2 About KOOTENAI COUNTY SHERIFF S OFFICE Welcome Kootenai County encompasses 1,310 miles of area to patrol, and over 150,000 county residents to serve within its boundaries. The Sheriff s Office is made up of two bureaus: the Operations Bureau, which includes the Patrol, Detectives, and Support Services Divisions and the Jail Bureau, which includes the Custody and Services Divisions. Welcome to the 2016 Annual Report. I realize that 2017 is twothirds passed by the time this comes out, but we want to make sure that what we provide is accurate and consistent with State Reports. Calendar year 2016 saw a greater resurgence in the ideals of public service from Sheriff s Office employees. Time and again we heard stories of how members of the Sheriff s Office went above and beyond to truly help the people we serve. We saw the evidence of this in everything from social media posts to phone calls, letters and s thanking members all over the agency for their extraordinary caring and true service. We talk a great deal about having a servant s heart. Sometimes that means taking people to jail, sometimes it means sitting with a person who just found out that a loved one has passed away and sometimes it is putting gas in someone s car at our employee s expense. Whatever it is, we believe that it is the right thing to do if we are going to be those who serve and protect. I hope that you enjoy the information in this report. 3 In 2016, the Civil Section received 8,753 subpoenas to serve most for appearances in criminal court, and issued by the First Judicial District. KCSO served 4,254 of these subpoenas through various attempts both by physical means and by telephone. Many subpoenas are cancelled before they can be served. Of the subpoenas received but not served, only 460 were not served as a result of not being able to locate people. The Civil Section also received 326 Protection Orders and Temporary Restraining Orders. 326 Traffic Traffic crashes occurred in KCSO s jurisdiction. Of these, 25 were commercial and 4 were fatal. Records The Records Section processed 2,506 Concealed Weapons Permits in ,506 Driver s License 29,154 In 2016, Driver s License issued 29,154 driver s licenses. This includes all Commercial driver s licenses as well as all Class A, B, and C licenses. Retirements Civil The 2016 Annual Report is dedicated to those members who retired in 2016: Karen Heath, Trudy Whittenburg, and Michael Hart. Karen Heath retired on September 30, She began her long career in the Jail Bureau on May 18, 1992, when she was hired as a Control Room Operator. During the 1999 jail expansion, Karen was selected to work as a lead on the Jail Expansion Team. She helped immensely with planning daily operations during construction and developing new policy for the changing facility. Her management skills were recognized and she was promoted to Kitchen Supervisor in She remained in this assignment until her retirement. Karen s cooperative nature is incomparable her attitude was always one of commitment and her work ethic second to none. She set a high standard for those filling her shoes! Trudy Whittenburg was hired on June 14, 1999, as a Senior Accounts Clerk. During her career she had a couple of other titles, Accounts Payable Clerk and Accounting Technician. Not only did Trudy process the accounts payable, but she was in charge of the inventory, processed the incoming mail and was always willing to lend a hand where needed. Trudy can be described as a loyal, hardworking, diligent and reliable employee. Deputy Mike Hart began his career with the Kootenai County Sheriff s Office as a Detention Deputy on April 15, He retired on June 6, Mike spent the majority of his career working D-Team. This team covers every Friday and Saturday night, therefore dealing with the lion s share of our drunk and disorderly arrestees. Mike jokingly referred to himself as the tip of the spear, as he often took the lead role when dealing with these uncooperative arrestees. Mike s ability to communicate with and calm these individuals down was invaluable to minimize use of force incidents throughout his years of service. Mike was also known for his ability to calm entire housing areas through creative story telling. In East Housing, we have several dorms with 50+ inmates. Often, these large groups fed off of each other and became difficult to manage. On these occasions, Mike would simply walk into these dorm areas and begin telling one of his many stories or history lessons. Without exception, the inmates returned to their bunks and listened attentively. This was consistently the end of these problems for the night. And last, but not least, anyone who has spoken to Mike is aware that he was the 2008 Deputy of the Year for the Jail Bureau. It was truly an honor for us all to serve alongside of Mike.

5 By the Numbers Design services proudly provided by: 1,089,300 1,089,300 pounds of laundry were cleaned by inmate workers in The jail has a program that allows female inmates to work in the laundry. 6 What We ve Done JAIL BUREAU CUSTODY DIVISION INFORMATION: On January 5, 2016 the total inmates in custody was 307. By September 30, 2016 we had 400 total inmates in custody. This is more than a 30 percent increase. After this spike, our inmate numbers remained high for the remainder of Due to this spike in inmates, we negotiated a contract with Yakima County to house our additional overflow inmates. Our other overflow housing contract facilities, Nez Perce, Ferry, and Bonner Counties did not have room for our demand. By the end of 2016, we were housing between inmates in our contract facilities. Despite our overcrowding, we received our Certificate of Compliance from our annual Idaho Sheriff s Association. JAIL BUREAU SERVICES DIVISION INFORMATION: In 2016, we began utilizing a new contract food vendor for inmate meals. Catering By Marlin (CBM) Food Services gained the contract in 2016 has have great to work with. They have improved the food service quality and quantity at the Jail since they have taken over the contract. We also went into contract with a new medical provider in Correctional Healthcare Partners (CHP) have improved inmate medical care significantly. They have hired several more employees to provide 24/7 coverage and also have provided a full time psychologist to address the increasing number of inmates with Mental Health needs. OPERATIONS BUREAU INVESTIGATION DIVISION INFORMATION: In 2016 KCSO detective s handled 989 active cases with leads that required investigation. Those cases included 5 homicides (all solved), and a significant number of series crimes related to property and drugs. Our case closure rate has continued to climb over the past four years as we have applied new techniques in case triage and crime analysis to identify criminal suspects and stolen property. Successful case work results in the accumulation of significant evidence. As a result our Evidence Unit is undergoing the addition of facilities scheduled to be online in These facility changes should make the seizure, maintenance and disposal of evidence more efficient in the future. OPERATIONS BUREAU PATROL DIVISION INFORMATION: The year 2016 was filled with a lot of ups and downs for the Patrol Division. One of the biggest events was a tragic boat crash on Lake CDA which took the lives of 3 people. It took a combined effort and multiple resources to put a plan in place to locate the victims, investigate the accident, and put together a complete report for the prosecutor s office. Many individuals put in hundreds of hours of overtime to complete the investigation. The summer of 2016 was already a busy one and the Recreation and Safety Section was over-taxed due to the lack of marine teams, making the summer even more difficult. On a good note, on August 30, 2016, Deputy Prosch and Deputy Wolfinger were dispatched to check on the welfare of two young children in a park. During the course of their investigation they learned that the children s mother was present and providing the appropriate supervision. They also discovered that the mother s car had run out of gas and her estranged husband had abandoned them. The deputies along with ECO Cary Howard were able to find a place for them to stay and the deputies paid for gas for the vehicle and also provided some food. This simple act from both the patrol deputies and the dispatcher display the true compassion that we as an agency have towards the people of our community. OPERATIONS BUREAU SUPPORT SERVICES DIVISION INFORMATION: In September of 2016, the Board of County Commissioners approved the expansion of the Drivers Licensing Office with a commitment to opening a satellite office location in Post Falls. The forward direction for this project has continued and is anticipated to open in late summer With IC Conceal Weapons Carry statute being revised to allow for non permitted concealed carry in Idaho (see code for specific restrictions), the number of standard concealed weapons permit requests has diminished by nearly 30%. Enhanced Concealed Carry permit requests have remained consistent throughout 2016 despite the new allowances.

7 First Annual KCSO Awards Ceremony On Thursday March 16th, the First Annual KCSO Awards Ceremony was held at the Hagadone Convention Center overlooking Lake CDA. The event was attended by a sworn, civilian, and volunteer members of the Sheriff s Office along with spouses, friends, and relatives. Attendance was estimated at being at well over 300 people and included members from other agencies and two members of the Board of County Commissioners. By all accounts, the event was a great success, and it will be something that will continue next year! The most significant award of the night was presented to Deputy Jonathan Traw. Deputy Jonathan Traw (Deputy Traw is shown below receiving the honors presented to him by Sheriff Wolfinger). On July 2, 2016, Deputy Jonathan Traw was assigned to the Recreation Safety Section and was patrolling in the area of Q Emlin Park. He and his partner were flagged down by people on shore who indicated that the citizen, who was swimming in the area, had been missing underwater for about 5 minutes. Deputy Traw requested the Dive Team respond. He then removed his duty gear and dove into the water to search for the victim. Deputy Traw was successful in locating the citizen and loaded him onto the patrol boat. He then administered CPR, prolonging the citizen s life. Factors that led to this award level include Deputy Traw knowingly exposing himself to potential injury by diving into the murky river water without the aid of dive gear or other trained personnel. For this action, Deputy Traw was honored as a recipient of a Life Saving Award and the Medal of Valor.

Unit Merit Award: 911 Communication s Training Unit - Shelly Renner-Allen, Kayla Asher, Ellie Creighton, Cary Howard, Jennifer Keyes, Linda Lane, and Derek Wilson. Unit Merit Award: KCSO Dive Rescue Team - Sergeant Will Klinkefus, Det. Derrick Hollenbeck, Sergeant Jon Brandel, Deputy Justin Arts, Sergeant Ward Crawford, Deputy Travis Fanciullo, Deputy Bob Bjelland, Deputy Eric Breakie, Det. Todd Jackson, Deputy Jonathan Traw, Deputy Dale Johnson, Deputy Eric Boardman, Deputy Ryan Miller, Deputy Jeremy Geurin, and Hauser Fire Volunteer Member Gary Mobbs.
