (TAI) Air Force JROTC Cadet Award. This TAI sponsored award consists of a ribbon and a certificate This award is presented annually to two cadets. Cadets may be first-year, second-year, or third-year cadets (in a 3- or 4-year program) and must meet the following criteria: Attain a grade of B or better in their AS class. Be in good academic standing. Actively participate in cadet corps activities. Participate in at least 50% of all unit service programs The SASI and ASI select the recipients. This award is mailed to all units proactively by AFJROTC Unit SC-065, C.A. Johnson Preparatory Academy not later than 1 March. AFJROTC Unit SC-065, C.A. Johnson Preparatory Academy will mail all award devices and certificates in one mass mailing. A follow-up report is required after the award is presented. Provide SC-065 the names and grades of the recipients and date award was presented on the supplied mail back form The Retired Enlisted Association (TREA) Award. Awarded annually, at the SASI s discretion, for exceptional leadership to the most outstanding AFJROTC cadet while serving in an Enlisted Rank. The selected enlisted cadet must have shown outstanding leadership throughout the course of the school year. This award consists of a medal set with ribbon and a certificate from TREA The Celebrate Freedom Foundation. Awarded annually, at the SASI s discretion, for outstanding performance in academics and cadets corps activities as a first or second year JROTC cadet. This award consists of a ribbon and a certificate National Society United States Daughters 1812 Award. Awarded annually, at the SASI s discretion, for academic excellence, leadership, military discipline, dependability, patriotism and upright character in speech and habits. This award consists of a ribbon, medal and certificate. 48

49 Air Commando Association Award. Awarded annually at the SASI s discretion for completing a one page essay based on a historical AF Special Operations Mission possessing the thirteen critical attributes of success: integrity, self-motivation, intelligence, self-discipline, perseverance, adaptability, maturity, judgment, selflessness, leadership, skilled, physical fitness and family strength. This award consists of a ribbon and certificate Non-Funded National Awards. (i.e., NCOA, National Society, Daughters of Founders and Patriots of America, etc.) (Organization must be submitted to and approved by HQ AFJROTC: award criteria must be published in Cadet Guide or Unit Operating Instruction) Distinguished Unit award with Merit (DUAM). Awarded to cadets enrolled during the same academic year in which 1) the unit receives a HQ AFJROTC evaluation with an overall rating of Exceeds Standards and 2) the unit is selected by HQ AFJROTC to receive the DUA. Both criteria must occur during the same academic year. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS Distinguished Unit Award (DUA). Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the DUA. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS Outstanding Organization Award. Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the OOA. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS. OOA recipients do not receive a streamer Outstanding Flight Ribbon. Awarded each academic term to members of the outstanding flight under criteria determined by the SASI Top Performer Award. The Cadet Top Performer Award is a Headquarters, AFJROTC award presented to a maximum of 2% of the current unit cadet corps population (unduplicated headcount). This award is only presented during a formal Staff Assistance Visit or Unit Evaluation conducted by HQ AFJROTC personnel. The award consists of a certificate and a ribbon, which is presented by the Region Director during the visit, unless personal observation of the cadet warrants otherwise. Once awarded, the ribbon may be worn for the duration of a cadet s tenure in AFJROTC All currently enrolled cadets may be considered, but specific consideration should be given to cadets not previously recognized for superior performance. SASIs may nominate a maximum of 2% of their cadets to their Region Director based on a cadet s performance in the following key areas: Leadership and job performance: in primary duty and specifically in preparation for the unit s assessment. Leadership qualities: involvement and positions held in Co-Curricular activities. Academic performance: nominee must be in good academic standing in all high school course work. Significant self-improvement. Community involvement. Other accomplishments Outstanding Cadet Ribbon. Awarded annually at the SASI s discretion to the outstanding firstyear, second-year, third-year, and fourth-year cadet. The recipient from each class must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and attain academic and military excellence. 49

50 Leadership Ribbon. Awarded at the SASI s discretion for outstanding performance in a position of leadership as an AFJROTC cadet in corps training activities. Ensure recognition of cadets who have consistently displayed outstanding leadership ability above and beyond expected performance Achievement Ribbon. Awarded for a significant achievement as deemed appropriate by the SASI. Individuals may not receive more than one ribbon during a 1-year period Superior Performance Ribbon. Awarded annually at the SASI s discretion for outstanding achievement or meritorious service rendered specifically on behalf of AFJROTC. Present the ribbon for a single or sustained performance of a superior nature. Ensure award is presented in recognition of achievements and services which are clearly outstanding and exceptional when compared to achievements and accomplishments of other cadets Academic Ribbon. Awarded for academic excellence as signified by attaining an overall grade point average of at least B for one academic term, in addition to an A average in AFJROTC Leadership School Ribbon. Awarded for completion of an approved leadership school program of at least 5 days duration. Leadership ribbon as well as the Bronze Star can be ordered through EMALL. For each additional Leadership School completion an additional bronze star will be awarded. Silver Star will be awarded for outstanding performance or leadership ability at a Leadership School instead of the Bronze Star. Limit the Silver Star to 10 percent of the class Special Teams Competition Ribbon. Awarded to team members for placing 1st, 2nd or 3rd in an Air Force or Joint Service Competition to include Color Guard Teams, Rifle Teams, Drill Teams, Saber Teams, Academic Bowl Teams, CyberPatriot, etc Orienteering Ribbon. Awarded to team members for completing a unit-specific Orienteering Program as part of unit curriculum. Criteria for this award will be established by SASI and published in Cadet Guide or Unit Operation Instruction Co-curricular Activities Leadership Ribbon. Awarded at the SASI s discretion for leadership in AFJROTC co-curricular activities (such as dining-in chairperson, military ball chairperson, etc.). The recipient must have demonstrated exceptional leadership in achieving objectives through the coordinated efforts of others. This award may be earned a maximum of four times. An oak leaf cluster should be added to this ribbon for each additional award Drill Team Ribbon. Awarded at the SASI s discretion for distinctive performance in school, community, or AFJROTC service projects. Limit to members whose active participation in a service project contributed significantly to the goals of the organization. (NOTE: Participation in Drill Teams, Saber Teams or Color Guard Teams alone does not qualify for the Service Ribbon (see above criteria for these other ribbons) unless community service hours are also awarded Health and Wellness Ribbon. Awarded by the SASI for participation in the health and wellness physical fitness program. All cadets who participate in the unit s wellness program will receive the Health and Wellness Ribbon. All cadets who score in the Physical Fitness Test s percentiles will receive a Bronze Star device; percentile they will receive a Silver Star device; and percent they will receive a Gold Star device. Duplicate awards of the Bronze, Silver or Gold percentile will be denoted by the addition of another star on the ribbon. Should a cadet score in a higher percentile, only the star representing higher percentile will be worn. In no case will a cadet mix different color stars on the same ribbon. (NOTE: The Physical Fitness Test percentiles are computed automatically under the PFT-Mass Assessment in WINGS.) Recruiting Ribbon. Awarded for outstanding effort in support of unit recruiting activities. The SASI awards this ribbon based on locally developed criteria, which must be included in the unit Cadet Guide or unit Operating Instruction Activities Ribbon. Awarded for participation in co-curricular activities other than those that qualify for the Color Guard, Drill Team, and Special Teams Competition ribbons. These include, but are not limited to orienteering teams, model rocketry clubs, AFJROTC academic teams, and AFJROTC sports teams. An oak leaf cluster should be added to this ribbon for each year of membership beginning with the second year. The SASI awards this ribbon using locally developed criteria which must be included in the Cadet Guide or unit Operating Instruction Attendance Ribbon. Criteria for attendance ribbon will be established by SASI and published in Cadet Guide or Unit Operation Instruction Dress and Appearance Ribbon. Criteria for dress and appearance ribbon will be established by SASI and published in Cadet Guide or Unit Operation Instruction. SASI will also include uniform inspection scoring as applicable Longevity Ribbon. Awarded for completion of each AS year. 51

52 Bataan Death March Memorial Hike Ribbon. To honor and remember the sacrifices of the victims and survivors of World War II s Bataan Death March, AFJROTC units may conduct an optional 14-mile Bataan Death March Memorial Hike. This event must be accomplished on a locally-determined 14 mile course (trails, road courses, tracks, etc). Units may complete the full hike in a span of one to no more than three days. Cadet safety must be monitored at all times and advanced planning for any first aid/medical attention is paramount. Cadets who fully complete the 14 mile hike are authorized to wear the ribbon. Additionally, no fees can be charged to participate in the Memorial March. However, units are encouraged to collect donations which will be given to reputable organizations that benefit disabled veterans such as The Air Force Association s Wounded Airman Program, the Wounded Warrior Project, Special Operations Warrior Foundation, etc Patriotic Flag Ribbon. May be awarded for participation in non-color guard events specifically designed to honor our nation s flag. Such events include flag raising ceremonies, flag retirement ceremonies, flag folding ceremonies, and historical flag demonstrations. SASIs may award this ribbon based on local criteria which must be clearly published in the unit s Cadet Guide or Unit Operating Instruction CAP Awards. Only five CAP ribbons (General Carl Spaatz Award, General Ira C. Eaker Award, Amelia Earhart Award, General Billy Mitchell Award, and the General J. F. Curry Achievement Award) may be worn on the AFJROTC uniform. Units should contact the nearest CAP unit to obtain awards, invite presenters, or obtain any guidance on criteria or presentation. 55 Chapter 5 UNIFORMS, EQUIPMENT, BOOKS, AND PERSONAL APPEARANCE SECTION A -- ACCOUNTABILITY, CADET RESPONSIBILITIES, AND GENERAL POLICIES 5.1. Cadet Uniform. The AFJROTC cadet uniform is, with certain exceptions, the same one that is worn by active duty Air Force members. Thus, it will be worn proudly and correctly. Cadets must keep the uniform clean, neat, and in good condition at all times, with badges, ribbons, insignia, and other accuderments properly maintained. Uniform days for NC-043 will be every Wednesday. The SASI or ASI may grant exceptions to this policy. All Cadets will wear the uniform for the entire school day from when the first bell rings until the final bell rings dismissing Pinecrest High School students with the exception of Cadets who have a phys-ed class first or fourth period. Cadets attending Sandhills Community College Classe are also required to wear their unifrm when in attendance of these classes on uniform wear days. Cadets are required to posess at least 2 Form1 s on their person at all times to include uniform and nonuniform days Receipt for Uniform, Books, and Other Equipment. When Cadets are issued a uniform, they will sign a Custody Receipt Form and place their initials beside each issued uniform item. Cadets will also sign for books and course materials that are issued to them. Each item then becomes the temporary property of the Cadet who is responsible for its care. If the item is lost or willfully or negligently destroyed, beyond normal wear and tear, the cadet must pay for it at current replacement cost. The ASI will provide a price listing, as required, for all accountable items. Any item substitution must be authorized by the ASI prior to purchase With the exception of those Cadets on the Color Guard or Drill Team, cadets are normally issued one complete, clean uniform with all accessories and insignia. Color Guard and Drill Team members may be issued additional uniform items, to include striped uniforms for Color Gaurd Turn-In of Uniforms, Books, and Other Equipment. Upon disenrollment Cadets will return all uniform items issued to them except for shoes, socks, undershirts, and ribbons. Books must be returned in the same condition that they were issued, minus normal wear and tear. Cadets who fail to return all items will be placed on the Fees and Fines List and be forced to pay for all items not returned Recommendations to Prevent Paying For Items. To prevent paying for uniforms, books, and equipment, we encourage cadets to: NOT leave items unattended or in unlocked or shared lockers NOT lend items to other cadets NOT allow others to turn in accountable items NOT carry flight caps with books but tuck them under the belt properly on the left side PLACE their name in their hat TURN IN any found uniform items to an AFJROTC instructor. 55

56 Return uniform items that become worn or otherwise unserviceable to the ASI. If unserviceable due to normal wear and tear, item will be replaced at no cost. If a uniform item does not fit, return promptly for replacement Uniform Wear Standards. Cadets will wear the uniform as prescribed by AFI , Dress and Personal Appearance, and AFOATSI Refer to Figures 5.1 through 5.6 for proper uniform wear and combination standards. When participating in orientation flights or field trips, the SASI/ASI will determine the uniform to be worn. CADET APPEARANCE AND GROOMING GUIDELINES (Abstract from AFJROTC Reference Guide,Operational Supplement August ) 7.8. Appearance and Grooming. When a cadet wears the uniform, he/she is responsible for presenting a neat, clean, and professional military image. Appearance and grooming standards help cadets present the image of disciplined cadets who can be relied upon to do the job they are called on to do. A professional military image has no room for the extreme, the unusual, or the faddish. The standards for wearing the uniform consist of five elements: neatness, cleanliness, safety, uniformity and military image. The first four are absolute, objective criteria for the efficiency, health, and well- being of the force. The fifth standard, military image is also very important, military appearance is subjective, but necessary. People, both military and civilian, draw conclusions as to the military effectiveness of the Air Force by how they perceive those in uniform. DRILL TEAM, COLOR GUARD AND EXHIBITION UNIFORMS: It is important that AFJROTC cadets properly represent the Air Force during events and competitions. No later than 1 March 2016, all AFJROTC and NDCC drill team, color guard and exhibition uniforms must be a distinctive Air Force dress uniform. This means 1) a combination of the normal Air Force blue pants/skirts, light blue shirt, and/or blue service dress coat or, 2) the ABU. Normal blue or ABU uniforms are depicted in Chapter 7 of this Operational Supplement. Units may accessorize their blue drill team, color guard or exhibition uniforms with solid-color berets, ascots, gloves and one shoulder cord (left shoulder, blue shirt and service dress coat only) with non-af funds. Blue pants may be modified to have a stripe on the outside length of the pants (silver, white, blue, black, or grey only) if desired, using non-af funds. The colors of berets (solid color), ascots, gloves and shoulder cords are locally-determined, but must be conservative and in good taste. The HQ-issued chrome helmets may be worn with blue drill team, color guard or exhibition uniform combinations only. NOTE: Chrome helmets, ascots and gloves may not be worn on regular uniform days. The uniform standards in AFI are influenced to some extent by military tradition, and they reflect the image the Air Force desires to project to the civilian community. The basic concept of the Air Force uniform is that it is plain but distinctive dress, with an absolute minimum number of badges, insignia, and devices authorized for wear on it. 56

57 Special Uniform and Appearance Rules. Here are some additional guidelines about uniform and appearance Jewelry. While in uniform, you may wear a wristwatch and rings, but no more than three rings at any one time. You may wear one bracelet if it is neat and conservative. However, the bracelet must not detract from military image, must not be wider than one-half inch, and must not subject anyone to potential injury. You may not wear ornaments on your head or around your neck. Thumb rings are not allowed in uniform. Colored bracelets that support a cause are not allowed. Female cadets in uniform may wear earrings if the earrings are conservative and kept within sensible limits. For example, you may wear one small spherical (diamond, gold, white pearl, or silver) pierced or clip earring on each earlobe. The earring worn in each earlobe must match. Earrings should fit tightly without extending below the earlobes, unless they are clip earrings. Male cadets in uniform may not wear earrings Eyeglasses or Sunglasses. If you wear glasses, they must not have any ornaments on the frames or lenses. Eyeglass lenses that are conservative, clear, slightly tinted, or have photosensitive lenses may be worn in uniform while indoors or while in military formation. When outdoors and in uniform, sunglasses and eyeglasses must have lenses and frames that are conservative; faddish or mirrored lenses are prohibited. Sunglasses are not allowed while in a military formation. Neither eyeglasses nor sunglasses can be worn around the neck while in uniform Tattoos or Brands. Whether you are in or out of uniform, tattoos or brands anywhere on the body are not allowed if they are obscene or if they advocate sexual, racial, ethnic, or religious discrimination. Tattoos or brands that might harm good order and discipline or bring discredit upon the Air Force are also barred, whether you are in or out of uniform. Excessive tattoos or brands, even though they do not violate the prohibitions in the above paragraph, will not be exposed or visible (including visible through the uniform) while in uniform. Excessive is defined as any tattoo or brands that exceed one-quarter of the exposed body part, and those above the collar bone and readily visible when wearing an open collar uniform. The SASI may exercise discretion if a new cadet arrives with a tattoo that may not be in full compliance with the above guidance. The tattoo may be covered up with a skin- colored bandage while in uniform and still participate in the program. However, tattoos and brands should be discouraged. The cadet should be counseled on the fact that tattoos and brands may preclude him or her from serving in the military Body Piercing. Cadets in uniform are not allowed to attach or display objects, articles, jewelry, or ornamentation to or through the ear, nose, tongue, or any exposed body part (including anything that might be visible through the uniform). Female cadets in uniform, however, are allowed to wear conservative earrings, pierced or clip style, in their earlobes Specific Female Cadet Grooming Guidelines. (Refer to Figure 7.1, Page 55) Hair. Your hair will be no longer than the bottom of the collar edge at the back of the neck. Your hairstyle must be conservative no extreme or faddish styles are allowed. Hair Weaves are authorized as long as they adhere to the following criteria. It should look professional and allow you to wear uniform headgear in the proper manner; your hair must not be too full or too high on the head. Hair must be able to be placed in a 3 bun (maximum of 3 inches) (Fig 3.2 ). In addition, your hairstyle shouldn t need many 57

58 grooming aids. If you use pins, combs, barrettes, elastic bands or similar items, they must be plain, similar in color to your hair, and modest in size. Wigs or hairpieces must also conform to these guidelines. Hair will not contain excessive amount of grooming aids or touch eyebrows. Hair color/ highlights/frosting (must not be faddish). Examples of natural looking for human beings: Blonde/Brunette/ Natural Red/Black/Grey. No shaved heads or flat-top hairstyles for women. Braids, Micro-braids and cornrows are authorized. However, they must be a natural looking color similar to the individual s hair color; conservative (moderate, being within reasonable limits; not excessive or extreme) and not present a faddish appearance. A braid is three or more portions/strands of interwoven hair. When worn, multiple braids shall be of uniform dimension, small in diameter (approx. ¼ inches), show no more than ¼ inch of scalp between the braids and must be tightly interwoven to present a neat, professional and well-groomed appearance. Braids must continue to the end of the hair in one direction, in a straight line, and may be worn loose or secured style within hair standards. Dreadlocks, (defined as portions of hair that have been intentionally or unintentionally fused together to form a loc or locs), shaved head, flat-tops and military high and tight cuts are not authorized hairstyles for female cadets Fingernails. Male cadets are not authorized to wear nail polish. If worn by female cadets, nail polish will be a single color that does not distinctly contrast with the female cadet s complexion, detract from the uniform, or be extreme colors. Some examples of extreme colors included, but are not limited to, purple, gold, blue, black, bright (fire engine) red and florescent colors. Do not apply designs to nails or apply twotone or multi-tone colors. However, white-tip French manicures are authorized. Fingernails must not exceed ¼ inch in length beyond the tip of the finger and must be clean and well groomed Skirts. The length of your skirt may not vary beyond the top and bottom of the kneecap. Your skirt should fit smoothly, should hang naturally, and must not be excessively tight. You must wear hosiery with the skirt. Choose a sheer nylon in a neutral dark brown, black, off-black, or dark blue shade that complements the uniform and your skin tone. Specific Male Cadet Grooming Guidelines. (Refer to Figure 7.2, Page 56) Hair. Keep your hair clean, neat, and trimmed. It must not contain large amounts of grooming aids such as greasy creams, oils, and sprays that remain visible in the hair. When your hair is groomed, it should not touch your ears or eyebrows, and only the closely cut or shaved hair on the back of your neck should touch the collar. Your hair should not exceed inch in bulk regardless of the length. Bulk is the distance that the hair projects from the scalp when groomed (as opposed to length of the hair). The bulk and length of your hair must not interfere with wearing any Air Force headgear properly, and it must not protrude below the front band of the headgear. Your hair must have a tapered appearance on both sides and back, both with and without headgear. A tapered appearance means that, when viewed from any angle, the outline of the hair on the side and back will generally match the shape of the skull, curving inward to the end point. Your hair may not contain or have attached to it any visible foreign items. If you dye your hair, it should look natural. You may not dye your hair an unusual color or one that contrasts with your natural coloring. You may have sideburns if they are neatly trimmed and tapered in the same manner as your haircut. Sideburns must be straight and of even width (not flared) and end in a clean-shaven horizontal line. They may not extend below the lowest part of the outer ear opening. No extreme of faddish hair styles are allowed. Hair may not protrude below the front band of properly worn headgear. 58

61 5.6. Weekly Uniform Day Policies. On the mandatory uniform day, Cadets will wear the uniform designated by the Group Commander. Cadets will be inspected on uniform wear and personal appearance on uniform days using the inspection sheet contained in Figure 5.7. The SASI/ASI will prescribe who can wear specialized uniform items such as cords, berets, and ascots as well as when they can be worn, and how they will be worn and maintained Each cadet will ensure the uniform is ready for inspection on the designated uniform day or for other mandatory formations. Cadets are advised to assemble their uniform, iron shirts, and polish shoes the night before. There will be no excuses for not wearing the proper uniform Cadets must fill out a uniform item request form if they need replacement items from the supply room. All request forms must be filled out and given to logistics NCO no later than Wednesday of the week prior to coming after school on the following Monday to obtain the needed items. In the event that a cadet cannot stay after school they must speak with the ASI to coordinate an alternate plan. This will only be allowed in circumstances warranting the exception Cadets not wearing the uniform on scheduled uniform days or events will receive a zero. If a cadet is absent they will receive and automatic zero on their inspection grade until they provide the ASI with a note validating their absence, at which point their grade will documented as exempt. There is no make up for the missed uniform day. Unexcused absences will result in a zero Only Cadets posesing a legitimate reason not to wear the uniform do to a medical condition may be exempt from wear of the uniform after providing the SASI/ASI with legitimate medical documentation. Only a note from a physician or health care provider constitutes legitimate medical documentation Cadets may be disenrolled by the SASI after three failures to wear the uniform during any grading period Uniform and Civilian Clothing. Cadets will not mix uniform and civilian clothing. No portion of the uniform may be worn with civilian clothing. This includes all Physical Training (PT) uniform items issued as well Name Tag. Cadets will wear the standard Air Force laminated ultramarine blue nametag with white, block style letters engraved on the plastic, secured with clutch-type fasteners. Nametag size is 3 3/16 x 5/8 inches with 1/4 inch lettering. Males wear the nametag over the right breast pocket, flush and even with the top seam of the pocket. Females where the nametag on an imaginary line parallel to the ground, even with to 1 ½ inches higher or lower than the first exposed button. Cadets are provided with their initial nametag; however, any subsequent nametags must be purchased by the Cadet Johnny O s Awards on US Prohibited Activities When Wearing the Uniform. Cadets may not hitch hike, perform labor, engage in sport activities, or do anything that would dishonor the uniform. Furthermore, questionable behavior in school or in public while wearing the uniform creates an unfavorable impression of the AFJROTC program, Pinecrest High School, and the Air Force. Conversely, proper conduct and pride reflects favorably upon the Cadet and enhances the Unit s image throughout the community. Thus, Cadets will wear the uniform PROUDLY and constantly strive to present a neat, clean, and well-groomed appearance at all times. 61

62 SECTION B -- MALE UNIFORMS General Policy. There are two combinations of male Cadet uniforms. The Service Dress Uniform which includes the coat, shirt, trousers, and accessories and the Service Uniforms which includes the short/long sleeve light blue shirts, trousers, and accessories. See AFROTCI 36-9 and this handbook for proper placement and maintenance of authorized uniform accessories Belt. Dark blue with silver tip, 1¼ inch wide and worn by threading through the belt loop to the wearer's left. The silver tip extends beyond the buckle to the wearer's left with no blue fabric showing. The male cadet "gig" line is the straight line formed by the front edge of the shirt, the belt buckle, and the trousers fly. Check frequently to ensure the "gig" line is straight Coat, Service With arms hanging naturally, sleeves should end ¼ inch from the heel of the thumb. Bottom of the coat should be fingertip length when hands are slightly cupped. All buttons must be buttoned and NOTHING is carried in outside pockets. Flat items may be carried in the inside pockets. The coat may be removed in classrooms provided that cadets remain in uniform. The Service Coat will NOT be unbuttoned or removed in public areas (hallways, common areas, or cafeteria). When removed the Service Coat will be hung up or carefully draped over the back of a chair. The coat must be put back on and BUTTONED before leaving the classroom. The coat will have the unit patch on the right sleeve and the AFJROTC patch on the left sleeve as prescribed in AFROTCI Cap, Service ("Wheel Cap"). This item item is reserved for color guards or other special events at the discretion of the SASI/ASI. It is worn squarely on the head with a two-finger spacing between the bridge of the nose and the bill of the cap. Service cap will have a plain visor Cap, Garrison ("Flight Cap"). Worn slightly to the right with vertical crease at the center of the forehead in a straight line with the nose and approximately one inch above the eyebrow. The crown will not be crushed. Flight caps will not have officer silver braid. Hat insignia is worn only by Cadet officers Jacket, Light Weight, Blue Windbreaker. Must be zipped at least halfway up with the zipper pull tucked in. Sleeve cuff, collar, and side sizing tabs on lower side hems must be buttoned. The jacket will not be worn over the service dress coat or with civilian clothing. The jacket sleeves will at no time be rolled up. The jacket will have the unit patch on the right sleeve and the AFJROTC patch on the left sleeve as prescribed in AFROTCI Shirt, Light Blue, Short Sleeve with Epaulets. With arm bent at a 90-degree angle, the bottom of the sleeve should barely touch or come within one inch of the forearm. This shirt may be worn with or without a tie. When worn with a tie all buttons will be buttoned. When worn without a tie the top button will be unbuttoned. The shirttail is pulled down into the trousers tightly and tucked at the sides to make it nearly form fitting. The only creases on the shirt are down the sleeves. Nothing may be carried in the shirt pockets Shirt, Light Blue, Long Sleeve with Epaulets. This shirt will be worn with a tie and all buttons will be buttoned. The sleeves will not be rolled up and sleeve cuffs will be buttoned at all times. The shirttail is pulled down into the trousers tightly and tucked at the sides to make it nearly form fitting. The only creases on the shirt are down the sleeves. Nothing may be carried in the shirt pockets. 62

63 5.18. Socks. Socks must be BLACK. Other dark colors are not authorized. Socks must be long enough to where no skin shoes when Cadets are seated Tie, Blue. The tie is secured by either a windsor or four-in-hand knot. The tip of the tie must cover a portion of the belt buckle but cannot extend below the bottom of the belt buckle. Cadets are authorized to wear the tie tack or clasp bearing the official Air Force emblem. See Figure Trousers, Dark Blue. Trim fitted with no bunching at the waist or bagging at the seat. The bottom of the trousers will rest on the front of the shoes with a slight break in the creases. The back of the trouser leg will extend approximately 7/8 inch longer than the front. The trousers must be of matching material to the service coat and the cap. The rear pocket of the trousers will always be buttoned and articles should not be bulky and visible. The zipper tab will be pressed down to permit the fly to be neatly closed Shoes. Black Male Oxfords. Shoes will be laced to the top and shined. Optional high gloss black shoes or patent leather are authorized only for Cadets who have completed a summer leadership school Undergarments. (T-Shirts) will be worn with the uniform and will be conservative, commercial style, white in color with no writing on them, and either with a V neck or U neck design. SECTION C--MALE PERSONAL APPEARANCE Hair. Must be clean, neat, and trimmed. It should present a groomed, tapered appearance. The thickness and length of the hair will not interfere with the proper wear of issued headgear. The hair must not touch the ears or collar or protrude below the front band of the headgear. It will not be worn in an extreme or faddish style. Sideburns will be neatly trimmed in the same manner as the hair. Sideburns will not extend beyond the bottom of the ear opening, must be straight and even in width, and end with a cleanshaven, horizontal line. Cadets may wear watches and conservative sunglasses (except while in formation) Earrings and any other piercings are not authorized while in uniform. Fingernails will be neat, clean and, trimmed. No more than three rings will be worn at any one time. One bracelet, no wider than one inch, may be worn but must not detract from the military image, or be a safety hazard When in civilian clothes, males may not enter the AFJROTC office or classroom wearing earrings or any other piercings.. SECTION D--FEMALE UNIFORM REQUIREMENTS General Policy. There are two combinations of female cadet uniforms. The Service Dress Uniform which includes the coat, blouse, slacks, and accessories and the Service Uniform which includes the short/long sleeve light blue blouses, slacks, and accessories. See AFROTCI 36-9 and this handbook for proper placement and maintenance of authorized uniform accessories Service Coat, Blue. Coat should follow the contours of the figure but allow ease of movement without pulling in the back of the waist. The sleeves should come to the base (heel) of the hand. The coat and slacks or skirt must match the color shade and material. Items will not be carried in the jacket pockets. It may also be taken off in the classroom so long as Cadets remain in uniform. It will not be removed in school public areas such as hallways, common areas, or the cafeteria. The coat will be put on and buttoned before leaving the classroom. 63

64 5.27. Flight Cap, Blue. Worn with the crease straight with the nose, with insignia over the left eye, and worn one to one and one-half inches above the eyebrow. Hat insignia is worn only by Cadet Officers Hose. Commercial sheer, nylon hose in black or off-black, dark blue, dark brown, or neutral color that compliments the uniform and the Cadet's skin color. Patterned hose are not allowed Socks, Black. Commercial socks without design will be worn with slacks and oxfords Jacket, Light Weight, Blue Windbreaker. Should fit loosely over the hips when zipped. Cuffs of the sleeves should cover the wrists but not extend beyond. Over blouse is not exposed below the jacket. Jacket must be zipped up at least three fourths with the zipper pull tucked in Blouse, Light Blue, Short Sleeve, Tuck-in. May be worn with or without tab, except when in Service Dress Uniform. When in Service Dress Uniform blouse is always worn with tab Blouse is worn tucked in Slacks, Blue. Should fit naturally over the hips with no bunching at the waist or fullness in the seat. Bottom of slacks will rest on the front of the shoes with a slight break in the creases. Back of the slacks will extend approximately 7/8 inch longer than the front. Slacks are tailored to straight hanging and any alterations to modify the leg shape must be approved by the ASI. Articles carried in the pockets will not be visible or present a bulky appearance Skirt, Blue. Should be free hanging with zipper closure on the left hip. Length will be no shorter than the top of the kneecap and no longer than the bottom of the kneecap. Hose will be worn with the skirt Undergarments will be worn with the uniform and will be conservative, commercial style, and white in color. T-shirts required. When wearing the open collar short sleeve shirt the t-shirt must be either v- neck or u-neck shaped and not visible. Crew neck T- Shirts are NOT AUTHORIZED Shoes. Cadets will be issued black oxford shoes to be worn with uniform. Shoes will be laced to the top and highly shined. Optional high gloss black or patent leather shoes are only authorized for only those Cadets who attend Summer Leadership School Purse. May carry a small, black purse. The standard Air Force purse may be purchased and carried at the Cadet's expense. A backpack may be carried but will not interfere with the proper wearing of the uniform. SECTION E--FEMALE PERSONAL APPEARANCE Jewelry. Female cadets will not wear or carry, cell phones, pencils, pens, handkerchiefs, and jewelry to include ankle bracelets in a manner that is visable while in uniform. One bracelet is permitted if it is neat and conservative and not wider than one inch. No rubber bands will be worn in uniform. Female Cadets may wear wristwatches, identification bracelets, and pearl, silver, diamond, or gold stud spherical earrings that do not extend or dangle below the bottom of the ear lobe. Female cadets may wear conservative sunglasses, except in formations, and may wear no more than three rings at any one time. 64

65 5.38. Hair. Must be styled to permit wear of any military headgear and will not be worn in any style longer than the bottom of the collar edge at the back of the neck. Exaggerated styles or unnatural hair color are not authorized. In addition hair with excessive fullness or extreme heights is also not authorized. Hair ornaments such as ribbons will not be worn; however, pins, combs, or barrettes may be worn. Use of hairnets are highly recommended for those who wear their hair in a bun. Buns will be neat and tight with no loose strands of hair. Dreadlocks are NOT AUTHORIZED Cosmetics must be conservative and in good taste Fingernails must be neat and clean. Nail polish, if worn, must be neutral in color and not contain any ornamentation. SECTION F--GENERAL UNIFORM AND PERSONAL APPEARANCE COMMENTS Buttons. Buttons on the service dress are oxidized silver as are most of the insignia. DO NOT polish. Lost buttons must be replaced immediately Strings. All loose strings and frayed seams on the uniform must be trimmed to maintain proper uniform appearance standards Jewelry. Necklaces, pendants, and other conspicuous adornments are prohibited Ribbons. All authorized ribbons must be worn. Ensure they do not become frayed or worn. Cadets may wear ribbons earned while enrolled in other JROTC programs. Four Civil Air Patrol ribbons (General Spaatz, Earhart, General Mitchell, and General Curry) may also be worn. Normal order of wear is AFJROTC, CAP, and then other service ribbons grouped by service and by year achieved. Medals and ribbons will not be worn together Earphones. The wear of earphones is not authorized while in uniform Umbrellas. Optional, commercial, plain solid dark blue or black without ornamentation are authorized when weather conditions dictate their use Gloves.
