Bratton Sheriff Seventh Annual Awards Banquet On Thursday, March 26, 29, the Ottawa County Sheriff's Office annual recognition night took place at the Camp Perry Clubhouse. This was the seventh annual banquet for personnel of the Ottawa County Sheriff's Office. Contributions are received from private citizens and businesses throughout northwestern Ohio to recognize the deputies and their service to the citizens and visitors of Ottawa County. The keynote speaker was Ohio Attorney General Richard Cordray. Master of Ceremonies for the evening was the Honorable Judge Kathleen Giesler. The following deputies were recognized: Deputy Luis Gonzalez is a member of the Lucas County Sheriff s Office. He resides in Ottawa County. He serves as the translator for the Ottawa County Sheriff's Office. He has done a superb job and has been called on day and night to assist the road deputies and the Communications technicians when translation is needed. He was recognized by the Ottawa County Sheriff's Office in the presence of Lucas County Sheriff James Telb, Ph.D. Deputy Jody Royster and Sergeant Rob Hickman on January 13, 29, entered an upstairs apartment in Port Clinton. There was an active fire, and it was reported that a child was still in the apartment. At the time the two entered the structure, they had been informed that the child had not been located. They searched through heavy smoke and flames but were unable to find the child. They then left the apartment, and while outside they learned that the child was with a friend outside of the residence. Sergeant Hickman was unavailable to attend the presentation, but Deputy Jody Royster accepted the recognition for his actions on that night. Ms. Lisa Sarty and Ottawa County Auditory Jodi Regal stepped up to assist the Ottawa County Sheriff's Office with the 28 Fiscal Year s end reports. They worked for several months preparing documents to close out the books and then established the protocol for 29. Ottawa County Prosecutor Mark Mulligan was recognized for allowing Ms. Sarty, one of his staff members, to assist the Administration. Their invaluable efforts were appreciated. Agents Carl Rider, Donnie St. Clair, and Detective Doug St. Clair: Through a partnership between the Ottawa County Prosecutor s Office and the Ottawa County Sheriff's Office, these three individuals were recognized for their service to the Ottawa County Drug Task Force. They have done an outstanding job in the years that they have served. They have taken on both small and major narcotic investigations. Their professionalism and dedication to their job were recognized on behalf of the citizens and visitors to Ottawa County. Captain Stephen Levorchick: On November 7, 28, Captain Levorchick was in the right place at the right time. A patron at a Fremont restaurant choked while eating his meal. Captain Levorchick immediately recognized the problem and performed the Heimlich maneuver. Through his actions he likely saved the life of Mr. Garth Flittner. The lifesaving award was presented to Page 1 of 1

3 Captain Levorchick, and there was a special presentation by Sandusky County Sheriff Kyle Overmyer. Deputy Gary Karr and Detective Kevin Meek: On September 19, 28, the Ottawa County Sheriff's Office received a 911 call advising of an aggravated burglary in progress in the Graytown area. Individuals were attempting to break into an occupied residence. The call was put out, and the deputies responded and within minutes had all three subjects under arrest who were charged with attempted aggravated burglary, and all had prior criminal histories in other counties. This case is now within the criminal justice system. These two deputies were recognized for their immediate response to the homeowner s 911 call. Deputy Gary Karr was further recognized for his years of service to the citizens and visitors of Ottawa County. He is retiring, and his last official day was March 29, 29. He was recognized with his retirement badge, his personalized license plate from his cruiser, his SWAT training book, and also a box of cigars. We wish Deputy Karr well in his retirement. There were raffles of donated items for the employees, following which the vote was taken for the Deputy of the Year. The votes were cast, and Deputy Dean Hammer was honored. He oversees the Inmate Work Program. The vote was by his fellow employees. He will be recognized in May at the Kiwanis luncheon for this distinction. As stated earlier, this was the seventh annual awards banquet. All funding was from private donations and corporate sponsors. It is a time when our personnel are recognized for the outstanding work that is being done by the professional staff of the Ottawa County Sheriff's Office. * * * Page 2 of 2

I am happy to report that the transitions took place with little disruption. Deputy Gary Karr has since retired, and is enjoying his retired life outside of the Sheriff s Office. In his place, Deputy Joe Vidal is back within the Patrol Division. Deputy Vidal is working on the day shift at this time. Detective Kevin Meek has taken Deputy Vidal s place within the Detective Bureau. Detective Meek has already begun building a case load and has since begun presenting crime prevention type programs, including bank robbery seminars. Lastly, Deputy John Carpenter has been in the Field Training Officer program, where Deputy Chuck Shuff is training him within the Patrol Division. Deputy Carpenter is nearing completion of his training, at which time, he will move to second shift within the Patrol Division. Although there have been a number of personnel changes, all Deputies are gearing up for the upcoming busy summer. All members of The Ottawa County Sheriff s Office look forward to the busy season ahead of us and to the opportunity to serve our community in a time that we know our service is necessary and makes a difference. 5 Ottawa County Sheriff's Office-Civil Division, Records Division and K-9 Unit The Civil Division is responsible to maintain the flow of all paperwork issued by the Courts or the Sheriff's Office. All indictments, summons, warrants, and extradition papers are filed through the Civil Division. They are also responsible for collecting and recording any Sheriff's fees generated by the service of this paperwork. The Civil Division performs all Sheriff Sales ordered by the Court. These responsibilities also include providing documentation at the request of attorneys, prosecutors, citizens, or others needing public record access. The Records Clerk is also responsible for processing the CCW Licenses and Webcheck requests for Ottawa County. One of those methods is use of Police K-9's. The K-9 Unit is responsible for narcotic searches, rescue, and apprehension assistance. This K-9 Unit has proven to be a great asset to Ottawa County and other outside agencies. 6 Ottawa County Sheriff's Office-Communication Division, Detective Bureau and Road Division The Communications Division answers phones, dispatches emergency police, fire, and rescue units throughout the county. The Communication Center is also responsible for the county wide 911 system, the Davis-Besse emergency warning system and several alarm systems within the county. Two Communication Deputies on each shift man the Communications Center. There are presently 1 full-time communications deputies. All communications personnel are EMD certified for providing pre-arrival medical instruction. One Detective's primary function is in the criminal activity field. The other Detective focuses on narcotic enforcement and investigations. He is assigned full time to the Drug Task Force. Both are specially trained in several fields of investigative and crime scene processing. The Uniformed Patrol Division is responsible for answering emergency and non-emergency calls for service to the citizens and guests of our community. These officers have jurisdiction over the entire county. The patrol deputy is often the first face an individual sees in a time of crisis. They not only respond to calls for service but also assist the various fire and rescue units in the community. The officers are also responsible for assisting the Civil Division in the service of civil papers and warrants. There is a patrol sergeant for every shift that is responsible for acting as a liaison between the uniformed deputies and the Captain. 7 Ottawa County Corrections Division The Corrections Division is the largest division within the Sheriff's Office, employing 27 full-time Corrections Deputies. The Corrections Division operates two jails, the Detention Facility (Full-Service) and a Minimum Security Jail. The Full Service Jail is a 48-bed facility housing adult men and women charged with or convicted or misdemeanor and/or felony offenses. The Minimum Security Jail is a 48-bed dormitory style facility housing sentenced, non-violent male and female offenders. Inmates housed at this facility are often on the "work release" program or one of the "Trustee" programs offered by the County.
