2 PRESIDENT'S MESSAGE CHANGING COLORS OF THE FOLIAGE AND COOLER, EVEN CHILLY, TEMPERATURES CAN ONLY MEAN ONE THING IT S TIME TO START PLANNING FOR THE NEXT POM! FOR RESOURCE MANAGER S THIS IS ONE OF THE BUSIEST TIMES AND IT SEEMS TO ALWAYS FALL AROUND THE HOLIDAYS EACH YEAR! OH WELL I HOPE YOU CAN ALL ENJOY TIME WITH FAMILY AND FRIENDS OVER THESE NEXT COUPLE OF MONTHS AND GET TO USE SOME OF THE LEAVE YOU HAVE EARNED! THE CHAPTER CONTINUES TO BE BUSY WITH OUR MONTHLY LUNCHEONS AND OUR COMMUNITY SERVICE PROJECTS (DRESS THE BEARS, CHRISTMAS STOCKINGS, SUSAN KOMEN RACE FOR THE CURE, SCHOOL SUPPLIES, THE FOOD BANK). THANKS TO ALL FOR THE MANY HOURS OF SUPPORT YOU UNSELFISHLY CONTRIBUTE TO THE WORTHY CAUSES, TO THE CHAPTER AND TO THE WHOLE RESOURCE MANAGEMENT COM- MUNITY. THE CURRENT COPY OF THE ARMED FORCES COMPTROLLER HAD A SMALL ITEM ADDRESSING THE CURRENT PLANNING FOR THE 2014 PDI IN SEATTLE. THE PDI AL- WAYS HAS TOP QUALITY SPEAKERS AND A WIDE RANGING GROUP OF HIGH QUALITY WORKSHOPS. I HOPE YOU HAVE AN OPPORTUNITY TO GET TO THE SEATTLE PDI THIS NEXT YEAR OR MAYBE THE NEW ORLEANS PDI IN 2015! THE AIR FORCE HAD A GREAT PROFESSIONAL DEVELOPMENT LUNCHEON ON 30 OCTOBER. ELSEWHERE IN THE NEWSLETTER YOU CAN FIND SOME INFO ON THE SPEAK- ER AND HIS TOPIC. WE HAD ABOUT 45 ATTENDEES AND THERE WAS A LOT OF POSI- TIVE FEEDBACK! WE RE LOOKING FORWARD TO FINISHING UP THE CALENDAR YEAR WITH A COUPLE MORE GREAT LUNCHTIME TRAINING SESSIONS. HOPE TO SEE YOU AT THE NEXT ASMC EVENT! MIKE

3 OCTOBER S PROFESSIONAL DEVELOPMENT LUNCHEON NOTES BG(S) JEFFREY TALIAFERRO GAVE A GREAT PROFESSIONAL DEVELOPMENT PRESENTATION AT THE OCTOBER LUNCHEON WHICH WAS HELD AT THE LANGLEY CLUB. BG(S) TALIAFERRO IS CURRENT- LY THE DIRECTOR OF THE HQ ACC CORE FUNCTION ENTERPRISE DIRECTORATE WHICH PARTICI- PATES IN DEVELOPING THE $40B POM FOR 9 UNIFIED COMMANDS (86K PERSONNEL, 1,000 AIRCRAFT). BG(S) TALIAFERRO SPOKE ON SOME OF THE CHALLENGES WE ALL HAVE BEEN DEAL- ING WITH AS FEDERAL RESOURCE MANAGERS AND, IN PARTICULAR, WITH THE SEQUESTRATION AND FURLOUGHS. ALTHOUGH BG(S) TALIAFERRO QUALIFIED HIS COMMENTS AS BEING HIS PER- SONAL OPINIONS, HIS INSIGHTS ARE CERTAINLY INFORMED (BASED ON HIS PAST AND CURRENT ASSIGNMENTS) AND MORE OBJECTIVELY EXPLAINED COMPARED TO THE SLANT OFTEN REPORTED BY THE MEDIA. THANKS TO THE USAF FOR SETTING UP THIS GREAT TRAINING SESSION AND CON- GRATS TO BG(S) TALIAFERRO ON THE PROMOTION! IF YOU MISSED THE LUNCHEON HERE IS A SHORT BIO FOR BG(S) TALIAFERRO: COLONEL JEFF TALIAFERRO IS CURRENTLY SERVING AS DIRECTOR, CORE FUNCTION ENTERPRISE, HEADQUARTERS AIR COMBAT COMMAND, JOINT BASE LANGLEY-EUSTIS, VA. HE ASSISTS CO- MACC IN PLANNING AND PROGRAMMING $40 BILLION ANNUALLY FOR A FORCE OF OVER 86,000 PERSONNEL AND 1,000 AIRCRAFT, SUPPORTING 9 UNIFIED COMMANDS AND NORAD. HE DEVELOPS 5 OF THE AIR FORCE'S 13 CORE FUNCTION MASTER PLANS AND LEADS THE COM- BAT AIR FORCE (CAF) MAJCOMS IN A COLLABORATIVE DEVELOPMENT OF THE CAF STRATEGIC PLAN. ADDITIONALLY, HE GUIDES ACC'S TOTAL FORCE INTEGRATION PROCESS, DOCTRINE RE- VIEW, AND SUPPORTS THE SECAF BASING PROCESS. COLONEL TALIAFERRO RECEIVED HIS COMMISSION FROM THE UNITED STATES AIR FORCE ACADE- MY. HE HAS SERVED IN A VARIETY OF B-1 FLYING POSITIONS INCLUDING WING WEAPONS OF- FICER AND USAF WEAPONS SCHOOL INSTRUCTOR. HIS COMMANDS INCLUDE THE 28TH BOMB SQUADRON, DYESS AFB, TEXAS, AND THE 28TH BOMB WING, ELLSWORTH AFB, SOUTH DAKO- TA. HIS STAFF EXPERIENCE INCLUDES VARIOUS STRATEGY, PROGRAMMING, AND MILITARY PLAN- NING POSITIONS WITHIN HEADQUARTERS U.S. AIR FORCE, U.S. CENTRAL COMMAND, AND THE OFFICE OF THE SECRETARY OF DEFENSE. COLONEL TALIAFERRO IS A COMMAND PILOT WITH MORE THAN 2,600 HOURS IN THE B-1 AND T-38, INCLUDING COMBAT OVER IRAQ AND SERBIA.

5 THE ARMY S INSTITUTIONAL TRAINING RESOURCE MODEL MIKE RATHMANN CH, COST AND MODELING DIVISION HQ TRADOC G8 PAE DIRECTOR IN THE LATE 1990 S THE DEPUTY CHIEF OF STAFF FOR OPERATIONS (ODCSOPS) AT HEADQUARTERS, DEPART- MENT OF THE ARMY SPONSORED THE DEVELOPMENT OF THE INSTITUTIONAL TRAINING RESOURCE MODEL (ITRM). THE PURPOSE OF THE MODEL WAS TO GENERATE COST ESTIMATES FOR ARMY SCHOOLHOUSE TRAINING AND TO SUPPORT RESOURCE DECISION MAKING WITHIN THE PPBES AT HQDA. ITRM SUCCEEDED IN THAT APPLICATION AND IS ALSO CURRENTLY USED WITHIN THE TRAINING AND DOCTRINE COMMAND (TRADOC) FOR POM DEVELOP- MENT, BUDGET DISTRIBUTION AND AS A TOOL FOR ESTIMATING COSTS RELATED TO INTERSERVICE TRAINING AND OTHER WHAT IF EXERCISES. ITRM GENERATES RESOURCE REQUIREMENTS COVERING ALL THE COURSES TAUGHT IN TRADOC. THE RESOURCE REQUIREMENTS GENERATED BY ITRM CAN BE BROKEN DOWN INTO FOUR MAJOR COST COMPONENTS: a) PERSONNEL: ITRM WILL PRICE OUT THE TDA PERSONNEL USING AVERAGE SALARIES TIMES THE AUTHOR- IZED MANPOWER. ITRM IS NOT A MANPOWER REQUIREMENTS MODEL AND IT DOES NOT ESTABLISH OR GENERATE THE TDA MANPOWER FIGURES. RATHER, IT USES THE PERSONNEL FIGURES WHICH ARE RE- FLECTED IN THE APPROVED ORGANIZATION STRUCTURE AND CALCULATES THE SALARY COSTS FOR THE OR- GANIZATION. b) OPTEMPO: THE OPTEMPO COSTS ARE MODELED BASED ON THE EQUIPMENT LISTED IN THE SCHOOLS PROGRAMS OF INSTRUCTION (POIS), THE NUMBER OF OPERATING HOURS FOR EACH OPTEMPO ITEM OF EQUIPMENT, AND THE DEPARTMENT OF THE ARMY OPERATING AND SUPPORT COST FACTORS FOR EACH ITEM. THE CALCULATION OF OPERATING HOURS TIMES THE COST FACTORS YIELD THE OPERATING AND SUP- PORT COSTS FOR THE OPTEMPO EQUIPMENT. c) SPECIAL ITEMS OF INTEREST: ITEMS FOR WHICH THE COMMAND WANTS TO MAINTAIN COST VISIBILITY ARE BUILT IN TO THE ITRM RESOURCE REQUIREMENT AS SPECIAL ITEMS OF INTEREST (SII). THE SII MAY BE EMERGING REQUIREMENTS, SIGNIFICANT ITEMS OF EXPENSE OR SIMPLY SOMETHING WITH COMMAND OR DA EMPHASIS WHICH IS VISIBLY TRACKED IN THE MODEL. d) PER CAPITA: FOR COSTS THAT DO NOT FALL WITHIN THE PERSONNEL, OPTEMPO OR SII CATEGORIES A PER CAPITA COST FACTOR IS COMPUTED USING THE LATEST FY S ACTUAL OBLIGATIONS DATA DIVIDED BY THE STUDENT AND WORKFORCE PERSONNEL. THE RESULTING COST FACTORS ARE THEN USED BY THE ITRM MODEL TO PROJECT RESOURCE REQUIREMENTS FOR WHATEVER YEAR RESOURCES ARE BEING DEVEL- OPED FOR. THE ACCURACY OF THE MODEL S RESOURCE PROJECTIONS IS DEPENDENT UPON DATA WHICH ORIGINATES WITH THE SCHOOLS. WHETHER THAT DATA IS POI BASED, ORGANIZATION PERSONNEL STRUCTURE, SIIS OR WHAT IS ULTI- MATELY USED FOR THE PER CAPITA DEVELOPMENT, THE SCHOOL PLAYS A MAJOR ROLE BY ORIGINATING ALL THE DATA THAT ULTIMATELY IS USED BY ITRM TO COMPUTE THE FUNDING PROJECTIONS.

6 COMMUNITY SERVICE THE HAMPTON ROADS CHAPTER IS AGAIN PARTICIPATING IN THE DRESS THE BEARS AND FILLING THE SALVATION ARMY STOCKINGS FOR NEEDY CHILDREN IN THE AREA. SCHOLARSHIPS EVERY YEAR ASMC HAMPTON ROADS CHAPTER OFFERS SCHOLARSHIPS FOR ALL TIDE- WATER VIRGINIA HIGH SCHOOL SENIORS AND GRANTS FOR OUR ASMC CHAPTER MEM- BERS AND THEIR DEPENDENTS. CHAPTER OFFICERS PRESENT: PRESIDENT, MIKE RATHMANN; AIR FORCE VP, MONICA ANDERS; AR- MY VP, CAROLYN PRICKETT; TREASURER, DEANNA MORINEC; SECRETARY, ROBIN BATES. QUORUM ESTABLISHED. III. PRESIDENT S REMARKS: PRESIDENT, MICHAEL RATHMANN HAD NO OPENING REMARKS. IV. SECRETARY S REPORT: MINUTES WERE PUT OUT TO MEMBERSHIP. MIKE INDICATED HE WOULD SEND OUT MINUTES TO THE OTHER SERVICES VICE PRESIDENTS TO VOTE TO ACCEPT THE MINUTES. V. TREASURER S REPORT (DEANNA MORINEC): DEANNA SENT OUT THE TREASURER S REPORT. SHE INDICATED THAT NAVY IS RESPONSIBLE FOR THE NOVEMBER LUNCH- EON, AND AIR FORCE IS RESPONSIBLE FOR THE OCTOBER LUNCHEON. THE OCTOBER LUNCHEON WOULD BE AT THE LANGLEY CLUB AND A FLYER WOULD BE SENT OUT SOON. A SHORT DISCUSSION STARTED ABOUT HOW TO GET MORE MEMBERS TO THE LUNCHEONS. IT WAS NOTED THAT THE DIS- TANCE TO TRAVEL TO LUNCHEONS WAS A PROBLEM. IT WAS SUGGESTED THAT A POSSIBLE SURVEY MIGHT BE SENT OUT TO FIND OUT REASONS PEOPLE ARE NOT ATTENDING LUNCHEONS. B. COMPETITION (DEANNA MORINEC) DEANNA MORINEC WAS PRESENT BUT HAD NOTHING TO RE- PORT. SHE INDICATED SHE WOULD SEND IN UPDATES AS NECESSARY. DEANNA ALSO MENTIONED THAT IF THE CHAPTER COULD POSSIBLY SEND OUT A NEWSLETTER MORE THAN JUST ON A QUARTER- LY BASIS, THE CHAPTER WOULD RECEIVE MORE POINTS. C. PUBLICITY/WEBSITE (SOFIA RIVERA-ENCINAS, GLENYS VASQUEZ-BANCH) SOFIA AND GLENYS WERE BOTH ABSENT. AN AIR FORCE POC, A1C SUNG KIM, HAD BEEN NAMED AND CAN UPLOAD THE NEWSLETTER TO THE NATIONAL WEBSITE. Scholarship (Adam Carter) Adam Carter indicated that he had sent out the notification letters to the high schools. It was suggested that the chapter publicize scholarships for members and dependents. G. Awards (Pam Langford) Pam Langford was absent. H. Community Service (Tatjana Palmer) Tatjana was absent, but Robin Bates indicated that she had picked up the stockings and bears and distributed most of them. We will have to clarify the due date for when the stockings and bears have to be back to the Salvation Army. I. Historian (Vacant) - We still need a person for this post. VII.
