2 Joint Personnel Recovery Agency Vision: Seamless, full spectrum Personnel Recovery through enduring global integration and interoperability. Joint Personnel Recovery Agency Mission Statement: JPRA leads DoD PR, providing strategic direction, oversight, operational support, analysis, capability integration, training and education to improve PR interoperability, enabling DoD, multinational partners and the interagency to prevent, prepare for and respond to isolating events. PRETC Mission Statement: The Personnel Recovery Education & Training Center provides operational Personnel Recovery expertise through education, training and exercises enabling DoD, multinational partners and the interagency to prevent, prepare for and respond to isolating events. 28 June

3 Location: The Personnel Recovery Education and Training Center (PRETC) is located in Fredericksburg, Virginia approximately 50 miles south of Washington DC and 52 miles north of Richmond, Virginia. Lodging: dis- Students are responsible for making their own lodging arrangements. There are several hotels within walking tance of the facility. Information will be provided upon acceptance of class admission. Orders: Military lodging / billeting is not available, therefore orders should reflect Fredericksburg, Virginia as the TDY / TAD location. In some courses, classified items may also be shipped back via registered mail from the PRETC facility. In such cases students should make sure they obtain a valid unit mailing address to send classified materials to. Dress Requirements: All students will wear appropriate civilian attire per the guidelines below: MEN Casual business attire (collared shirts and slacks) Closed toe shoes No jeans, shorts, T-shirts, athletic wear (to include footwear), or other very casual types of attire WOMEN Casual business attire No jeans, shorts, T-shirts, athletic wear (to include footwear), or other very casual types of attire 3

4 APPLICATION PROCEDURES FOR IN-RESIDENCE COURSES PRETC values our multinational partnerships and takes seriously our responsibility to help build interoperability, capability, and capacity. PRETC in-residence courses include four international (non-u.s.) student quotas per class. PRETC will determine international student acceptance based on JPRA multinational engagement and U.S. Theater Strategic priorities. PRETC will allocate in-residence international student quotas based on the following process: All international students interested in attending a PRETC in-residence course must make the request through the Security Cooperation Organization (SCO) at the U.S. Embassy within that student s country, and provide the information below*** related to requirements. The SCO will work with the U.S. Naval Education Training and Security Assistance Field Activity (NETSAFA) to determine funding and coordinate quota demands, availability, and confirmation with PRETC. This process is vital to capture requirements. Up to half of the quotas from each class in a fiscal year will be allocated on July 1st of the preceding fiscal year, based on input to PRETC from the SCOs and NETSAFA. This will allow for long-term planning. The other half of the annual quotas will be allocated quarterly, three months in advance. October- December quotas will be allocated by July 1st. January-March quotas will be allocated by Oct 1st. April-June quotas will be allocated by January 1st. July-September quotas will be allocated by April 1st. This will allow some flexibility for emerging requirements, while allowing enough lead time to complete international student preparation requirements. See page 5 for specific registration deadlines by course date. Immediately following student allocation decisions, the PRETC Registrar will request individual student names from NETSAFA and the SCOs. When names and contact information are received, PRETC Registrar will send confirmation information to the selected individuals via . All students must reply, confirming (or cancelling) attendance. Because of the limited international student quotas available, it is important to understand the Target Audience and Course Goal. In general, PR 300 focuses on coordinating the five PR Execution Tasks (Report, Locate, Support, Recover, and Reintegrate). In contrast, PR 350 focuses on PR planning at the operational level. Note: Please consider requesting classes in the first two quarters of the fiscal year (October through March) for greater availability, as classes in April through September have historically been in higher demand. *** Student request information. Please provide the following information to the SCO: Student nationality Nation sponsoring the student (if different from student nationality) Student name and rank/paygrade (if the specific student is known) and/or duty position Is the duty position national, or in a multinational organization (please describe) Course and class date requested How will the PRETC course help to satisfy requirements? For the SCO / PR OPR / JPRA Representative, what is the relevance of this request to the theater security cooperation plans or other strategy? Once a class seat is approved ensure Invitational Travel Orders (ITOs) are received at PRETC NLT 1 week prior to the class start date. These ITOs will serve as our method of verifying your clearance. 4

6 PR Personnel Recovery Responsibilities for Senior Leaders and Commanders Course Code: PR 289 MASL: P Duration: Adaptable (30 mins. - 2 hrs.) Audience: U.S. or Multinational Security Level: Up to SECRET Location: In-residence or Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Seminar Goal: Participants will be introduced to the fundamentals of PR in order to assist senior leaders in effectively integrating PR into their organization. Seminar Description: PR 289 is a tailored seminar for senior leaders to help them realize their specific PR roles and responsibilities in a joint DoD environment. The seminar offers a dedicated forum for senior leaders and invited guests to discuss PR policies, response procedures, and lessons learned. Target Audience: Commanders, senior leaders, and their staffs who are or will be responsible for PR at operational level in a joint environment. Security: The course is UNCLASSIFIED. 7 PR Joint Personnel Recovery Operations Course Code: PR 292 MASL: P Duration: 2.5 days Audience: U.S. or Multinational Security Level: UNCLASSIFIED Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Course Goal: Graduates will be able to support PR execution at the operational level in a joint environment. Course Description: PR 292 is a 2.5 day course that focuses on coordinating the five PR execution tasks in a Joint Personnel Recovery Center (JPRC), Personnel Recovery Coordination Cell (PRCC) or other like PR node. PR 292 uses academic lessons, sample events, practical exercises, and guided discussions. Course content includes PR fundamentals, the five PR execution tasks, command and control, JPRC/PRCC roles and responsibilities, information management, interagency coordination, multinational force considerations, and mission coordination. PR 292 culminates in a tabletop practical exercise, where students coordinate PR execution tasks from a network of simulated PR nodes during a mix of military, interagency, and multinational exercise scenarios. Evaluation is through practical exercise. Target Audience: Personnel who may be tasked to support PR execution. Security: The course is UNCLASSIFIED. Prerequisites: J3OP-US018, Fundamentals of Personnel Recovery (PR 102) J3OP-US1233, Reintegration Team Responsibilities (PR 106) Recommendations: None 7

8 PR Reintegration Team Responsibilities Course Code: PR 296 MTT MASL: P Duration: 1 day Audience: U.S. or Multinational Security Level: UNCLASSIFIED Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Course Goal: Graduates will be able to coordinate reintegration activities and PISA. Course Description: PR 296 is a 1 day course that identifies the purpose, goals, and processes used to support DoD reintegration operations and PISA. The course addresses policy and guidance, team composition, family support, logistics, and legal considerations. PR 296 assists team members in identifying scheduling requirements, process limitations, and planning considerations in support of the reintegration process. Evaluation is through a series of practical exercises. Target Audience: Reintegration team managers and staffs who are in direct support of the reintegration process. Security: The course is UNCLASSIFIED. Prerequisites: J3OP-US018, Fundamentals of Personnel Recovery (PR 102) J3OP-US1233, Reintegration Team Responsibilities (PR 106) Recommendations: None 8

9 PR Joint Personnel Recovery Debriefer Course Code: PR 297 MTT MASL: P Duration: 1.5 days Audience: U.S. or Multinational Security Level: UNCLASSIFIED Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Course Goal: Graduates will be able to identify PR debriefing requirements. Course Description: PR 297 is a 1.5 day course that covers the elements and nuances associated with PR debriefings. The skills demonstrated focus on debriefing recovered personnel and those who support the recovery effort (commander and staff, recovery force) using either a time-sensitive or formal protocol. The course emphasizes the importance of identifying stakeholders, determining information requirements, using specific tools, and developing report products. It also highlights how the PR debriefing process impacts adaptation and PR operations. Evaluation is through a series of practical exercises. Target Audience: Potential PR debriefers and those reintegration team members who supervise, plan, coordinate or support PR debriefing. Security: The course is UNCLASSIFIED. Prerequisites: J3OP-US018, Fundamentals of Personnel Recovery (PR 102) J3OP-US1233, Reintegration Team Responsibilities (PR 106) Recommendations: None 9

10 PR Personnel Recovery Execution Course Code: PR 300 MASL: P Duration: 5 days Audience: U.S. or Multinational Security Level: SECRET Location: In-residence Course Requests: Contact your CCMD / Service PR OPR and register at Course Goal: Graduates will be able to coordinate a PR event at the operational level in a joint environment. Course Description: PR 300 is a 5 day in-residence course that focuses on coordinating the five PR execution tasks in a JPRC or PRCC. PR 300 uses academic lessons, sample events, practical exercises, and guided discussions. Course content includes PR fundamentals, the five PR execution tasks, command and control, JPRC/ PRCC roles and responsibilities, information management, interagency coordination, multinational force considerations, and mission coordination. PR 300 culminates in a comprehensive command post exercise (CPX), where students coordinate PR execution tasks from a network of simulated PR nodes during a mix of military, interagency and multinational exercise scenarios. Evaluation is through practical exercise. Target Audience: Personnel who are assigned or may be assigned to a Service, joint or component PR node. Security: A SECRET security clearance is required. Prerequisites: J3OP-US018, Fundamentals of Personnel Recovery (PR 102) J3OP-US1233, Reintegration Team Responsibilities (PR 106) Recommendations: None 10

11 PR Personnel Recovery Planning Course Code: PR 350 MASL: P Duration: 10 days Audience: U.S. or Multinational Security Level: SECRET Location: In-residence Course Requests: Contact your CCMD / Service PR OPR and register at Course Goal: Graduates will be able to conduct PR planning at the operational level across the range of military operations. Course Description: PR 350 is a 10 day in-residence course that focuses on facilitating the Joint Planning Process (JPP) and PR. PR 350 uses academic lessons, practical exercises, and discussions. Course content includes PR Fundamentals, Command and Control, Joint Military Fundamentals, Planning Fundamentals, PR Guidance, Intelligence Support to PR, PR Force Planning, Operational Approach and the Joint Planning Process. PR 350 leads students through multiple planning cycles along the range of military operations. Students will be required to conduct PR planning and produce planning products for both contingency and crisis planning. Target Audience: Personnel who are or may be directly involved in theater and operational level PR planning. Security: A SECRET security clearance is required. Note: The Joint Staff J7 has reviewed the Personnel Recovery Planning Course for joint certification and has determined this course is in accordance with the CJCSM E, Joint Training Manual for the Armed Forces of the United States. This course has been documented as a certified joint course and awarded 1.5 Joint Qualified Officer (JQO) points.
