3 DIVISION FUNCTIONS/RESPONSIBILITIES The Training Division is responsible for the training of all Department personnel. It is divided into two primary training components; the Recruit Training Unit and In-Service Training Unit. The Recruit Training Unit is responsible for the operation and the presentation of a 26- week (1048 hours) Police Academy for police officer trainees. The Police Academy is presented to Department trainees and nearby law enforcement agencies. This Basic Course more than satisfies the requirements established by the Commission on Peace Officer Standards and Training (POST). It prepares police officers for work in the community in a variety of skill and knowledge areas. Students are given written, practical, and job simulation examinations in accordance with POST regulations. They are exposed to resources within the Department and the community to do their job in the most effective, efficient, and safe manner for all concerned. The curriculum has an emphasis on ethics and professionalism, critical thinking and problem solving, conflict resolution, and relationships with the community. Highly trained police officers handle daily academy operations, overseen by a sergeant. Successful completion and graduation from the Academy will place the sworn officers in the Field Training Program. The Basic Academy allows the Department to manage the training in accordance with POST requirements and in support of the operating philosophy of the Department, and of those who will be police officers in Oakland. Instructors are carefully selected for their teaching ability, expertise in the subject area being taught, and their knowledge of objectives, teaching methods, and current training philosophy. All instructors receive Academy Development Instructor training. The Police Academy uses classroom facilities at the Department, and local sites for applicable instruction, practices and examination. Local agencies request inclusion to the Academy, due to the high quality of instruction, and reliability of Academy training and philosophy. The Cadet Program is designed for hardworking ambitious young men and women who desire to explore and develop careers in law enforcement while attending college. Cadets are hourly, part-time employees who receive training and experience in various aspects of the police profession. They are rotated through a variety of assignments designed to develop their interest in police work. Intensive supervision, counseling, training, and evaluation develop their leadership qualities and prepare them for careers in law enforcement. The goal is for cadets to transition to police officers, providing for a bettereducated and skilled police officer. Cadets are assigned to different units within the Department. They are assigned to write crime reports, tow abandoned vehicles, issueparking citations, provide traffic control, routine transportation and notifications, record 3

4 keeping and data entry, and provide investigative assistance. They also provide assistance to training activities, acting as role players and logistical support to the Academy, and In-Service. Cadets are often utilized for community events and activities. The In-Service Training Unit is made up of a number of components, all providing training to officers after academy graduation as well as members of other ranks, civilians, and the public. Other components of the In-Service unit are Firearms Range Masters, Safety Coordinator, TASER Coordinator, UOF Coordinator, CPT Coordinator, Reprographic Offset Operator, TMS Coordinator, one PRS who maintains all the purchase orders and training orders, and two contract employees who are retired OPD personnel. The In- Service Sergeant is responsible for all aspects of the aforementioned staff. The CPT coordinator develops, coordinates, implements and monitors training in the Officer and Sergeant CPT s, and Command Retreats based on POST mandates and the requirements of the Negotiated Settlement Agreement. The In-Service sergeant maintains this responsibility and works with staff to ensure the highest quality product. The Department Range Masters conduct Firearms qualification and transition shooting. All sworn personnel are required to pass one qualifications proficiency course a year, with their pistols and shotgun. The range masters also instruct a twelve hr block in the CPT, and an additional eight hour block as supplemental firearms training. The Range Masters conduct training off-site. The In-Service sergeant maintains this responsibility and works with staff to ensure the highest quality product. The In-Service Unit acts as a liaison between an outside group and the Department to make training available at line-ups of the Patrol Division. Groups such as the District Attorney s Office work with this unit to bring the latest issues to all personnel assigned to the division to develop knowledge and limit liability. The In-Service Unit is responsible for the Department Safety Program, coordinated by the Department Safety Coordinator (DSC). The DSC is responsible for receiving and reviewing all accident reports. The DSC reviews each accident report and refers reports to the Departmental Safety Committee as required. The Electronics Weapons Coordinator is assigned to the In-Service Unit. The Electronic Weapons Coordinator is responsible for training all members who are assigned Electronic Weapons, and updating the training for all those officers on a yearly basis. The members that are assigned the electronic weapons attend mandatory update classes during the same time frame as their in-service qualifications. Right up till the first quarter of 2009, the In-Service Unit was responsible for tracking and logging all training received by Department personnel, regarding the Negotiated Settlement Agreement tasks. This was a monumental assignment, which at times was 4

5 overwhelming. With power DMS the burden has become lesser, and TMS is once again being utilized for what it was originally designed. The UOF coordinator is also assigned to the In-Service Unit, and is responsible for coordinating the Force Review Boards and the Executive Force Review Boards. The coordinator works closely with IAD to ensure that all the force cases are brought before the board in a timely manner with no 3304 issues. The Training Division is now no longer responsible for tracking, logging, and keeping up to date on all Negotiated Settlement Agreement training in the Department since this task is now being handled by OIG through Power DMS. The TMs system is used to track all the training that officers obtain during the year form outside sources and from within the training section. A Shop Operator staffs the Reprographic Shop, located in the basement of the Department. In addition to training material, the shop produces material for all units in the Department. This includes copies of all police report forms, brochures for citizen distribution, and material for Home Alert groups. 6 FISCAL MANAGEMENT In accordance with General Order A-7 the Training Division budget has been broken down into four components. The expenditures listed below represent the fiscal year. Examples of this type of specialized training include the following: Crowd Control Training Supplemental eight hour firearms training at the Concord Police Range On line workplace harassment training The In-Service Unit was heavily involved in the training requirements of the Negotiated Settlement Agreement and has met all the deadlines for task completion. A recent audit by the IMT found us in full compliance with task 43. The following individuals assigned to the Training Division were recognized for their outstanding service: Officer Nancy Cerecedes received a Medal of Merit Officer M. Hughes and B. Alaura received Captain s Commendations 14

15 Edmund Buenger was nominated for the BOS employee of the year Sgt. R. Sethna received Captain s Commendation PERFORMANCE DATA In-Service Unit The In-Service Unit had the following significant accomplishments: Trained 325 Officers during the Continuing Professional Training cycle, 120 Sergeants during the Sergeants CPT, and 40 Commanders and Managers during the quarterly Command Retreat. Crowd Control Training for the entire department Trained 56 Officers in a 40 hour Sergeants Transition Course. Coordinated all NSA training and obtained an overall 95% compliance rate for Departmental personnel within court specified deadlines. Obtained 100% compliance in firearms qualifications FOR THE ENTIRE Department. Increased the number of Taser deployed Officers from. 16 Administrative functions Use of Force Boards: 13 TASER Incidents Reviewed: 324 SME Consults: 14 UOF Coordinator: The UOF coordinator had the following accomplishments in 2009: Held 13 level 2 Boards hearing 75 cases. Held 11 EFRB s Held 12 OES walk through orientations. Wrote multiple grants for UASI and Port Security Grants with Daphne bringing in almost 3 million in funds/equipment Wrote justification letters for Measure Y expenditures. Helped expand OPD bicycle unit Awards ceremony Writing our Mass Fatality plan County No blu Flu at Oakland Coliseum Ran the departments No blu flu for seasonal and H1N1 Helped create the cities and the Departments continuity of Operations plan Was on the committee and worked the city sites for the public H1N1 vaccination PODS (5) Wrote multiple training bulletins, the most important was the EOC operations and basic ICS functions. Assisted with the Charter schools with bringing them up to speed on ICS (Chief Tucker assignment) CPT driving instructor. Currently writing a Mk 1 injector program for OPD Worked with Marvin Roy on Building security Was assigned to the Command post as a liaison officer/logistics chief at large scale events Helped Captain Tracey create the tactical Medic Program. Ham Radio/RACES program (radio system if our system crashes during catastrophic event) Safety Coordinator The Safety Coordinator had the following significant accomplishments: Lead EVOC instructor who is responsible for scheduling and instructing members of the dept. in driving updates. Scheduling EVOC instructors for the Basic and Lateral academies. Instruct in the Command Training and weekly CPT 16

17 City Property Accidents Logged and made into folders sent through chain of command Convened 5 Safety Committee Boards for 901s and Pursuits Vehicle pursuit CHP forms reviewed and entered into J4 database Responsible for 17 Fleet Training Vehicles for CPT, Basic Academies, Command Training Remodeled the New OPD gym. Purchased over $40, worth of new equipment. Took over the Facility Managers Position from Marvin Roy who was laid off. These responsibilities include, the final Inspection of the 1.5 Million dollars Locker remodel. The implementation of the new department security system. Coordination on daily basis for any repairs or custodial services that are needed. The Managing of the New Fire Life Fire Alarm System. Responsible for the remodel of the Chief s office for the new chief. Review Risk Management documents from The Department of Occupational Safety and Health that was a result of member/employees getting injured. Responsible for the new PWA/OPD service contract for Engineering and Custodial services. Reprographic Unit The Reprographic Shop copied and distributed the following publications: 10 General Order publications 6 Training Bulletins 17 Information Bulletins 10 Special Orders 5 Report Writing Manuals 4 Chief Memorandum Bulletins 396 total jobs and orders were processed 932,663 total impressions were completed 17

18 Recruit Training Unit The Recruit Training Unit had the following significant accomplishments: The RTU Staff conducted one lateral course and conducted firearms training for CPT. Police Cadet Program During the year, the Cadets participated in 25 ride-alongs in the Patrol Division and completed 41 special assignments. The Cadets worked in 9 different divisions within the Department. OTHER PERFORMANCE DATA Category 2009 Personnel Complaints 1 Vehicular Collisions 2 Uses of Force 28(level 4 s) IPAS Issues 0 Pursuits 0 The only complaint received was assigned to Sgt. R. Sethna, who completed a summary finding and deemed it to be unfounded. The two collisions were by cadets. The high number of level 4 UOF incidents is from the Tactical Team deployments, that members of our section are a part of. Citations, arrests, tows, warrants, beat projects, audits, etc., are not applicable to the Training Division for performance data. PLANS AND GOALS The Training Division s biggest challenge will be the strain on the instructors due to the additional training that is being initiated at the behest of Chief A. Batts. This has resulted in the creation of another range master position which will be filled by Officer J. Fukuda. The In-Service Training Section will be undergoing audits by POST, DOJ and FBI in The Training Division has a set plan in place to ensure Officers/Sergeants will receive 40 hours of CPT every 18 months, by running the classes over a shorter duration and thus starting the next session earlier. The Training Division has the following goals for 2010: 95% of all newly promoted Lieutenants will attend a POST management course within 6 months of promotion. 18

19 95% of all newly promoted Sergeants will attend a pre-supervisor course prior to their promotion (already accomplished) 95% of all Commanders will receive 20 hours of supervisory/command training every 18 months. 95% of all Sergeants will attend 40 hours of Continual Professional Training every 18 months. 95% of all Officers will attend 40 hours of Continual Professional Training every 18 months. Increase the Academy success rate by 5% (the current attrition rate since the 154 th BA is at 36.3%) 19
