1 MAGLOCLEN IMPACT IN Pennsylvania In FY2016 The Regional Information Sharing Systems (RISS) mission is to assist local, state, federal, and tribal criminal justice agencies by providing adaptive solutions and services that facilitate information sharing, support criminal investigations, and promote officer safety. 2 Abington Township Police Department Robbery Video enhancements provided to the Abington Township Police Department by MAGLOCLEN assisted in the identification and arrest of a robbery suspect. The videos captured a robbery committed by a lone suspect with a handgun at a local convenience store. A store employee was shot in the leg by the suspect during the robbery. It was learned that the Cheltenham Police Department was also looking for a suspect who fit this suspect s description for two similar armed robberies. As a result of the video enhancement and the assistance of the Philadelphia Police Department, the suspect was identified and arrested and charged with attempted homicide, four counts of robbery, firearms violations, and other related charges. Abington Township Police Department Burglary MAGLOCLEN surveillance equipment was utilized by the Abington Township Police Department, working in conjunction with law enforcement agencies from Bucks, Montgomery, Delaware, and Chester Counties, Pennsylvania, and New Castle, Delaware, in a multijurisdictional burglary investigation. During the investigation, a home surveillance camera captured a suspect breaking into a private residence. From the surveillance video, a person of interest was identified, which eventually led to the identification of two additional suspects. Search warrants were executed, resulting in the arrests of the three suspects and the confiscation of some of the reported stolen items. The equipment from MAGLOCLEN was used to identify the suspects and record the evidence at the time of the execution of the search warrants. The suspects were charged with numerous burglary, attempted burglary, and conspiracy offenses in both Pennsylvania and Delaware. Testimonials With the assistance of the MAGLOCLEN audio/video staff, the Allegheny County District Attorney's Office was successful in securing a firstdegree murder conviction. The video enhancement was played in its entirety, three times, for the jury and was a key part in the conviction. Starting in February through April 2016, a total of 27 videos were presented to MAGLOCLEN for enhancement; all of these videos played a integral part in the trail. 3 Allegheny County District Attorney s Office Murder Video enhancements completed for the Allegheny County District Attorney s Office by the MAGLOCLEN audio/video staff were helpful in obtaining a guilty verdict in the trial of a suspect who was accused of killing two sisters. The videos contained storefront coverage of the suspect, who was being questioned for the brutal murders of the two sisters. Over the course of five months, numerous videos and an audio file were submitted to MAGLOCLEN for enhancement purposes. With the assistance of the enhanced videos and expert testimony from the MAGLOCLEN law enforcement coordinator regarding the videos, the Allegheny County District Attorney s Office secured a guilty verdict on all counts against the suspect. The suspect was sentenced to life imprisonment. Allegheny County District Attorney s Office Aggravated Assault Audio/video enhancement services provided to the Allegheny County District Attorney s Office by the MAGLOCLEN audio/video staff assisted in an investigation involving the shooting of a cab driver by an unknown subject. The video, taken from the security camera inside the cab, contained dialogue between the suspect and the cab driver and the actual shooting. As a result of the enhanced video, a suspect was identified and later arrested. The enhanced video and audio were used at the preliminary hearing for the suspect, who was held on charges of aggravated assault and reckless endangerment. The suspect is currently being held on high bail and is awaiting a trial date. Berwick Borough Police Department MAGLOCLEN audio recording equipment was utilized by the Berwick Borough Police Department in a narcotics investigation. The equipment was used to record conversations between undercover officers and the suspects, which led to probable cause for a search warrant. The investigation resulted in the arrests of four suspects, who were charged with felony drug violations. Seizures included 2.47 ounces of heroin, valued at $1,400. 4 Berwick Borough Police Department and Pennsylvania Office of Attorney General MAGLOCLEN audio recording equipment was utilized by the Berwick Borough Police Department and the Pennsylvania Office of Attorney General s Unit during a narcotics investigation. As a result of information gathered through the use of the equipment, probable cause for a search warrant was approved and executed. The investigation resulted in the arrests of three individuals on drug violations. Seizures included ounces of heroin, valued at $69,300, and $5,000 in U.S. currency. Berwick Borough Police Department, Pennsylvania Office of Attorney General, and Columbia County District Attorney s Office The Berwick Borough Police Department, the Pennsylvania Office of Attorney General, and the Columbia County District Attorney s Office utilized MAGLOCLEN audio recording equipment in a narcotics investigation involving the manufacturing of methamphetamine (meth). As a result of information received through the use of the equipment, a search warrant was executed on a suspected meth lab. The investigation resulted in the arrests of three individuals, who were charged with manufacturing a controlled substance, possession of precursor chemicals, risking a catastrophe, and criminal conspiracy. Bristol Township Police Department Robbery/Aggravated Assault A video enhancement completed by MAGLOCLEN for the Bristol Township Police Department assisted in the identification of ten individuals who had been involved in fights that resulted in multiple stabbings and assaults. The enhanced video of two large fights outside a bar was part of the evidence submitted to a Bucks County grand jury, which recommended robbery and aggravated assault charges against the ten individuals. 5 Bucks County District Attorney s Office and Northampton Township Police Department Detectives with the Bucks County District Attorney s Office and the Northampton Township Police Department, along with Bucks County fire officials, responded to a fire at a private residence. During the course of extinguishing the fire, a marijuana grow operation was discovered in the garage area of the residence. The occupants of the residence were placed under arrest and charged with narcotics violations. Confiscated from the residence were 40 active marijuana plants (approximately 400 ounces in weight) in various stages of growth, $16, in U.S. currency, and marijuana grow paraphernalia. The MAGLOCLEN equipment was utilized to record the evidence and document the arrests for trial purposes. Delaware County District Attorney s Office Armed Robbery/Home Invasion A video enhancement completed for the Delaware County District Attorney s Office by MAGLOCLEN assisted in an armed robbery investigation. The video contained surveillance footage of a suspect wanted for two armed robberies, one that occurred in Lansdowne and the other, a home invasion that occurred in Upper Merion. As a result of the enhanced video, a suspect was identified and later arrested. The enhancement was used by prosecutors during the trial and aided in securing a guilty verdict against the suspect, who was sentenced to 35 to 70 years in prison. Erie County District Attorney s Office Homicide Testimonials Wanted to let you know that the information you provided on this case led to the arrest of a crystal meth dealer. Swissvale Borough Police Department [MAGLOCLEN criminal intelligence analyst s] analysis and charts were invaluable to this case. Excellent work with cell tower analysis and pings. Warrington Township Police Department With the assistance of the MAGLOCLEN analytical staff, I was able to put the defendant in the area at the time of the theft. The defendant had claimed that he was in New York. West Norriton Township Police Department A MAGLOCLEN video enhancement provided for the Erie County District Attorney s Office assisted in a homicide investigation. The video contained footage of a group of males following a male on a bicycle who was later murdered. A juvenile suspect was identified and turned himself in to authorities. The enhanced video was utilized during the preliminary hearing and, as a result, the suspect was charged as an adult. Charges included criminal homicide, murder, reckless endangerment, robbery, and firearms offenses.

6 Cheltenham Township Police Department Burglary MAGLOCLEN analytical assistance provided to the Cheltenham Township Police Department was helpful in a large-scale investigation involving a series of burglaries and attempted burglaries in Montgomery, Bucks, Chester, Delaware, and Philadelphia Counties. The investigation, which involved law enforcement agencies from Montgomery County and four surrounding counties, culminated with the arrest of a suspect who was charged with 89 incidents of burglary over a oneyear period. Charges included 66 counts of overnight burglary with people present in the home; 2 counts of overnight burglary where no one was home; 2 counts of nonresidential burglary; and 19 counts of attempted residential burglary. The suspect is also facing charges related to three overnight burglaries and one attempted burglary in Cheltenham Township, which is part of the same crime spree. Money, cell phones, electronic devices, and purses were the most common articles stolen from homeowners. The victims suffered financial losses in excess of $200,000. The MAGLOCLEN analytical staff assisted in creating more than 30 cell tower map charts showing the suspect s phone/location on the nights of the burglaries, also highlighting the nearest train stations, since this was thought to be the suspect s method of transportation. In addition, the MAGLOCLEN staff downloaded the suspect s phone records and identified numbers that the suspect had called before and after the burglaries. Phone analysis allowed the MAGLOCLEN staff to identify a specific address as a common location of several items that were taken. Detectives then posted a pole camera in that location, which eventually caught the suspect on video. The suspect was subsequently identified and arrested. Lancaster County District Attorney s Office MAGLOCLEN surveillance equipment was utilized by the Lancaster County District Attorney s Office during a narcotics investigation. The equipment was used to aid in securing probable cause for search warrants on the suspect s vehicle and residence. As a result of the investigation, the suspect was arrested and charged with several felony drug violations. Seizures included 1.34 ounces of crack cocaine, valued at $3,800; three firearms (two of which were reported stolen), valued at $1,500; and $6,903 in U.S. currency.

7 Lancaster County District Attorney s Office Homicide The Lancaster County District Attorney s Office contacted the MAGLOCLEN analytical staff for assistance in preparing for an upcoming first-degree homicide trial. The commonwealth alleged that 15 months earlier, the defendant in this case had brutally raped, robbed, and murdered an elementary school teacher in her home. The MAGLOCLEN staff prepared more than 20 demonstrative evidence charts to be used during the trial. These charts included crime scene diagrams, victim injury diagrams (both in color and in black and white), photo arrays depicting the crime scene itself, photo arrays depicting the evidence obtained from the defendant s residence, aerial imagery, and maps of the city of Lancaster that detailed numerous relevant locations. Just prior to the start of the jury trial, the defendant elected to enter a guilty plea. The charts prepared by MAGLOCLEN were subsequently utilized during the sentencing proceedings and referenced often by the judge. While imposing a sentence of 54 to 109 years, the judge commented, To say this [crime] was barbaric, depraved, and senseless is an understatement. Lancaster County District Attorney s Office MAGLOCLEN surveillance/recording equipment utilized by the Lancaster County Drug Task Force led to two separate narcotics investigations, the arrests of four individuals, and the confiscation of heroin, weapons, currency, cell phones, and drug paraphernalia. The surveillance equipment was used to help identify the main suspects and aid in gaining probable cause for search warrants. In the first investigation, as a result of information gained, a search warrant was executed that resulted in the arrests of two individuals, who were charged with felony drug violations. Seizures included ounces of heroin, valued at $100,000; $4,000 in U.S. currency; 14 cell phones; 2 surveillance cameras; and 2 loaded handguns. In the second investigation, a search warrant was executed that resulted in the arrests of two individuals, who were charged with felony drug violations. Seizures included ounces of heroin, valued at $30,000. Lower Saucon Township Police Department Kidnapping/Burglary/Robbery Analytical assistance provided to the Lower Saucon Township Police Department by the MAGLOCLEN analytical staff was helpful in a theft investigation. The MAGLOCLEN staff created a chart with a map that pinpointed cell tower locations and theft locations for the requesting officers. The analytical product aided in obtaining a confession from the suspect and will be useful in the prosecution of the case.

8 Luzerne County District Attorney s Office Homicide The MAGLOCLEN analytical staff provided assistance to the Luzerne County District Attorney s Office in a double homicide case in which one victim was stabbed to death and the other victim was shot to death. Two suspects were prosecuted for the homicides one suspect was convicted of firstdegree homicide and the other suspect pled guilty to third-degree homicide. A third defendant fled to the Dominican Republic. The MAGLOCLEN staff assisted in creating a professional map of the area where the homicides occurred, labeling key locations to help the jury better understand the layout of the crime scene. Manheim Township Police Department Attempted Murder/Aggravated Assault A video enhancement completed by the MAGLOCLEN staff assisted the Manheim Township Police Department in the investigation of a stabbing of a juvenile female, resulting in a serious injury. The video, from a home security camera, captured a group of juvenile males advancing towards and retreating from an area in which the stabbing occurred. As a result of the enhanced video, a suspect was identified as a person of interest in the investigation. The suspect turned himself in to authorities and was charged with attempted murder and aggravated assault. Millersville University Police Department and Lancaster County District Attorney s Office Homicide Audio and video enhancement services completed by MAGLOCLEN assisted the Millersville University Police Department and the Lancaster County District Attorney s Office in a homicide investigation involving a female student who had been murdered in her dormitory room. The video contained security camera footage of a person entering the dormitory room of the student and audio of the person calling for assistance. A person of interest who was known to the victim was the lead suspect. With the assistance of the enhancement used during the preliminary hearing, the suspect was charged with criminal homicide and is currently awaiting trial. Morrisville Police Department Burglary A video enhancement completed for the Morrisville Police Department by MAGLOCLEN assisted in a burglary investigation. The video depicted the suspect breaking into a local electronics store and burglarizing the store. A suspect was detained shortly thereafter for questioning and was later arrested and charged with the burglary. The same suspect was also charged with a burglary in Trenton, New Jersey.

9 Pennsylvania State Police Burglary Two Global Positioning System (GPS) vehicle trackers provided by the MAGLOCLEN equipment staff were utilized by the Pennsylvania State Police s Electronic Surveillance Unit, working in conjunction with law enforcement agencies from Chester, Delaware, Montgomery, and Bucks Counties and Philadelphia during a long-term investigation involving a series of burglaries that followed the same pattern. The GPS vehicle trackers were used to assist in confirming a person of interest and to record the actions of this suspect during his criminal activities. The investigation resulted in the arrest of the suspect, who was charged with 66 counts of burglary and 19 counts of attempted burglary. The suspect is currently being held on high bail, and a formal arraignment has been scheduled. Pennsylvania State Police, Pennsylvania Office of Attorney General, Blair County Drug Task Force, and Altoona Police Department A MAGLOCLEN GPS vehicle tracker was utilized by the Pennsylvania State Police Electronic Surveillance Unit, along with the Pennsylvania Office of Attorney General, the Blair County Drug Task Force, and the Altoona Police Department, in a long-term investigation involving the distribution of heroin. The GPS vehicle tracker was used to track the main suspects and their vehicle during drug transactions. The investigation resulted in the arrests of two individuals, who were charged with criminal conspiracy and felony drug violations. Seizures included ounces of heroin, valued at $10,000, and $4,885 in U.S. currency. Philadelphia Police Department MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department in two separate narcotics investigations. In the first investigation, the Philadelphia Police Department received information from the Arizona Department of Homeland Security regarding a shipment of marijuana that was scheduled to arrive at a freight center in Philadelphia. The surveillance equipment was used in an attempt to identify individuals or vehicles possibly being used by the suspects in the operation. As a result of surveillance, three suspects and vehicles were stopped by uniformed police officers and 52.6 pounds of hydroponic marijuana, valued at $477,760, and $2,085 in U.S. currency were confiscated. The suspects were arrested and charged with federal drug violations. The second investigation involved the distribution of heroin from a private residence. During the course of this investigation, surveillance equipment was utilized to record the purchase of heroin by undercover narcotics officers and aid in securing probable cause for a search warrant. As a result of information gained through surveillance, a search warrant was executed on the suspect s residence, and 77.7 grams of heroin, valued at $25,900, and $4,883 in U.S. currency were confiscated. Three suspects were arrested and charged with the intent to deliver, possession of a controlled substance, and conspiracy.

10 Philadelphia Police Department MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Unit in a narcotics investigation involving the distribution of heroin within the confines of eastern Philadelphia. The equipment was used to record transactions between undercover officers and the suspect. The investigation resulted in the arrest of the suspect, who was charged with possession and distribution of heroin. Seizures included 78 grams of heroin, valued at $29,040, and $1,195 in U.S. currency. Philadelphia Police Department MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Unit in a narcotics investigation. The equipment was used to confirm information received from the Philadelphia/Camden High Intensity Drug Trafficking Area (HIDTA) regarding a possible drug location and to gain probable cause for a search warrant. As a result of information gained, a search warrant was executed and one suspect was arrested and charged with possession with the intent to deliver. Seizures included 225 oxycodone pills and 77 Xanax pills, valued at $9,060; three firearms, valued at $3,000; one vehicle, valued at $15,000; and $4,094 in U.S. currency. Philadelphia Police Department MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Unit in a joint investigation involving a fatal overdose in the neighboring township of Bensalem. Based on information received, the officers set up surveillance at a Philadelphia location using the equipment. On two occasions, controlled buys were made by a cooperating subject, and these buys were recorded by police for probable-cause purposes. A search warrant was obtained and executed on the Philadelphia location, and one suspect was arrested on narcotics charges. Seizures included.28 ounces of heroin, valued at $2,640; one handgun, valued at $500; and $906 in U.S. currency. The suspect and confiscated evidence were transported to the Bensalem Police Department. The suspect is awaiting additional charges relating to the fatal overdose.

11 Philadelphia Police Department MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department Unit, along with federal authorities in Philadelphia and Chicago, Illinois, in an investigation targeting a narcotics/money laundering operation. The equipment was used to aid in identifying the suspects and gain probable cause for a search warrant. Law enforcement personnel conducted a buy/bust with the suspects, which resulted in the arrests of two individuals in Philadelphia and the confiscation of 10 kilos of cocaine, valued at $1,000,000; $100,000 in U.S. currency; and one vehicle. The suspects and evidence were turned over to Homeland Security Investigations authorities. Philadelphia Police Department and the Bureau of Alcohol, Tobacco and Firearms (ATF) MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Unit and the Philadelphia Division of the ATF in a joint investigation involving the distribution of phencyclidine (PCP) oil. The equipment was used to record the transactions between the suspects and the undercover officers using prerecorded buy money. The investigation resulted in the arrests of three suspects, who were charged with felony drug violations. Seizures included 7.78 ounces of PCP, valued at $33,843, and $502 in U.S. currency. Philadelphia Police Department and Delaware DEA MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department and the Delaware DEA Office in an investigation involving the delivery of heroin to Pennsylvania, Delaware, and Maryland. The equipment was used to record and assist in identifying the suspects at the Pennsylvania location. The execution of search warrants in numerous locations in Maryland, Delaware, and Pennsylvania resulted in the arrests of three suspects, who were charged with federal drug violations. Seizures included 1 kilo of heroin, valued at $330,000.

12 Philadelphia Police Department and the Federal Bureau of Investigation (FBI) MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department and the FBI during the execution of a federal arrest warrant on a suspect wanted for conspiracy to distribute cocaine and weapons offenses. The equipment was used to positively identify the wanted suspect and record the execution of the warrant. The suspect was arrested, and a fully loaded automatic weapon was confiscated. Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force Surveillance equipment was utilized by investigators from the Philadelphia Police Department detailed to the FBI s Violent Gang Safe Streets Task Force in two narcotics investigations. The equipment was used to record the activities at two locations to gain probable cause for a search warrant. The first investigation resulted in the arrest of one individual and the confiscation of 12 large marijuana plants (5,448 grams), valued at $54,480. The suspect who had seven prior arrests was arraigned on felony drug charges. The second investigation resulted in the arrests of six individuals who were charged with possession with the intent to deliver. Seizures included 28 packets of heroin (1.2 ounces), valued at $290; 13 suboxone strips, valued at $1,230; $3,484 in U.S. currency; and 2 vehicles. Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department Unit and the FBI s Violent Gang Safe Streets Task Force during two separate narcotics investigations. The surveillance equipment was used to identify and confirm information received by the investigators. The first investigation resulted in the arrest of one individual who was charged with possession with the intent to deliver, possession of controlled substance, and firearms violations. Seizures included 550 grams of hydroponic marijuana, valued at $11,000; grams of synthetic marijuana, valued at $767,200; $700 in U.S. currency; and four weapons, valued at $1,000. The second investigation resulted in the arrest of one suspect, who was charged with possession of a controlled substance and intent to deliver. Seizures included 3,650 grams of hydroponic marijuana, valued at $273,000, and $3,450 in U.S. currency.

13 Philadelphia Police Department and FBI s Violent Gang Safe Streets Task Force MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force in a narcotics investigation involving the transportation of cocaine and heroin to and from New York, Pennsylvania, and Washington, DC. The equipment was used to conduct surveillances on the suspected drop area. As a result of the investigation, two search warrants were executed and 92 individuals were arrested and charged with federal drug violations. Seizures included 345 grams of heroin, valued at $106,000; 2,000 grams of cocaine, valued at $200,000; and $14,470 in U.S. currency. Philadelphia Police Department and the FBI s Violent Gang Safe StreetsTask Force MAGLOCLEN surveillance and recording equipment was utilized by the Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force during a nine-month narcotics investigation. The equipment was used to aid in the identification of key suspects and the locations of the drug organization. As a result of information gathered, two search-and-seizure warrants were obtained and executed, which resulted in the arrests of two individuals, who were charged with federal drug and weapons violations. Seizures included 8.65 ounces of cocaine, valued at $24,500; $5,061 in U.S. currency; and one firearm, valued at $800. Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force in a narcotics investigation. The equipment was used to record the actions of the suspect to assist in securing probable cause for a search warrant. A search warrant was obtained and executed, which resulted in the arrest of one individual, who was charged with felony drug violations. Seizures included 102 grams of hydro marijuana, valued at $2,000; 1 gram of crack cocaine, valued at $100; oxycodone pills, valued at $50; and $303 in U.S. currency.

14 Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force in two narcotics investigations involving the distribution of drugs. The equipment was used in both investigations to aid in securing probable cause for a search warrant. In the first investigation, information was received that suspects wanted for questioning in a series of bank robberies were residing in a suspected drug location. As a result of information gained through surveillance, a search warrant was obtained and executed, and two suspects were arrested and charged with felony drug violations. One of the suspects was charged under a federal arrest warrant. Seizures included 1 ounce of crack cocaine, valued at $2,800, and $1,400 in U.S. currency. In the second investigation, as a result of information gained through surveillance, a search warrant was obtained and executed and two suspects were arrested. Seizures included 91 grams of marijuana, valued at $1,200; drug paraphernalia; and $103 in U.S. currency. Philadelphia Police Department and the FBI s Violent Gang Safe Streets Task Force MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Unit and the FBI s Violent Gang Safe Streets Task Force in two separate narcotics investigations. The equipment was used to record the actions between the suspects and the undercover officers leading up to their arrests. The first investigation resulted in the arrests of two suspects, who were charged with felony drug violations. Seizures included small amounts of cocaine and marijuana and $159 in U.S. currency. The second investigation resulted in the arrests of two suspects, who were charged with felony drug violations. One suspect was charged with possession of a weapon. Seizures included.16 ounces of cocaine, valued at $440; 6 ounces of marijuana, valued at $3,400; $411 in U.S. currency; and one handgun. Philadelphia Police Department and Montgomery County District Attorney s Office MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Intensive Drug Investigation Squad and the Montgomery County District Attorney s Office in a narcotics investigation. The equipment was used to record the transactions between an undercover narcotics officer and an alleged drug dealer. After the fourth transaction, the suspect was arrested and charged with possession with the intent to deliver and possession of a controlled substance. Seizures included 28 grams of hash oil, valued at $3,200; 88 THC gummies, valued at $880; 16.3 grams of hydroponic marijuana, valued at $326; $6,185 in U.S. currency; and drug paraphernalia.

15 Philadelphia Police Department and DEA MAGLOCLEN surveillance equipment was utilized by the Philadelphia Police Department s Intensive Drug Investigation Squad and the DEA in an investigation involving the distribution of heroin. The equipment was used to record drug purchases by undercover narcotics agents and to help identify the suspects. A buy-bust operation was arranged that resulted in the arrests of two suspects and the confiscation of ounces of heroin, valued at $92,700; $1,639 in U.S. currency; one firearm; and two vehicles. Charges are pending at this time. Solebury Township Police Department Burglary The Solebury Township Police Department, working in conjunction with police departments from Montgomery County utilized a MAGLOCLEN GPS vehicle tracker in a multijurisdictional burglary investigation. During the course of the investigation, a person of interest was identified, and the GPS was used to track the suspect during his criminal activities. After a home was burglarized, a video of the suspect s vehicle pulling into the complainant s driveway was enhanced by the MAGLOCLEN audio/video staff. Working with the other jurisdictions, law enforcement officers identified this same subject as a suspect who was wanted for similar burglaries in their jurisdictions. The suspect was arrested and charged with numerous counts of burglary, theft, criminal trespass, and receiving stolen property. Items recovered, which included jewelry valued from $150,000 to $200,000, were returned to the owners. Tinicum Township Police Department Harrassment The Tinicum Township Police Department contacted the MAGLOCLEN analytical staff to assist in creating a cell phone map containing cell phone records that were collected in an investigation of harassment. The map placed the calls as originating in the area of the suspect s residence. The investigation resulted in the arrest of the suspect. The map will be utilized in the courtroom to provide a visual depiction of the calls related to the incident.

16 Tredyffrin Township Police Department Theft \The Tredyffrin Township Police Department contacted the MAGLOCLEN analytical staff for assistance regarding an investigation into a series of thefts from a local car dealership in which someone was stealing the tailgates from new pickup trucks located on the sales lot. Preliminary investigation had generated a person of interest; however, investigating officers were interested in what additional information could be gleaned from the suspect s cell phone usage. Cell phone data was obtained from the service provider and provided to the MAGLOCLEN staff, who reviewed, analyzed, and interpreted the data to isolate the relevant dates and times of the thefts. The corresponding cellular antenna data, coupled with the physical location of the car dealership, revealed a distinct pattern of activity. The investigating officer relayed that the maps and spreadsheets generated for this case were a crucial part of this ongoing investigation. United States Postal Inspection Service Fraud A video enhancement completed by MAGLOCLEN assisted the United States Postal Inspection Service in a fraud investigation. The video, received from bank security cameras, captured a suspect cashing fraudulent checks. As a result of the enhancement, a suspect was identified and arrested by postal authorities. The suspect was charged with four counts of bank fraud and 22 counts of aggravated identity theft. United States Secret Service (Philadelphia Office) National Security Event MAGLOCLEN analytical assistance was utilized by the United States Secret Service and the Multi Agency Communications Center during the Papal visit (a National Special Security Event [NSSE] for the Philadelphia area). High-resolution aerial imagery charts of key locations prepared by the MAGLOCLEN analytical staff were extremely beneficial in the pre-stage planning of the NSSE and assisted with protective intelligence logistics as well as public safety and vehicle planning. Upper Darby Township Police Department Murder MAGLOCLEN analytical assistance provided to the Upper Darby Township Police Department was helpful in a homicide trial. The MAGLOCLEN analytical staff provided call detail records and a map showing tower locations of the actor s cellular phone prior to, during, and after a homicide. The Upper Darby Township detective testified to this map as an expert in trial. The defendant was convicted of first-degree murder.

17 Upper Darby Township Police Department Homicide The MAGLOCLEN analytical staff provided assistance to the Upper Darby Township Police Department by creating graphical displays in the form of crime scene diagrams for an upcoming homicide trial. The crime scene was a highly populated urban area, with many buildings and relevant line-of-sight angles that were critical to the case. Working with investigators, the MAGLOCLEN staff created several large-format crime scene diagrams that provided an overview of the area, along with the location of seized physical evidence, witness locations, and scene photographs. The charts, coupled with high-resolution aerial imagery, were utilized extensively throughout the trial. The defendant was convicted of first-degree murder. Wilkes-Barre Police Department Aggravated Assault MAGLOCLEN surveillance equipment assisted the Wilkes-Barre Police Department in the apprehension of two suspects who were wanted for aggravated assault and robbery charges in Luzerne County. Upon receiving information from the U.S. Marshals Service regarding the location of the suspects, the Wilkes-Barre Police Department and the Pennsylvania State Police set up a surveillance detail on the suspected location, using the equipment. After the suspects identity was confirmed, they were apprehended without incident and transported to Luzerne County. Wilkes-Barre Police Department MAGLOCLEN surveillance equipment was utilized by the Wilkes-Barre Police Department during a narcotics investigation. The equipment was used to aid in securing probable cause for a search warrant on a suspect who was believed to be dealing crack cocaine and heroin in parking lots of hotels and restaurants in the Wilkes-Barre area. As a result of information gained through surveillance, a search warrant was executed and the suspect was arrested and charged with state drug violations. Seizures included 0.35 ounces of crack cocaine, valued at $792; 7.06 ounces of heroin, valued at $15,000; and $1,537 in U.S. currency.

18 Wilkes-Barre Police Department MAGLOCLEN surveillance and video recording equipment was utilized by the Wilkes-Barre Police Department s Enforcement Unit in a narcotics investigation involving suspected drug activity at a local hotel. The equipment was used to confirm the suspected drug activity and identify the suspects. As a result of information gained through surveillance, two suspects were arrested and charged with possession of a controlled substance and resisting arrest. Seizures included 1.09 ounces of cocaine, valued at $1,550. Wilkes-Barre Police Department Rape MAGLOCLEN analytical assistance was helpful to the Wilkes-Barre Police Department in a rape investigation. The apprehension and prosecution of a defendant led to solving a serial rapist case, wherein the defendant was prosecuted for two other previously unsolved rapes. Cell phone maps prepared by the MAGLOCLEN analytical staff showed the defendant s location and led to a guilty plea. Wilkes-Barre Police Department, Pennsylvania State Police, and Pennsylvania Office of Attorney General MAGLOCLEN surveillance equipment was utilized by the Wilkes-Barre Police Department, the Pennsylvania State Police, and the Pennsylvania Office of Attorney General in a narcotics investigation involving the distribution of illegal drugs from a private residence. The surveillance equipment was used to aid in identifying the main suspects of the operation and gain probable cause for a search warrant. A search warrant was executed, which resulted in the arrest of one individual who was charged with possession with the intent to deliver cocaine and heroin and three counts of possession of a controlled substance. Seizures included 125 grams of ecstasy, valued at $2,500; ounces of heroin, valued at $21,000; 1.06 ounces of crack cocaine, valued at $3,000; and $7,400 in U.S. currency.

19 Wilkes-Barre Police Department and the Pennsylvania Office of Attorney General MAGLOCLEN surveillance equipment was utilized by the Wilkes-Barre Police Department and the Pennsylvania Office of Attorney General in a two-month narcotics investigation involving the distribution of marijuana to numerous individuals, the majority of whom were juveniles. The equipment was used to record the actions of the suspects to aid in securing probable cause for search-and-seizure warrants. Search warrants were subsequently obtained and executed, and five individuals were arrested and charged with state narcotics violations, including conspiracy. Seizures included 12 pounds of marijuana, valued at $50,000; five firearms, valued at $2,500; and $44,000 in U.S. currency.
