2 Neighborhood Police Officer (NPO) History Established: 1985 Purpose: to improve communication and problem solve Philosophy: Community Policing Funding: A federal grant funded four initial positions Community Relations Officers Primary tasks focused on Crime 2 Prevention

3 Code Blue-Citizens on Patrol and NPO Partnership Code Blue Volunteer Program established in 1991 Eyes and Ears on the Street Force Multiplier Double Digit Crime Reduction Neighborhood Police Officers (NPOs): Supporting element to Code Blue Recruiting Training 3

4 NPO s: The First Expansion of Duties Program expansion: NPOs and four Sergeants Defined geographical areas of responsibility Focus on following crimes: Murder Sexual Assault Robbery Aggravated Assault Burglary Theft Auto Theft 4

5 The Crime Control and Prevention District Community approved ½ cent sales tax to fund Crime Control and Prevention District in 1995 Allowed expansion of NPO program Expanded to 75 Officers Neighborhood Police Officer assigned to each beat. 5

10 The Leveraging Project Collective Impact partnership between FWPD, FWISD, the United Way, Workforce Solutions, local clergy, and other community stakeholders. Provides tailored social, educational, employment and community policing services to target apartment communities. Pilot launch - Copper Creek Apartments (Woodhaven) - May 21, Expansion planned for apartment communities in Stop Six and Las Vegas Trail areas upon evaluation of initial impact, ~ 2-4 months after pilot launch. Additional elements to be added for residents at apartment communities include: ESL/Pathway to Citizenship classes Financial Literacy classes CPR, Heimlich and AED training 10

11 Tactical Response to Apartment Crime (TRAC) Unit Uniformed directed patrol focused on crime suppression in apartment communities and surrounding areas. Combines community policing with crime suppression to identify issues, improve safety, partner with community leaders and reduce crime in the targeted apartment communities. Unit consists of two teams Enforcement Team (4 uniformed patrol officers) and Community Policing Team (4 NPOs). Statistics the past 6 months include: 388 Total Reports 159 Felony / Misdemeanor Charges 76 Total Arrests 55 Field Interview Cards Prior six months (05/01/ /01/2015) 876 Total reports 295 Arrests 311 Felony / Misdemeanor Charges 7 Field interview Cards Targeted Areas: Primary: Las Vegas Trail area Secondary: Ridgmar area Other apartment communities and surrounding areas as required. 11

14 Back to Basics: Zones to Beats In 2011, FWPD Changed from Neighborhood Police Districts to Zones NPOs Retained Beats / Did not Follow the Zone Concept IN 2016, Patrol officers transitioned back to the traditional beat concept Fosters ownership and visibility Gives NPOs partners on each patrol shift Patrol Lieutenants are responsible for multiple Beats and everything relating to their shifts 14
