The weather co-operated and the Camaraderie was outstanding. We signed up a couple of new members as a result of the meeting being announced in the Florida Today newspaper. There are several important events that will be occurring over the next several months that you should all be aware of. They are: (1) The Submarine Birthday Ball on 10 April. (2) The D4 Convention in Jacksonville, Fl. 29 April-2 May. (3) The USSVI National Convention in Saratoga Springs, NY September. (4) The annual Memorial Service at Kings Bay, GA. 3-6 November. (5) The SUBVETs WWII Southern Regional in Mobile Alabama, May I would like to take this opportunity to thank Pat Pecorelli for taking over the job of Base Storekeeper. This really takes a load off of me at the Base meetings. To our Snowbirds who will be heading back North shortly, let me say it has been a pleasure to have you all at our meetings and I wish you all a safe summer. DISTRICT 4 CONVENTION UPDATE: As everyone knows from the January Newsletter, the District 4 Convention will be held at the end of April. Forms for the Convention can also be found in that Newsletter along with the itinerary for the events. One question that was asked during the last meeting could SUBVET members stay at the Submarine Base in Kings Bay, lodging at the TVQ? Members can stay at the TVQ, not only during this Convention but any time, as long as space is available and reservations are made. The normal price for a room is $ This is a great deal. If you do not have the forms for the Convention, you can go to the Snug Harbor website and printout the Newsletter from January. If you cannot get to the website, contact the Base Commander and he will help you. SCHOLARSHIP APPLICATIONS: The Base Commander has the applications for the Scholarship program. There are two types of applications. One is used for those that are still in High School looking for a scholarship for college. The second one is used for those that are already in college. If you need an application, you must give the Base Commander the name of the applicant and which application that is needed. He will ensure that you get the forms that are needed. Applications have to be in by 15 April BASE PROJECTS: It was discussed at a previous meeting that Snug Harbor base needed a new project. At this meeting many suggestions were made. Gil Shaddock/Bob Johnson: Adopt-A-Highway. It was presented that Dairy Road, the road that the VFW sits on, was not taken by any groups for cleanups. It was suggested that we clean the road from the VFW up to RT192. To do this, an application has to be submitted and approved so it may be a while before we could start. In recognition of this, a sign would be erected on Dairy road indicating that the SUBVET Snug Harbor base was doing the cleanups. The Base Commander asked to see a show of hand for those that were interested in helping with this project. 15 members raised their hands. This project will be started as soon as possible. Other possibilities that may be started later: Tim VeArd: Man a table at a Mall. This would get us out in the community, explaining what submarines and submariners are all about. Dan Weiss: Volunteering at schools. This would also get us out in the community, helping with education. I missed who recommended this (I apologize): Children Lions Camp. This is another excellent possibility to help with adolescence. SUBMARINE MEMORIAL: The Submarine USS Narwhal will be going to OHIO in 2006/2007. It is not sure why a submarine would be going to a land locked state but... NATIONAL VOTING DURING ELECTIONS: National is hunting for ways to increase the number of SUBVET members voting during National Officer elections and resolutions to the By-Laws. One way is to allow voting over the computer. National has been experimenting with this idea, allowing a few selected bases to vote online. It was found that more members voted. To further this project, National wants all members to verify their names and s that are recorded in the database. This can be done at the USSVI website. If there is a difference, please send an to the Base Commander informing him of the correct data. He will ensure that the National database is updated. In some cases, the National website will not be the same as the National database. National knows about the problem and is correcting it a fast as possible. If you are not sure that the data is correct, send it to the Base Commander anyways and he and his team will make sure. STOREKEEPERS: Pat Pecorelli, assisted by Larry Hall, is now the Base Storekeeper. SUBMARINE BIRTHDAY BALL IS SOON: The Submarine Birthday Ball will be on Saturday, 10 April For more information, see the article in this Newsletter. BASE MEMBERS JOIN VFW: Last month, Bill Thomas, a member of the VFW where we have our meeting, came and talked to us about the VFW and the need for members. Previously to this time, many of our members felt that they were ineligible due to being stationed on Submarines. Bill pointed out that, in many cases we were in fact eligible due to where we had been and when. Due to Bills efforts, some of our members are going to join the VFW, including our Base Commander Gil Shaddock. USS RAZORBACK PROGRESS REPORT: Mayor Patrick Hays of North Little Rock and Greg Zonner, former commander of the USSVI Razorback Base, will be traveling to Istanbul, Turkey on Saturday 20 March, Monday the 22 nd they will sign the final transfer papers. The USS Razorback will be moved from the Gölcük navy base to the shipyards in Tuzla Turkey on the 23 rd. She will remain there for about 30 days before she starts her trip to the USA.

4 4 Snug Harbor s The Beacon March 2004 USS RAZORBACK PROGRESS REPORT (CONT): The towing company will make one stop on the way back at the British navy base in Gibraltar. It will take about 10 days to get to Gibraltar from Tuzla. The USS Razorback will leave Gibraltar and head directly across the Atlantic to the Gulf of Mexico and on to New Orleans. It will take about 35 days, traveling at 5 knots (5.8 miles per hour). She should be in New Orleans around the first week of June. We have 2 ex-submariners (Bob Opple and Max Basset who served on the USS Razorback in the sixties) that will be making the trip. She will remain in New Orleans a few days before starting up the Mississippi and Arkansas rivers to North Little Rock. It should take about 10 days to get from New Orleans to North Little Rock. PATCHES AVAILABLE: Internet Base is selling WestPAC patches. Part of the money raised will go to the Holland Club fund. COLLEGE EDUCATION: BCC is offering a Fast-Track program for VETS, specifically for entrepreneurs and small businesses. Contact the BCC campus for more details. NATIONAL DATABASE UPDATING: ALL members that are on the Internet are encouraged to go to this URL, and follow the instructions regarding checking your data that is on file in the USSVI data base at the National Office. It is VERY important that you do this in order to be able to vote electronically in this year's National election and it will also insure that your mailing address is correct for receiving the American Submariner. SHIPMATE ON ETERNAL PATROL: Charles Emory Picture Not Available SECRETARY S REPORT COMPLETED ST. MARYS MUSEUM: Maintaining the Collection of Ben Bastura November 2003 Report from John Wynn Earlier this month I had the opportunity and HONOR to visit with Shipmate John Crouse at the outstanding Submarine Museum at the foot of Osborne Street in tree lined St. Marys, Georgia. He has done the absolutely best possible job in integrating most all of Ben Basturas's Collection from Middletown, Connecticut. He has faithfully restored Ben's original display cases and has even placed the artifacts in the same position as they were in Middletown --- with Ben's original index card labels. This is a labor of love folks. John has blended 100% of all Ben's "boat Books" with his own collection. I must tell you that the St Marys Museum has the most extensive "boat files" in the United States of America... Bar NONE! The only remaining task is to uncrate and find room for Ben's models. One of them is about five feet long and was made from a railroad tie. An observation: From all the pictures I've seen of the Museum, it appears VERY small from the front. Most old movie houses did look small from the front, but they were deep with a high wall at the back to accommodate the screen and curtain. They added a complete second floor above the original seating floor. Now the kicker; the museum is ONLY about seven miles off Georgia I-95, Exit 3. Its a straight shot down into the town of St Marys. Go as far as you can, turn right and you're there. The town itself is straight out of Harper Lee's imagination complete with banyan trees over the streets, spanish moss and old quaint homes with gingerbread railings.

Sub School gave us the chance to pass the test To declare that we were The Best of the Best. When we left New London with orders in hand We all headed out on different courses for distant, faraway lands. Some went East coast some went West But no matter where you ended up, your first boat's the best. You reported on board not knowing what to think But now you're known to all as a nub and a dink. You learn about Tradition and learn about Pride, You learn about Honor and the men who have died, You learn about the heritage that's been passed on to you Because now you're considered one of the crew. You study that boat from bow to stern From the conning tower to the bilges, it's your duty to learn Where and what makes that boat go, how it operates and in what direction it flows How to charge those batteries and keep them alive or how to rig the boat for dive Draw those systems fore and aft, blow the shitters, Check the draft These are duties that you must glean when you live your life on a submarine When you've learned all there is to know about your boat You show 'em you know it, by your walk through vote You go before the Qual Board, card in hand Where they question and grill you to beat the band And when you think you can take no more They tell you to wait just outside the door. For what seems like eons, Time stands still And when they call you in, you feel quite ill! But they congratulate you for doing so good And welcome you into their Brotherhood. Right of passage declares that you must drink your "fish". And the tacking on process is not something you wish But you wear those dolphins on your chest with pride Because down deep in your heart, you know you're Qualified. It seems like yesterday, it seems like a dream That I truly lived on a submarine Most Boats are gone, a memory of time I wonder what happened to that crew of mine? The Old Boats that are left, are all museums And even if you rode 'em, you have to pay admission to see 'em. So here's to us, those that remember Who rode the boats out in all kinds of weather To those past, present and even the future To those young, hardy lads who still love adventure So let's lift our glasses and have a toast To the memory of those daring young sailors and their undersea boats. The evening will also have a serious side as we remember the 50th Anniversary of the commissioning of the USS NAUTILUS and 50 years of being Underway on Nuclear Power. The guest speaker for this year's banquet is RADM Maurice Rindskopf. Admiral Rindskopf commissioned USS DRUM (SS-228) and made 11 war patrols onboard. He eventually commanded DRUM and received the Navy Cross, Bronze Star, and Silver Star. He Commanded SEACAT (SS-399), Destroyer HIGBEE (DDR- 806), Submarine Division 11, Submarine Tender FULTON, and Submarine Flotillas 2 and 8. Shore duty included the Submarine School Staff, The Bureau Of Ordnance, CO Submarine School, Staff CINCPAC, Deep Submergence Program Coordinator in OPNAV, and several tours in Intelligence, including one as Director of Naval Intelligence. For his service after the war, he earned the Legion Of Merit and the Distinguished Service medal. 6 6 Snug Harbor s The Beacon March 2004 THE HUNLEY WHISPERS ITS SECRETS: This article was taken from the March 2004 issue of Southern Living Magazine Why did this submarine sink? Who were the men aboard? Dr. Robert Neyland and his team of scientists search for answers. Just the sight of this ghost vessel raises goose bumps. Finally, after lying lost under Charleston Harbor for 136 years, there it is. The H.L. Hunley, the first submarine to sink a ship in battle and the iron coffin of its eight-man crew, chills in a cradle of cold seawater at Warren Lasch Conservation Center in North Charleston, South Carolina. For more than three years after the sub's recovery, a team of experts has hovered around the Hunley on a mission of mercy and science. As they excavated the interior, filled with 1 1/2 tons of silted black sediment, they respectfully recovered those entombed inside since Thousands are expected in Charleston for ceremonies on April 17, when the submariners are laid to rest in Magnolia Cemetery. A future museum will house the Hunley and its artifacts. Until then, the new "crew" will finish the sub's journey from lost legend to museum artifact. "Every day is a new day. Every day is a day of unknowns," says Dr. Bob Neyland, director of the Hunley project, who expects conservation and analysis to take 7 to 10 more years. A native of Palestine, Texas, Bob graduated from the Nautical Archaeology Program at Texas A&M University and is now chief of underwater archaeology for the Navy Department's Naval Historical Center. (The federal government owns the vessel. The South Carolina Hunley Commission, a state agency, oversees the project.) Experts ranging from a geologist to a genealogist report to Bob, including senior conservator Paul Mardikian and senior archaeologist Maria Jacobsen. Associates call Maria "Goldfinger" because she always seems to find prized artifacts. Several scientists, including Dr. Jamie Downs, forensic pathologist with the Georgia Bureau of Investigation in Savannah, donate their time and expertise. "The first time I put my hands on the Hunley, I got weak in the knees," recalls the Charleston native, who grew up fascinated with stories about the sub. "The only other times I felt like that were when I got married and when our children were born." Each day the team work around the curls of question marks. On the night of February 17, 1864, the Hunley rammed an explosive, mounted on a 16-foot spar, against the U.S.S. Housatonic and sank the vessel, then went down itself. When and why did the submarine sink? Who were the men aboard, and how did they die? The super-secret Hunley left in its wake a paper trail so thin even the vessel shape was a mystery. Late 19 th- century drawings depicted a fat iron cigar. Instead, it arose from its grave sharp and sleek with its spar intact--a relic as quaint yet curiously contemporary as a Jules Verne daydream. Racing ahead of their time, its creators dove under the prevailing winds of wood-andsail naval design and sculpted from iron a 39-foot stealth weapon. "It's not crude at all," Bob says of the sub's graceful lines. "It's very sophisticated, with good hydrodynamic designs. We thought there would be water dripping out of it, but it is incredibly tight." It's also incredibly small, especially for crewmembers who stood as tall as 6 feet. To enter it, they squeezed through a hatch the size of a stewpan, then bent themselves double into an interior that measures 3 feet, 10 inches wide and 4 feet, 3 inches high. Who were Lt. George Dixon, the Hunley commander, and the crewmen at the sub's hand crank: Arnold Becker, C.F. Carlson, C. Simkins, James Wicks, Frank Collins, Joseph Ridgaway, and a man known only as Miller? From skeletal remains, Dr. Doug Owsley, division head of physical anthropology for the Smithsonian, finds evidence of both European and American diets, heavy tobacco use, infections, injuries, and tooth decay. Few biographical clues emerge from the artifacts, which include canteens, pipes, pocketknives, and empty wallet, shoes, a slouch hat, a silk bandanna, stubs of two pencils, a housewife (a Civil War soldier's sewing kit), and the golden sparkle of a love story. A Mobile girl gave a $20 gold piece to Lieutenant Dixon who carried it into the Battle of Shiloh, where it deflected a bullet and saved his life. He later had "My Life Preserver" inscribed on one side of the bent coin and kept it as a talisman. One day "Goldfinger" felt the edge of a coin, brushed away the muck, and read the inscription. Meanwhile, Jamie studies another "text." He hopes to determine stress levels from marker chemicals found in brain tissues. Those may reveal how the crew perished; in sudden terror or by gradual descent into sleep from oxygen loss. Either way, the teardrop flame from a small candle found in the sub may have been the last light they saw. More than just naval history urges Jamie to put his hands on the Hunley again and again. "It's the humanity of their story," he says. "You may not agree with their cause, but they gave birth to the modern navy. They got into this coffin and made history, and they did it as volunteers." 7 7 Snug Harbor s The Beacon March 2004 HUNLEY CREW FUNERAL: Up to 10,000 could participate in April funeral for Hunley crew Associated Press, March 15, 2004 As many as 10,000 people are expected to participate in April's funeral in Charleston for the eight-man crew of the Confederate submarine Hunley. Organizers say that will include re-enactors from the North and South. Organizers say biographies and pictures of the crew generated by computer will be released, two each day, in the days before the April 17th funeral. The crew will lie in state for two days on board the USS Yorktown at the Patriots Point Naval and Maritime Museum in Mount Pleasant. The Hunley was the first submarine in history to sink an enemy warship. It sank with its eightman crew off Charleston minutes after sinking the Union blockade ship Housatonic in The Hunley was raised off Sullivans Island in It was then carried by barge to the old Charleston Navy Base where it's been since. Organizers expect a total of 30,000 people at the funeral which will include horse-drawn caissons, bagpipers and 50-gun infantry and artillery salutes. The funeral party will march almost five miles from Charleston's Battery to Magnolia Cemetery. The remains of crew members will be buried with full military honors along with others who died on previous Hunley missions. A total of 21 servicemen on three crews lost their lives in the Hunley. The Hunley sank three times, once after it was swamped at its mooring, again during a test run and finally after its sinking of the Housatonic. The State Hunley Commission in February chose North Charleston for construction of a $40 million Hunley museum. NATIONAL AWARD TRICARE CONTRACTS: Assistant Secretary of Defense for Health Affairs, announced the award of the TRICARE contracts to: Health Net Federal Services, Rancho Cordova, Calif. Humana Military Healthcare Services, Louisville, Ky. TriWest Healthcare Alliance Corp., Phoenix, Ariz. With the award of these contracts and when each is operational, the number of TRICARE Regions will be reduced in number from 11 to 3. This reduction of regions is expected to make TRICARE a more uniform benefit for beneficiaries across the United States and reduce administrative overhead costs. Each contract listed above includes at least a 9-month transition. The transition begins on September 1st. The turnover of responsibility for services in the newly aligned TRICARE North, South and West Regions will be phased in starting with areas in the West Region on June 1, 2004, and will be complete by November These contracts were competitively procured with seven offers received. The Department of Defense, TRICARE Management Activity, is the contracting activity. DISTRICT 4 NOMINATIONS: Nominations for the D-4 District Commander are now open. The current D-4 Commander, Dennis Blado, has agreed to run for another term.
