5 SAFE CITY Safe City is a community-based program that unites businesses, residents, city officials and law enforcement to develop and implement crime reduction solutions in communities served by Target. It leverages partnerships and technology to help communities and businesses reduce crime and create a safe environment. Partnerships are the backbone of the program and law enforcement leads the development and implementation effort with critical community partners. Safe City is positively impacting cities around the country, including Compton, Calif., where 88% of stolen vehicles have been recovered and Minneapolis, Minn., where the program has achieved a 100% prosecution rate. Although Target is a founding sponsor of Safe City, other companies also support this program. These companies demonstrate their commitment to safety by contributing various expertise and resources to advance the program. LAW ENFORCEMENT GRANT PROGRAM Since 1990, our Law Enforcement Grant Program (LEGP) has awarded more than $3.5 million dollars to law enforcement agencies across the country.

7 LAW ENFORCEMENT GRANT PROGRAM Since 1990, our Law Enforcement Grant Program (LEGP) has awarded more than $3.5 million dollars to law enforcement agencies across the country. The program funds equipment, training, and programs that enhance community safeness. The LEGP also supports Target and law enforcement efforts to provide safe environments for guests and team members, eliminate theft and fraud in the retail community, and reduce crime in the neighborhoods where our guests and team members live and work. Grant applications are accepted each spring. Typical grant amounts are between $500 and $2,000 per agency. Grant Focus Areas 1. Crime Prevention 2. Law Enforcement Training and Education 3. To date, Target has donated several hundred computers to law enforcement agencies. One police chief told me that in his department, he would borrow a computer from an adjacent agency to do his reports and would return the computer when he was done. He now has his own computer. 9 INVESTIGATIVE SUPPORT In 1996, Target developed a highly trained investigation team to put our most sophisticated shoplifters out of business. This team is now one of the most effective investigative forces in private industry. Our investigators have successfully combatted organized shoplifting rings, illegal distribution operations, cargo and trailer theft groups, fencing operations and multiple organized fraud operations. We have also partnered with law enforcement agencies to solve violent crimes unrelated to Target like arson, assault and homicide. Target investigators uphold the highest standards of professionalism and integrity. Investigators are located in metro areas throughout the U.S. Case in Point: Operation Beauty Shop Booster apprehensions in Central Florida recently led to a seven-month investigation that identified a sophisticated large-scale fencing and warehouse operation, reselling stolen beauty products online. Law enforcement estimates losses at between $ million dollars. Partnerships with state and local law enforcement have led to almost 40 arrests and the closing of eight fencing locations.

FORENSIC SERVICES Target s forensic labs in Minneapolis and Las Vegas have earned an outstanding reputation for working with law enforcement to gather and analyze evidence.

Our state-ofthe-art labs and professional analysts are among the best in the nation, focusing on latent fingerprints, audio, video and computer forensics. A significant portion of the evidence we examine directly supports law enforcement on cases unrelated to Target and we provide these services free of charge. Target is proud to provide forensic services to support law enforcement in fighting violent crimes. Case in Point: Fatal Fire in Houston A Houston, Tex., apartment complex was set ablaze by arsonists using gasoline. A mother and her two children were killed in the fire. When investigators in Houston needed help restoring a damaged surveillance tape, they turned to Target Forensic Services. Our experts repaired and analyzed the damaged VHS tape, leading to multiple convictions.

11 STING TRAILERS To support law enforcement during cargo theft investigations, Target provides a decoy trailer and merchandise. The sting trailer is loaded with Target merchandise and equipped with covert cameras and a global positioning system to help capture cargo thieves in action. Case in Point: International Cargo Theft Ring A booster interview led Target Investigators and local law enforcement to a fencing operation in San Antonio, Tex. Undercover officers conducted several controlled sales and learned that the subject stored stolen property, including LCD and Plasma TVs at multiple homes before transporting the goods to his warehouse in Mexico. With the partnership of multiple law enforcement agencies and Target merchandise, this case resulted in the arrest of seven MS 13 gang members, the recovery of more than $200,000 in merchandise and the closure of two fencing operations.
