1 Northern Station Newsletter Editor Lynn Pomatto #4134 September 10, 2009 Hi everyone, Neighborhood Meeting: Impact of Doyle Drive Construction on Lombard Street. There will be a neighborhood meeting, which will feature a presentation by the Doyle Drive Project. Representatives will provide a project/construction overview and some insight into what they believe will be the traffic impact on our neighborhood. In addition, police officers will discuss recent developments in an initiative to address crime in Lombard Street motels and how best to prepare for the holiday season. The meeting will be held at Silver Clouds Restaurant (Lombard and Webster) in the front room on October 6th 2009 at 7PM. Fleet Week will be October 9th 10th and 11th in the Marina. 5K Fun Run/Walk For Safety San Francisco SAFE is gearing up to host its first ever 5K Fun Run/Walk for SAFEty event designed to promote awareness of personal and family safety, while raising funds for all of its important community services. The event will be held on Sunday, October 25, 2009 at Peacock 1

2 Meadow in Golden Gate Park. Registration begins at 10:00am and the race is set to start at 11:00am. For all the hard work and participation of our runners/walkers, volunteers and SAFE supporters there will be a post race BBQ from 11:30am- 2:30pm. Help SAFE support its mission-building safer, stronger communities through crime prevention education and public safety services. Join SAFE and members of your community in this effort. Register to participate in the 5K Fun Run/Walk for SAFEty as an individual or form a team! Event volunteers are also needed. Take this opportunity to get to know your neighbors and get involved in your community. Registration fee is $10 per person, children 10 years and under are free! Your officers at Northern Station have been working extremely hard and have made some outstanding arrests. The Mayor s Office of Criminal Justice launched a safety blog to keep people in San Francisco safe and informed. The blog draws together reports and updates from the City s many public safety partners. This includes weekly updates from the SFPD s 10 district station Captains. These reports summarize activity in each district and explain how each district Captain is deploying his or her officers in response. The men and women of Northern Station work hard each and everyday to keep the streets safe for everyone. Here are some of the great arrests that were made in the last several weeks. ARRESTS On Officer Michael Horan responded to the two thousand block of Chestnut Street regarding a robbery at a retail store. An unknown suspect walked into the store and distracted the employee. The suspect hit the employee in the head and took five purses totaling 2, and ran out of the store. The employee followed the suspect and saw him get into a Pontiac that was parked near by and drive away. The employee was not injured during this incident and refused medical attention. The suspect is still outstanding. On Officer Christopher Dunne, Officer Rupert Geraldo, Officer Joan Cronin, and Officer Michael Evans responded to the nineteen hundred block of Union Street regarding a man with a gun. Officers immediately responded to the area and spoke to the victim who stated that an Asian male pointed a gun at them. The victim stated the male got into a black Honda and drove away. The officers relayed the description to other officers in the area. Officer Cronin and Officer Evans spotted the black Honda and the Asian driver on Van ness Ave. They pulled the vehicle over and 3

4 located a gun under the driver s seat. The driver was positively identified by the victim and transported to the station where he was later booked at County Jail. On Officer James Kreps, Officer Adam Green, Officer Brett Thorp, and Seargant Martin Lalor responded to the two thousand block of Greenwich Street regarding a Burglary in progress. Officers arrived within minutes and located one suspect hiding in an adjacent backyard. Officers received a second suspect description from witnesses and located the second suspect without further incident. Both suspects were transported to the station and later booked at County Jail. On Recruit Officer Julia Angalet, FTO Officer Sean Rogers, and Officer Jeff Ferreira responded to the nine hundred block of Franklin Street regarding a Burglary of a vehicle. The witness provided the officers with a suspect description and the suspect was taken into custody without further incident. The witness identified the suspect. The officers contacted the owner of the vehicle who identified his property that was taken out of the vehicle. The suspect was transported to the station. The suspect was also booked for outstanding warrants and narcotics paraphernalia. On Officer Omar Alvarado and Officer Tim Farrelly was on uniform patrol in the area of Polk and Geary Street. The officers recognized a subject who they had prior knowledge had an outstanding narcotics warrant. The Officers took the subject into custody without further incident. The warrant was confirmed and the subject was later booked at County Jail. On Officer Kimberly Overstreet, Sergeant Carl Fabbri and Lieutenant Tim Plyer responded to the two thousand block of Fillmore Street regarding a male trying to pass a suspected fictitious check at Bank of America. Officers arrived and conducted a thorough investigation. The officers discovered that the check was not 4

5 valid and was stolen from a victim in a past robbery. The suspect was transported to the station and later booked at County Jail. On Officer Edward Zeltzer and Officer Joseph Siragusa were on uniform patrol when they were called to Northern station on a security guard detaining a subject for suspected DUI. The security guard informed the officers that he saw the subject go through a stop sign at the intersection of Eddy and Buchanan Street. The security guard followed the subject and saw him stop his vehicle, open the door, and fall out of the vehicle. The officers conducted a thorough DUI investigation and discovered that the subject was driving under the influence of alcohol. The subject was transported to County Jail where he was later booked. The subject s vehicle was released to his friend. On Officer Patrick Robinson and Officer Marcus Richardson was on uniform foot patrol in the area of Cedar and Larkin Street. The officers spotted two males sitting in the alley. Both subjects were on probation. A computer check of one of the subjects revealed that he had an outstanding warrant for his arrest and narcotics and narcotics paraphernalia were located in his pockets. The one subject was transported to the station and later booked at County Jail. The second subject was only detained and released at the scene. On Officer Gaylicia Bunton and Officer Ryan Daugherty were on uniform patrol in the area of Van Ness and Eddy Street. The officers spotted a vehicle that had expired registration. The driver of the vehicle did not have a valid driver s license. Further investigation of the subject revealed that he had a 300,000 warrant for robbery. The subject was transported back to the station and his vehicle was towed. On Officer Christina Hayes was sent to the 600 hundred block of Eddy Street regarding a person who wanted to hurt themselves. Officer Hayes arrived and detained the male without further incident. The male told Officer Hayes that he wanted 5

6 to hurt himself. Officer Hayes transported the male to SFGH PES where he was evaluated for mental health detention. On Officer Andrew Clifford and Officer Ramon Davila were on uniform patrol in the area of Olive and Larkin Street. The officers spotted a male drinking a beer in the street. The officers detained the male. The officers did a warrant check on the subject and discovered that he had an outstanding vandalism warrant out of Santa Clara County. The subject was taken to the station and later booked at County Jail. SFPD Recruitment Unit Due to budget challenges, it was determined that the Exams Unit will not offer any more written examinations between August 2009 and June SFPD Updates SFPD was one of the many law enforcement/public safety agencies countrywide that was successful in COPS grants acquisition. SFPD was awarded $16 million to hire 50 officers. Future Academy Class As result of the COPS Hiring Recovery Program (stimulus funds). One Academy class has been tentatively scheduled for September

NEWSLETTER SAFETY TIPS Alternative Transportation Strategies To Prevent Alcohol Impaired Driving Designated Driver Programs (DDPs) and Ride Service Programs (RSPs) are community-based approaches to preventing impaired driving. Both approaches are described in this piece. It is not sufficient to have an individual DDP at a local restaurant, or a few taxi cabs providing safe rides home on the weekend to reduce a community-wide problem such as alcoholimpaired driving. These programs must pervade the community to have their impact on drinking and driving. Accordingly, these programs are described as a package of community-wide programs demanding the active cooperation of a healthy mix of community partners to succeed. 7

8 Designated Driver Programs What is a Designated Driver? A designated driver is one person, in a group of two or more drinkers, who agrees not to drink alcoholic beverages, and to transport the members of the group home safely. Server-based DDPs are set up in public or private establishments that serve alcohol, where the idea of using a designated driver is introduced by the server. DDPs may also be drinker-based. Any people drinking in groups, at parties or sporting events, or a friend s backyard, may decide that one member of the group will be a designated driver to get the other group members home safely. Community-wide DDPs are designed by a centralized organization in a community, composed of a wide spectrum of partners, all of whom have something to gain by reducing alcohol-related crashes. Who are the Community Partners that can help you set up a community-wide program? Local government, such as the mayor. Police or Sheriff s Department. Court Personnel, such as a judge who handles DWI cases. Business and professional organizations, such as a local Chamber of Commerce. Medical and Social Service Organizations, such as hospitals, local libraries, and providers of prevention, intervention, and treatment services for alcohol and other drug abuse. Liquor license holders. Your local liquor-licensing agency, which in some states is called the Alcohol Beverage Control (ABC) Board. Schools (although the DDP should target only adults, public schools can facilitate access to adults, and often provide adult education programs). Local chapters of national citizens activist groups, professional organizations, and business associations involved in highway safety, such as MADD and RID. The media, such as local radio, television and cable, newspapers, and billboard companies. 8

9 The clergy Businesses, such as driving schools, insurance and advertising agencies, retail stores, health and recreational clubs, and any other businesses that wants to be identified as a community sponsor. Why is a community-wide program better? In a community-wide program, the costs of developing and disseminating promotional materials can be spread across many sponsors, so that single organizations or groups do not have to carry that burden alone. When messages encouraging designated drivers come from many sources, more people are exposed to the DDP concept, and more people may be likely to use designated drivers. Community-wide DDPs splash the DDP concept throughout the community, rather than just introducing it piecemeal in isolated establishments. Who should coordinate a community-wide designated driver program? A single agency, such as the mayor s office, the local police agency, the downtown business association, or a local ABC Board can coordinate the program. It could be any of the major community partners. Just make sure there s no duplication of effort! What must individual service establishments do to run a good program? While community-wide coordination of programs is critical, running successful DDPs in restaurants and bars also requires attention to details. A successful DDP should do the following: Monitor entrances to the establishment. Assign a staff member at all times Check for age and fake IDs Deny entry to intoxicated people Count the number of patrons on the premises to prevent overcrowding 9

10 Provide a proper patron-staff ratio Actively encourage food consumption Offer reduced food prices during late afternoon/evening Have low cost snacks or food available at all times. Provide incentives to servers for increased food sales Promote alternative beverages Price non-alcoholic drinks significantly less than those containing alcohol. Promote non-alcoholic drinks on table tents. Stock and promote light beer and light wine Evaluate servers on total sales, including non-alcoholic products. Set lower prices for light beer and light wine Train all staff Involve all staff in server training, so they understand what a DDP is. Pay staff for training time Keep an incident log of all problem situation Provide house polices Provide a written statement of policies to all staff Prohibit drinking on the job by employees Reinforce policies by offering staff incentives for effectively managing intoxicated patrons and for selling alternative beverages. Never serve minors Establish when to ask for identification Train staff to identify minors 10

11 Identify what forms of identification are acceptable Provide staff with guidelines to deal with underage patrons Set guidelines to recognize and deal with false identification Ensure that staff understands its legal duty regarding service to minors Verify that all servers are legally old enough to serve beverage alcohol Monitor Drinking Provide staff with consumption limit charts and supporting rationale Provide staff with guidelines for recognizing the signs of intoxication Set guidelines for dealing with intoxicated patrons Publicize the establishment s position Explain and market the program internally to patrons Indicate that the establishment wishes no patron to drink to intoxication Promote the establishment s position to the public at large Develop a mission statement and post prominently (for instance, in the bathrooms and near the entrance) Ride Service Programs What is a community-wide RSP? As an alternative to DDPs, community-wide RSPs provide safe rides home for individuals who are judged (by themselves or others) to be too alcohol impaired to drive themselves home. Rides home might be provided in taxis, vans, or private vehicles. Who are the community partners in RSPs? The same array of potential partners that were cited in community-wide DDPs should also support RSPs. Who should coordinate a community-wide RSP? 11

12 Again, as with the same question for DDPs, single community agency is best, but it doesn t really matter which one. Who are the program targets and who and who is eligible for RSPs? Targets would be drinkers who drive organizations and establishments where they drink, social hosts, and specific groups at high risk for drinking and driving, such as young males and patrons of alcohol-serving establishments. The criteria for eligibility to use the RSP should be relaxed, while still focusing on the person who is impaired, especially by alcohol, who probably would have driven after drinking. How is the program publicized? The community offering an RSP should publicize it through as wide a variety of media as possible (newspaper, radio, television, billboards, signs on public transportation, direct mail, and at establishments that serve alcohol) to reach the broadest audience. The name and phone number of the program must be made available everywhere, in the public media and at the establishments where drinking is done. For RSPs limited to holiday periods, a media blitz should start at least one week before the service begins and continue throughout the period. For year-round programs, the publicity should occur periodically with less intensity than the holiday blitz,and with greater intensity during high-risk DWI holiday periods. Are other prevention services available? An RSP, in addition to safe rides, often provides other relevant prevention and intervention services, such as training alcohol-serving establishments about responsible service; providing corporate event risk-management; and offering non-intrusive written information to customers on BAC levels, signs of substance abuse, and phone numbers where they may receive information or help. How are the RSPs funded? A model RSP, especially a year-round program, receives a relatively small proportion of funding from many different community sources (perhaps the same community partners who 12

13 set up a DDP) to ensure consistent funding and reduce the risk that withdrawal or reduction of funding from one or two sources would create problems. Maintaining a variety of sources increases the administrative workload of the program, but reduces dependence on larger donors. Funding resources can include cash, in-kind services (publicity), and equipment. Resources might be sought from such groups as: Hospitality industry groups Alcohol-serving establishments Alcoholic beverage manufacturers and distributors Local Government agencies Health Care organizations Service Clubs Citizen groups Community groups Insurance companies Media Organizations Business groups Should the program use existing transportation systems? The use of existing transportation systems, such as cab companies, to provide the vehicles, drivers, and call-in and dispatch services, appears successful in many cases and is likely to reach the largest number of potential users. What should the program cost the user? A model program would provide rides at no or minimal cost to the user, if the ride is provided within the rules of the services (for instance, within certain geographic boundaries, provisions of a voucher, or ride starting from a member establishment). Does the program enable drinkers to drink more? 13

14 There is no evidence that these programs promote or encourage drinking. Think of it as a friend walking someone home who has had too much to drink. Getting someone home safely has nothing to do with condoning excessive drinking! 16 What is 311? 311 is a toll free, NON-EMERGENCY phone number that the public can call to access information about government services. A live customer service representative will be available 24 hours a day, seven days a week, and 365 days a year. The service is available to both wired and wireless customers. Wireless customers should call (415) employees will be able to provide translations services in more than 145 languages and dialects and will employ a diverse staff of customer service representatives. Additionally, 311 is set up to accept calls form the hearing impaired by utilizing a TTY System. How does 911 work on cell phones in San Francisco? If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management. Once the San Francisco Department of Emergency Management determines what emergency services are needed, they will then process your call. If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
