4 Established in 1907, the county was named for Edwin L. Bonner, a ferry operator. Bonner County is comprised of 1,920 square miles, 1,738 square miles of land and 182 square miles of water. Elevation: 2,126 above sea level; Average snowfall: ; Average rainfall: Bonner County reaches across the entire width of Idaho s Panhandle between Montana and Washington State. To the south is the Kootenai County line, and to the north is the Boundary County line. The Selkirk Mountain Range dominates the west side of the county and the Cabinet Mountain Range is located in the eastern portion of the county. Bonner County has a wide variety of recreational opportunities. This includes four golf courses, water sports, bicycling, snowboarding, skiing, snowmobiling, hunting, world-class fishing, horseback riding and wildlife viewing. The City of Sandpoint is the county seat. Clark Fork, Dover, East Hope, Hope, Kootenai, Oldtown, Ponderay and Priest River are cities located within Bonner County. The estimated population is 40,699. 8 The Bonner County Sheriff s Office has 74 full-time sworn law enforcement personnel, 16 part-time sworn personnel from the Marine Division and 2 volunteer reserve deputies. The Jail Division has 25 deputies, 5 sergeants, 1 lieutenant, 2 nursing staff, and 1 front office support staff. The deputies, sergeants and lieutenant are sworn personnel. The Patrol Division has 22 full-time deputies, 6 patrol sergeants and 1 patrol lieutenant. The average patrol deputy wage is $20.23 dollars per hour. The average detention deputy wage is $17.06 dollars per hour. The Detective Division has 3 full-time detectives and 1 sergeant. One of the investigator positions is dedicated solely to the investigation of crimes against children, sexual assaults and sex offender compliance. The Criminal Interdiction Unit has 1 full-time sergeant and 3 full-time detectives. The K9 unit has two full-time deputies/handlers. The Civil Division has one full-time deputy and two civil clerks. The records and support division consists of 3 support staff. The vehicle maintenance staff employs 2 full-time, and one volunteer mechanics. Patrol deputies work 12-hour shifts. The county maintains 24-hour law enforcement coverage for its citizens. Bonner County Sheriff s Office maintains 2 sub-stations: Priest River and Priest Lake. The main Sheriff s Office and Jail are located in Sandpoint, the county seat. Bonner County is divided into four separate patrol districts. All four patrol districts are patrolled 24 hours a day, seven days a week. Bonner County Sheriff s detectives work Monday - Friday 8 a.m. - 5 p.m., however, during non-working hours, detectives rotate on an on call status. Detectives are routinely called out to assist the Patrol Division in cases such as burglaries, narcotics investigations, robberies, sex crimes, child abuse, homicides and kidnappings. The Jail Division is staffed 24/7 with deputies, medical personnel and supervisory staff. Page 8

9 Patrol is the most visible unit within the Sheriff s Office. Aside from contact with a dispatcher via telephone, Patrol Deputies are typically the first point of contact for anyone seeking assistance. The Sheriff s Office responded to 23,665 calls for service in The Patrol Division is staffed with 22 Deputies, 6 Patrol Sergeants and 1 Lieutenant. It is divided into four separate districts covering 1,920 square miles. The Sheriff s Office is responsible for law enforcement services throughout the county. The cities of Sandpoint, Ponderay and Priest River provide their own police services. Clark Fork, Dover, Hope, East Hope, Kootenai and Oldtown however, do not have their own police departments. Law enforcement services are provided 24 hours a day, 7 days a week and 365 days a year. Page 9

11 The Bonner County Sheriff s Office is responsible for all domestic animalrelated calls. A vast majority of calls are for neglected or abandoned domestic animals that need veterinary care and sheltering. Animal Problems, Cruelty, Noise Cases We have two K-9 Teams which consist of a handler and a dog. They assist the Sandpoint Police, Priest River Police Department, Pend Oreille County Sheriff s Office, Parole and Probation Agents, and the Idaho State Police. The Bonner County Sheriff s Office s canines participated in several searches which included area searches, building searches, vehicle searches and train searches; multiple tracking incidents and warrant arrests/traffic stops; captures and locating articles; seized Heroin,Marijuana, Methamphetamines, handguns, vehicles and currency. 12 The Bonner County Sheriff s Office Emergency Response Team (ERT) is a group of highly trained deputy sheriffs whose main mission is to quickly and safely gain control of high risk situations which have exceeded the resources of patrol responses or that have the potential to do so. ERT also responds to allied agency requests for assistance in serving high risk or dangerous search warrants, armed or barricaded subjects or active shooters. ERT responded to a total of 6 call-outs and numerous warrant services this year all with successful outcomes. Most training centers on firearms/range training, team entry/movement, use of distraction devices, etc. The Crisis Negotiation Team (CNT) is used to establish communication with the involved person, identify demands, and work to resolve the tense and often volatile standoff without injury or loss of life. The CNT trains with the Sheriff s Emergency Response Team (ERT) for these high-risk events. During 2013, the Crisis Negotiation Team responded to one incident which was successfully resolved. 13 The Criminal Interdiction Unit (CIU) of the Bonner County Sheriff s Office consists of four members -- three detectives and one sergeant. CIU utilizes both traditional and non-traditional means to identify crime trends occurring throughout the county and seeks out those individuals involved in high profile criminal activity. The main focus of CIU is to stop the activity of organizations and individuals involved in the trafficking, manufacturing and distribution of controlled substances. However, they also track gang activity, property crime trends, warrant suspects and perform highway interdiction. Narcotics Enforcement in 2013 by CIU Cases Initiated Felony Arrests Warrants Over the course of the summer and early fall CIU was able to complete investigations into three known Heroin dealers. Search warrants were obtained and served on two residences. Between both warrants over a quarter pound of Heroin was located, which had an approximate street value of $43,000. BCSO is a member of the North Idaho Violent Crimes Task Force, performing casework and support for the Task Force. Task Force statistics are not tracked on this report. Property seized in 2013 included: U.S. currency, Vehicles, Motorcycles, UTV's, Dune Buggies, Snowmobile trailer, Toro lawn mower (commercial grade), Firearms, various power tools and a tool chest. 14 Detective Statistics The Criminal Investigations Division is responsible for the most complex criminal investigations. Detectives are selected from the ranks of the Patrol Division. Our Detectives are highly trained and receive many hours of specialized training each year, including conducting major crimes investigations, conducting interviews and conducting specialized and complex investigations. In 2013, the Detective Division cleared 47% of the cases assigned. recovered approximately $100,000 in stolen property. 15 Detectives monitor all Sex Offenders living in the county and are responsible for coordinating the Sex Offender Registration Program. In an effort to educate the public, all registered Sex Offenders are listed on the Idaho State Police web page. Our Records Division processed 88 sex offender registrations during this year, and of that number, the Sheriff s Office was monitoring 87 adults and 1 juvenile registered sex offenders as of December, This Division is responsible for the overall operation and security of the Evidence/Property Room. Two Evidence/Property Technicians receive, catalog, release, and/or dispose of property or evidence for the agency. In 2013, 1095 items were received into evidence. There were 1956 items released or disposed of; and 157 drug items moved to the State for burning. Page 15

16 The Bonner County Sheriff s Office provides and maintains a Dive Rescue Team who is designated as a FEMA Level II Team. The seven members of the team train year-round in various environments. This training includes boat operations, swift water rescue, ice rescue, and crime scene recovery. They have assisted and trained with the Dive Teams of Boundary, Kootenai, and Spokane Counties. Mission Type Deployment Body Recovery Vehicle Recovery The Bonner County Sheriff s Office Marine Division is responsible for marine law enforcement and rescue patrols on over 119,000 acres of navigable water. The Marine Division operates year round, but is at its maximum deployment May through September of each year. Marine Division has seven vessels and two tow vehicles. During this year the Marine Division provided certified boating education courses to the public (177 students), plus outreach boating safety instruction to over 250 middle school students. The Marine Division worked 5,674 hours in patrol and investigated 5 boating accidents. Page 16

17 Specially trained and selected citizen volunteers augment regular Sheriff s Deputies in many of their routine assigned tasks. They patrol with deputies, work special events, provide crime scene security and transport prisoners. Reserve deputies are required to successfully complete a state-mandated 240 hours of basic law enforcement training prior to being allowed to work in a law enforcement capacity. While the Sheriff s Office can provide major equipment items, the volunteers provide much of their own personal police equipment. This year, our reserve deputies volunteered numerous hours of police services to our community. It is common to see reserve deputies apply to become regular deputies for our Sheriff s Office, as well as other local law enforcement agencies. This program provides an excellent opportunity for people starting out with an interest in policing to begin building experience for full-time careers in law enforcement. In 2013, our Volunteers donated hundreds of hours to assist our agency in areas such as the auto shop, front office, training, and detectives. 18 The Sheriff s Office Fleet Maintenance team services 71 vehicles in the main fleet, 7 Search and Rescue vehicles, and 8 vehicles for the Criminal Interdiction Task Force for a total of 86 Sheriff s Office vehicles. Services include routine maintenance, oil changes, transmission inspections, tire rotation, tire replacement, radio and emergency lighting installation. The Fleet Maintenance Division employs 2 full-time mechanics with an operating budget in 2013 of $132,911 (excludes fuel). The Sheriff s Office works closely with Priest Lake Search and Rescue (PLSAR), a volunteer organization in Bonner County in providing search and rescue services to our citizens and visitors. PLSAR is staffed by volunteers who respond to and assist those who are overdue, lost, injured, or killed during ground, air or marine activities within Bonner County. All volunteers must undergo a thorough criminal background check from the Sheriff s Office. Through coordinating efforts with the Sheriff s Office, these volunteers carry out missions in all weather conditions and over terrains of all levels of difficulty. They are dedicated personnel offering their services and skills without pay. Call-outs were 14, 12 and 16 in 2011 through 2013, respectively. Priest Lake Search & Rescue: Air Force Training Page 18

19 Our Civil Process Clerks and one Deputy are responsible for the processing and service of court papers. These include small claims motions, child custody, summons, subpoenas, domestic violence protection orders, and court orders for evictions and Sheriff s sales. Page 19

20 This area of the Office processes all complaints and supplemental reports generated by the Patrol and Detention Deputies. Other tasks include processing of concealed weapons permits, disseminating complaint reports and public records requests, processing requests for criminal history record information, entering/clearing stolen items into the State and National computer databases, and processing criminal master jail records. 21 The Driver s License Section of the Sheriff s Office is a mandated function of the Sheriff. In Idaho, the Sheriffs of the forty-four counties are required to work as the vendors for the Department of Transportation with regards to Driver s License and Identification Cards. In 2013, a total of 16,763 Driver s Licenses were issued in Bonner County. The Sheriff s Office staffs two Driver s License offices. One is located in Sandpoint and the other is in Priest River. 22 This office assures accountability and consistency, and provides additional expertise in handling serious personnel misconduct matters occurring within the agency. The Office of Professional Standards (OPS) is the internal investigative branch of the Sheriff s Office, reporting directly to the Undersheriff. It is staffed with one Lieutenant who can obtain additional staff help, as necessary, from throughout the agency. Upon request from the Sheriff or Undersheriff, OPS conducts administrative investigations which, when complete, are forwarded to the Sheriff for a finding, and for appropriate discipline and training, if the allegation is sustained. OPS reviews all department policies, complaints, department motor vehicle collisions, pursuits, and Use of Force Reports. Using this information, they can determine if additional training and/or policy modifications are necessary and are able to address any trends, if one is detected. All completed investigations, pre-employment files, and other sensitive files are secured by OPS. OPS conducts agency-wide periodic operations audits that include the use of our record systems and other criminal justice databases. It facilitates our grant research and writing, and oversees the training, pre-employment background investigations, and promotional testing of our employees. The OPS Lieutenant also supervises the Support Services Division. The Sheriff s Training Unit, under the command of the OPS Lieutenant, is responsible for recruiting and background investigations, coordinating in-service and academy training, and meeting the logistical needs of the Bonner County Sheriff s Office. They also manage the acquisition and distribution of needed uniforms, equipment, and work-related supplies. Idaho P.O.S.T. (Peace Officer Standards and Training) mandates that all sworn Deputies are required to have a total of 40 hours of training every two years. The Bonner County Sheriff s Office exceeds the P.O.S.T. mandates each year by offering and mandating in-house training for all sworn personnel. In 2013, sworn Patrol Deputies received a total of hours (average 75 hours each). Detention deputies received an average of 71 hours each (total of hours). Detectives received an average of 53 hours each (total of hours). All other employees received an average of 13 hours of training in 2013 (total of hours). Page 22

23 The Bonner County Jail provides services to all of the law enforcement agencies within the county. We also accept subjects from the U.S. Marshals, Immigration, Probation and Parole, Idaho State Police, and U.S. Border Patrol. The Bonner County Jail was built in There are 124 beds within the facility and 20 of these beds are dedicated to female inmates. The Detention Division is comprised of 25 full-time Deputies, 5 Sergeants, 1 Jail Records Clerk, 1 Billing Clerk, 2 nurses, 1 Inmate Labor (Part-Time) Supervisor, 4 Transport Deputies (Part-Time), and 1 Lieutenant who serves as the Jail Commander. The Chaplain Program, which is a non-denominational support group, is staffed by 15 volunteers who donated in excess of 2,000 hours providing emotional and spiritual support to employees and members of the public. This program focuses on responding to fatal car accidents, unattended deaths and other life altering events. Their function is to assist people struggling with these events with spiritual understanding and emotional support. The core numbers of donated hours are spent in the jail conducting bible studies, Sunday services, communion and counseling. Additionally, the Chaplain Program provides a GED Instructor in coordination with North Idaho College assisting inmates in achieving basic education. The jail s in-house kitchen provides meals for the jail, the juvenile detention facility, the Inmate Worker Program, and the weekend Sheriff s Labor Program. Food services are operated under contract with ABL Management Inc., a private corporation based in Baton Rouge, Louisiana. Our current cost per meal average is $2.20. This efficiency is maintained without sacrificing quality and nutritional value of the meals served to inmates. Our food service personnel provide approximately 2,000 meals a week, equaling about 104,000 meals per year. Page 23

24 Within the Detention Facility, there are two separate Labor Programs that are utilized by the Bonner County Court System. The Inmate Labor Program is comprised of four to eight individuals who are current inmates at the Bonner County Jail. The Sheriff s Labor Program is separate from the Inmate Labor program in that it is comprised of individuals who have been sentenced to Community Service. A Judge may sentence people to this Labor Program in lieu of serving jail time. If they qualify, they may serve 8 hours of labor instead of 24 hours of jail time. This is a savings to Bonner County of the expense of processing and housing another inmate. Projects included litter cleanup; snow removal, both to clear fire exits at the Sheriff s Office and to clear the snow from houses; and lawn mowing for elderly residents of Bonner County. The inmate vegetable garden was grown, tended and harvested by the inmate workers and yielded over 7,505 pounds of fresh vegetables. These vegetables included tomatoes, cucumbers, zucchini, beets, peppers, cabbages, rutabagas, squash, turnips, onions, pumpkins and potatoes. The harvest was donated to the local Food Banks, Senior Centers and Kinderhaven. Page 24

25 The 911 Communications Center, a separate entity from the Sheriff s Office, provides 911 emergency dispatch services to 13 law enforcement, fire, and EMS agencies in Bonner County.
