5 The Division had a total of eight (8) complaints against various members/professional staff during None of the complaints resulted in a sustained findings. The Personnel Assessment System Unit: I. Staffing The Personnel Assessment System Administration Unit has been staffed with a Police Personnel Operations Specialist performing the duties of the Personnel Assessment System Coordinator since April 10, 2006, one Administrative Analyst I since August An Administrative Analyst II was assigned to assist the unit 75% of her time in The PAS Coordinator is tasked with the following responsibilities: Review all PAS Activity Reports for completeness, clarity, consistency; Receive and ensure any notification of erroneous or missing information in a PAS file received from an individual, supervisor, commander, or manager are forwarded to the custodian of records; An error log shall be maintained by the PAS Coordinator and reviewed by the Research and Planning Commander. The review shall be conducted minimally on a quarterly basis to determine if there are any system related data problems or if there is a failure of data collection procedures; Prepare and forward a quarterly (or single-event threshold) notification to the appropriate Bureau Deputy Chief and the responsible commander or manager whenever a member/employee has met the PAS threshold criteria; Prepare and forward monthly threshold notifications and single event thresholds notifications to the appropriate Bureau Deputy Chief and responsible commander or manager. Have primary administrative responsibilities for the PAS policy; Provide reports, relevant to the PAS program, upon request; Maintain confidential files on all persons referred for PAS intervention; Monitor the scheduling and frequency of PAS Disposition and Follow-Up Meetings; Monitor and evaluate intervention strategies; Compliance Assessor for Task 40 & 41. Prepare monthly reports to the Chief of Police summarizing personnel under PAS intervention; Retain all PAS files, reports, and other documents for a minimum of five (5) years; and Prepare and distribute a written summary of the Oversight Committee meeting to committee members and the Chief of Police within 30 days of the meeting date. 8 Training Provided Continuous training provided to supervisors via telephone and in person regarding how to access IPAS, interpret the profile data and the PAS activity review process. IV. Significant Accomplishments The Internal Personnel Assessment System SuperViewer was enhanced to provide supervisors with policy training which is extracted from the Power DMS training system. The SuperViewer was also enhanced to calculate the top 30 personnel with use of force incidents and internal affairs investigations department wide. Since the April 2010 Personnel Assessment System has used the first statistical event count separation to determine cutting points opposed to the largest or the separation in event counts that are positioned at the extreme right of the performance activity histogram chart. The April 2010, July 2010 and October 2010 reviews resulted in a considerable increase in the number of personnel identified as an outlier (approximately 63 in April, 92 in July and 128 in October). Productivity Performance Data The PAS Administration Unit s productivity for 2010: Generated 4 threshold reports in 2009 (January, April, July & October) which included the review and analysis of approximately 388 histogram graphs depicting performance activity of supervisory, normative and relational comparison thresholds. Generated a Department wide semi-annual report depicting the totals and averages for complaints, use of force and collision data for each Bureau, Section and Unit for dissemination to each Deputy Chief/Director. Reviewed and processed over 100 PAS Activity Review and Reports, Intervention Strategy Completion & PAS Follow-Up Reports combined completed by first line supervisors. Tracked NSA required follow-up meeting dates and follow-up documentation for 16 members in intervention and 27 members in supervisory monitoring. 8

9 Maintained the PAS Notification database that captures all of the members/employees identified for a PAS review from the initiation of the review process until the final disposition of each review. Prepared and distributed a PAS Monthly Intervention Summary Report for review by BOA chain-of-command, Assistant Chief of Police and the Chief of Police. Prepared and presented the PAS Activity Status Report to attendees of the Semi- Annual PAS Meetings and PAS Oversight Committee Meetings. Maintained an Intervention Progress Matrix depicting the complaint activity for each member in intervention for presentation to the PAS Activity Review Panel. Maintained an IPAS Request Log to document all requests for IPAS data received from by the PAS Administration Unit. Maintained an IPAS Discrepancy Log to document errors and discrepancies in IPAS data and technical problems. Queried single event thresholds via IPAS Administration Model to identify incidents that require a PAS Activity Review within specified time periods. Participated in numerous discussions with DIT and Motorola throughout the year to discuss the design and data requirements in the IPAS SuperViewer and EVALIS. Met with DIT weekly to discuss corrections and enhancements to IPAS and the development of the supervisory notes dimension. Maintained a Histogram Tracking Database and matrix to document the cut-off points for each peer group by threshold category. Maintained a PAS Administration Unit Report Procedures Manual. The manual documents how to create Ad Hoc IPAS reports using BI Query, PAS Notification Database Reports (Access) and Archon Histogram Graphs. Maintained a PAS Coordinator desk procedure manual. Maintained a PAS Activity Review Timeline for all members/employees in intervention and supervisory monitoring. The timeline captures the receipt of mandatory documents, document approval dates, PAS panel review dates, intervention/supervisory monitoring start dates, NSA required follow-up meeting dates and the dates the PAS files are closed. The PAS Coordinator continues to perform the assignments of the Compliance Assessor for Task 40 & 41. VI. Plans, Expectations and Goals Plans The PAS Administrative Unit plans to transition the current PAS activity review process workflow into a paperless reporting system. Expectations Provide the Department with an electronic personnel assessment system that incorporates the needs of the members/employees, supervisors and executive command staff that will link to source documents from a statistical dashboard display. 9

10 Goals Automate the majority of the PAS review document preparation in order to reduce the number of documents that are maintained by the PAS Administration Unit. Continue to streamline the current histogram review process to reduce the amount of material reviewed by the PAS Activity Review Panel quarterly. Information & Technology Unit The Research & Planning Unit provides technical guidance and support to the police department in the following key areas: Collaboration with the City s Department of Information Technology (DIT) department to successfully support and/or implement technology projects. Evaluate and test new technology products that improve services and/or processes for the department s employees. Publish and/or review technology related Requests for Proposals (RFP). Assist with the review of RFP responses; creating evaluation criteria, coordinating site visits, reference checks, and/or final vendor selection. Assist in the negotiation of technology related contracts. Assist with the procurement of new technology related hardware and software. Provide asset management services for the department s computer laptop inventory. Staffing Changes: Jan 2010 Sgt. Robin Brizendine resigned her position as Sergeant of Police and supervisor of the Unit. Oct Ofc. Dave Burke transferred to the Unit from the Patrol Division. 10

11 The Division commander is the units direct supervisor. Vievu Unit staff provided functionality training for department personnel testing the new personal video recording devices. PST Angel Coogler: Sexual Harassment AWARENESS GI CLETS Exam RWM T-21 Personnel Assessment System Activity Review Significant Accomplishments: VisionTek Field Based Reporting (FBR) Upgrade In January 2010, the Unit oversaw a major hardware and software upgrade to VisionTek, the department s Field Based Reporting application. The application allows department personnel the ability to access critical law enforcement data remotely, as well as complete crime reports while working in a field capacity. New Mobile Patrol Vehicle Laptop Configuration In late 2010, the Unit working in conjunction with staff from both DIT and Public Works, developed a new mobile vehicle laptop configuration for the department s Patrol vehicles. This will be the new mobile configuration standard going forward for all new vehicles designated for Patrol for the department. Productivity Performance Data Laptop Deployments and Management Research & Planning manages all of the department s mobile laptop computers; which includes procurement, asset management and deployment. Mnemonics Pooling Research & Planning manages the mnemonics assigned to the department by DOJ. If a mnemonic is inactive for too long, the DOJ will reclaim it and it will no longer be 12

13 available for use. The Unit activates and deactivates all mnemonics on a rotating basis to ensure each mnemonic is used periodically. In 2010, the Unit activated or deactivated 1200 mnemonics. Other Performance Data There were zero complaints, vehicular collisions, pursuits, uses of force, or ipas issues for the unit in Plans and Goals The primary mission of the Research & Planning Unit is to help ensure that the Oakland Police Department is a leader in the field of technology. Our unit will continue to reengineer business process through technology to make the department a more efficient and effective organization. Our goals for next year are: Implement and support Oracle/Telestaff payroll integration. Support and provide administration for the department s new personal video recording devices. Deploy an annual maintenance upgrade of the VisionTek/FBR application, which includes enhancements designed to improve efficiency and accuracy. Investigate relevant technology designed to improve systems architecture and workflow processes throughout the department. Develop a strategy to address the end of lifecycle for the departments current patrol laptops. Develop a strategy to address the end of lifecycle for the departments current CAD, W&W, FBR and RMS. Research & Planning will continue to manage the VisionTek application, laptop computers, and other network systems. The Unit will also provide appropriate service to the department in the areas of support, training, and technology purchasing. Crime Analysis Unit Function and Duties Crime Analysis is the examination of crime data to determine clusters, patterns, trends, series, or other significant details. The findings are used to assist patrol and investigators in lowering crime, aiding the investigative process, and increasing arrests and the clearance of cases. Additionally, analysts fill data and map requests from OPD staff, other City of Oakland departments, media, other law enforcement, non-profit agencies, business organizations, and citizens around the country. 13

Shows crimes category. The Daily List of Crimes Provides a list of each day s crimes for the commanders to review. Weekly List of Crimes w/confidential Locations Removed Provides a list of the week s reported crimes for the public, published on the OPD Yahoo groups. Weekly homicide statistical and analytic report and maps. Weekly robbery statistical and analytic report and maps. Weekly narcotics statistical and analytical report and maps. Additionally, the Unit filled hundreds of the most urgent data and map special requests. Clients for these requests are OPD personnel, the Office of the Mayor, the Office of the City Council, the Office of the City Administrator, other City of Oakland departments, the FBI, other law enforcement agencies around the country, nonprofit agencies, business organizations, media, students, and citizens. The Unit also provided all crime data to Measure Y personnel and outside agencies, along with training on what the data indicate and how to use them. The Unit reorganized from having each analyst assigned to an Area Commander to review only that area s crimes to becoming one unit where each analyst focused on a particular crime citywide. Plans and Goals The Unit will continue to provide data that assists OPD s commanders in deploying resources to prevent additional crimes and assist investigators in clearing more cases as well as data to outside organizations. Staff will continue focusing on improving the quality, effectiveness, and value of the work. 16
